KEY ACTION: Gave first reading to legislation that would allow the mayor s office to apply for funds via the Ohio Public Works Commission to help fund the city s Streetscape phase III effort on Lincoln Way.
Estimated cost of the 2021 project is about $1.5 million, with the bulk of funds being sought through the state.
Most of the next streetscape will include road resurfacing, as well as installing new sidewalks, traffic signals and street lights along multiple blocks of Lincoln Way E, running from First Street NE to Fourth Street NE.
Similar upgrades are targeted for a one-block stretch of Lincoln Way W from Erie Street N to First Street SW. Warmington Road SW and a small stretch of Tommy Henrich Drive NW are included.

MASSILLON – City Council continues to wrangle with the notion of whether to weigh in on the police chief s request to redo the rank structure within his department.
Police Chief Keith Moser wants to rework the numbers of higher-ranking officers in the Police Department through attrition, a proposed alteration that s been brought up multiple times during council sessions with little movement.
On Monday night, council members discussed the matter during a special Police & Fire Committee meeting, which lasted about 30 minutes.
At meeting s end, Councilwoman Linda Litman, D-Ward 6, who chairs the committee, said she was placing the issue on hold until further details are presented.
When these dogs get bored, they tend to explore, he said.
Wood and Loki have joined Massillon s other canine team, which consists of officer Anthony Crabtree and K-9 Luiz. The latter two began regular patrols Jan. 28.
The city has not had two active K-9 units working simultaneously in decades, according to Chief Keith Moser. It s the first time since I ve been at Massillon with two on the road, said Moser, who joined the city police ranks in 1995.
Wood joined the Massillon police force in late 2015, and was picked in late February for the canine duty. He and Loki started joint training March 1 and finished on April 16.

MASSILLON – Police Chief Keith Moser is aiming to rework the numbers of higher-ranking officers in the Police Department, a proposed alteration that s getting some pushback within the ranks of City Council.
The Massillon Police Department has two captains, four lieutenants and six sergeants. The chief wants to reallocate through attrition, keeping the higher tier at 12, but consist of one captain, three lieutenants and eight sergeants.
Sergeants work more as first-line supervisors, according to Moser, who said his change would spread out officer oversight within the department more evenly. Lieutenants, he said, should handle more administrative duties. Basically, right now it s lieutenants and sergeants doing (much of) the same job, the chief said, adding that his proposal also eventually would save the city money.
