jean quan. but as anne makovec tills, her challenger isn t giving in just yet. good morning to you, anne. reporter: good morning. they are making history here at oakland city hall with this election but it is not without controversy because the ranked choice voting system that voters here in alameda county used this past week. kwan beat out former state senator don perata and eight other candidates for the job. perata earned more first place votes, though, than anyone else. it was people s second and third choices that launched quan to victory with 51% of the vote. now, quan is going to become the city s first woman mayor and first asian-american mayor. she is due to be sworn in on january 3. i m announcing on monday a transition advisory group and i particularly plan to choose supporters among the people i ran against including senator perata. reporter: now, perata will announce whether he will take legal action or demand a recount during a news conference this morning
