All of these people have to go to antioch for their nearest target location. Target said in a statement they cannot keep operating these stores because of theft and organized retail crime. They say they feel both their team and the guests are at risk and its contributing to an unstable business. Target says they made attempts to stop the thieves, but they were unsuccessful. But at this time, people qualify for that money by self declaring that they are suffering from Substance Abuse disorder. So the mayors plan would change a few things. It would require people to be screened to prove their addiction to drugs. That process has yet to be determined and they would have to get into treatment. Mayor breed says that part too many people are refusing available help and are dying from drug overdoses. So its time for new approach. People are not accepting help. And so now its time to make sure. That were cutting off resources that continue to allow this behavior to occur with out the economy, liddy, without someone involved in a Treatment Program that could lead to a better life.
