Reporter hey, barbara. Take a look. This is 15th and k street. You can see traffic backed up in one direction and as we turn, traffic backed up all of the way down k street in the other direction. This is where most of the Traffic Control officers are stationed and Muriel Bowser saying were officers, but they wont hit the streets for some time. We will put more Traffic Control officers on the street at bus, bridges and critical intersections. Reporter that was last thursday when mayor bowser laid out a plan to cope with a year of metro delays. Today the mayor explained the Traffic Control officers wont hit the streets for several weeks as the earliest. They have to hire them. Currently, only ten intersections are staffed by Traffic Control officers during rush hour. All of those intersections are near the downtown k street corridor. The district has begun the process of hiring 20 additional tcos. 700 candidates and 100 of which are District Residents and were in the process of going through all of them at this time so that we can ensure that we select 20 of the best and the brightest. Bowser said when she announced the additional Traffic Control officers next week. She didnt intend to give people the impression that theyd start this week. Expecting the brunt of the impacts in the district to happen over the course of a couple of surges. So were going to gear up just as fast as possible. Now, the hope is to get an additional 20 Traffic Control officers on the streets by the end of this month and then 20 more by next fall. This happened near macomb street, rather, northwest in Cleveland Park just before the zoo. Paramedics hoisted the man up and took him to a nearby hospital and he is expected to police in fairfax counter warning about an earlymorning assault near a school. A 16yearold girl was grabbed from behind walking near south County High School in wharton this morning and police tell us the girl screamed when the man grabbed her and ran off. Reporter barbara, they had an opportunity to review this video last year and well tell you what they did with that in just a little while, but Prince Georges County has been dealing with this for some time now. We reported on it for almost a week after the incident happened and now for the first time were getting an opportunity to see what happened to this man before he took his last breaths. In june 2014, samuel shilts was brought to the Prince Georges County jail, charged for not paying his bus fare. Spiral into a schizophrenic bipolar episode by refusing to change into his prison jump suit. First of all, i couldnt sleep for two nights. I was having anxiety over that video. Reporter his wife regina shields shared the video provided to her by her attorney for a civil suit against the jail. Its heartbreaking and really makes me upset. We did a full, thorough investigation of this case to include putting it in front of a grand jury. Reporter last year the States Attorneys Office presented this video with testimony to the grand jury. Ultimately the grand jury declined to indict any of the officers involved in the incident with mr. Shields and no criminal charges were ever filed. Turners father received criticism for a letter he sent to the judge saying his sons life shouldnt be ruined for, quote, 20 minutes of action. The d. C. Ntsb investigators were on the scene the day the jet crashed killing six people. It hit a tree and then houses on droughtforge lane. Today federal investigators said the pilot failed to take necessary action. When ice began to build up, causing the aircraft to pitch and roll at steep angles. Signal with the hand and say aye. Reporter federal investigators a the pilot failed to clear ice from the wings to stall on its descents. It crashed on gaithersburg on december three onboard and fueling fuel into a neighboring home, trapping a mother and her two young sons inside and Marie Gemmell died trying to protect cole and 2 month old devin. They were overcome by smoke. Its team of investigators and determined the probable cause of the jet crash. The National Transportation safety board determines that the probable cause of this accident was the pilots conduct of an approach in structural icing conditions without turning on the airplanes wing and horizontal stabilizer deice system. Reporter the ntsb recommends training for pilots to recognize icing. This jet, the phantom 1000 had no icedetecting system to warn the pilot. Because pilots are human and there are are therefore fallible, this crash is a reminder that automated alerts and ntsb hearing with his lawyer. I wanted to thank the ntsb board for their diligent work and the Great Research they did today. This is a good first step. It was good to know that this accident was preventable and hopefully down the road this will never happen again with their work today. An historic murder trial in Prince Georges County. Our bureau chief Tracee Wilkins reports jermaine hails has been found guilty of killing melvin tate. Tate was left ly by blinking. Tate later died and they had to fight to get the blinking evidence admitted and it was the first time in history it was ruled admissible evidence in court. They found receipts dating from 2007 to 2013 showing how the cemeterys superintendent and deputy superintendent used the cemeterys taxexempt credit cards for Home Improvement projects at their private homes, including a new roof, a new fence and thousands of dollars of appliances. According to the new Police Report, superintendent ron piercy admitted they did use the credit cards to, quote, make personal purchases and they were, quote, reprimanded by the cemeterys board of directors. He and the cemeterys attorney told police the two men were directed to reimburse the money to the cemetery and paid taxes owed to the state, but the lawyer also told police the cemeterys board of directors did not want to make a Police Report. The states attorney in fredericks board said it will not pursue charges because the cemetery is a private entity. The police have now closed the case. In a statement to the iteam the boards lawyer told us we have read the Police Report regarding the allegations made by the two former disgruntled atwill employees and it is now closed. Accused spent three hours on the witness stand and first detailing the more than dozen medications he was taking for chronic back pain and other ailments. My life was miserable, testified schmuhl, saying he spent most of his time in bed or the bath time in a mental fog. It was his wife alicia which injectioned him. This photo shows him reroofing his house showing he was exaggerating to help his defense. The homenvation came just weeks after fisher fired schmuhls wife alicia. The couple was chased down soon after. Andrew schmuhl clad only in a diaper struggling to answer police questions. Schmuhl testified the last thing he remembers on the day of the attack was going to Shenandoah National park with his wife and then getting sick at a shop on the way home. How long did you plan to be i didnt know how long wield be away, just long enough to establish an alibi, right . The prosecutor grilled schmuhl about his actions on november 9th. You dont remember deciding to kill mr. Fisher . Schmuhl, no. You dont remember cutting his throat . No. You dont remember aiming your gun and shooting it at sue dunc duncan . No. When asked about any attack or the evidence, schmuhls answers were the same, i dont know. I dont recall. I dont remember.
