Another issue in Suffolk County as you head towards deer park avenue, two lanes are blocked with an accident, and also some flooding on the belt parkway westbound by flatbush avenue, two lanes are closed. And then the trains, long Island Railroad, theres Police Activity suspending the on ca ca ma branch, theres a 30 minute delay with that because of an earlier stalled train. He saw a man come up to him, he thought it might be a fan but, no, it was actually a plain Clothes Police officer, and blake says he believed his race happened. According to the nypd, Police Officers here made a major unforced error. Today james blake is expected to discuss husband unexpected detail. The department has already placed an officer on modified assignment after watching Surveillance Video of the encounter, an encounter blake says was unwarranted. It shouldnt have happened, and its something that well deal with the police, and well find out what they have to say internally and, you know, hopefully, theres video of it happened. According to the nypd, detectives were at the grand hyatt investigating a ring that was buying cell phones with fraudulent credit cards. Then a deliveryman identified two more people to whom he had delivers phones. Police handcuffed them both, one of whom was blake. Handled. They had him in handcuffs aggressive. I didnt know if he robbed a bank or what. The way they was around him . Like he robbed a bank or something. A retired Police Officer at the scene told detectives he recognized one of the men in custody as blake, the tennis star. Police say after confirming his identity, he was immediately released. Police commissioner bill bratton says blake has every reason to be upset. Its very disturbing. I will not tolerate any type of excessive use of force on the part of my police. This is going to be big news if it is, in fact, what were hearing. This event marks the second time in less than three months that Governor Cuomo has made an an appearance with Vice President joe biden. Theyre going to talk about what they should do statewide and federally. It is an about face for Governor Cuomo who say now wants to appeal to the states liberal unions. Its the announcement so many new yorkers have been waiting for. With the Vice President by his side, Governor Cuomo is expected to propose a 15 perhour statewide minimum wage. It would first take effect in the city and eventually roll out statewide. The proposal comes as the states acting labor commissioner is expected the green light a raise for fast food workers to 15 an hour. The states current minimum wage is 8. 75. It will increase to 9 this new years eve, and while the labor commissioner cant implement the 6 hike on his own, an across the board increase will need the legislatures approval. Republicans do not support the idea fearing this will put businesses. The the governor tried and failed to raise the minimum wage to 10. 50 statewide, the Legislature Later agreed to 9. It wasnt too long ago that the governor himself called a proposal to increase the minimum wage to 15 a, quote, nonstarter. He has since reversed course. According to published reports, the governor now believes the dynamic has shifted and the looming 2016 elections are proving the right kind of momentum for a state and federal wage hike. So heres the way this is going to work. Once the acting labor approval has put the stamp of approval, that increase is going to roll out in stages first here in new york city by the end of 2018, and then its going to happen statewide by july of 2021. Even though its expected to go into effect, a lot of people are saying thats actually too long to wait it is. By that time its not going to be enough. Right. Also gives you a good idea that rain when it does come down will be heavy at times. Heres that front, and you can see the areas of low pressure riding along that. As that swings through, yep, keeping it soggy. In the atlantic we do have a tropical system out there, this is henri, not going to be a problem for the land areas, what they call a fish storm because thats who its affecting. Weve got that cold front coming through with the areas of low pressure that work it, and were still dealing with rain even up until around 8 00 this evening, into tonight, tomorrow morning still some showers, and then it breaks out, and well see a slightly drier second half of your friday but then wet into the weekend. Showers are a thing we have to deal with for a while. High temp up to about 78 in the city today, 77 on sunday. That red little truck, that was part of that accident, so they had to shut this down westbound. This happened shortly after 5 00, he took this around 6 30, 7 00 this the morning, so you can see all that activity is what caused thissish shy. Lets go back to this camera, left lane open but still heavy delays. I can show you how far back into queens here, eastbound, they had a lane closed with emergency personnel, now its just rubbernecking delays that go back almost all the way to the van wic. There was an earlier accident by deer park avenue, over an hour. Its been cleared away, but delays remain. Then the verrazano bridge had a car fire on the lower level shutting it down brooklyn bound, its been reopened, but it damaged the expressway all the way back almost to route 440 there and also flooding here on the belts parkway, flatbush avenue. So all this rain causing a lot of flooding. If you know it gets flooded, you want to avoid it. Everything else doing fine, ron congress ma branch suspended, Police Activity, earlier stalled train left a 30 minute delay at the Port Jefferson bridge. Greg and rosanna, back to you. Okay, thanks a lot. So when you go to the restaurant this winter in new york city, you hay see this you may see this next to certain menu items with too much salt. If its more than 2300 milligrams, i believe, you will find a little warning. Heads up, theres too much salt in this food. The new rule goes into effect december 1st and deals with chain restaurants. This is a city rule. The Deputy Commissioner for prevention and primary care with the board of health, nice to have you here. Why did we need this 124. We need it because cardiovascular disease, Heart Disease and stroke, is the leading cause of death in new york city as it is in the united states. Raised Blood Pressure increases our risk, and salt increases our risk for hypertension. We need to decrease the salt in our diet to help protect our hearts. Time . Its not exactly scary, you know what i mean . You want a scary one . Sometimes they do that. Or sometimes with very blunt can cause death. Its just going to have that there, and thats the heads up. Our goal is to inform people and help guide them when they want to use this information to make healthier choices and to help them understand why theyre okay. You know, some things i think are just obvious. And you and i were talking about this. French fries are going to have salt, they taste so delicious. Are there hidden example, like things that are not so obvious that need to be on . Yeah. And thats the reason why were actually puts this in place. Most consumers are unaware of the levels of sodium, and they have a hard time picking out foods that have very high salt. For example, if you go to applebees, you might order a sizzling that here that with shrimp and rice can and think this is a relatively healthy meal. Over 5,000 milligrams of sodium in that. Thats going to be about two tablespoons of salt before you pick up the salt shaker, before you do anything else to your food. Its already in there. Okay. So thats double the amount. Almost double the recommended limit. So from now on, well have that little thing next to the menu item. Thats right. And what about french fries, thatll have to have that same kind of warning . Well, if you look at the hen you, and you can check this online for a lot of chain restaurants, youll probably find the vast majority of french fries arent going to have enough sodium to push you over the limit. That doesnt heene you shouldnt think about mean you shouldnt think about salt, but theres no question if you consume them, youre not going recommended limit. You know what . Im a little upset because when i go to the movie theater, sometimes i want a pretzel with salt on it, and im hearing some of the theater chains may just get rid of them because its going to be costly. The restaurant, in fact, the new York Restaurant Association please. Released a statement and basically said this is just the latest in a long litany of superfluous hoops that restaurants here in new york must jump through. Every one of these cumbersome new laws makes it tougher and tougher for restaurants to find success. So we have focused on chain restaurants because chain restaurants are in a particularly good position here because they have the information, and their menu is standardized. So for chain restaurants, they can do this. We know they can do this. They did this with calorie labeling. But its costly. The icons themselves will well provide for them. Youre going to give them the stickers. Well give them the design, and theyll put them onto their menus. It is so unique, it is one of the leading causes of death in new york city. This isnt just any nutrient, this really can change the future of our health in new york city, so its important to think about ways to help people make healthier decisions. This is just one of those. How do you guys come down on that soda thing with bloomberg came up with it . Where do we stand on that . Absolutely, added sugar this the diet of which yeah. But with you going to ban the 16ounce bill gulps . Well, were here to talk about salt today. What is the position . There is not a position right now. Not going to happen . Right now theres no specific regulation in front of us right now. Okay. The thing with salt is, you know, when you want it, you want it. So a kid going into mcdonalds, its not going to stop him from ordering the big mac or whatever, with the, you know, supersized fries. Its almost like an insult really to restaurants, because most kids think nothing can happen to them, so theyre going to continue to order all this stuff, its just an added expense to chain restaurants all over the place. This is not about telling people what they and cannot do, absolutely not. This is about giving information to people so when they want to use this information, they can use this information, and this is really important information. Somethings going on there, because its causing rubbernecking delays around that same area. As far as the bqe, traffic at a crawl there. Theres a stall in the area of the brook run bridge, so that delay goes back to the began thinks. And with the Ronkonkoma Branch suspended, Port Jefferson an earlier stalled train left a 30 minute delay, and rosanna and greg you played seven minutes in heaven, right . The low pressure is riding along the boundary and working through the tristate region and getting the showers in the morning and thunderstorms out there too as well as downpours and that makes for localized flooding. What are the chances with the rain, it is ramping up in the middle of the day to 90 by noon and 3 00 and backing down in the evening commute. 71 at central park. Where you have the tow truck westbound and that is the red truck, the front part of the truck, and that is why they had to shut it down west bound. The left lane is open now and traffic is jammed up back to Nassau County. This is where the activity is. Just rubber necking. Eastbound going beyond queens boulevard. West bound, the Northern State parkway and continuing to build. The bqe, there is a stall blocking a lane there. The traffic is jammed up on the Grand Central parkway. A car fire on the verrazano bridge lower, had it shutdown and that left delays on the Staten Island expressway. Well. Long island rail road, they have issues this morning. James blake, tennis star, once the 4th best player in the world, yesterday in mapt he said he was roughed up by the cops. Rosanna the cops are saying it was a case of mistaken identity. The Police Commissioner is saying it is disturbing. Robert moses has more on what is a case of mistaken identity. Reporter a half hour or so james blake spoke out with abc news, and blake said he was standing here, he saw a man charging across the street, the man was in a tshirt and shorts, i thought maybe he was a fan or a buddy, no, it was not a baddy or a fan, he was a plain clothed officer and the officer body slammed him to ground and told him to shut his mouth. At no point did he identify himself. Throughout the ordeal and handcuffed and on the ground, he never resisted. He actually smiled. The officer would hear none of the fact that blake said have nothing to do with anything. The police were investigating a ring for fraudulent credit cards. They thought blake was part of the ring. He is not. The most trouble hes ever been in is a speeding ticket. Blake is saying he wants an apology and explanation. It shouldnt have happened. Well deal with it with the police and see what they have to say. I hope there is a video of it. There is certainly video of it. It is not made public. But that video aparentally is what caused the internal Affairs Bureau to place the officer on modified duty. Blake said that when you police with reckless abandon you have to be held accountable. That is happening so fair. The Police Commissioner says that this incident is very disturbing, those are his words and promised a full investigation. That is the latest from here. Back to you. The building 332 or hanger 14, sutdenly gave way without a warning. The injuries were not serious. The hanger was scheduled to be demolished today. It came down there. Yes. The boss of united resigned. We heard a senior aide to Governor Cuomo is shot to head. 43 years old and on life support in the hospital. The police are making progress in finding the guy that shot him. Rosanna Police Released a sketch of the man wanted in the shooting and he was wearing a white tshirt and black pants. Kerry drew as more at kings county medical center. How is he doing this morning . Reporter well, he was shot in the head on monday morning and this morning hes in a coma at the hospital in brooklyn. The 43yearold works as an aide to Governor Cuomo and graduated from harvard. The police say he was caught in a cross fire of two gangs. This happened during a predawn celebration of the west indian practice raid in brooklyn. Take a look. The suspect 1920 years old, wearing a white tshirt and black pants and a jamaica flag around his neck. N ypd is saying going forward, officers will be working with the organizers and politicians to make sure that the event is appropriately policed. Daves is saying that the organizers never applied for the permit to stage the event. Police commissioner is saying it is continuing to be the most problematic event in the city. A reward is being offered for any information leading to an arrest. Police are asking anyone out there with information to give them a call, call 1800577tips. Lets take a look at what we have out there as you step out the door. Showers and storms are coming through the tristate region, they will be locally heavy at time, and that adds to the flooding potential out there. We have cooler, less humid conditions coming up as we get into the weekend, things looking a little bit better, a little more comfortable, but the rain is not going to cancel out altogether, it just gets cooler and drier. And we are tracking more storms as we go from late saturday into sunday. Again, the wet weather hanging out. Lets show you what we have on the fox 5 sky guardian 3d, shows the heavier showers came on through, then a little back down in the rain intensity, but theres still more back down to our southwest. So were going to have to basically keep the umbrellas around all day long. Look out for wet roadways and some localized flooding right through the core of the tristate. The cold front is going to take its sweet time getting by. 72 is your current temperature, central park, 74 this montauk and dewpoints still pretty high, so thats a lot of water content for the showers and storms that do get going. They feed off this warm, moist air, and the dewpoints are between 65 and 70. Wet all the way true the afternoon into the through the afternoon into the evening, and it starts to wrap up about 7, 8 00 tomorrow morning. Doesnt mean it goes back to complete sunshine, but it does get drier for the latter half of friday and into early saturday as well. Count on the wet weather happening out today, high temp up to about 78. Occasional heavy downpours working by, high of 84 tomorrow. Thats the last day of the workweek. Then we catch some drier skies later in the day, but there will be more shower chances late saturday and sunday, then it dries out after that, is what it looks like right now. This accident happened shortly after 5 00, so it was out there for a good while, and thats why the delay on the lie. Other issues out there this morning, eastbound side back to queens boulevard, bqe eastbound constitutional bridge because of a stall. Thj, theres an accident the 87 southbound by 202. And the Staten Island expressway, a car fire on the lower level verrazano bridge shut it down temporarily, enough to cause delays. Traffic backed up. And the west shore you also have flooding with this rain, flooding conditions westbound. Then the trains, lets talk about long Island Railroad. The Ronkonkoma Branch, Police Activity has that suspended between ronkonkoma and hicksville. One of the alternates, theres a stalled train and a broken gate leaving a 20 minute delay with the hempstead branch. And i cant wait to [laughter] no, what im saying, the book is riveting, but the first chapter, tell us about what you learned. Well, we put all 16 plots that happened on the Bloomberg Administration watch in the book, really to raise peoples consciousness about it because they happened, and people forget about it. I think he was identified as a result of the questioning of khalid Sheikh Mohammed that went on in pack tan after pakistan after he was captured. Lets talk about you as a kid. I actually knew this, you told the story when i was a kid, but i forgot about it. You were mugged and had some stuff stolen from you, and it was a major event in your life. I was 8 years old. I was with another boy in central park, we lived a block away, and we were grabbed by a group of kids, older kids, and our shoes were taken, a baseball bat was held, and, you know, they were much older than us. But it stayed with me, you know . I think it helped to sensitize me as far as victims are concerned and what it means. It was traumatic, and, you know, i was only 8 at the time. Now also in the book you devote several chapters to stop question and frisk. And after you left office, it seemed like, you know, your department, mayor bloomberg was just under fire by mayor de blasio and commissioner bratton, and i feel like this kind of youre trying to set the record straight with this book. Yeah, certainly thats a part of it. We think the decision by the judge was wrong, we think the decision on the part of mayor de blasio not to go forward with an appeal after the judge was removed from the case was incorrect as well. Won it. Yes. And many, many legal scholars thought so as well. The case was not well done. As a matter of fact, in the case itself they looked at four million stops over a decade, and only 6 were found to be constitutional hi questionable constitutionally questionable on the part of the plaintiffs expert. It was evidence like that, that i think on review would have overturned the case. The whole department was desummerrished as a result of this case. In my view, of course, unjustly. So after college you went on to graduate school. How many degrees do you have . [laughter] i have a bachelors degree from college. I have a law degree from st. Johns university, i have an llm, graduate law degree from nyu, and i have a masters in Public Administration from the Harvard Kennedy school. And an Honorary Degree from my alma mater too. Catholic university. Dont forget that. And you did all that while you were a liver. Yeah. I have had a leave of absence to go to harvard. The department is very supportive as far as education is concerned. How difficult is it for you now to be, you know, out of public life and watch whats going on in new york city . We hear, you know, crime stats on the rise 8 from last year, even though we hear from the Police Commissioner bratton that its still historic lows. How does that make you feel when you hear about these shootings in town and youre sitting on the sidelines . You know, i have other things in my life now. I did my best. It was a great career is and, certainly, the department treated me very well. Its a great, great institution. So i have to go on now, and thats what im doing. What happened as the world trade center, as you learned the design for it . There was an interesting dialogue between you and Larry Silverstein. It was more than that. As the lands went forward, it went forward quickly. People wanted to make a statement to show we cant be cowed by terrorism, and the building was going to be virtually an allglass structure on the corner 1776 feet high. We, the people in the Police Department, were very much concerned about the vulnerability about that type of structure. Ultimately, we prevailed. We made arguments in front of lots of folks but, ultimately, we had a heating with Larry Silverstein and his people. We brought in experts, counterterrorism experts brian jenkins, black, and they impressed the other side with the fact that the building was very vulnerable and said it would be attacked in ten years if it wasnt changed. So is, ultimately, it was haveninged. The first 20 stories of the building, in essence, all sorts of structural changes so its safe now. Its safe now. It is safe now. Much safer, probably the safest commercial structure anywhere. And it was moved as hutch as possible as much as possible back from the street. Thats good. Unfortunately, tomorrow we remember all those we lost. Sure. Also in the news, the west indian day parade. Right. Has been, you know, marred by violence for a number of years. Were now learning that some of the organizers dont even have permits for the preparade where some of the shootings happened. How is that allowed to happen . How come the Police Department has not done something it is a huge event. You have to go there to really appreciate it. It happens the night before, there are thousands upon thousands of people in the street. The Police Department deploys maybe 3,000 Police Officers during that event. We had things. I think more things than available to most kids today. It certainly decreases the potential for violence, for juvenile delinquency.
