Municipalities like westchester and others got a jump on the Road Conditions with brining. Penndot said they wanted to error on side of precaution so they sent kids home early. Kids at friendship elementary started boarding buses before 1 00 and were sent home. When you talk to most School Superintendents they say snow before the start of the school day, its an easy call to send kids home. At the end of school day, they dont want to risk straning them so they decided to put them on buses. Almost every School District in Chester County opted to sent kids home early, with the exception of the phoenixville School District.
