Supervisor wiener, we consider thousands of measures every year and some of them deal with very profound circumstances facing our city. Others deal with the potholes. And whats happening on the street corner, and what were hearing from our parents. Us to address those issues large and small and again that is why i will be supporting this measure. Supervisor olague im just going to mention that i receive emails all the time with people that are upset that there are Homeless People in the neighborhood. I probably get more emails protesting that than just about anything and i would be the last person to ever legislate banning Homeless People from certain parts of the city. So and so im still trying to understand what is so unique and so different about whats happened that we need this now, even though for all these decades that has not been the case. And the second point is i want to be very clear. I dont know that anyone is saying taking ca
System to be able to do that. Currently the department of building inspection will allow somebody to go on the city website now and be able to see whether or not we have an open Code Enforcement Case Department wide on a particular address and what the permit activity is. Its my understanding that it doesnt have it yet. Supervisor scott weiner seems to me that its more of a centralization for the information for the department and the public and the ability of the department to know that other departments that should be involved are involved. Its incredibly important. I think its a big missing piece where you have people from the department doing their very best but you dont have that centralized overarching code about this property or this landlord tenant situation to make sure its addressed. I think its something that we should all be working toward. Supervisor kim . Supervisor jane kim thank you, i had a very specific question but im going to start with a more general question now.
Administrative process and again, these codes were developed to operate from a Code Enforcement standpoint independently. So the first thing that one would look at if this is desirable from a policy standpoint would be are all of these codes do they have the same types of provisions with respect to the issuance of Civil Penalties, what is the criteria, what is the administrative process, are they similar, can they work in unison. All of these types of thing will be the first things to ask the City Attorney. We work very closely with the Land Use Division and the Code Enforcement and the groups we work very closely with them in the Housing Division. But i have a legal background and i understand these things in a way that perhaps others might not. So we work with them very carefully, but that will be two things that you will have to look at. Let me give you an example. Section 204 of the housing code talks about Civil Penalties should be considered in such a way that the length and the

And the second point is i want to be very clear. I dont know that anyone is saying taking care of the Little Things that happen in a neighborhood are not important. Those things are what make the life of a neighborhood work. The pothole is as important as any piece of legislation because it is critical to the daily life of that individual. But what we are saying is that if i have a pothole in my neighborhood, i am not going to come to the board of supervisors, and pass citywide legislation to address it. The question is whether or not this legislation, this citywide ban, is the best way to deal with this serious situation. Some of us question whether or not it is. And so thats the difference. But to say that somehow that means that we dont care about the nuts and bolts of what happens in a neighborhood, that is
