He had been ordered to descend according to air Traffic Controllers, descend from 37,000 to 35,000 and instead of setting it at 35,000 he set it to 100 feet and then just about a minute later, he again was ordered to descend by the air Traffic Controllers and they said to go down to 21,000 feet.
