Fear Thy Neighbor on ID is examining the murder of Mark Xander by neighbor Charles “Pete” Richter Jr in Stevensville, Maryland, in 2011.
Richter was a retired cop who moved into the same street as Xander 14 years before he killed him. The pair had argued for years over various noise complaints, but it was Xander’s dog that caused the feud to turn particularly bitter and violent.
The Lorain Academic Distress Commission welcomed Cel Rivera, Lorainâs retired police chief, to the panel to replace Diane Xander.
On Dec. 14, the Lorain Academic Distress Commission held a joint meeting with the Lorain City Schools Board of Education.
Much of the meeting dealt with a closed-door executive session for the Commission and school board members to discuss public employees and employment issues. Based on comments afterward, that closed-door session generally dealt with the job performance evaluation of CEO/Superintendent Jeff Graham.

On Dec. 11, Rivera said he sees himself as a grassroots advocate for students and families on a community level.
âI ve been involved with the schools for about 30 years in a lot of different phases to help them with levies and just different programs,â he said. Â âAnd so, I m a big supporter of Lorain Schools and Lorain teachers and staff, but I love the kids there and I want to see them succeed.
