Well during the rican struction period following the civil war, Congress Investigated a sharp rise in violence against freed black slaves and their supporters. It was violence committed by a new Organization Called the ku klux klan. In 1871, hearings were held in congress, heard gripping testimony from victims about what they had suffered. These congressional hearings helped lead to new laws and the creation of a new department of justice. They had a major impact on our country for decades. As i understand it, this is an appeal from the categorical exemption of seekwa, it is not a rereview of everything that went on before the board of appeals and Planning Department.
