Before i begin today, though, id like to note a historical milestone. Today is the beginning of Lieutenant Governor Matt Michaels session as president of the senate and prior to that he presided forever four sessions as speaker of the house. Those 11 sessions make Matt Michaels the longest serving presiding officer the history of the south dakota state legislature. Lets recognize and thank him for that service. [applause] thank you very much. Over the past six years, we have undertaken many significant initiatives together and have made progress in many years. Its dry and mostly clear skies in new york city, down the jersey shore. A bit of cloudiness in fairfield and westchester counties. Its 27 in fairfield. As you head closer to the city, its 37 in west port. 29 in shelton. 32 degrees as you start your day in redding. Not all that cold out there. Even in the distance, north and west of town, 27 in monticello. 34 in morristown. 34 degrees in long branch. As you plan your day, get outside this afternoon. Look at these temperatures. Are you aware of that . Yes, but that was not created for that case. That was created for all cases. The concept of the decision board was generated in 2011. I discussed with career employees the application of that decision board to the issue of difference, which was of tremendous concern in the community, in the eb5 program. I discussed its application with a number of career employees in 2012 and ongoing. So it was not limited to that one case. Zblf the decision board or deference board, as it was termed subsequently was a reform applicable to the eb5 program writ large and it was needed and especially with respect to the the issue of difference, which caused so much consternation in the community, wh u when uscis would make a decision. Investors would invest. Capital would be infused. Business
