Many levels and i want to take us back to the underlying bill and extreme Risk Protection order act. Which would incentivize states and localities to implement extreme risk laws, which is simply common sense. And i wanted to bring forward our experience in my home state of washington, which became the fourth state in the nation to pass an extreme risk law in 2016. Since we have implemented that law in Washington State, and weve supported it with county resources to help enforce the law by also recovering firearms from people ordered to surrender them by a judge, a number of people at risk of suicide have been referred. According to kimberly wyatt, who runs the king county program, she has, quote, seen folks who were in the midst of the Behavioral Health crisis come into court and thank Law Enforcement for saving their lives. Late last year Law Enforcement in Washington State prevented a possible mass shooting after someone flagged a potential threat. And that was a man who posted image
You know that, right . Yes, sir. [applause] red flag laws, we refer to them as Risk Protection orders or gun violence restraining orders. They are civil orders, not criminal, wh officers depending upon how the law is written to move quickly and get firearms out of the hands of people who are identified as having risk of and showing violence. Host there is not currently a National Red Flag law. Guest that is correct. 17 states have authorized them under careful circumstances. There is no national law. Host why is there no national law . Guest these procedures require local implementation. They fall within the purview of state law. The federal government could play a role in encouraging them or providing financial incentives to states to implement them. That is under consideration right now. Host thats the effort by senator Lindsey Graham and richard blumenthal. President trump referred to this effort. What do we know about whats going to be in that legislation or proposal they are comin

Mr. Gidley the president is the president of all the people and what he wants to do is go to these communities and grieve with them, pray with them and offer condolences. And quite frankly, offer thank you and appreciation to those who are First Responders and put their lives on the line and were able to take out the shooter so quickly. Those american citizens who put their bodies in harms way to protect loved ones. And he also wants to talk about potential solutions on how we can keep this from happening again. Lastly, he wants to have a conversation with them that it is time to unify, that we can do something to prevent this from happening again, if we come together. Reporter let me followup on that, because you talk about the need to unify. The criticism the president has been getting is about his rhetoric, so does the president need to change his rhetoric in order to help unify the country . Mr. Gidley the president has been talking clearly about what he wants to do and the directi
Good morning, everyone. Hi, welcome. My name is leanne. I am the director of our countering organization at the institute of peace. For those that are new, we were founded by members of congress who were veterans of world war ii. They had returned from the battlefield convinced that the u. S. Needed greater capacities to wage peace as effectively as we wage war. It was a bipartisan effort drawing broad support from both parties, and in 1984, president reagan signed into law the United States institute of peace. An independent, nonpartisan, National Institute charged with the mission of preventing, mitigating, and resolving violent conflict abroad. We fulfill that mission by linking training and analysis, research and policy, and by working with local partners on the ground in conflict zones around the world. We have offices in iraq and afghanistan, pakistan, tunisia, just to name a few, and when it comes to violent extremism, we know that significant knowledge gaps still exist and they
