It is easy to see why and in just a few minutes we have been watching more and more rats come up as the daylight starts to wane in san jose. This is one of the main thoroughfares into the downtown area. It is a dumping ground for that debris and you can see the backdrop is a homeless camp. Apparently, that combination is the perfect breeding ground for rats and filth. Internally you have Police Unions that are not necessarily for reform and in some cities they are totally against it. Reporter john burris said piecemeal reform has too many opponents and too many limitations. He said moving this conversation forward take something on a larger scale. I think that would be the most important thing is to develop National Standards, but at the same time, policing is local. You have to be able to get the National Standards to have a buy in at the local level.
