male approached me and put a knife to my throat, drove me into a town home and raped me. >> reporter: we typically don't identify rape victims but she insisted upon it. she claims after the rape she ran down the street, flagged down a police car and told an officer what happened. but it was pouring down rain and he droafd away. she then telephoned her mother from a nearby store who called police upon her arrival. three officers showed up this time. >> they asked me to write a story of what happened. and i proceeded to write and they took the paper, ripped it up and threw it away. >> reporter: but the ordeal far from over. the alleged victim says police then took her to mercy hospital where the frustration continued. the victim claims officers refused to speak with her family there. and the medical attendants never took a rape kit. telling her to save her undergarments in a brown paper bag. >> we still have her -- i don't know if i can say this on camera, underwear in a bag and nobody has taken it from us. >> reporter: in fact the alleged victim claims police never even asked her for a description of her attacker. >> small braids in his head. scar over his right eye. tattoo on his right arm. >> reporter: hands visibly shaking irby says she's concerned the rapist could strike again. since police abandoned the case and her in the process. >> i'm handling the fact of what happened, ok but not the way the police handled the situation. i felt like i was more a perpetrator than a victim. >> reporter: in west baltimore, jeff hager, abc2 news. >> police say if they find that evidence was mishandled they will hand over the matter to internal affairs. this is just the latest allegation of a rape report mishandled by city police. last month the department suspended three officers after a woman claimed a man with knife forced her to perform sex acts. investigators are looking into whether a sergeant in the western district interviewed the victim by phone instead of sending officers to do it in person. when officers were dispatched they allegedly tried to talk the victim out of filing a report. in anne arundel county, police arrested a suspect in the rape of a 17-year-old. authorities say john walter jennings iii of annapolis has been charged with rape, sex offenses, and false imprisonment. the teen said she was assaulted while attending a house party in annapolis early yesterday morning. an illegal immigrant arrested charged with murdering a woman and stuffing her body in a manhole in northeast baltimore. police say victor cruz strangled and killed elda vasquez placing her body under the street. she was reported missing in january of 2008 and a howard county detective was able to make the connection between cruz and vasquez. cruz was then arrested charging him with murder. >> we got a confession out of him. the two had prior domestic issues. he admitted to choking the victim to death and of course there again we have charged him with first degree murder. >> according to court records he faced domestic violence charges in 2007. he will go before a judge next month on assault and murder charges. a "the baltimore sun" editor was killed in a car crash in baltimore county this morning. it happened just after 9:00 south of hereford road on york road. investigators say timothy wheatley was making a left turn from corbet road two miles from his home when a u.p.s. truck slammed into the side of had is car. he died at the scene. his 9-year-old daughter in the car was seriously injured and is being treated at the johns hopkins children's center. wheatley was a business editor at "the sun." trouble at towson university. the editor of the school's newspaper resigns after backlash following the publishing of an anonymous column on mastbation. more on the controversially. >> reporter: that column seemed to cause more problems in the community than it did on campus. still, the editor in chief who sold the vision to run the column says she will take the fall. let's talk about sex, or would you hike to just read about it? the nice weather will continue through tonight and into tomorrow. but by tomorrow night a system moving in our direction will start bringing more moisture into the region. by very late tomorrow night,
