I was a no vote on that and im going to continue to be in three same place to be again um, the bridge to not increase our Transit Agency and planning should do better with what we got roadway and um, more money didnt necessarily mean t three well immediately solve our problems and place burdens on the bayview make it difficult so which were all 2r5ig to recover for the pandemic with that, i want to put that on the record. But ive noticed three there will be some hearing coming up in one or the other of that you dont i cant remember but the budget subcommittee to look at the cap and trade overview maybe that will be the starting point for discussions and more public disclose of what the rules may be 20 thirty is coming up rapidly i think without the assurance that comes with potential extension if is this are that were the will of legislation or governor to provide sufficient resources to provide for transformative transportation projects particle transit beyond 20 thirty and well be relying on the amount of revenue that comes from the t g r fund at this time im not seeing that action didnt mean it will not happen but i mention a hearing coming up in the coming weeks in one of the budget subcommittees ill be reporting on that. So the third priority to advocate to maintain the center in the San Francisco year state budget so if promised by one point something biology and 6 that mtv or c has committed to one hundred plus billion dollars for the bayview and that um, the vast majority goes to sfmta and bart so this funding was included in the governor january budget despite the 2k3e69 and state lovely have to continue to work to maintain it and in the futurist raised for the budget and currently seeking stable federal source of funding critical in addition to and especially in the 201. 5 measure didnt pass so finally focused on insuring that Autonomous Vehicles are deployed in a safe and accountable way for benefits and impacts and support the deployment of this in a way that that is responsible and serves the public. The port highlight is transit enhancements intend to have projects customer facing transit and recommended the first is the 2 cal that adds cheer and accessory building ramps for way finding improvements and these improvements are recommended by a Program Study and grant by the waltons and the prop l funds a local match for fell accessibility grant that caltrans and the project responds to the 2021 board of supervisors resolution requesting sfmta improve the bus stops for red crowns for parking and it is privileged allows the bus to pull up to the curve and deploy the wheelchairs and pears can the operator can deploy the wheelchair rather than acre and finally, the muni shelter would fund the redesign 6 shelter and the with the Community Process to design the new shelter and this will be include accessibility and mileage rate other features the kitchen shelter the Clear Channel in 2027 this slide is the leveraging program for the leveraging recommended project and anticipated leverage will be lower than expected we are recommending funding to the phases of the project that can compete for grant for construction so we expect three to there and work with the sponsors for the leveraging for funds to be allocated and our Program Recommendations advance two of the four programs under consideration and the Strategic Plan is required to incorporate the cash flow resulting impact will have the financing over thirty years but support this to help the projects to expedite for grants and getting to the public sooner. We are working with various project sponsors and 5 p p and in support over the next 5 months with adoption of Strategy Plan and im available for questions. Chair mandelman and i just wanted to add on the bus shelters and recognize the problem with maintaining them there are many of them in Good Condition and used by folks every day and make sure concerns and legitimate concerns about getting them and thankful theyll make us move away from the shelters and maintain the shelters i want to comment i was outer with a merchant in hadith ashbury and dealing with mta on this by one was erected in front of a building i cant for the life of mow understand but raise an issue well work with mta to try to make changes but it raised the issue i want to insure were mindful like what those bus shelters are for their primarily for seating for people that need a seat on their way waiting for a bus protection from the elements and staying dry when it is raining and providing information that incidental those should be the guidance principles ill shocked by the time and energy we have invested in some of those no one of none of those meet the criteria and no overhead i understand the goal of getting bus shelters we need to make sure that is not primary driver and the primary function were just effectively directing billboards instead of actual bus shelters if mta or ta wants to comment i have a questions are there Guiding Principles and standards i dont know how some of those were seeing have any common sense and it feels like it is led by a billboard and advertising strategy rather than a focus. Introducing we to the call of the chair we think that is a symptomatic problem. Not trying to get into an argument whether we 14 have advertisements to get revenue. My issue and i invite anyone to look at how was the businesses trying to come back we have a thin window on retail that is now overshadowed by a massive billboard that all it is a bus shelter and it has not overheard protection. It is clearly just i dont think were raising enough revenue through that one add to justify the impact on the businesses and the lack of providing those things for riders. I guess if it didnt excite with Guiding Principles a bus shelters needs to meet the adu we work in the advertisement component and the maintains maintenance of it should be working with mta not on that one shelter that is programmatic but how we can invest the time and money into a commissioner goedert that truly didnt serve riders in a way negatively impacting Small Businesses and i guess so forth. This law is specific and laying out where cameras can be implemented and the key points id like to directing your attention to the civil pentsdz not moving violations but issues to the owners of vehicles not 40 is driving the vehicle this program is managed by will sfmta were not sharing the data on offenders with the dmv or others. And beginning the process now and the cameras will be operational next year right now hard at work identifying the camera locations and developing the documents for approval and Campaign Contract legislation. Those stars indicate the decisions are approvals through the board of supervisors and for the legislation and may for the youth policy and impacts. Yeah. Absolutely. The cameras work with them and one way cameras are are Radar Systems that terrors the cameras which is activated if a vehicle is moving 10 Miles Per Hour or more the posted speed limit that will activate ease well get a picture those are different than other surveillance cameras we can monitor the traffic must be activated only when a speeding vehicle. So what will happen . Like what happens with the when the cameras multiple voices . A republic concussion. For the 60 days we have a warning period and a letter you representatively no fees associated for that 60 days of operation after that, the fees legacy business kicking in offer after the first 60 days and set by the fees for 50 over 10 Miles Per Hour over the speed limit and go higher. Can you caption explaining a moving violation . Yes. And moving violation is typically issued by the San FranciscoPolice Department and can have a criminal component to it those are Civil Penalties by mta not the Police Department and there is no repurification with the dmv. Whats the highest amount of penalties. The highest amount is 500 that is if someone is going one hundred milesanhour or more in their vehicle. And how sort of logistically how will this work . The camera is there a human being to do something or generated automatically or i i cant imagine a whole bunch of information about speeding happening but requires a person to be coming out do we know the logistics. We do yes. Essentially what happens is after the speeding vehicle triggers the camera image is taken we have the license plate of that vehicle and sent to the vendors were working with and the developers has the Quality Review Team to make sure that phenomenal was the rear license plate visible were you no obstruction lens was not foggy not not other issues and take the photos against a fixed object to make sure the vehicle was traveling. At this point in time the imagine if it all looks good is sent to the mta factoring control officers that generally will review it and look at whether a speeding vision occurred and sign off if this happens it is in the process for issuing a ticket we do a dmv look to look at the locations where the vehicle was registered and sinned the letter out to that location. So there are people and we have the people to do this stuff. Yes. We dont have a vaerndz on board we need to get through a few things but there are praters that have done this work for dozens of citys. But a window. The amount were thinking the city does rather than the vendor side. Before we get in specifics, lets start with a broad question, how can will parks system play a part in the economic recovery . Well, our parks system playing an Important Role throughout the pandemic. Parks were here when people in San Francisco needed them the most. A place where people could gather and could care for Mentality Health and fizz cat health and have a sense of community and a sense of place during a really weird time. And now that things are reopening and figure out how to recover, parks are going to continue to play a significant role people are out and having a good time. There are special events happening in parks. Concerts and the weather is good. The best way parks play a role in our economic recovery is to motivate people to come to our city from other places and to motivate our residents to get out and enjoy themselves exciting to her we opened a new park and there is another. What is special about the 2 new projects . Sure. San francisco is going through, i think, a park renaissance. We opened the francisco park, which is just magnificent property that sits on top of an Old Reservoir dating back to the gold rush and has tremendous views of the Golden Gate Bridge and bay and a place where you can bring kids. A cool play ground to bring dogs an amazing dog park. A meadow to watch the fireworks. Fog willing. Fleet week, community gardens, it is just such an incredible unique space. We are proud of it. And then right down the road in a few years, we will be pleased to welcome everybody to india basin in the bay view in the southeast part along the southern water front. 1. 7 miles of waterfront that until recently has been under utilized and under fulfill in the a community this needs it the most. India basin is really a feel moment for the bay view and southeastern part of San Francisco. It is going to be San Franciscos next great and one of the most important parks thats fantastic. Now, we have a great history of having conference in parks. Can you touch on the years highlights . Upcoming and on going. This is something im particularly excited about. I dont think there is ever have been more music in San Francisco parks than there is right now so, lets go around the city and talk about music. Stern grove, is in the 85th concert season. Back after the pandemic. In this just fabulously treasured meadow. Free concerts all summer long. In Golden Gate Park, at the man shell not guilty music concourse free concerts 4 days a week. Wednesday, friday, saturday and sundays. We have sing are song writer wednesday. Jazz and seoul on friday. Communities performances on saturdays of different kindses and sundays reggae it is extraordinary. And of course, later this summer we are pleased to welcome back outside lands for an exciting 3 days and 3 nights of incredible concerts and food and community. As we go across the city, we got wonderful performances in the jerry theatre in mc clarnin park a special jerry day coming back to the theatre. On june 21st we had make music day appearing all over the city in park in civic center. On the marina green. Again in Golden Gate Park. It has been a great time for music and ties into the recovery and the Tremendous Energy where we are feeling and you know anybody who says San Francisco is struggling needs to hang out in the park system. Where well is joy and beaut and he inspiration every day. So, the San Francisco board of supervisors passed legislation to make jfk drive in will Golden Gate Park car free. How have residents responds. The San Francisco residents responds positive. Families. Bicyclists, joggers, people with dogs and people from every corner of San Francisco have discovered that jfk promenade is a treasure. It enhances the parks so much. Imagine a Beautiful Day in the park and weather on foot or on bike you are strolling down jfk, you pass sixth avenue and head to the music concourse for a concert or the museum; it is joyous and made Golden Gate Park sproord. I have been hering about disk golf and pickle ball. Can you tell us about and where people can practice and play. I knew you were going. Pickle ball the Fastest Growing sports. You know across between 10 and is ping pong and may be with a whiffle ball. We have 5 or 10 space you can play pickle ball indoors and keeping up with the tremendous popularity of the sport. Disk golf has a loyal following it is also going to continue to growch we opened our first disk golf course in Golden Gate Park in 2005.
