And the white house says president obama has been briefed on storm preparations. The Tropical Storm has plowed a path of death and destruction through the caribbean. [ screaming ] a church in dominica collapsed under the fury of the wind and rain. The island nation so far the hardest hit. Erika dumped 15 inches of rain on dominica. Landslides blocked roads, power and Water Supplies were knocked out. The storm is right now delivering another punch to puerto rico. As much as eight inches of rain are expected before erika moves over the Dominican Republic towards florida by monday morning. George w. Bush has been in new orleans today visiting a school hard hit by Hurricane Katrina ten years ago. The slogan that guided the school when we first visited is true today. We believe in success. And because of that success, that schools like this have achieved, you have given all americans reason to believe that new orleans is back and better than ever. The former president toured the school this morning. He first visited the School One Year after katrina hit to check on its recovery. Today it was a much happier visit. Federal Appeals Court today ruled in favor of the National Security agencies bulk collection of telephone data on americans. The ruling means the nsa can levelly continue to store everybodys phone records. The ruling reverses a Lower Court Decision that said the program likely violates the constitutions ban on unreasonable searches. Congress has passed legislation replacing the program over the next few months. A u. S. District judge this morning sentenced 17 year old ali ameooshgsn to seven years in jail for helping isil. He admitted to helping an 18 year old friend travel to syria and to passing messages between isil contacts. So far federal prosecutors have charged more than 60 people in the u. S. Can supporting the self proclaimed islamic state. Three suspects are under arrest in hungary this morning for human trafficking. They include the alleged owner and driver of a truck. We have now learned 71 people died in that truck including several children from suffocation. Police believe the victims are Syrian Refugees and were probably dead when the truck crossed into austria on wednesday. European leaders have been discussing the migrant crisis in vienna. Hungarys response to the crisis has included building a fence along the border with serbia, but theres more than one way around the fence. Reporter this is the three and a half meter high security fence that separates hungary from serbia. It cost millions of u. S. Dollars, and many refugees have managed to cut their way through the razor wire or get over it. But theres another problem and its big. The fence comes to an end just here. Leaving a wide open space. You can walk in from serbia without any interruption. What is the reason . Well, as i walk backwards, im coming into romania, which is an e. U. State. You cant put up a fence or wall between two e. U. States, so therefore you have this anomaly with people being able to walk through three different countries. The nearest Hungarian Village is over there. Its a sleepy place where the local mayor has sympathy for the refugees but anger towards the hungarian government. Translator it wont solve the situation. The government want to prove that they are patriotic, and that they are saving the country. Reporter within a few minutes of our rival, the hungarian border place arrived. Much later on the Romanian Police also came. They even tried to explain the layout of the land. Here is the border with hungarian. Reporter but at nighttime and in large numbers, refugees could easily cross here. Right now they prefer more suitable areas nearer towns, but when the fence is completed, this problem will always remain. A place that could be exploited by criminals, an example of the anomalies, the problems the e. U. Faces in policing its borders. A plea to congress to approve the Iranian Nuclear deal. Give diplomacy a chance. No more wars. High profile iranians ask u. S. Lawmakers to support the agreement. A new law goes go effect in missouri that caps how much cities can rely on tickets and fines for their annual budgets. It comes after the department of justice found a pattern of discrimination against african american. Lets go to ashar qureshi. What is changing with this new law . Reporter well it deals with the courts procedures municipal procedures with regard to a number of issues, how they deal with issuing fines, warrants as well as that revenue cap. It is different here in st. Louis county, which encompasses ferguson. In st. Louis county that is reduced even further. This was an issue that was really spotlighted after that department of justice investigation that resulted in a scathing report saying that ferguson basically used these fines and issued warrants to try to enforce the Debt Repayment they were getting from their citizens here in ferguson. And that has been addressed beyond senate bill 5 this week the newly appointed municipal judge in ferguson who has gone further to try to basically give a goodwill gesture by removing warrants that were issued, a large swathe of them. We sat down to talk about that. Who is edgeable . Mine minor traffic violations. Were withdrawing pretty much all of the war rents. Were talking close to 10,000 warrants. A lot of warrants reporter gone. Gone. Thats true. Reporter do you characterize this as wiping the slate clean . No. Certainly when it comes to arrest warrants they are being withdrawn. The hope is that they will appear. Reporter randall this is a big deal at the end of last year, ferguson had about 16,000 outstanding arrest war warrens. Yesterday a judge announced that all of the 81 municipalities would follow suit and would be waving those arrest violations. Obviously ferguson was one of many cities in st. Louis county. How else has this doj report made an impact . Well, thats a good question. Symbolically, ferguson has really shined a shot light on this. The mayor argues that 12. 5 is not a huge drop from the 15 that was collected before. Others say these dont go far enough. These are orders that can be changed the next day. They are not mandated by law, which is something that is different from senate bill 5. But again its a step forward, and it will take years to see what the impact is. But none of these people who have these warrants issues are just getting a new court date. Thank you, ashar qureshi. The new York City Police department is making changes to its controversial stop and frisk policy. It will start to give receipts with the officers name and badge number. The change will give people who are stopped or questioned or frisked for information, the information they need to file a complaint. Starting monday each Los Angeles Police officer will hit the streets with body cameras. The goal is to destroy 7,000 cameras, the bigst Body Camera Program in the nation. But theres a debate over who can see the videos. Reporter the mayor says los angeless partial rollout of Police Body Cameras the first step toward keeping the type of Police Civilian controversies that have plagued places like ferguson, missouri, and baltimore, maryland from hitting his city. Helping to address the uncertainty and questions that playing so many investigations. Reporter 860 devices will outfit lapd officers those cameras will go out to officers in three of the 21 divisions as well as metro and s. W. A. T. In the coming months the city plans to deploy more than 7,000 cameras in all. That would cover most of the force and make l. A. The largest city to use cameras on a wide scale. The first wave of cameras cost 1. 5 million. About 1700 per camera, paid for with private donations, and it will cost just over a thousand dollars per camera, per year to store the video they capture indefinitely. City officials consider that money well spent if it builds more trust between police and the citizens they protect. The Citywide Program will protect the community as well as the officers wearing them. Reporter but not everyone in the community is happy about l. A. s body camera plans. The most controversial aspect, lapd policy allows officers to review footage before writing reports or giving statements on internal investigations. And departments dont have to publicly release any recordings unless they are part of a criminal or civil court proceedings. We are not required to produce investigative records. We have not produced investigative records in the past with limited exceptions. Reporter some worry police are use cameras as surveillance tools. The existing trust with lapd to not tamper with these body cameras, it will only increase surveillance of community members. Reporter but others favor the move but want to make sure Police Departments dont stop there. I think its only part of Something Else. The Something Else beings there is still a place for training. President obama makes the case for the iran nuclear deal. He is to talk today in a live webcast with Jewish Community leaders and activists. A group of highprofile iranians have launched a Video Campaign urging congress to vote in favor of the iran deal. Many have been jailed by their own government for their political views. I spoke to an journalist and activist who helped spear head the grass roots Video Campaign. I asked her how the project got started. A group of friends literally in new york got together, and i kept hearing the concerns that they kept hearing the opposition to the deal. All of these advertisements, the money spent by lobbying groups and iranian disdents. So they kept telling me that they feel like they need to do something, and let their voice be heard in the world media, and the u. S. Media. So the target is u. S. Media . Definitely u. S. Media, the american people, and ultimately the lawmakers. As you know all disidentifies do not support the deal. One group criticized what they call western apologists and apiecers of iranian theocracy. They dont trust iran to meet the deal. They dont trust iran period. The majority of the iranians inside iran want this to happen mostly for economic reasons, but iranians outside of iran who are not directly impacted by the sanctions and the economy are also worried about the political and social situation if this deal breaks. Thats why these democracy fighters came out in support of the deal saying not that the human rights situation in iran is perfect, but this will help open up the platform and the domestic debate about human, social, and Political Rights inside of iran, and if it still doesnt happen in the absence of peace within any military intervention or just more tension the situation for the activists on the ground will just be worse. And yesterday a report leaked from the u. N. s Nuclear WatchdogGroup Accuses iran of building a structure that may make it more difficult to identify what they are doing. Isnt iran creating this distrust. The majority of the iranian people and actors are saying lets give peace a chance. Let this work out. Lets see what happens after three decades of tension and calling out each other and doing things behind the scenes. Lets see what this new chapter is bringing us. Iranian activist, she says the majority of iranians are not expecting 100 success, but feel the deal is the best chance both sides have to move forward. Major corporations may soon be on the hook for labor disputes. The Court Decision that could Cost Companies like mcdonalds millions of dollars. A new ruling make it easier for fastfood workers to unionize. This could lead to wage changes on a national level. Antonio mora reports. Reporter protests have called attention to the plight of fastfood workers nationwide, leading to minimum wage increases in some partings of the country. Now a mayor victory could help. On thursday the National LaborRelations Board handed down a ruling and then ables labor unions to negotiate directly with large Parent Companies, such as mcdonalds wendys burger king, corporations that operate using local franchises, as well as those that rely heavily on outside contractors. These contracting arrangements, franchise arrangements appear in a multitude of industries, whether its hospitals that contract out certain services, some hospitals will use staffing agencies to augment their nursing staff. Hotels very often will contract out the housekeeping services. I dont think theres an industry around that isnt potentially affected by this ruling. Reporter until now the Parent Companies were only considered joint employers of worker if they had direct and immediate control over employment matters. Many corporations argue this ruling could destroy their business models. One of the benefits of franchising and subcontracting is to spread the brand name while minimizing the legal risks and responsibilities. Some of them, i think are really looking at dooms day scenarios about what this ruling will mean. I think their predictions are very overheated. Reporter it may also effect an upcoming case that has been filed against mcdonalds and its franchises. I hope a lot of a lot of black people still come back. Reporter it has been a concern since katrina emptied new orleans. This city will be chocolate at the end of the day. Reporter how to make sure some people arent left behind in the boom of rebuilding. The issue near and dear to my heart is to make sure that those individuals who were born here, they dont feel as if this new new orleanses move k forward, and theres no place for them here. Reporter new orleanses still mostly black, but while 67 of the city used to be african american, it has now dropped to 58 . And the percentage of white has grown slightly. We have young people coming here, many are white, and so folks have kneeling that its a whiter city. Reporter some are drawn by adventure, others attracted by opportunity. Lauren arrived to tell tshirts from her living room. Her Online Business quickly grew into four stores. In new orleans, you just get to be you, and thats what i love about being here. Reporter lured by tax credits and a thriving culture, leaders say people of all colors are coming for opportunities hard to find anyplace else. Before katrina, there was a closed network that was scared of change. And now it is open to new people, new ideas, and really, sources the sense of possibility. Reporter people like patrick who moved here. How many times do one of the most important cities in america go through a complete renewal and you are invited to participate in the process. Reporter but many worry change is keeping others out. Its a lot more aflewant affluent now. Reporter demographers say there are still as many People Living in poverty, and many African Americans prefer to move to the sub person suburbs. Reporter the assumption is it was the rich that could only return and rebuild, and you are saying im saying there were a lot of people who chose not to return. Reporter and it did not matter how much money you had . Thats right. A lot of people may have had the means to return and chose not to. Reporter for henrietta, there wasnt any other choice. She had to be home. Im hoping and praying a lot of other people come back too. Reporter until then, as new orleans changes, many worry how to keep the spirit the same even if the city looks different. After katrina, hundreds of thousands sought refuge across the south. Many made new lives in texas. Heidi zhou castro reports on how some now have the opportunity to return to their homes. Reporter ten years ago, 250,000 katrina victims were evacuated by bus to texas, and today a very different note on where this bus, which is celebrating survival and recovery one decade later is taking all of these former new orleans residents back to their hometown for the weekend of celebration. That includes our guest mr. Harrison. I understand that you were in the 12th ward when the hurricane hit. How did you ride it out . Well, with the grace of god. I had lights, no water, became dehydrated, bitten and poisoned by brown recluse spiders, but i knew to tie a tourniquet on my leg to stop the poison passing through my blood system. What do you want the world to know now about katrina survivors . Evacuate. Dont stay, because we never know when another disaster like this will occur, and you take it lightly, it could be another katrina, so we learn through your experience, and you could be strong and everything, but if you have ever experienced it, theres nothing like, you know, more than being there. Reporter a difficult Lesson Learned im sure the hard way. Sure. Reporter but now you are going back to celebrate with your wife over the weekend. Are you looking forward to that .
