Legislation was presented and discussed Monday night during a council work session.
The proposal, made by Councilman Mark Lombardi, R-Ward 1, would hire an animal control specialist for up to 28 hours a week. Further discussion was pushed to June 14.
Lombardi wanted to provide time to fulfill Councilwoman Linda Litman s request to review an updated job description for city building code enforcement officers, who Mayor Kathy Catazaro-Perry said have been handling animal control-related duties.
The mayor is not in favor of creating the new position, and said doing so would waste money. Police officers handle animal-related calls when code enforcement is off duty, she added.

MASSILLON – City Council continues to wrangle with the notion of whether to weigh in on the police chief s request to redo the rank structure within his department.
Police Chief Keith Moser wants to rework the numbers of higher-ranking officers in the Police Department through attrition, a proposed alteration that s been brought up multiple times during council sessions with little movement.
On Monday night, council members discussed the matter during a special Police & Fire Committee meeting, which lasted about 30 minutes.
At meeting s end, Councilwoman Linda Litman, D-Ward 6, who chairs the committee, said she was placing the issue on hold until further details are presented.
