LISBON A March 15 preliminary hearing was set in county Municipal Court for Jordan L. Gainer, 32, Smithfield Street, East Liverpool, charged with failure to comply with an order or signal of a police officer, a third-degree felony, as well as misdemeanor citations of permitting an operator to drive without a license, failure to display a valid sticker, failure to control, seat belt violation, two counts of reckless operation, two counts of improper passing, speeding, two counts of traffic control devices and a turn signal violation. On Oct. 17, Gainer allegedly fled from Wellsville police in a red Ford Escape, passing vehicles on a two-lane road, before continuing up on state Route 7, where the vehicle was found flipped on its roof and up against a telephone pole. Gainer reportedly was found lying on the sidewalk next to the vehicle.

EAST LIVERPOOL In East Liverpool Municipal Court, Kevin L. Byers waived a preliminary hearing on a felony domestic violence charge and the case was sent to the county grand jury. In a separate case, he was fined $500 and given 270 days in jail (15 days imposed) and 40 community service hours on charges of assault and criminal damaging.
Kimberly A. Parrish, North Shadylane Avenue, was fined $150 and given 60 days in jail (suspended) and 20 community service hours on charges of driving under a 12-point suspension and speeding.
Helen M. McGinnis, North Street, was fined $100 for passing a school bus with lights.
Rebecca S. Dyke, West Fourth Street, was fined $250 and given 30 days in jail (two imposed) and 40 hours community service hours for possession of drug paraphernalia.
