The faa in collaboration with the National Air Traffic Controllers Association has streamlined the process for transferring controllers between facilities more quickly, reducing the lag time and certifying the facilities. But the faa can make further improvements and should not hesitate to hire more controllers when staffing needs require it. The faa academy, inexperienced controlers have to train before being placed in a facility has the capacity to matriculate only 1,999 controllers per year. And before controllers can attend the faa has to conduct a background check and the faa has to process about 300 per month. But during that time, the Emergency Line for most agencies like the Sheriffs Office was down. No calls in or out. There was also a break down in contra costa countys emergency system. Yesterday countless people were told to evacuate immediately after a gas leak. The Sheriffs Office blames it on a glitch in the system called ipause. Someone tried to block the message from going out to the county but failed because unbeknownst to them, the system had changed. To some, these hiccups are unacceptable.
