three possible suspects. cheryl hurd joins us from west oakland tonight. reporter: we know that atf officials have been asked to come in by oakland fire, to help with this investigation. that means that this fire is suspicious and that oakland fire needs help. meanwhile, this building has been red-tagged. and security guards are here, making sure no one tamps with possible evidence. one of our missions is to investigate arson. reporter: atf special agent helen dunkle says, it s too early to tell if someone intentionally set this fire in oakland. but oakland fire crews felt the blaze was suspicious enough to have the feds come in to investigate. the fire was about a city-long block. and due to the dollar loss and that b.a.r.t. was shut down and such. reporter: atf agents have access to resources that can accurately determine what started the fire. we have access to accelerant detection canines should we need them. we have access to a team of individuals within atf

in the dark after a frightening sequence of events. an underground power cable went up in flames and restaurant. we have the exclusive video seconds after the fire started. we have a repair crew working on this power line. this is what we are talking about. this is a piece of the failed power cable. the workers are very busy. this is a big job. this is a caller seen and what we found a couple of hours ago. a calmer scene. flame shooting out of the ground. i heard a boom. we went outside and we saw the fire. about 3:30 this afternoon, an explosion several feet underground rocked these apartments. the frightened residents ran outside only to find something which scared them even more than the blast. i saw the people screaming. firefighters realized the source of the flames was an underground power line that runs from the transformer to the apartment. it was crazy. i was running out of the room with no shoes on. after they cut off the power the underground smolde
