breaking news from prince george's county -- a body is discovered this morning on the grounds of a detention center. the metro board is meeting right now. a plan is being reviewed to raise fares. the snow has fallen and it won't be gone until the temperature gets warm enough that it can melt. >> mayor fenty defends the city's efforts to remove snow from the roads. he's hoping warmer days will help. "news4 midday" begins right now. good morning and welcome to "news4 midday." i'm barbara harrison. >> good morning, i'm joe krebs on this thursday, the 18th of february, 2010. breaking news from prince george's county -- a body has been found on the grounds of a juvenile detention center. this is all going on at youth a facili facility. >> reporter: good morning. we are still waiting to get more information about exactly what happened here. maryland state police have taken over this investigation from the prince george's county police. because of this transition of power here in this investigation, it's causing kind of a problem with us getting information as quickly as we would like to have it from police. we can tell you that just around 7:15 this morning, prince george's county police were called to these grounds. let me show you some video we shot a little while ago. investigators just left the scene not too long ago. crime scene investigators, a number of police officers were here on the grounds of this shelton youth facility, a it is a juvenile detention facility. it serves youth awaiting trial or court disposition. some time this morning around 7:15 police were called here for a body found here on the premises. sources close to the investigation tell us that that body belonged to -- was the body of a woman. we don't have any other information other than that. we don't know who this person was. police have not confirmed that for us at this time. but maryland state police have taken over this investigation because of where the body was found here. prince george's county police say that this is outside of the realm of their jurisdiction so maryland stays police are taking this over. they are not calling this a homicide at this point. they are calling this a death investigation right now. we are waiting to hear from police and get official word on who this person was, exactly what's happened here and how this person ended up here on this property. we have no idea if this is at all connected to the juvenile facility itself or any inmates in the facility. we'll have to get more information from police. tracee wilkins live this morning. branch avenue's back open after an early morning accident that left a pedestrian did around 6:00 a.m. police have not released the victim's identity or said what caused the accident. the driver did day at the scene. the accident shut down branch avenue during morning rush causing major backups. fairfax county officials are investigating a fatal fire at a camping trailer in newington. one with person was found dead inside the home. there is no word on the victim's identity and we still don't know how the fire started. d.c.'s mayor's laughing off questions about snow and trash removal. this morning he appeared in our studio live. >> some of the snow banks squeezing out the lanes. when should the last of the snow be cleared and things back to normal, do you think? >> well -- what was that? it's kind of a question that it doesn't make any sense. forgive me. >> no, no, no. >> so the snow has fallen. it is not going to be gone until the temperature gets warm enough that it can melt. >> here's what happened when we asked him about trash piling up at homes. >> been two weeks now and i have three kids and it's piling up to high heaven. >> now listen. you work for channel 4 news. all right? we have had probably 24 press conferences. at the last 20 of them, we have said to put the trash in front of your house. i don't know how in the world the reporters who come -- couldn't have gotten that information. >> the thing is we did that and they nev showed up. >> you put your trash in the front of your house? >> yes. it was unsightly. the trucks weren't coming so we put it back because we didn't want the rats to come out to the front. it is bad enough in the back. >> well listen. this is all unchartered territory. we haven't had this circumstance where we've had to put it out for as long as we can. mr. there are probably some cases if it's gotten misses. we apologize if that's happened. >> fenty also said the trash has been picked up all along even during the week of the blizzards. we'll take a look outside right now. we have blue skies. it is really a pretty day, except it's cold. 39 degrees the current temperature. should we see what tom kierein has to say about what to expect the rest of this day? >> we certainly love the sun. we love that it's getting above freezing and we'll stay above freezing all the way into perhaps around sunset. right now in fact temperatus are in the upper 30s to near 40. in most areas we didn't get below freezing thanks to a blanket of clouds and wind that kept the atmosphere all mixed up. ght now 41 at reagan national. it is in the upper 30s in prince george's county, montgomery, arlington and fairf now the upper 30s. it's going to climb a little bit more. a look at the windchills. the wind is still blustery, windchills generally in the 20s to around 30. these are the latest gusts. just had a gust at reagan national, 30 miles an hour. dulles just had a gust at 39 miles an hour. that wind is certainly raw and whipping in out of the northwest. it is also down sloping off of the blue ridge and appalachians which that is cleared us out after an overcast start. out of the mountains, it is cold. mid 20s there. they could get more upslope snow showers there. for us, lots of sun the rest of the afternoon but colder and average and blustery wind, we may briefly touch the mid 40s. the next few days and weekend will all be coming up. jerry edwards has traffic at midday. >> hey, good morning, everyone. we're still dealing with delays but now it's patched up the potholes are every which way you turn. capital beltway in maryland. crews just finished up in college park and continue to move westbound just after new hampshire avenue. couple of travel lanes are closed. as a result you are seeing traffic we, very slow. they'll continue around toward i-270, possibly as far as the american legion bridge. elsewhere along the drive in town, 66 looking much better, although we still have a little bit of delay. mid span the roosevelt bridge redded to downtown. that is a huge improvement over the last couple of days. there's still work to be done but crews have been working very hard cleaning up the ice and snow. >> making quite a bit of progress, too. thanks, jerry. if you use metro, get ready to start paying more. the transit agency has approved a fare hike that takes effect in less than two weeks. now it is talking about raising fares even higher. news4's megan mcgrath joins us from the newsroom with details. >> reporter: on february 28th metro riders will pay an extra 10 cents to ride but that hike expires at the end of june. faced with a huge budget shortfall next year, metro's board is taking a hard look at an even higher fare increase, one that won't go away. with a temporary 10-cent fare increase just ten days away, metro's considering another larger and permanent fare hike. facing $189 million budget shortfall next fiscal year, the board today will introduce a plan that would increase rail fares by 15% and impose a 10-cent charge for peak of the peak trips. what do riders think? >> they're barely making it now. i know they're over budget and running out of money. they shouldn't put it all on us. >> i don't really think there should be an increase without a very visible increasen services if they're going do that. i haven't seen that. >> it is a fair increase i think because metro has had a lot of expenses. obviously the budget people realize that it's costing them a great deal of money. >> you'll pay more? >> yes, i will. >> reporter: if approved, metrorail's base peak fare are would increase from $1.65 to $1.90. and trips taken during the very height of peak rush would cost an extra dime. metro bus fares would increase to $1.50. and the board is introducing the fare increase today but there will have to be public hearings and a final vote. if passed higher fares would take effect in july. back to you, joe. countless beatings from a woman she calls her ex-mother. that's a 9-year-old girl's testimony in the trial of her adoptive mother accused of killing her two other daughters. rene bowman was charged with suffocating the girls in 2006 when she lived in aspen hills. police believe their bodies were put into a freezer an then moved at least twice when bowman relocated to calvert county. she was arrested in 2007 after her third daughter, the 9-year-old who testified, was found wandering their neighborhood. bowman later received a 25-year prison sentence for abusing her. 8 of the american missionaries released from a haitian jail are back in the united states. this is video after they landed in miami overnight. the missionaries were accused of trying to take children out of haiti without proper documentation. a judge ruled that thereas no criminal intent involved and ordered that eight of the missionaries be released. however, two members are still being held in haiti for further questioning. our time right now, ten minutes after 11:00. it is 39 degrees here in washington. chinese officials will be watching the white house closely today. president obama's meeting with the dalai lama in a farther of attempt. right now in washington, there is a must-attendee vent for many republicans, conservatives and members of the tea party movement. they're gathering at the conservative political action conference. the conference attendees are looking for conservative common ground but members of the tea party movement want more than that. more than just talk. they are looking to reclaim congress this election year but the key is winning over voters in the middle, the kind who swept republican scott brown to a senate victory in massachusetts. >> and now as we near these mid-term elections, what the american people are looking for is very clear. they didn't wait for the senator or for their congressmen to do something about it. they did it themselves. they have taken matters into their own hands, from tea parties to the election in massachusetts. >> former house speaker newt gingrich writes in today's "washington times" this is a historic chance for the republican party and the conference is a chance for the tea party movement and the gop to find common ground. after months of scandal, tiger woods is about to break his silence and make a public apology. tomorrow he's going is under way. they're one of the sponsors who dropped woods after the scandal broke. let's get the forecast from meteorologist tom kierein. >> those temperatures are well above freezing. they have been overnight as well. we've had some melting of the snowpack that continues to slowly diminish after our double wallop earlier this month. the live view from our city camera, there's the view of washington's wonderful varied skyline. i believe that is the old post office pavilion there in the foreground, basilica at catholic university in the distance. there in the foreground is the jefferson memorial. 41 down river at reagan national. the extended outlook does appear that we are going to have colder than average temperatures for the next two weeks. already the last three weeks we've had colder than average temperatures. this has been quite a winter. let's look at radar now. no snow falling. we do have a clear sky and temperatures this morning, bottomed out just a little bit above freezing in washington. the low was 34. in montgomery, arlington, fairfax, prince george's county it was right around the freezing mark. most areas where we had the cloud cover stayed above freezing overnight. but it did dip down into the little bit farther to our south from quantico down to fredericksburg, culpepper, charlottesville, central shenandoah valley, they cleared out last night and got below freezing. right now temperatures around the e upper 30s,makering it into the low 40s. we'll see it continue to climb into the mid 40s perhaps later on. windchills are up to around just upper 20s to near 30 because these winds are up to around 30 to even near 40 miles an hour in some locations. for the most part though gusts ar around 25 to 30. so it is a blustery, raw, cold day. around the neighborhood network now in silver spring, their temperature 41 up from a morning low of 31. they've had a daily gust there, peak gust of 28 miles an hour. as we look at the other temperatures, it is cold in the mountains, mid 20s there. eastern shore now though near 40 degrees. out in the mountains they could get more snow showers, several more inches of snow possible there. they have winter weather advisories out and winter storm warning for far western maryland. we've seen some snow showers dissipating off lake erie, sort of renerating in pennsylvania. sloping wind off the appalachians will give us a clear sky. it was a clear sky a couple of weeks ago, before the back-to-back blizzards hit. the visited the tulip grove elementary school in montgomery county. these students just love weather and they love talking about snow. maybe we can blame it on them. they all wanted a lot of snow. i said, well, hang on, the winter's yet to come. their motto there -- where children bloom. and it is a wonderful school. the teachers are terrific and i had a great time. want to thank teacher mary louise lopez for the invitation to the tulip grove elementary school in prince george's county. this very deep area of low pressure, very large sitting up over eastern canada gives thus northwest flow all the way down here. it is having a widespread effect this area of low pressure that's kind of locked in place. it will slowly drift away. as we go forward over the next 36 hours, weak area of high pressure coming through the tennessee valley will drift up our way and eventually bring us some moderating temperatures and also bring the snow activity in the mountains to an end. the western flow around that high is a little moisture with it that may come through saturday night with just a few flurries around, the way it looks right now. the rest of the afternoon, sunny, colder than average, blustery wind, highs reaching mid 40s. overnight tonight, partly cloudy, upper 20s tomorrow. on friday we should have quite a bit of sun. still blustery, highs mid 40s. saturday and sunday highs mid 40s and a few clouds around. then on monday we still could get a wintry mix. it is possible we could get some rain, snow and sleet in the region. should be gone by tuesday morning. that's the way it looks. out to the roads again. let's see if there are any problems you should know about if you're heading out. >> hello. we will head out to northern virginia. live look along the i-95 corridor. things are getting back to normal you know when the regular scheduled construction returns. and it has. 95 southbound, lose the right travel lane south from newington through loudoun. northbound in pretty good shape. one more stop, check around dupont circle. just a little bit of ice a snow on some of the roads around town and still out in the suburbs. just watch a few folks walk in the travel portion of the roadway because the sidewalks have yet to be cleared. still have to just keep a until 5:00 p.m. prime time coverage picks up again at 8:00 p.m. and lasts until midnight. security teams in vancouver are trying to figure out how a mentally ill man-made it within steps of vice president joe biden, according to the canadian broadcaster ctv, a man managed to make it past security at the opening ceremonies and come within feet of the vice president. biden was seated in a section reserved for dignitaries. the man still managed to get in with a home-made all-access pass. securityfficials say biden was never in danger and the man did not have a weapon and his motive for as a death investigation. fairfax county officials are investigating a fatal fire near day street and terminal root in newington. one person was found dead inside. no word on the victim's identity or how the fire began. no word on the identity of a pedestrian hit this morning but the driver did stay at the scene. a string of blizzards rocked the washington area and hit some of the cherry blossoms. they are not the only damaged trees. the majestic elm whose branches have framed a view of the jefferson memorial for generations is also gone. >> there's no cherry tree here that really has to be taken out completely and replaced. branches thselves, some of the canopies of the top of the trees have been taken off, and then some of the branches are actually stuck in the snow yet. >> officials say the damage could take a couple of weeks to clean up but the all-important cherry blossom festival scheduled for late march should go on as planned. can't wait for that. >> we can expect a warm-up by then. let's talk to tom about what we can expect from our weather right now. tom? >> that snow better be gone, too! blossoms and snow, they don't quite go together. we still have the schick snowpack out there from our back-to-back blizzards. you look at the temperatures, we're reducing it. it is well above freezing, near 40 in washington and nearby suburbs, much of the region well above freezing. the wind is still blustery. out of the northwest, peak gusts around 30, even near 40 miles an hour for a brief period. looking at the view from space this morning, we started out overcast but then the cloud cover is broken up and from the blue ridge east it is mostly clear but farther to the west it is still cloudy, they could get more snow showers in the mountains today. otherwise, lots of sun. elsewhere, highs reaching the mid 40s. then tonight the winds will diminish a bit but still blustery overnight, by dawn into the upper 20s and mostly sunny on friday with highs mid 40s. we should hit mid 40s on saturday and sunday but the average high this time of year is 48. colder than average through the weekend and into next week as well. monday may be a mix of some snow, sleet we will not get that picture now -- there it is. a small plane reportedly ran into a building a short time ago. two people are unaccounted for. rescue efforts are under way. we'll have more on this breaking news coming out of austin, texas where a plane has apparently flown in to a building. two people missing at this time. in other news despite the tough economy, bob mcdonnell is opening rest stops. on march 17th the rest stops on i-95 and i-66 are scheduled to reopen. all 19 closed rest areas should be back open by mid-april. metro's turning to a familiar face to help turn its troubles around according to the "washington post," metro's hired david gunn to do a two-week appraisal of how the transit agency's run. gunn was metro's general manager from 1991 to 1994. he will assess the problems metro's having and give his ideas an how to fix them. on top of a massive budget deficit, metro's also dealing with an aging infrastructure and a string of deadly accidents. marion barry says he's done nothing wrong. if he d.c. council member cannot shake those corruption charges by march, he could lose his committee chairmanship. he's accused of arranging a $15,000 contract for his ex-girlfriend, then taking a cut of that money. that is called an earmark. an investigation found he broke conflict of interest laws but rely disagrees saying there are no rules about earmarks. a montgomery county woman has one of her dogs back now after police arrested the man they say stole her pet and held him for ransom. police say the man took the dogs from a silver spring home on sunday. he then allegedly contacted the owner demanding a $200 ransom. police found one of the dogs, zo scooby dead on the side of the road. they think he was dentally r ac run over. >> i don't want any money from him. he has to be in jail. >> officers were able to recover the second dog, scrappy. is he now safe and back at home with his owner. times are tough. it has a lot of folks looking to save mey until 5:00 this afternoon to claim the winning ticket. the ticket matched five numbers on a drawing last august 21st but missed the mega ball. still the ticket was worth $250,000. it was purchased at courtney reagan right now. >> good morning to you both. we saw some surprises today with a lot of economic data going on. right now things look okay an wall street though futures were lower ahead of the opening despite good earnings we saw last night from hewlett-packard. asian markets though taking a different tone, lower overnight. gentlem japan managed to buck the trend. walmart today reported their earnings. they did pretty well. the exact numbers -- they are $1.17 a share for the fourth quarter but sales came in slightly below expectations. that's interesting because it is the world'argest retailer. we pay attention to all the details if those reports. first-time claims for jobless benefits jumped 31,000 last week to 473,000. economists had actually been expecting a slight drop. the department of transportation is expected to open a formal investigation today into potential steering problems with the toyota corolla. toyota says it was looking into complaints of power steering issues with the 2009-2010 model corolla. drivers say they feel like they're losing control especially at highway speeds. toyota has taken out full-page ads in major u.s. papers today. you might have seen it. u.s. president jim lentz refers to the company's quality and customers. campbell's soup is revamping its soup line, reducing sodium content in 23 varieties by up to 45%. campbell's is also changing labeling on cans with new photos to play up the appearance of soup. all of that sounds pretty good right now with the winter weather we all still have. >> nice bowl of soup would be they have learned to dependn each other a lot in their years together in foster care. >> at one point they were not living together but now they are all living in the same foster home. deasia is the ultimate big sister. >> is it hard to be the oldest? >> sometimes. >> why? >> because people expect a lot of me. >> now she's the ham, she is the ultimate actress. >> what would you like to act in? movies or plays? >> actually i want to act in videos sglp videos. would you also like to sing? do you have a good voice? >> yes. >> omari is described as all boy. >> the other thing he's all boy, he breaking news outs of austin, texas right now, this is a live picture. we've reported a small plane crashing into the echelon building around 10:00 this morning in austin, texas. we have a reporter with the nbc affiliate kxan on the scene right now. let's listen in to what he is saying. >> one of the viewers had called, actually works in that building. he's home today because his child was sick. he said he was getting phone calls from friends at work on the fourth floor where he works. he works for federal government but would not confirm which branch of the federal government he works for. mostly private firms on the first floor. he said the rest of the building occupied by a lot of federal and state offices. the building shook upon impact is how they were describing it. they are getting a different perspective from the air in the chopper there. said the building shook. all the smoke -- they were trying to get downstairs. the fbi and the cia pretty tight-lipped about who works there. they first thought it was a bomb that exploded there because the entire building -- again this is a person who works in that building -- relaying this information from us. but again a big shaking and explosion upon impact we've continued to gather information from folks on the scene there. we have james rabatoi on the phone with us. james, are you there? >> yes. >> what can you tell us? >> i have somebody here with me who is an employee. she'll tell you what she saw. she told me that they came outside because the flames were shooting over the top of babies'r'us. it drove a lot of the employees out to see what was going on. she's right here if you'd like to speak with her. >> yeah, put her on. again, we are getting reports that that plane was flying at incredibly low altitude. hello. can you tell us your name? >> we've been listening to a live report from kxan in austin, texas where a small plane has apparently hit a building there. we understand there were private offices on first floor of the building but the upper stories of the building held state and federal offices. emergency crews are on the scene. earlier we heard that there were two people missing. we haven't gotten a lot of information at this point but we will continue to follow this story and we will bring bring you more as it comes in to us. joe? thanks, very much. we are looking ahead to the weekend
