With chambersburg cut off, shippensburg is the new Central Organization point for the Pennsylvania State militia. You obviously cant get to chambersburg because it is south of the bridge at scotland which is no longer in existence. So they have to walk from shippensburg down to scotland, and they are going to guard bridge crews that are definitely trying to put cvrrs bridge back into place so that the army can use this if they need to.
