If my years of 38 years in service, i have never heard of a suspect throwing drugs on to an officer. Reporter the chief says one of his officers got into a scuffle with pena as he was being processed after arrest. They had taken this mugshot. He was not handcuffed. He said pena pulled a clear mass broke it open and flung it at the officers. One was hit in the face. The officer gained control of him, rehandcuffed him and placed him in a cell.
