Wrap-around pastoral care and a kaupapa Māori approach would see participants re-connect to the whenua and their roles as kaitiaki, while receiving support to overcome barriers to employment. Anaru Marshall, general manager of Te Kāhui Maru Trust, said conservation and forestry sector training of rangatahi in Taranaki was critical. A lot of the work being carried out in that sector was being contracted to people outside the region due to the work being seasonal, Marshall believed.
