I want to put the alert out to watch for slippery conditions on area bridges because the bridge surfaces can get very slippery before the road surfaces can. No incidents on the bridges, but watch for the conditions. The pennsylvania turnpike if thats part of your commute this morning, we are starting to get a little bit of volume westbound although your drive times are indicating a delay on the belt of one to two minutes. Westbound route 1 to valley forge, 24 minutes right now. A millersville student is found dead in her come room anddorm room and this morning investigators are here with more. Reporter take a look this is the victim, 18yearold karli hall of Chester County. She was found dead inside her dorm room around this time yesterday morning. Soon after her body was found, her boyfriend, 19yearold Gregorio Orrostieta was arrested. There was a physical assault between the two early yesterday morning. Orrostieta is not a Millersville University student. He was unable to post 1. 5 million bond. So right now hes being held at the Lancaster County prison. Investigators tell us they expect to release more information later today, specifically how the victim karli hall died. And at 6 30 coming up in a half hour, well look into what the university is doing today for students who are having a hard time coping with this loss. New from overnight, a crash involving a fire truck is under investigation in the West Oak Lane area of philadelphia. This investigation happened an hour ago at 69th and old york road. Authorities say a person inside the suv was hurt but no firemen were hurt. And investigators killed a man during a Home Invasion in southwest philadelphia last night. Someone broke into a home, shot a woman and two men and one of the men died this morning. The other victims are expected to be okay. No one has been arrested. And officials are investigating a fire in philadelphia that broke out inside and apartment at silverwood and herman streets last night at 9 00. There were no serious injuries. And now to a story youll only see on nbc 10. Calling for backup. We have learned wilmingtons soaring homicide rate prompted police to bring in help patrolling the city. Jesse gary is live in wilmington with exclusive details. Jesse, why are officials taking this step now . Reporter vai, a crime rate that has steadily risen with no signs of showing its going back down. On average this year so far, more than one murder per week. An all too familiar reality for residents. I hear sirens and the ambulance every night. Thats going on down the street. Reporter wilmington resident joy brown says shes watched the current violent trend since childhood. We did some digging and found the problem area in red. Right from the first areas in the foremost of the city. They have seen two dozen homicides annually. In 2012 there were three dozen. We are turning up the temperature and the heat on these young kids that are the issue. Tom gordon says county cops will supplement Wilmington Police on patrol. This comes on the heels of city leaders last year declaring Violent Crime a disease. They are asking for federal funds for programs. This week the governors new Public Safety Strategy Commission meets for the first time. All steps on a long path that joy brown thinks will produce a journey with no destination. Theres a lot of people that have had good suggestions and to know avail none of them really work, its sad to say. But i dont see any relief for it. Five minutes past 6 00 right now, today a man accused of shooting and killing a man over a pair of headphones goes to trial. Arthel garcia was 19 when arrested and charged with murder. Police in november of 2013 say Christian Matthew was walking to a friends house in overbrook, philadelphia, when garcia tried to steal his headphones. Matthew refused to hand them over and garcia shot him in the chest. Today hundreds of protesterses from the area will join a statewide push in pennsylvania to raise the minimum wage. A group called raise the wage pa will carry a bus load of supporters from philadelphia to harrisburg this morning. They are calling on lawmakers to increase the minimum wage from 7. 25 an hour to 10 across the state. Now to the atlantic casino crisis, a hearing today in camden could determine if the sale of revel will go through. The emergency motions from revels utility supplier and form business tenants will be heard in court this afternoon. The 95 million sale was supposed to go through today but a judge delayed it in order to deal with the issues. Just yesterday we learned the florida developer who wants to buy revel who has been threatening to back out of the sale if it didnt go through on time says hes willing to extend the sale deadline to the end of this month. Not far away it will be at or below freezing. So that rain could be icing up this morning. In fact, i expect it is. Right now philadelphia is getting a break from the rain. And a look at the icy view from the pocano mountains where we have been watching freezing rain from the getgo this morning in the pocano mountains. Its continuing from scranton to some of the mountains into the Lehigh Valley and into extreme eastern burkes county upper montgomery and bucks county seeing freezing rain. Theres the freezing rain in trenton expected to fall on your car. It is ice covered if sitting outside. And other surfaces that are untreated may also have a layer of ice on them as well. We have seen some freezing rain in philadelphia taking a break right now, but check it out. Theres more wet weather on the way. Even though this is rain its moving in to an area that is already cold enough. So as it comes down it will be freezing up. Chester spring Kenneth Square below freezing. Its getting colder there in Washington Township 29 degrees. Each of these locations are at risk for freezing rain and icing this morning. Pottstown, 31. Temperatures will be Holding Steady throughout the day today. Look at Atlantic City and the airport, the warmer temperatures shouldnt be a problem just yet. But they will be falling during the day today. And some locations and the rest of the area will see on off freezing rainfall ending as sleet and snow. So its an issue during the day today. And then tomorrow we will be drying up. 41 degrees is the afternoon high. After clouds start to break, well see more sunshine with a good wind. Sunshine on wednesday, up to 37 degrees. We have a very fine light glaze of ice on a lot of the cars. And depending on where you are, you may need the ice scraper when you wake up this morning. But well show you we are out here along welsh road with some of the trees as we start to see a little bit of ice forming, but we have the main roads that dont look too bad right now. I just want to show you right over here you can see we are at this parking lot here where it stays 32 degrees. We are right at the freezing mark here in this area. Its not an official temperature, but of course this is what were experiencing throughout the area. You can see the drivers here taking it easy and slow. Out here in this parking lot, we did see a few drops of salt out here. So this is appearing to be treated, but some of the parking lots we have been in this morning have been very slick. So heading out to your driveway or walkways be careful and watch your step. With the rain coming down it can ice over and freeze on the surfaces especially throughout the day. For now we are live in Huntington Valley matt delucia, nbc 10 news. Police in Atlantic County are searching for a driver whose car clipped a man walking along the highway. This happened on the shoulder of route 9 in Galloway Township on saturday night. The driver hit the victim and then kept going. The man suffered injuries to his upper body and head. Police are looking for a white ford fusion or mercury milan. They believe the model year is between 2008 and 2010. The vehicle may have a missing passengerside mirror and other damage along the passenger side. Officials at a mall in western pennsylvania are cracking down on unaccompanied minors after three people were shot this weekend. The Monroeville Mall in Allegheny County says anyone under the age of 18 has to be with a parent or guardian on friday and saturday nights. This comes after investigators say a 17yearold shot three people inside the macys at the mall on saturday night. Police arrested the gunman. Two of the victims are still in critical condition. 6 16 and 29 degrees. Police say a sadistic selfie led them to the arrest of a boy who killed another. A selfie of the suspect and the boy he shot was sent to a friend. Police are charging him with murder as an adult. And this fire started on friday and ripped across more than 7,000 acres in california forcing hundreds of people from their homes. Right now the fire is about 65 contained. And a former actress steps forward with new allegations against bill cosby. Helen gumbel claims cosby made sexual gestures towards her on the set of the cosby show. He is facing allegations from 15 women and denies the allegations and has not been charged with the crime. The 77yearold canceled two comedy shows in boston because of winter weather. And a publicist for bruce jenner says the reality tv star was not texting at the time of a deadly accident in malibu. Jenner was also an olympic Gold Medalist and was driving one of four vehicles involved in saturdays crash. Investigators are expected to ask all the drivers to hand in their phones as they work to figure out what triggered the crash. Jenner released a statement saying quote, my heart felt and deepest sympathies go out to the family and loved ones and to all of those who were involved or injured in this terrible accident. Theres more wet weather on the way. And theres more potential for freezing rain more ice is on the way this morning and this afternoon. However, you can expect to see slippery conditions on the bridge surfaces that will be slippery. Just a headsup for you utilizing the area bridges. And for drivers in new jersey this morning, checking your drive times. A couple of the highways the 42 freeway northbound from 55 to the walt whitman bridge. This morning we have learned her boyfriend is behind bars. The victims body was found early yesterday morning on the Lancaster County campus just about 80 miles west of philadelphia. Well, i can tell you from where we are standing right now, just behind me not far is the freshman dorm where the victim was found yesterday morning. She is 18yearold karli hall of Chester County. She was found dead inside her dorm room around this time yesterday. Now soon after her body was found, her boyfriend, 19yearold Gregorio Orrostieta was arrested for aggravated assault. There was a physical fight between the two some time yesterday before her death. Orrostieta is not a student at millersville and he was unable to post the 1. 5 million bond set and now hes in a lancaster prison. We understand investigators released a mug shot of the suspect. We are working on getting that for you and hope to have it in the next 25 minutes. Also today, the Campus Community is offering grief counselors for students and staff who are having difficulty coping with this specific death. Nbc 10s jesse gary is live in wilmington with the exclusive details. Jesse, the department is going to Work Together as we heard in your last report that residents are pessimistic this could work but what about the cause of the violence . Reporter well, the same factors that impacted the National Economy have hurt the area here and led to a breeding ground for crime. As a matter of fact one National Publication called wilmington murder town usa. And for good reason this relatively small city has seen two dozen homicides annually with seven so far this year. We have learned that the New Castle County police will patrol with wilmington p. D. In the city. We just have a very serious problem. By the end of the day, if we dont get jobs back in wilmington the number will return. Reporter they are looking at a way to bring in tens of hundreds of job. And the commission will meet for the first time this week. Another way of trying to bring a solution to the epidemic of violence in this city. Live in wilmington New Castle County delaware jesse gary nbc 10 news. A philadelphia priest accused in a landmark child sex abuse case is expected in court today. Father James Brennan went to trial in 2012 for sexually abusing a 14yearold boy a year earlier, but the jury was deadlocked. William lind was found guilty of mishandling sexual abuse claims within philadelphia. The new trial is scheduled for next month. The trial begins today for the man accused of setting fire to a house owned by a Philadelphia City councilwoman. Edwin diana broke into a property owned by Maria Sanchez last month, stole some jewelry and started a fire. Now the councilwoman wasnt living there at the time but the two had been neighbors for several years. A warning from the Pennsylvania Department of health over a possible measles case in Lancaster County. The agency says the person suspected of having the disease may have exposed others at several locations last week. Health Officials Say the person attended a basketball game at Millersville University last saturday. This was a suspected case. And the blood tests have confirmed whether someone has had the illness or not was equivocal. And now the sample is at the cdc. Students enrolled at millersville need to have two measles vaccinations. And this warning comes after Health Officials confirmed a teenager in Montgomery County did not have measles. The teen was isolated at home while doctors waited for test results. The second of three Public Meetings will be held by the Philadelphia City Planning Commission tonight. The group wants feedback to help shape future development in the city including transportation housing and other investments. An icy situation this morning developing across our area. We have been seeing some freezing rain move in overnight. The majors should be treated. Anything that has been treated shouldnt be an issue but untreated surfaces walkways, railings, your car thats been sitting out overnight. We have seen rain moving in overnight with a layer of ice there in the pocano mountains. Freezing rain continuing in the mountains. Youll get snow in the mountains as this tapers off tonight, but to start with theres the freezing rain that is now pushing off to the northeast. At least the first batch of it is. Getting a break in allentown but not in perkasie in Montgomery County. And the wet weather continues on and off in Mercer County trenton getting a break right now, but theres a little bit more freezing rain on the way. The rain that falls onto the ground frozen is creating ice. So expect to do slipping and sliding in some areas. You can see another batch of wet weather moving in from the west. And thats more potential freezing rain as temperatures are in the 20s and lower 30s. Just below the freezing mark. So on and off freezing rain during the day today. Then as this system comes to an be end, well see a period of sleet and snow. First north and west and eventually to the i95 corridor. Watch out for freezing conditions throughout the entire area and even when we see a little bit of rain we typically see the heavier than normal delays. So your roads like 95 southbound are jampacked right now. 76 is seeing heavy yol yum westbound near city avenue. Eastbound near montgomery drive no matter where you are going this morning, its a good idea to leave yourself extra time and slow down out there to watch the bridge surfaces that are especially slippery. Reporter the main roads dont look too bad, but once we get into the parking lot this is where we can show you the effects of the rain out here on the road surfaces. Here in this parking lot you can see that this is just ice out here. They do have salt out here. So some of the areas have been treated. Again, the main roads here, this is Huntington Pike the drivers dont seem to be having an issue at all. But a better visual here some of the snow has piled up here to the side from the old snow. You can see it is just one big chunk of ice right now. Thats the effect that some of this rain is having on this area. We have not seen much rain out here recently. It was a fine mist 15 to 20 minutes ago, but now were not seeing anything fall in this area. But again, the driver is really just taking it a little bit slow. We did see a lot of salt trucks out on the major roads earlier this morning, but again, now these parking lots are getting some loving care if you will because we have started to see some of the private salt crews come through the parking lot to get the salt down out here on the sidewalks and on the surfaces that have not yet been treated. But if youre heading out the door this morning, it might be a good idea to be careful heading out to the sidewalk and driveways as bill has been saying all morning. We have some breaking news. We just got information into the newsroom in the case of a college up student found dead in her dorm room at Millersville University. This is the mug shot of the victims boyfriend. We just got this from the lancaster prison a few minutes ago. Police charged Gregorio Orrostieta with aggravated assault. It looks like he had blood on his forehead there. The couple got into a physical confrontation. Investigators will be conducting an autopsy on her to find out how she died. And now to an nbc 10 exclusive story, help is coming to well mington with the city dealing with a rising homicide rate over the last ten years. And we have learned New Castle County police will patrol with wilmington officers. A magazine recently dubbed wilmington as murder capital usa. So far they have seen 20 shootings with seven of them deadly. Racial profiling is taking stage in lower Marion County after two men were detained after going door to door asking to shovel snow. It was a packed room last night for the Marion County courtroom here. Many say the police racially profiled the men out shoveling but police say the men were questioned because they didnt have a permit to solicit. Many residents believe they were targeted because of their race. Theres the perception that the community cannot work well with their local Police Department or their School District or their township or city which we have heard here today that these conversations need to take place and people need to look to find the correct answers. Residents would like more Community Policing and sensitivity training for police officers. Today walmart will make a major donation to an initiative in philadelphia that helps people learn to read through cooking. The chain is pitching in 25,000 to the free library of philadelphias culinary literacy center. Every week the library teaches kids and adults how to read and to write recipes by changing ingredients and measurements and cooking with different fruits and vegetables. So culinary literacy, we have been given a really unique opportunity to define that. It doesnt exist as a term. So we see it as combining literacy with cooking. Todays check presentation will take place during a culinary literacy class at the Spring Garden economy. Academy. Temperatures are moving down overnight toward freezing. And thats bringing us freezing rain right now. Taking a break in the city the clouds are still with us and thereby will be with us throughout the day. We can see the slope when we went on the air at 4 00 but now that layer of ice is here and thats what many people find covering the cars and sidewalks, the railings and walkways this morning as temperatures have dropped to below freezing in philadelphia. Northeast philly theres the 20s. And its not just Philadelphia International. Look at roxborough down to 29. Northeast philly at 31 degrees. And 31 for 5th and wharton. The Delaware River is expected to find result of that light freezing rain that came through overnight. Doesnt take much in the way of precipitation to create for slippery conditions. Trenton seeing that rain start to move back in its in bucks county Montgomery County and now moving back into reading and heading for the Lehigh Valley as well. And this wet weather as it moves into the older air will produce more ice even this afternoon. So temperatures are really not going to budge tonight. This is what we have right now 30 in chester springs. Washington township at 29 degrees. Now down to the freezing mark in wilmington. And that is the makings, at least the first part of making for an icy day. 10 00 this morning is light, freezing rain in philadelphia. And back into trenton, theres snow in the pocano mountains but more freezing rain for ale lentown. During the afternoon hours, the atmosphere to the north isle cooing with freezing rain. Stand by for slipping and sliding on the untreated surfaces. Like matt said you will need the scraper if your car is sitting outside and the freezing rain has moved across your area. And it will keep on moving by tomorrow. It will be clearing out with a breezy day, 41 degrees with a nice recovery. Back to the upper 30s on wednesday, nicely above freezing. Then thursday temperatures are dropping late in the day with a wintry mix and scattered snow showers thursday night. Then friday a blast of bitter cold air that is going to stay with us through the weekend. We rarely worry about the afternoon commute. This is what it looks like at Baltimore Pike with the line of traffic in both directions especially northbound here where we are seeing heavy volume on the blue route this morning. So leave yourself extra time no matter where youre going. I mentioned 95 slow southbound with your drive times from woodhaven to the vine street expressway to take you 35 minutes. The average speed the 24 miles an hour. A lot of volume out there with slippery conditions. Her boyfriend, this man, 19yearold Gregorio Orrostieta was charged in the murder of her. He and the victim had a physical fight before hall was found dead inside her freshman dorm room. The suspect we are told by University Officials is not a student here. The suspect is right now being held in the Lancaster County prison on a bond of 1. 5 million. Thats the average. Make sure to check with your airline. And its a first alert weather day because of the freezing rain the potential for icing as well. Later on well get sleet with the untreated surfaces at the greatest risk for seeing ice this morning. Look at the wet weather. Not a lot of rain but you dont need much to create a layer of ice. You can see some light freezing rain now in northern Burlington County and into the trenton area as its moving into burkes county and back to the Lehigh Valley.
