They dont know if its one or two sections. This pipe runs right through the intersection here of bradley boulevard and huntington parkway. They say theres six to eight inches of water that needs pumped out. The pump is working as hard as it can, but theres a lot of water in the hole they need to get out of there so they can get to this water main break and find out exactly what the problem is. Tropical storm erika is dumping five inches of rain on puerto rico, as it continues its path through the caribbean. Four were killed as erika dumped 15 inches of rain on that small island nation. Twenty people are missing there. Fastflowing rivers swept up cars, landslides blocked roads, power and Water Supplies knocked out. The storm now heading towards florida. Kevin joins us with details. This storm has been inconsistent and hasnt gotten its act together. Since yesterday, taking a look at the satellite and radar, you can see the rain showers in puerto rico. The radar ends here, but the satellite as you can see, the Actual Center of the storm is not here, its here towards the west. In fact the governor declared state of emergency just about an hour ago. This church collapsing under the fury of the tropical storm. Officials say they have found 14 bodies and several people are still missing. Erika dumped 15 inches of rain on dominica. Power and Water Supplies have been knocked out completely. Lets bring in kevin corriveau. Kevin when might we expect to see the outer bands of this in florida . Based on what we know so far and based on the current track, we think sunday night well start to see the feeder bands, and then monday morning, very early it will make its way from the south up to the north, but theres still quite a bit of uncertainty. You can see the storm is really not well organized and they have moved it several different times over the last 48 hours, which changes all of the tracks ahead of it.

It reverses a lowercourt ruling that said that the program likely violates the constitutions ban on unreasonable searches. Congress has passed legislation replacing the program over the next few months. I think the ruling of the court is consistent with what this administration has said for sometime, which is that we did believe that these cape abilities were constitutional.
