Good morning, commissioners, i think im recovering the same thing you are, so i will keep it brief also. Just two ie steps that i really wanted to discuss today, item number 6 on your agenda, the allocation of 638 and a half thousand dollars in prop k funds, the cac approved this unanimously, there were two items in this, the upper fo ek street light was part of the upper polk Streetscape Project, the only concern we had was with regard to its coordination with the van ness brt projts, thats what you might want to talk to fta about and sloat boulevard, this is for the backlog of traffic calming implementation to sloat boulevard project, so one of our concerns was how that would be backfill, how those funds would be pult into the traffic calming portion of that. On item number 7 regarding the congestion Management Plan, we approved this unanimously, three items that came up in our questions regarding level of service as a ceqa threshold was repealed by senate bill 743 but cac staff ashirebacker insured us it was a good measurement, mtas red carpets have shown or part of why bus service is maintained at a consistent level while other speeds of vehicles are dropping, so these red carpets appear to be working. And in a congestion Management Plan was also asked, we were also asking about why we dont see things about offpeak hour ins the congestion Management Plan, and the reason being that other projects take care of these offpeak hours or at least they look at them, so those are the three things we looked at in item number 7 and thats kind of all we did. Good morning, committee, name is joe lake, im a resident of district 6, i live in selma and have lived in San Francisco for a little over 6 years at this point and one of the reasons that i love living here is im originally from southern california, from the san diego area and i find the Transportation System is far and away superior to that of san diego, especially the public Transportation System. I have been able to sell my casing i dont need to drive around anymore, im able to get everywhere using Public Transportation and someone who is a fraekt user of most forms of transportation, when i lived in the mission, i would take the bart to work every day, now i regularly take the muni bus or train to get around, also i occasionally will take a ride with friends and things like that, so i have some idea of the various forms of transportation and im interested in being part of the citizens Advisory Committee to kind of first get more involved in my community and ive lived in selma on full son between fourth and fifth, thats a place where im seeing a lot of transportation growth and changes, we have the tunnel system thats the metro thats being put in along the Fourth Street corridor and additionally, we have bike lane that is are trying to be put in on folsom and being a voice of the neighborhood i think is something i would be good at and being able to represent the interests of district 6. I also work for the government, for the federal government in a completely unrelated role, i have some understanding of how bureaucracies work, ive been on committees in that role as well, so im interested and i appreciate your consideration. Ive lived in district 6 since 2004 and i walk, bicycle and ride muni as my primary modes of transportation, im a parent and our family is carfree. Professionally, im a librarian with the San Francisco Public Library and im in fi 10th year of service, i spent five years across the plaza as a the government documents library, im familiar with government, from 2008 to 2011, i was a member of the Library Green stacks committee and i received a blue and green award for my work on sustainable transportation, since then ive observed a lot of the chaining happening in the neighborhood. I read the waterfront transportation assessment and i was very pleased and relieved to see that many of the issues im concerned about are mentioned in that report. I live right in the middle of the study area and i travel within district 6 every day. If selected, i would like to ko pt the work thats described in the report and my biggest priorities would be safety for pedestrians and bicyclists and reliable transit. Some of the issues i would like to work on are traffic calming and smart enforcement, barriers between bike lanes and car lanes or at least more visual signs like more green paint, conversations with developers and businesses to encourage safe, secure bike parking so we can get more people out on to their bikes without having to worry about theft, safer pedestrian crossings and an overall awareness of bicycle and pao es raoe yan needs, i mope youll consider my application, i already served the people of San Francisco as a librarian, i would be honored to serve the citizens Advisory Committee. Thank you. Item 6 . Recommend allocation of 638 thousand 477 in prop k funds with conditions, subject to the attached fiscal year cash flow distribution schedule, this is an action item. Good morning, im mike pick ford once more. This morning, we have two prop k requests, the first request is for a construction for polk streetscape signal modifications which upgrade the five intersections on the vision zero corridor that are not being upgraded by other complementary intersections, the others are pine, north point street and is the upgrades will improve accessibility for pedestrians and visibility for the signals. For context, there are a number of other projects including the polk Streetscape Project, and two major signal projects around which the project team will be coordinating, the signal work will be in close coordination with the Streetscape Project to avoid causing additional construction impacts. The second request is to provide additional construction phase funding to implement pedestrian improvements at two intersections on sloat boulevard, they will be curb outs and median improvements at Everglade Drive and pedestrian hybrid beacons at 23rd avenue, this allocation would supplement an earlier construction phase prop k allocation to cover Cost Increases for the project, because the project had to be redesigned according to caltrans guidelines and because the original low bidder on the project backed out due to financial hardship, meaning that the project had to be rebid, it requires a waiver of prop k tra staoej i can plan policy to allow public works to use prop k funds for construction thats already been award, to fund this allocation, we would amend the prioritization plan to a line item for calming traffic projects, with that, i can take any questions. Item 7, recommend approval of the 2015 San Francisco congestion Management Program, this is an action item. Mr. Cooper, welcome. Good morning, commissioners, im drew cooper, im leer to present the congestion Management Program, im taug about the legislative requirements of it and the results from this years monitoring. The purpose of the cmp is to strengthen the links between Transportation System performance and the policy investment and Planning Decisions that we make. We do this by tracking every two years the performance of the Transportation System, land use changes and changes in travel demand, we then make sure we are in conformity with congestion management and then we coordinate San Francisco pronlt priorities and funding eligibility. Approval of the 2015 San Francisco congestion Management Plan confirms San Franciscos project priorities with the regional Transportation Implementation Program which will be reviewed by the mtc along with other bay area congestion Management Programs for consistency with the rtp, the regional Transportation Plan. Since 1990, ledge sla i slaying establishes statewide cmp requirements has required that it be developed by the designated Congestion Management Agency which the transportation of San Francisco, its to be adopted every two years and it must include the following components, level of Service Monitoring on the cmp network, multimodal Performance Measures, an approach for analyzing the impact for land use change, documentation of the Congestion Management Agency travel demand model, travel demand management element and a 7 year capital implementation program. The map on the right shows the cmp network which plans the road segments that we monitor, so lets take a look at 2015 monitoring results. We use level o f service to measure the performance of the Roadway Network for traffic, level of service is a measure of auto congestion based on speed and it is required by state law. We found that between 2013 and 2015, average traffic speeds decreased, although its worth noting theyre still higher than they were up to the early and mid 20000s, this chart summarizes average speeds by arterial and freeway during the a. M. And p. M. Peak times, both a. M. And p. M. And average freeway speeds delined by less than a mile per hour at the a. M. Peak period and about 3 Miles Per Hour at the evening period. For transit performance, we monitor munis rubber tire fleet using on board apc amounts which records the time that buses arrive and depart at transit stops and the time it takes to unload and load passengers, we map [inaudible] auto speeds to transit speeds by segment, the map on the right is red being slower and blue and green being faster, average bus speeds were 8. 7 Miles Per Hour in the a. M. Period which is down onetenth of one mile an hour fra the 2013 monitoring period, and 7. 9 Miles Per Hour in the evening period which is also down. Although average transit speeds declined, the magnitude is less than general traffic speeds which has led to transit becoming more xhet tif with automobiles in terms of speed. We used the measurement of the auto transit speed ratio which is simply the auto speed divided by the transit speed, a lower auto to transit speed is more competitive while a higher ratio indicates it is less competitive between 2013 and 2015, the auto to transit speed ratio dropped from two to 1. 7 which is as a result of the direction we would like to see. If we look at red carpet lane that is were installed in the 20132015 monitoring period on clay, o farrell and market, transit speeds remained relatively stable, changes by 1 mile an hour in either sdrekt, with the exception of o farrell with where mason and market is where the [inaudible] market. By comparison, general traffic speeds on these same segments declined by an average of 2 Miles Per Hour ranges between 1 and 4 Miles Per Hour. In our role as Congestion Management Agency w ear engage ined a work plan that directly aims to address Transportation Network performance issues, some examples on this slide are at the regional level, were engaged in the core capacity study led by mtc which seems to identify long term Transit Needs for the region, at the local level, we have several travel demands, Management Program involvement projects that seek to incentivize travel by modes other than single occupant vehicle and reduce peoples reliance on their primary mode of travel. And we also are engaged in Planning Efforts to better coordinate land use and transportation, one example of which is the rail storage alternatives analysis and boulevard feasibility study, this is only a partial list and a more detailed list is available in the executive summary in our packet. Im happy to take any questions that you have. Colleagues, do you have questions on this . I have a few. So, multimodal, are we really just looking at Public Transportation and automobile, it doesnt include bicycles . So, we have not reported bicycle or pedestrian performance yet, we have started this year monitoring volumes and we would like to come up with some measures to better measure performance for these modes Going Forward, but they were not included in this years and it seems to me that the state focuses on streets. What happens Going Forward with brt, subway, other significant transportation projects . We have some leeway to so, through multimodal Performance Measures, we can seek to highlight these kinds of projects. As of right now, its still required we do Level Service monitoring with sp733, that requirement is said to go away which will substantially change how different modes are reported in this report. Does the reporting cadence stay the same, just with different criteria . Im sorry . Does the reporting cadence ill go ahead and aed to drews answer, so commissioner christensen, the cmp law indicates we monitor [inaudible] one of the thins we do try to depict going back to your earlier question about multimodal is the network itself, to the extent the bis kl Facility Network is more cleat, more connected, higher levels of comfort for cyclists, that is an indicator itself, the network itself as an indicator of quality and performance for the bike sector. On traffic safety, we try to report those statistics as well to depict wats the condition for travelers by foot and by bike. To your question about brt and subway, those should get picked up in our as drew mentioned, the travel time statistics, the more we provide more dedicated, reliable, fast transit s frs, that should get picked up in the Performance Measures on the average speed of transit relative to automobiles, over time, thats how the system metrics should pick those investments up. And in what way will this reporting requirement likely change . So, the law has already indicated and has been passed s 743, that we should no longer have the level o f service, its currently on the book, but the rulemaking is in progress now. For automobiles . Rieblgt, and thats not to say thats not a valid planning measure, its something thats quite narrow and many jurisdictions were only monitoring that or using that as a reason not to monitor other things so the law will i dont think it will be prescriptive, the state Transportation Plan is calling for a multimodal Performance Measures to be established by each jurisdiction. And this also includes analyzing the impact of land use changes. I dont notice that component of this report. Yes, it should be in there, in fact, theres been a lot of work on the part of multiple agencies here, the planning department, mta, the Mayors Office, ourselves have been working on things like the Sustainability Program which is a three part Program Start witching a fee on residential and Institutional Uses that came before the board, the next one will be a tdm ordinance, a demand management ordinance to provide guidance and a mechanism for developers to show how theyre contributing through the design of their projects, the Trip Reduction goal and we expect the ceqa reform to take hold officially here once we have guidance pr the state, so the three part program where the Development Review process we hope will benefit from a streamlined, clear, transparent pro, a simpler process and a multimodal process which aligns with our transit first policies. This reporting methodology counts the travel pace of vehicles on our streets but it doesnt register in any way or measure the quantity of those vehicles . The volumes, yeah. Ill let drew answer. So, we do we have started monitoring on these same segments volumes, but this is a program that we also started this year, so i didnt include it in this presentation because theres nothing at a previous time point to compare it to, but we do intend to monitor that Going Forward. In addition to traffic counts, vehicle miles traveled is a useful metric that is likely to come out of the senate bill 743 process which is a which captures both kind of the volume and duration of travel in a more holistic way, so thats a metric that we would like to move towards but havent yet. So, i think so, it seems that the primary purpose of doing this report is meeting a state requirement. My question is, can we learn anything from it in the process . I mean, are we gaining useful information here or are these issues being addressed in other forums in other ways so that so, we believe that it is useful to understand what the state of the Transportation System performance is, especially over time, so that we can learn trends from it. We also use this as a way to frame our work program in terms of meeting those goals, and so, for example, transit lane projects, red lane project, transit signal priority projects, we can see through this monitoring that those seem to be working in isolating that mode from the effects of general congestion, so this is an affirmation of the work we have been doming and an encourage to keep doing that kind of work. Just to add to that, supervisor, i think weve been using these updates every two year, i consider them snapshot tos let us know how were doing, if you look at the long ark of the trends, given especially that we have grown 10 thousand people per year and this is all in the report, we describe that were doing pretty well, it does feel congested out there, people are frustrated, its confusing, there are more people using the street on bike and ped, thats an indication that our land use and transportation strategies are working and our economy is strong, so i think what this tells us is that our long term goals are working and our long term strategies are work in that people are taking transit, it could be much worse from a congestion standpoint, the transit ridership is booming in all three of our services sx, as a result of that, it has reduced the impact that could have been worse on the auto circulation side, we see construction out there, various of you mentioned that in your briefings televisings certainly a lot of road work and building thats going up in the construction impacts on that on traffic is certainly felt as well, and then finally theres i think thats the road works itself, the new projects and the land use strategies, theres an indication because folks are coming in and using transit, overall were managing okay but its time to think about long Term Investment and capacity so, big, Big Investments that can be more transformative a downtown extension of cal train, or the next extension to Fishermans Wharf to to make the muni train to move people more efficiently across town, were on the right track, more and more people are using our streets, our land use strategies are working, were putting it in the right transient oriented way, we need to keep investing in the next generation of Traffic Management to smooth out traffic, give users more options and choice, tell them which options and routes might be better for them, direct them in transit to realtime, but make sure the long term capacity to transit is there. So, those are obviously our primary roles, getting people out of cars to other forms of transportation. It seems like the study is a bit of a throwback when were seeing how effectively we can move cars around our city, but we look at residents times, we have a will the of vehicles on the streets so im assuming there are a lot more cars that there used to be, were restricting where cars can go so theyre in fewer places so they appear more congested but i also and mr. Cooper and i talked about this during a briefing, we dont seem to know the impacts of construction, right, or other things that contribute to congestion for vehicles, im presuming as long as there are some cars on the road, it oesnt benefit any of us to have them sitting in place spewing fumes longer than necessary and certainly the frustration levels have increased in terpser of how challenging that is, so it just seemed an opportunity to look at how can we kind of clear things out and get things moving at a safer pace. Safety is the key, i think thank you for mentioning we have been shifting rightofway to pedestrian, bike and transit mode, those are policy decisions were making on a cumulative level that withdraws some capacity from automobiles and its not to punish motorists or make life difficult, were seeing trends in private industries coming into the market and offering subtle services and Flexible Work times so those are part of the tools of solutions that we appreciate the engagement of the private sector as well, those are all three trends that are working, investment is working, our land use is working, we have right of way shifts that are implementing our multimodal investments. I have some questions about Traffic Control officers and why there isnt a detailed description in the report about Traffic Control officers and the role that they play in supporting issues around traffic congestion. We did not through this report look at enforcement, however, just to be clear, not necessarily enforcement, but Traffic Control in terms of Traffic Management, as you may know, in certain intersections especially during peak commuter times, there are lights that are not necessarily properly synched, there are car that is are congested in intersections on a regular basis, this is happening all over the city where there is a lot of congestion and with proper light snacking as well as Traffic Control officers to help manage that traffic, it could definitely be a lot safer, so in talking about a report around traffic congestion, i just you know, my thoughts or that there should be some sort of detailed recommendation around Traffic Control officers specifically as a part of the entire package and not just the nuts and bolts of whats necessary to change the city changed the infrastructure, but more importantly what else can we add to try and address the situation because its not a part of the solution right now. Thats true, we did not include Traffic Control officers or devices or any of that in this study. I believe thats to do with the thorough job that it would properly require a separate study, that this might not be the right vehicle for that. Er commissioner, point well taken, we can describe this current situation, working with the sfmta and refer to their studies so well incorporate it by reference and do a better job to incorp. Roit a deeper dive at that time. This is important and i just want to make sure, i know that we basically produce this report every two year and is we look at some of the trends, we look at the infrastruck khu, we look at what we can do better but i dont think its being very responsible to do it without exploring different avenues, we need to make sure, this is real [inaudible] to good success could make unity of holy original nature and working benefits from destiny of unified two credit work, the construction of overblight National Research center of the logical whole studies t National Memorial hall for [inaudible] establishment, the National United city meditation television system, the holy national [inaudible] citywide regular social Recreation Party of celebration on the five centers of unified politic, holiness, education and citizen programs are our foundation of method logical meeting of holy perish ers, man must take on one destiny always, for choose existence to choose selfnature in [inaudible] for ones career and ones family, for securities, we must [inaudible] of our people to be [inaudible] and be able to uplift everyone from the falling by the holy rescue system i discussed about. During this period we got ourselves on National Radio presence; we started touring, releasing cds, a dvd. We continue to tour. Reputation grows and grows and grows and it has never stopped Going Forward. Msk music the bay area knows the orchestra. You maybe take things for granted a little bit. That is simply not the case will go on the road. The audiences go crazy. They dont see vitality like this on stage. We are capable of conveying joy when we play. Msk music any performance that we do, that a program, that will be something on the program that you havent heard before. String orchestra repertoire is pretty small. I used to be boxed into small repertoire. I kept constantly looking for new repertoire and commissioning new arrangements. If you look at the first of the program you have very early, young vibrant mendelson; fabulous opener and then you have this fabulous concerto written for us in the orchestra. Is our gift. Msk music and then you have strauss, extraordinary piece. The most challenging of all. String orchestra work. 23 solo instrument, no violin section, now viola section; everybody is responsible for their part in this piece. The challenge is something that i felt not only that we could do , absolutely could do, but i wanted to show off. I cant tell you how aware i am of the audience. Not only what i hear but their vibes, so strong. I have been doing this for a long time. I kind of make them feel what i want them to feel. There is nobody in that audience or anywhere that is not going to know that particular song by the fourth note. And that is our encore on tour. By the way. I am proud to play it, we are from San Francisco. We are going to play that piece no matter where we are. The consequences is there is little to that issue and we have a great person in the department who is working at this with other partners in the department where we do have partnerships diz poles of syringes so would like to ask [inaudible] to come up and give a overview and take any questions since this is a emerging issue in the papers. Hi everyone. So just to give elean lockren and work in the community helths health. I work with our funded syringe access and disposal program. So, in response to the issue around discarded syringes, we are utilizing several mechanisms along with our programs doing heightened education to the clients that utilize the programs. I also work very closely with other city dw apartments, Police Department, the supervisors and department of public works to get a handle on the discarded syringe issue. Things we are working on in our branch is towe are in the process of hiring and working on developing a Rapid Response onse team and what thaet team will do is be in the community squurking up cleaning up the discarded syringes in real time and engage with drug users and emphasize the importance of safe disposal and be able to provide resources and referrals. We recognize the problem and that is why there is multiple strategies and we are really looking forward to actually this coming here because we have not only the Rapid Response team, but also other ideas in place to address the issues such as Community Clean up events, additional partnerships. I handed out a handout that all you have. On one side is a map that shs our outdoor disposal boxes we throughout the city. Most of them are placed in the tenderloin and it is based on need. The way we assess need is from 311 data reports and also Community Complaints and calls [inaudible] then we go through a thorough Community Process to get those placed. On the other side where it shows the visual, that shows all the Different Community partners we have working together on this issue of discarded syringes, so it is a collective impact approach of addressing this issue together. Are there any questions . If there are questions for ilean commissioneri guess one question is, you selected a number of places for these, but are thereis there a way of understanding that or are you already know from collection that this is widely known and used by the community of users, or do they offer other suggestions . I think the papers indicated that there were other areas outside of the immediate downtown, right . Yeah, the way we get the assessment or boxes is i get regular reports from 311 so i look at the number effcalls and go to Community Meetings and Police Department Community Meetings and that is how we got the placement of those boxes. A lot of times i get a call that we need a disposal box but after a assessment and using the data it turns out it isnt a hot spot per se but it seems like there is a situation that came up and we can address that by sending crews out to do sweeps of the area. That might beif you think back on battery turnings, some of the pharmacies take some of these. Have we thought of pharmacies being a deposit point for these or are they willing do so . Wallgreens accepting syringes. If someone returns a disposal ben of up to 1. 25, wallgreens will accept it and give a empty ben. All the syringe sites take back dirty syringes and give out either a disposal ben or a lox like this called a [inaudible] this is perfect for someone who [inaudible] because it can easily fit in their [inaudible] and holds 20 syringes. So, [inaudible] would you actually be listing wallgreens or is this not for public this particular flier is just for Community Meetings but in a different flier that we have for participants of the syringe sites we list out all the different places they can dispose of syringes and wallgreens is listed on that commissions any other questions you might have . No we have relationships with the Fire Department for restroom access and maybe we can include the Fire Department on this list. I think people may be more likely to go in the Fire Department. That is a great idea and something that is own the list of trying to expand our relationship so i mean that is great idea and think that we should move forward with trying to expand the relationship with the Fire Department and other first responders. Do clinics have these too or not . Clinics are disposal sites and that is listed on a flier for the clients, but we didnt put disposal boxes on that in particular. Do we know exactly why people dont use the Disposal Services and is there a reason maybe they need an incentive like we do with refundable cans or what not . That is a good question and one wree discussing internally a lot. In the next few weeks we will have focus groups with injection drug users and they are the questions well ask of what is not working and what can we do to help us come up with ideas that will be more effective. Anecdotally, i think it seems like people are getting moved around a lot so they leave their packs behind or drop stuff andbut you know, education about proper disposal is a key component of the service. I think what we are working on internally is that our Syringe Programs have more of a system that ties the board of education process of like every time you have the one on one of like, do you understand the importance of proper disposal and the mechanism for proper disposal, so we are working on enhancing that. Is there a downside of having hundreds of these disposal boxes . Eightyone one of the challenges with outdoor disposal boxes is we found it takes a good 6 months before people start using the boxes and there is always differentsomeone may not cross the street for whatever reason, so no different than using a garbage can, if you walk down the street to through it away it is easier to toss it. There may be a downside for having lots and lots of them, but if they are ubiquitous it is easier to not just drop them. I think a challenge is that in placing the disposal boxes we have to get a Community Process and community input. That can also be the biggest challenge because while someone may support disposal box, they dont want it across from their house or their neighborhood, but we areit is ongoing conversation about increasing boxes. It is just whether or not it goes throughit meets the criteria and goes through the different mechanisms to get placed. I was going to ask if infact there is a optional unit now, mobile unit or 2 and there sole function is to go throughout the city when different calls request for service pertaining to this areaas a example it says park and rec and syringe clean up, but let me tell you, the movement of people. You go out to the park this morning you will have more than 20 tents out there even around the play ground and conservatory and aaround the academy of science. [inaudible] move people when activities move and the same time when there are functions that park or in the communities [inaudible] there are different activities a lot of the next day or that evening i have a number of syringes and other things close to Buena Vista School and Rafael School and you get complaints from the teachers and they are afraid to work through and call 311. We have like one or two units and the major function is work the pick up and educate at this point. That is something the Rapid Response team because their sole function is clean up syringes and provide that education and that is what was miss ing before. The funded providers all do sweeps of syringes and in our office we respond to calls as well but it is not our sole function so i think having this team of 3 out there and being able to be proactive and respond will make a difference, because one the challenges now is if you see syringes on the street and call 311, it can take up to 2 or 3 hours to pick them up. Commissioners we hope we will be hiring as rapidly as we can the 3 individuals on a temporary basis and annualize that in the budget and maybe have to grow that team if we see they are very busy during the time period we have them on, so this is a Important Team that we just put together to respond to this issue. Well give you an update as we see that. It is dark side of a very Successful Program so i look at it as somewhat of a blessing we are having this problem. We know clean needle distribution saves live jz have to deal with the outcome of that by insureing the public hasthere is concern for their safety fraurm dirty needles so hope the Response Team is part the solution but scr lots of partners helping as well. Thank you very much. Look forward to the update but the department is moving forward to respond to this issue that is in the papers recently. Shall we move to the next item . Yes. Item 4 general Public Comment and i received no request so we move to item 5 which is report from finance and planning committee. Thank you, in place of commissioner chung and was privileged to chair it with commissioner pating and we went through monthly contracts report and are reviewed that and are prepared to ask you for recommendation just as a brief discussion, our San Francisco Community Health authority is asked to continue to administer the Healthy Kids Program and well provide the private providers which is the second contract. The third contract includes not only administrate was services but developing the subcity Program Infrastructure for our program that we had voted on the bridge to coverage. That amount of money is not just merely for administration of healthy San Francisco, but the expanded healthy San Francisco and the covered options that we had passed under the bridge to coverage program. Lastly, is the contract for the regions of the university for [inaudible] care of the amount of 2. 1 million which is the same amount that we have set aside in the past and it does serve about 800 Different Services for us per year. So, for those services that we dont have as of general. We reviewed the year revenue and expenditure report and we are positive the First Quarter. It is only the First Quarter and mr. Wagner pointed out the big unknown will remain. The 1115 waver formulawe are scheduled to get a update on that in the early part of next year, but at this point in time they are continuing to use the same formial through the rest of this year through december. I put into risk for the second half of the year, the first half of the year, the First Quarter is what was estimated at this time. The third item that we took up was a review of the San Francisco annual report outline and well look at that and have added comments. Lastly, we are in discussions of updated the contract review process. We are very pleased that under the new process that we are able to actually be more diligent on the large contracts to represent 90 some odd protect of the contract dollars and yet we will be able to have a list of the other contracts and understand those services. So, our recommendation on the consent calendar is to pass the contracts report. That leads to item 6 which is the consent calendar. If there are no questions in that well move on to item 6. We are prepared for athe committee put forth the proposal for the passing of the 4 contracts so we are prepared for the vote if there is no extraction of the items. All in favor say aye. Opposed . The consent calendar is approved item 7 is getting to zero update. Doctor good afternoon, [inaudible] direct bridge hiv which is based in the helt department and the Steering Committee getting to zero which is a broad consochium of [inaudible] working to get to zero hiv infectionsjust looking for my slides. Here we go, zero new infections and zero stigma and discrimination. Today is World Aids Day and we made substantial progress and appreciate you inviting me back to speak. So, i thought that i would begin by saying where does getting to zero fit in the Strategic Plan and it is how [inaudible] item 6 on that graphic of the Strategic Plan, but we do also have impact on our others in particularly the issue of black African American health because African Americans are disproportioninate ly effected by hiv throughout the u. S. And San Francisco is no different but we are doing better. I will show briefly updated slides and i wanted to remind that this beautiful annual report that susan sheer who is sitting in the audience who heads the [inaudible] group she and her team put out year. If you would like hard copies we can get your hard copies and it is on the website and it has Interesting Data soben that wants to dig into this in more detail, if you like hard copies let us know. I believe i may have shown this at the summer meet ing which shows we are at the lowest number of new diagnosis in 2014, [inaudible] and deaths living with hiv [inaudible] the death rate is lower. This is new diagnosis by race, ethnis te. This is the total number of new diagnosis per year from 2006 to 2014. The blue line is white individuals, the nob nub line is black individuals and you can see there is a significant decline in both groups. If you were to adjust this for the size the population, however, again we still have a disproportioninate impact on African Americans and latinos. The good news is that in 2014 we only had 14 new diagnosis in women so we are making headway in most populations but still have room to move. I showed woe had 177 among People Living with hiv. What you see is the decline in blue on deaths among that population that are hiv associated that are caused by hiv and non hiv deaths in raed so we tremendous progress in the hiv associated death. I want to show the non hiv causes of death over time and point out the green line is drug overdoses and the purple line are suicides. Both of those are increasing and so we are doing a very Detailed Analysis now of what has happened with those individuals with drug overdoses and suicides and be happy to report back to you if you would like to hear about that the next time i present, but again, doctor sheer and her team have been doing a fantastic job of digging into the data. Is that [inaudible] or opiates . It is both. It is both. It is methadone, it isit isnt heroin, it is methadone, senththeticopeoids like oxy conten and different kinds of stimiants and it ask also unfortunately benzodiazepines. In the green line is San Francisco. I dont know howthey ratio up differently on your handouts. The middle line is california and the yellow line is the entire United States and what you can see if you start with the group infected, we only have 7 percent of those lichbing with hiv in San Francisco who is unaware of the infection. We are doing better receiving care and prescribed [inaudible] and viral surepress so wree at twice the rate that exists in the United States but still have room to move, so i wanted to then talk very briefly about getting to zero initiative. Preexposure, [inaudible] these are brief updateswe have now prep nav gators at 3 dph clinics and dh money allocated for nav gators at Community Clinics will be announced this month. We got a 1. 9 Million Dollar a year grant for 3 years from cdc under doctor urgone and doctor phillip who are heading this effort for prep scale up and out reach particularly with emphasis on people with color and transjnder individual. We are dog doing a lot in building capacity and building awareness and building a tracking system to measure impact and well see the first data from the tracking system after this worlds aids event. Rapid has been shown to make a Significant Impact on time from diagnosis to vieral suppression and a protocol is developed and implemented city wide. In terms of retention and quer the same cdc grant had nearly a Million Dollars a year for retention. I think you aware of the [inaudible] grants given of 500 thousand dollars specifically for retention nav gators that are in the field and we are looking into the data on oferndose suicide and deaths. We will never get to zero without dealing with thes issues of stigma and disrimination so we have a committee that is formed that has a plan in place. I willthese are the collaborations i know we are short on time so dont want to take time away from other peoples presentations but just to let you know there is a fast track city that is highlighted on the website. Many peoplemany cities are signing on, our mayor signed on to it, we are the furcher north American City to be signed on to this website so we have a lot to be proud of. Are there questions i can answer . Thank you. Commissioners, questions or comments . I do think since our other fellow commissioners are not here if we can get a copy of the hiv report you eluded to that is helpful if is hot demand this year. It is a beautiful thing each year so glad it is getting so much use. [inaudible] so proud of this initiative and what we accomplish. I still share with the visions that dont believe it and say you have to be kidding. We are turning the [inaudible] the possibilitiesbuilding a sense that the amount of what we accomplished and the number of heads that we still can turn with this is amazing and the response i get where people see what is possible is more than amazing. They get very excited for us and our nation and thank you for leading the way. It is the whole department that has done this from the beginning and under director garcias leadership. We are partnering now with alameda county. Could you on the slide of the hiv [inaudible] 93 percent where diagnosed and aware we had 69 percent under treatment, so what happened to the other segment . Is it lots to follow up or is there opportunity there to be helpful . Nationally that is the biggest drop off. For people that are newly diagnosed, it is like 83 percent i believe who are linked to care within 6 to 9 months and are working on making that better. That is points otrapid. The issue is getting people to stay in care. When they get into care all most everyone is in treatment among the people in care, but the challenge is keeping people in care and so this is representing all of the people in San Francisco living with hiv. I will say there is a underestimate because there are people that moved out of San Francisco. This is a great example of collective impact and the fact this is in the long haul, this isnt a short term that the department is part of this whole agenda for a long time and it is exciting to see it pay off. Y i want to recognize Susan Phillip and susan sheer and Tracey Packer, they are working diligently towards this effort. Very good. Thank you again. Commissioners, item 8 is std update. There is no Public Comment . Not for that item. Okay, next item. Good afternoon and thank you commissioners. I am Susan Phillip director of disease prevention and control and std controller in San Francisco and want to thank you for inviting me back to speak with you again about std and glad to do it on World Aids Day along with my colleagues doctor buck binder and all the others we work with closely. This is the same framework. There is specialized expertise with std that resides [inaudible] we have the biomedical std clinical work as well as work with clinical providers and disease intervention i control which i lead and then we have Important Community engagement and assessment eeffort that are happening with the [inaudible] branch led by Tracey Packer. If we lookthose are the specialized areas but where std prevention lies . It goes beyond that throughout the department and community och providers and everyone at risk in San Francisco. If we look at the cross utcutting efforts std work is important in black African American health, mu turnl and adolescent health and health for people at risk living with hiv. When we think fwt std we need to understand what drives transmission of std and any infexs disease because if we understand the factors then we taylor or nrtd ventions to group together to address any of these. If we take the example of infexs syphilis, the likelihood of transmission has todo with several areas. One is how likely is someone exposed to a infexs partner. Those can depend on what the local std epidemology is, how privilege are the infections and what is the sexual behavior people are uner taking and screening and treatment that this includes notifying partner and getting preventive treatment out to people. We also want to impact how long a partner might be infexs and screening and treatment is the primary way we are addressing that. How many people have partner jz sex with partners without condoms. Factors that influths that are how accessible are condoms and it goes back to sexual behavior and do People Choose to use condoms if they are available. What we are trying to impact is the population curfb. What are the std rates and how to bring them down and i showed them to you in the past so i want to take a step backthat is what we care about, but as a department and a branch within a population health, we also need to be aware of and work on quality and improvement on the factors that we do control. This is looking from 2010 to 2015 at the speed with which we initiate internally contacting a person who we are notified through a laboratory provider has a case of infexs syphilis. The standard is contacting within 3 days. That is the red line and you see we increased from over 50 percent to 94 percent which is good but we can do better. We are focusing on contacting within one day because sooner contact is better. It is fresh in the mind and may be able to remember part ners and show there is improved ub89 ability [inaudible] we are focus on contacting with 1 day and up to 78 percent and will try it do better than that and try to get that to 85 percent. This is a intel performance measure to work on to contribute to the larger goal oof decreasing stds. I will turn focus to look at a couple populations that are of highest priority because they have disproportioninate risk of std and the first group is men who have sex with men. This is a similar relate today the slide you saw earlier. Superimposed hiv and std curves now. The gold bars are hiv diagnoses and they are declining. Superimposed are the std rates for gonorrhea, chlamydia and syphilis. What is true is std and hiv are very much linked in a couple ways. One is it is critical to understand the std work is essential to getting to zero work and thank doctor buck binder for the acknowledgment of work for the peoplet thado std function. One way we know from our epidemiology and colleagues around the country having infections, particularly rectal like gonorrhea and syphilis and chlamydia [inaudible] a person that is hiv uninfected those are the people we want to perform hiv testing on and if they are positive get them linked into car and if negative we should offer prep. The other effort is Partner Services so for infexs syphilis we attempt to interview all cases and interview the partners. Those people are offered hiv testing and this is a wiwe do case finding and integrate Sexual Health services [inaudible] the biomedical advances that allow us to get to zero, also will allow people at times to have sex without condoms and have seen that is reported in surveys over time there is decrease condom use so at the same time the biomedical advances allow decrease in hiv there is decrease in condom use. That is true opprep but primarily true of prevention that are hiv positive. [inaudible] as a result we need to think differently and think about new approaches to decreasing stds because the old advise of using condoms for hiv and std are nolt always applicable. The decreased condom use is reported, but we do need to increase our efforts to promote condoms, understand when condoms are acceptable and make sure they are available and reinvigorate the conversation around condoms. This is important to understand this isnt something that is happening in San Francisco in isolation, it is happening national and throughout california. We are on the leading edge of this in large part because of our success with biomedical miv re prevention. The rest the country is looking for us to lead this. We are working closely with cdc and partners throughout cities and state and the Nation Coalition of std directors and are looking to for our input. We are invited to tog about our spaerns at National Panels and we are one of few cities invited to present at a syphilis consultation at cdc next month. Because we dont have prep for std and vaccines but we very much hope thaes become available in the future we have to fall back on behavioral intervention and Sexual Health behavior. Using condoms and working us to notify partners. Those are the key things that will lower rates and will take new expertise and be anal to understand how to motivate people to do those things and how we can make those activities easier. Make them the default. We will engage with a [inaudible] and they will build on the work we have done with focus groups and town hauls. Summaries were in the background materials. We understand that this engagement work andmunity activation work and feedback will be the key for std among gay men. So, some the new actrivties and the groupings here have to go back to the slide to show what the key interventions would be based on what causes infection to transmit in the community. We want to have this behavior come on board and anticipate that will happen in january is whatory target date is. We are thinking about new condom education and std education campaigns in the First Quarter of 2016. In terms of decreasing time a person is infexs we continue to do base line efforts and supporting San Francisco aids foundation at magnet and other sites and increase Community Base screening by the [inaudible] brarn that happens where people congregateer bars and gyms. How do woe get people to think about increased condmom use . Some hof that work is done with Community Engagement and town halls. We will try to coordinate with all the efforts happening around getting to jeero including the cdc grant doctor buck binder mentioned. [inaudible] leverage of new dollars to think about Sexual Health broadly and includes std [inaudible] and do retention and hiv clinical care. Here is a quick post thorf town hall we had in july to give their input of what we can do better. The second group at highest risk are young women particularly young black African American women. We are thinking ways to decrease likelihood of exposure. Some of this is overlapping and will try to leverage but the messaging has to be slightly different because the communities are not overlaps and want to make sure twee are relevant and culturally comprehensive. So, in partnership with San Francisco Health Network [inaudible] is a really critical piece of this and the [inaudible] in just a moment well hear more about that. To decrease the time is a person is infexs we want to think about a pilot and one way is home based screening that way they dont have to come to a clinic and increasing condom use. [inaudible] focus groups and particularly town halls and try to do parallel wurb with behavioral hemth consultancy in order to really understand what the needs are and what the key messages might be and where we can assist and provide information. Ill turn it over to my colleagues doctor bennett who is a board satisfied pediatrician and interim medical director for [inaudible] foundser and exectev director of the [inaudible] okay. I think we have 7 minutes, so im going to let myself be very brief and let you expand me with question because that i think will maybe get us out of here in a timely fashion. There i go and i learned how to use it. Our goal is all the 15 to 25 year old women in the city will be screened appropriately so not just testing women who are symptomatic but women who came with a cold and havent got screened will get screened. The things that underlie that are somewhat different dependent on the clinic. We have youth spinge clenics that operate different thanly the childrens clinic mpt the questions are the same, the answers may be quite different. What are the current screening rates . Getting data from the emr to work with data from city clinic and making sure we are aware who is infected and due to screening. They were not as simple as you may imagine and work on it and hope within the next few weeks we will have good baseline data. Susan ask i have for years have some collaborations from site to site but how can we do a better job around these issues to have every clinic have good robust reslaigzships with population and who they are screening and are there resources to ugment impact of screening and letting them know they are infected [inaudible] will people be able to use condom and willing to use them and what are the behaveer and resources in the communities that change the diseases [inaudible] that isure cbos and schools and there are other actors in this outside of this. So, our first steps are coordinating with planning planning and preconception helths. [inaudible] is director of Family Planning. The title 10 program , office of Family Planning with state have a intense interest in chlamydia screening but those services are not necessarily coordinateed well with the clinic so suvon, myself and susan hopefully will be the Network Prevention and population and those programs together to talk about a coordinateed approach. We get the baseline data in the next few weeks to month. We are looking where we are doing well. The youth Testing Centers have a higher testing rate. There are fewer competing issues in the health of the population. We are not trying to do this as well as Diabetes Care but they developed more robust [inaudible] we document what those are and trying to create some solutions to the barriers or ways those practices can be operationalized in other places. Part of that is doing pilots on how to improve testing and make it easier. Is that giving a testing packet for something at home or picking up at wallgreens or rapid [inaudible] do their sample and drop it off as a Wellness Center. We will test all those. Third street is the ink baiter and that is in place before i got vauchbed and will take time but we hope as we move through had process we will approach clinics to look at their individual issues and offer them a menu ways we know we can tweak the system to make them better at completing this task and let them know the standard we expect them to get to. That is the [inaudible] brauject. Those pilot projects and there are several we will try to get done, we are not sure which will work, maybe they wont send in the mail and get them in the drop off and we incorrectly collected. Will have to work through and see what will work and then we will know what we can offer. Any questions . Are you done that is susan continuing. We need to same biomedical prevention like we have for hiv. People have said we are not worried about std and worry about hiv andinate others. We do worry because there are cases of ocular syphilis and in seattle some have permanent visual loss. [inaudible] the great work that is happening for treatment but treatment is expensive and dont people to get these infections if they dont need to. We need it think about advances and are on the forfront of that so we need vaccines and rapid tests for stds. We need prep for stds and we dont have that now. We need condoms people want to use. There are no advances in condom science in the entire condoms have existed and need to be at the forfront och all that chblt we vagreat resource here in the department here and that is sit a clinic. People want to come to us to test new treatments and new diagnostics and work with those areas to try to advance for the people of San Francisco so we are grateful for the staff and the patients that come to try to get treatments and diagnostics. City clinic is at the forfront and are trying to do std prevention and have great partners like doctor bennett and the rest the network and leadership of director garcia, i think we will make strides in this area, but there are challenges as well. Thank you and either of us are available to take questions. Questions . What is the timeline for the [inaudible] please come to the like mike roophone. The larger project the timeline will differ from the other focus areas. For ours we hope to get through the pilot phase and document the best protects thaz youth clinic in the next 4 to 6 months at the most and over that time talk to the larger clinics but what their barriers are so we can start looking at implementing some type of intervention towards the later part of next year. Some of the ideas will also test out with the men who have sex with men earlier part of the presentation . That type of overlap. What we really want to do is get the Behavioral Health consultant expertise to help us understand whatyes, that concept of pilots and trying new things is important but we want to know what we should try and where to put the emphasis. We are trying to [inaudible] making sure we have screening and emphasize condoms and what would help turn the dpurfb with stds is help the community inform us. We have a lot of hope because this is a community that turns hiv around in San Francisco and think 23 they put their mind to it and commit to it we will be able to achieve the goals for stds as well. Commissioner sanchez, i think it is a excellent report and follow up. I justone area that is always a ongoing challenge and that deals with 15, 16,[inaudible] founded child abuse and had integrated services in schools there were a lot of misconceptions about where the cohort would be and at that time we had military basis around and one of the initial studies done the largest cohort was children of ranking military officers. These were some of the cohorts that were brought to the center and a couple folks at that point and who started the program and it was shifted so forth and so on, but when you deal with this type of information and protocols and whatever, especially with our unique populations and many refue gees coming. It doesnt matter if you are irish, italian, latin, we have to be aware and respectful and at the same time provide some or think about how could we if we do get something on the radar how do we make sure there is a positive intervention protectingstill make a positive impact for the community because it is tough and it is really hard because of the uniqueness of our communities and as you said so well, the different cultures within the communities. A lot of the communities are no longer white and whatever, they are diverse as they have always been but the community shift jz gives the schools and Health Clinics that are very very necessary another unique eye to look at how kids are being treated and what we can do to provide interventions if requested i think that is why we are trying to be flexible and keep our cbo partners, the schools and other people in the loop and as part of our response because that immigrant child where we have confidentialalty issues and what the family thinks they are doing, those are kids maybe we should contact at the school in the Wellness Center and dhat is the only way we have contact with them. The traditional age use have other issues where they have access. It will be have to be tailored to the population in each clinic but that means people have to be nimble and know their options and now i dont know if we have a good enough menu of options to be flex b89 ability. I have so many questions but i think what ill ask is we heard this at the Community Population Health Committee but may ask we come back sooner to get a more details assessment. I have always known std issues are important from a Public Health perspective but relative scale of overdose obone end and getting to zero on the other, the community thought is my hiv is being treated, so stds, what does it matter, i can get a pill and take my pen sellen and be back in the game or community so where think it is falling off and messaging is important. I want to ask if you can speak to the importance of this a little clearer and secondly what is your thought about our ability to flatten the curve. I guess i want to ask specifically with regards to msm is rising and probably related to hepc, but what about with African American women, is it rising at the same rate . We are on a down slope, it is not helping to decrease the disparity greatly because everyone else is on a down slope. Young African American have quite a peak. There was quite a peak that is coming down but that gap persists regardless. Yes, there is some improvement, it is not rapid enough. [inaudible] African American women there is a big disparity there. Terseiary syphilis and gonorrhea and in infants [inaudible] are we seeing a lot of sequelae or do those come down . We are not seeing a lot of sequela in San Francisco. Syphilis is not primarily in women, it is ovwellmingly in men. We have not had a congenttle syphilis case since 2009 to 2014, so the sequela are not as apparent. I think doctor bennett was saying the disparities are so striking and even though they are coming down it is unacceptable disparity and the fact it is associated with public infamitary disease and [inaudible] women ithis age range so we want to make sure we follow those and pay the most attention with the groups with the highest disparity and here that is African American young women as in the other parts the country. I also think sequela [inaudible] that person by the time they are 20 are flirting with a life of infertility at a time in their life where that doesnt seem important but will seem more important at 30 and that is true of the added [inaudible] of hiv and other sex wale diseases [inaudible] women getting hurpys and hiv those are not as dramatic and interesting and dont trickle to the community to add lat level of fear. [inaudible] so many at risk behaviors it seems this is worth while. Reducing stds and reducing Everything Associated with that in terms of affiliated consequences and associated disease, that is why we brought [inaudible] because we integrate the project with pregnancy prevention parts the department with pregnancy access to help of young women center around a few issues that go together. Thank you very much for helping me understand that. What i would like to do because this is a very important topic we have been following for several years and at this point it looks like we have taken a number of new steps to try tobound this curve back down or continue the downward slope of chlamydia in the African American community. Is that as commissioner pattings we have a follow up to see how well we are doing or where we at the Committee Level and perhaps in 6 months we can hear futher. I think the documentation of focus groups call for a integration and with your consultant that would be something i would hope we can hear that is moving forward because the message remains the same and seems clear on the side of the men with men that they are not recognizing the importance of the stds in their lives. Those that have gone through even beforei wasnt there before penicillin but pretty close, recognize the importance of trying not to consider that these are just colds that can be taken care care of. There needs to be all that type of education and the fact you are getting a conceltant will be helpful. On the practical side they did have comments about the availability of the city clinic after hours and i hope that would be addressed and be looked rep. At Committee Level to be more responsive to the community or if those are flukes. I think you are right, a lot of people rely upon it and looks like woo can be more responsive to answer the immediate needs rather than [inaudible] some problems with the phone exchange. If i can focusinterested on the educational strategies and messaging and the other is access issues, access of condoms and clinics, access tothe relevantwhatever the key elements in the screening to detection streement. We think this is a good start that we have heard that we are taking a new initiative, bringing a consultant and work with our hiv partners where is where the sexual message will get out and using our consultant expertise to really make that as effective as possible so thank you from the committee side we follow that and will have it back at the commission in about 6 months then anddoctor garcia would you like to make comments . I want to thank the staff. We challenged them to come from a new direction and think they have done that. Particularly i like the initiative where we are using Public Health side to influence the direction of our Clinical Services and i know it takes time because of the issues we talked about that the clinics are focused on the whole person care and that is a lot of Different Services at least in the Youth Clinics we can give this a focus. Alameda county started a Initiative Like this as well so we should look to them as the work they have done as well but want to acknowledge both of their works and think we will see progress in quirking to the community. I appreciate our intimately the 2 divisions are working on this. I know this is something we are working towards and to see it is great. [inaudible] that is where we are trying to get to. Weve been planning last spring with many exercises and pulling together our regional partners and local and federal partners to make sure that super bowl 50 is a safe, fun, experience for everyone who comes here. Its the golden anniversary of the super bowl. Thats something to really celebrate and we are thrilled that San Francisco was chosen for this honor to be the super bowl 50 host. Today, we have what we are calling a super bowl scrimmage. We have the second of three exercises that test our assumptions, refined our plans and actively engage our players in planning and response. Each one of these we learn new things. We alter our plans and define them an deconflict them and as we move forward we are speaking with one voice and we know what other agencies are doing and what assumptions are in place. Our goal is to work through all of these challenges together. So, again, super bowl 50 is a wonderful fun family event thats going to be 9 days long here in San Francisco. We want people all over the region, all over the world to come and celebrate with us. We think that unfortunately our own team will not be part of this. But, other than that, its like it is the perfect event for San Francisco and the bay area. We want to encourage efrj everyone in San Francisco and sf to be alerted. It will be an important way to get messaged about with such information as what streets to avoid or what areas to avoid. So please encourage your residents neighbors to sign up for alert sf. I will preface my comments as a lifetime 9er faithful, im not ruling out that we are in the game. Dont give up. Anyway. We are so excited to be hosting the 50th anniversary of the super bowl. Again, the planning has started in ernest pretty much as soon as we won the bid for our chance to show case San Francisco and as police chief of what i believe is the finest Police Department in the country, we want it to be as safe as it can be. Weve been to the new york fan fest where the super bowl played in new jersey, weve been down to arizona, where the super bowl was played in glendale and went to the phoenix Police Department to see what they do and it got us that much more excited to be able to host this event over a 9day period event in San Francisco. One thing San Francisco is good at is planning. Its what we do. No matter what eventuality that happens, our Fire Department and with the leadership with the Mayors Office, we plan as if that event happens here. Pretty much for every eventuality all the way up to and including typhoons and or anyway, tidal waves. So, or tsunamis, which we hope never happens. That said, well be planning and it will be a great event where we plan and geto know each other. Everybody has each others cell phones and we work with our state and federal partners on what may come and i cant say enough how much preparation is going into this effort to make sure that it is safest. I know with events going on overseas is leaving people right now anxious. Again, its just one more variable that we are training to. We are in regular contact with the fbi. Again, there are no known threats to the united stes, no known threats to San Francisco and certainly no known threats to the super bowl. That communication will remain open regular and we will absolutely make sure that every precaution is taken to make sure the whole world can come to the super bowl in late january and february and have hopefully what is going to be the best super bowl and best fan fest ever here or nfl experience. I would just say as police chief here in San Francisco, you are all invited. Thank you, chief. Now i would like to introduce our very own fire chief chief hayes white. Good morning, everyone. Like the two previous speakers, San Francisco is very enthusiastic about hosting super bowl 50. Although we wont be in shoulder pads and cleats. The people behind me gathered around the city are like a team. We are the team preparing, planning and communicating about whats going to happen end of january, beginning of february. We are very well prepared and thats what you see today with the men and women of San Francisco county and state and regional partners. What i want to advocate to those visiting San Francisco is we will do our utmost to keep everyone safe. We operate at a high level in San Francisco. We know there will be additional challenges but we are up to the challenges and as a team we are practicing and per perfecting and we are going to assure everyone that we are going to respond to emergencies outside of the super bowl as well as those coming to the super bowl. Chief suhr wanted me to pass along what he always talked about and not just from Law Enforcement but Fire Department perspective. If you see something, make sure you say something. Its important to utilize 911. If its not an emergency you can use 311. If you have some ideas related to preparedness and transit, make a good plan and utilize all the citys resources many we want you to understand that from the San Francisco Fire Department that we have 15 more paramedics that will be available. We have private providers as well. We anticipate we will have a high call volume during the period of time, but we are prepared and ready and look forward to hosting everyone here in San Francisco. I would like to thank ann and the team for her leadership and what the team referenced. To put on a big event like this does take a lot of coordination and planning and is really preparing us for anything that might happen and that planning is essential to making for a great event. It will be a great event as everybody else has said. I think this is a great opportunity for San Francisco whether you like football or not, whether you are planning to participate in these activities or not. The super bowl being hosted here is going to bring a lot of people, a lot of excitement and a lot of goodwill to our city which is a good thing. From a transportation point of view, our task is really straight forward. We want to make sure that people can safely and readily access the event and from and to the event and everybody else in San Francisco can go where they need to go whether its work or school or just trying to make their way across town. We have been planning with the rest of the city planning but also with the rest of the regional transportation agencies and particularly Law Enforcement and Homeland Security, particularly the Transportation Security Administration to make sure we can have a safe and secure event and from secure transit agencies. We want to encourage everybody to take transit because of the transportation we have developed is very much reliant on people taking transit. But for people taking transit, we want people to report anything that looks suspicious or worry some. Like the chief said, call 911 and let them do their job. To support Emergency Services in particular, part of our effort is mapping out the security routes, the Emergency Vehicle access routes to and from all of the various events inh area to make sure that without being impeded, they can do their work. And then in terms of the Transportation Service itself, weve been working with all the providers and particularly with muni which is going to do a lot of the heavily lifting for this event to make sure that where we can work around and with the street closures to make sure that everybody who wants to take transit from and to the events can and everybody else who uses transit on a regular bases can get to where they need to be going. Weve been able to figure out routes to the buses and figure out where the taxi stands will be and the Emergency Vehicle access will be. This is something we do for many large special events. We did it for americas cup and for other large parades and other large celebrations. We are very confident in our ability to ensure people get to where they want to go whether they are participating or not safely and efficiently. We will be encouraging folks to use transit and just to address an issue thats been out there. There has been a lot of talk about the impact that sites down at the foot of embarcadero on muni might have overhead wires. Weve been working hand in hand with the community over many months as they are refining their plans. The issue with the wires if you get close to the wires, thats not a safe situation and we need to move the wires. As weve been communicating with them, they have been able to redesign their structures for the village so it will not require the removal of overhead wires. The removal of overhead wires would have brought some cost but brought disruption because it would have made the removal period long. Without the need to remove wires, that wont be an issue. Well be able to keep that window closure as soon as possible and get folks to and from the event and around the event as well as possible and well continue to work with the other Transportation Providers to make sure its great for everybody whether they are participating or not. Regardless of who is playing in the super bowl, it is 80 days from today. And more importantly 70 days to the opening of the super bowl city and the official celebrations that will mark this great event coming to the bay area. Safety and secures has been our no. 1 priority from the very first day that the Host Committee was formed. We have been working with the nfl, with city officials and with public agencies to ensure a safe and secure environment for super bowl 50. The nfl, the one beautiful thing about the super bowl is its an annual event and you are able to learn from past super bowls around Public Safety and security and apply those to future events and with this fantastic team behind me is truly a coalition, its about a team coming together to provide a strong safe and secure environment for not just the super bowl itself but the activities and events happening around super bowl week in the area. With the exercises yesterday and yesterday with the fbis efforts that we saw at levi stadium, we are clearly on a path to make sure all the safety protocols are in place that are required. In super bowl city, that is one of our crown jewel events for super bowl 50. Its a nine day9day of events and for guest and around the world who will come to the bay area for super bowl 50 and its our job to make sure they have a fantastic time and to know what bay area is known for. Chief suhr and chief white, the department of Homeland Security and the federal agencies involved in supporting our efforts, its a fantastic coalition of support that we enjoy as a Host Committee. Its our job to make sure they have the resources and information that they need to be able to do their jobs as effectively as they can so everyone enjoys this spectacular event. I would like to thank the Mayors Office and tony and martha for being so supportive of our efforts and mayor lee of our entire process of this game. We have 80 days to go to the game and 70 days to the opening of our events and we are going to be working very hard on that effort. I would like to reiterate to our partners of the mta and to partners over the past several months in safe and Reliable Transportation and solutions for not only the guest of super bowl 50, but for the residents and the bay area commuters who work here and live here. We are conscious of all of that as a Host Committee. As we are looking at plans for super bowl city and finalizing that final foot print and working hard with mta to come up with a plan, a reconfigured plan to work with the city that all of our stakeholders are expecting but still not have an impact on the muni wires and keep them in place. We will not be removing those overhead wires at any point in time during the super bowl celebration. Its important that we recognize that this event will be a great event for everybody involved, not just those who are visiting but for the bay area residents as well. [ applause ] good morning thanks for coming you know im proud that our city it one of the most walkable citys in north america we also will doekz to make sure that we reduce the number of fatalities in injuries and certainly we build all of us standing up here building one fatality is two ma many and a unacceptable thats why in our city were commented to eliminating facilities by way of deaths didnt he 2024 and is vocation vision zero is is a commitment inform prioritize states streets and make sure that everyone whether walking or biking or driving or riding a bus about we all that the make sure your safe on the rods it is great to think that our ridership is at all, all time high hurry city is growing more people cocking and binging the city has continued to prepare for the growth and we know that and you know that we are making historic investment in our Transportation Network and that investment has reached over a billion dollars just this year we have made investment in our citys is from we know with transportation infrastructure is equally as important to keep muni reliable and stave those historic investments allows to us there this munching service bison percent and light rail vehicles and clean up up cruise the public is noticing that ridership is up and more confidence were making muni safer and cleaner and ready to meet the demand of a growing city and ridership this is all to say a big thank you to the San Francisco voters because of last years Obligation Bond transportation bond had helps to achieve the reliability of muni and contributed to will be traffic signal over 300 million intreet save upgrades towards vision zero goals making everyone more safe loophole is it today, we join with our San Francisco Small Business commission and bike coalition. Community Transportation Authority and certainly our Municipal Transportation Agency and vision zero as well as our public works and delighted everyone that is working together with me to make sure that when we said almost two years ago we were focused on some 24 projects and get them down those recommend the projects that have been data driven and certainly supervisor kim know that she lead the effort to get for data about what the high injury corridors were such we have priorities in our mission to make sure our streets is safer that time a year and a half 24 projects we said to get them done by february of 2016 as a result of every single ever those Agencies Private and public working together im glad to announce all 24 projects as of do i have cabin completed ahead of schedule head of schedule were in a hurry to get anymore safety out to and, yes there maybe other streets now that are being challenged for Different Reasons we well get to those in fact, what this aggressive strategy has allowed us to do finish up those projects their data driven and rfbtd of the high the injury corridors of city and knowing that now weve completed them well have 6 more indicate driven sites to this to be done we imply the ends of february 2016 and certainly saying well not stop this allows us to say we have a momentum to identify for projects with the strifrdz the residents and the bicycle advocates and senior advocates and all other organizations that represent those are not safer streets and will work aggressively to do that in the calibration i think has been unmet since we started this project i want to say and big thank you i know supervisor kim when she comes up here will say she and i know we are that stan opposite side the streets of these street and mini in a activate a new signal i know that supervisor wiener and i were together noted long ago on 16 Second Street and market and supervisor tang and i were out together on sunset boulevards trying a new stoplights to slow down the traffic those are 3 of the highlighted ones in addition e annexation to ones in congested areas like the tenderloin those are to be celebrated because we are absolutely sure given the data that more lives will be saved as a result of those improvements so we will complete and additional 6 so that will be thirty bends of february and that some of the alleged projects in addition to the ones identified on the 24th and additional ones include the improvements along Second Street and polk street and mosaic avenue and more well continue to work with all the neighborhood organizations to identify those areas i know of some already in chinatown we have infrastructure obviously know of marina there are also improvements to be made and in order to get to vision zero and in order to on that goal well is where to do more engineering thats why public works is here in concert with our Community Transportation leaders and our municipal leaders as well to make sure were identified the right areas but i do want to say despite some of the recent tragic event well you are talking about i want to say that we have prevented more accident by completing those 24 projects aggressively as weve done and as we set timetables in the future not only inform meet those but exceed those were no a hurry to get to vision zero that also monies that lets remind everyone during the months when it is remain slow down and certainly all around schools youve got to slow down because we are trying to bring the pace of automobiles and the trucks and all slow down around the Senior Centers and the school sites 0 so we maintain a higher level of safety where a lot more 1r50ub89 with that ill call to the mike a good partner one from day one on the vision zero has pan instrumental in making sure that we identify and one of the most congested areas of city this is district 67 supervisor jane kim thank you, mr. Mayor and i just want to thank the Mayors Office for his incredible commitment to vision zero reducing the fatalities in San Francisco to zero the next 9 years this announcement is in time for the last Vision Zero Community meeting in december i chair bile be adopting the next generation of our zero project as the mayor mention 70 percent of fatality traffic accidents are on 12 percent of San Francisco streets this is an issue we can make a difference a solvable and with targeted example on the highest cords reduce half of our facilities and death in San Francisco we know on the job deaths with 100 percent preventable and know that more people are killed by cars than by guns in the city so there is much work to be done im proud of the forest taken by all the city departments under the mayors leadership i want to recognize sfmta and our community u county Interest Rate 80 onestory to make sure that vision zero and Pedestrian Safety and buena vista is a priority in all Street Projects in San Francisco but as the mayor said particularly during the holiday we see an increase in traffic collisions around San Francisco this is an important time for the residents and workers and adversity to remember this is important to go slow speed is the main cause i have death and during the holidays we want to spend time with the friends and families and make sure that everyone comes home for dinner it make sense to take the time to drive slower to cycle and walk sloerp to enjoy the community here throughout the city so again congratulations to our city for completely all 24 projects as asked and promised by the city to how sour serious commitment to ending the traffic facilities and i looked at it to moving forward the next generation of project that continue to make the city safer for everyone. I like the process of the coffee and what are those beans where do they come from oh, they come from a fruit. The coffee stays with me since i was a kid i grew up and opened coffee shops everybody. In the 8 i visited over 11 hundred coffee shops maybe more to see why people go to coffee shops were searched the beans all over the world from east afghan and tokyo. When i wanted to do was get into aspect of the personal coffee and the processing and Everything Else there was multiple steps in making coffee and we did have a lighter roost because of the qualities of the keep once you roost it it home gisz the coffee. One thing about the coffee they were special blends and i spent seven years on one blend so thats my pleasure. Each bean they were all chosen and blended with each with different cultural and beans is like people and those people give me a reputation i cant buy. People love you my clients love me they take me to the moves movies. Fell in love with coffee and went to the coffee shops the Community Aspect i really enjoyed. I think its important to have a place for people to show up and talk to their neighbors and recorrect. Your surrounded with all those behalf communicated i communities i love my city San Francisco has a good name my has every cultural in this planet living in San Francisco its a small city 7 by 7 but its huge. I really like the idea of staying in the neighborhood and living in the mission ive lived here the whole time and the community really stick to it people talk about seattle and portland now they talk about seattle and San Francisco. Or portland and San Francisco but San Francisco is definitely on the cuttingedge of the coffee scene in the entire nation. Theres so many romance in coffee is surrounds the sourcing of that and thinking about where it came from and how and coffee is wonderful. I know for a fact i was born to make coffee. I have a notice from the dad let the life i live speak for me and lets have a cup of coffee and talk about it. It looks at good and tastes good and it is good in my mouth pretty amazing. I am the executive chef ive been here as a chef at la concina since 2005 reason we do the festival and the reason we started to celebrate the spirit and talent and trivia and the hard work of the women in the la concina program if you walk up to my one on the block an owner operated routine i recipient its a theyre going to be doing the cooking from scratch where in the world can you find that im one of the owners we do rolls that are like suburbia that is crisp on the outside and this is rolled you up we dont this it has chinese sisterinlaw and a little bit of entertain sprouts and we love it here. There are 6 Grilled Cheese grilled to the crisp on the outside outstanding salsa and a lot of things to dip it knocks you out and its spicecy and delicious i was the first person that came here and we were not prepared for this every year were prepared everybody thinks what theyre doing and we can cookout of our home and so the festivals were part of the group we shove what we do and we w we tried to capture the spirit of xrifs. And there from there to sales and the hard part of the sales is 250 assess our market and creating a Market Opportunity giving limited risks and sales experience to our guys and youre watching quick bite, the show that has San Francisco. Were here at one of the many food centric districts of San Francisco, the 18th street corridor which locals have affectionately dubbed the castro. A cross between castro and gastronomic. The bakery, pizza, and dolores park cafe, there is no end in sight for the mouth watering food options here. Adding to the culinary delights is the family of business he which includes skylight creamery, skylight and the 18 raisin. Skylight market has been here since 1940. Its been in the family since 1964. His father and uncle bought the market and ran it through sam taking it over in 1998. At that point sam revamped the market. He installed a kitchen in the center of the market and really made it a place where chefs look forward to come. He created community through food. So, we designed our community as having three parts we like to draw as a triangle where its comprised of our producers that make the food, our staff, those who sell it, and our guests who come and buy and eat the food. And we really feel that we wouldnt exist if it werent for all three of those components who really support each other. And thats kind of what we work towards every day. Valley creamery was opened in 2006. The two pastry chefs who started it, chris hoover and walker who is sams wife, supplied all the pastries and bakeries for the market. They found a space on the block to do that and the ice cream kind of came as an afterthought. They realized the desire for ice cream and we now have lines around the corner. So, thats been a huge success. In 2008, sam started 18 reasons, which is our community and event space where we do five events a week all around the idea of bringling people closer to where the food comes from and closer to each other in that process. 18 reasons was started almost four years ago as an educational arm of their work. And we would have dinners and a few classes and we understood there what momentum that people wanted this type of engagement and education in a way that allowed for a more indepth conversation. We grew and now we offer i think we had nine, we have a series where adults learned home cooking and we did a teacher Training Workshop where San Francisco unified Public School teachers came and learned to use cooking for the core standards. We range all over the place. We really want everyone to feel like they can be included in the conversation. A lot of organizations i think which say were going to teach cooking or were going to teach gardening, or were going to get in the policy side of the food from conversation. We say all of that is connected and we want to provide a place that feels really Community Oriented where you can be interested in multiple of those things or one of those things and have an entree point to meet people. We want to build community and were using food as a means to that end. We have a wonderful organization to be involved with obviously coming from buy right where really everyone is treated very much like family. Coming into 18 reasons which even more Community Focused is such a treat. We have these events in the evening and we really try and bring people together. People come in in groups, meet friends that they didnt even know they had before. Our whole set up is focused on communal table. You can sit across from someone and start a conversation. Were excited about that. I never worked in catering or food service before. Its been really fun learning about where things are coming from, where things are served from. It is getting really popular. Shes a wonderful teacher and i think it is a Perfect Match for us. It is not about home cooking. Its really about how to facilitate your ease in the kitchen so you can just cook. I have always loved eating food. For me, i love that it brings me into contact with so many wonderful people. Ultimately all of my work that i do intersects at the place where food and community is. Classes or cooking dinner for someone or writing about food. It always come down to empowering people and giving them a wonderful experience. Empower their want to be around people and all the values and reasons the commitment, community and places, were offering a whole spectrum of offerings and other really wide range of places to show that good food is not only for wealthy people and they are super committed to accessibility and to giving people a glimpse of the beauty that really is available to all of us that sometimes we forget in our day to day running around. We have such a philosophical mission around bringing people together around food. Its so natural for me to come here. We want them to walk away feeling like they have the tools to make change in their lives. Whether that change is voting on an issue in a way that they will really confident about, or that change is how to understand why it is important to support our small farmers. Each class has a different purpose, but what we hope is that when people leave here they understand how to achieve that goal and feel that they have the resources necessary to do that. This is extra special not only because i happen to be armenian, but there is so much Delicious Food here. And i cant wait to share it with all of you. Lets go. Armenia, culture and cusine has had much cultural exchanges with its neighbors. Today armenian food infuses he flavor from the mediterranean, middle east, and eastern europe. This is our 55th year and in San Francisco were the largest armenian Food Festival and widely recognized as one of the best Food Festivals in the area. We have vendors that come up from fresno, from los angeles showing off their craft. We really feel like we have something for everyone in the neighborhood and thats really what it is, is drawing people to see a little bit of our culture and experience what we experience weekend in and weekend out. We are behind the scenes now watching the chef at work preparing some delicious armenian kabob. This is a staple in armenian cooking, is that right . Absolutely, since the beginning of time. Our soldiers used to skewer it on the swords. We have a combination of beef and lam and parsley. And every september over 2000 pounds of meat being cooked in three days. After all that savory protein, i was ready to check out the fresh veggie options. This is armenian cheat sheet. Its tomatos and mint and olive oil. That makes summer food. And what im doing is im putting some nutmeg. It is kind of like cream cheese. In armenia when they offer you food, you have to eat it. They would welcome you and food is very important for them. In every Armenian Community we feel like were a smallvilleage and they come together to put on Something Like this. What i find really interesting about San Francisco is the blends of armenia that come together. Once they are here, the way people Work Together at any age, including our grandmothers, our grandfathers, skewering the meat, its fun to see. Fun to see everybody get together. We call it subarek. Its a cheese turn over if you want. We make the dough from scratch. We boil it like you do for la san i cant. The amount of love and karin fused in these foods is tremendous. They come in every day to prepare, cook and bake bread, all in preparation for this big festival. Nobody says no. When you come them, they have to come tomorrow for the feast. What a treat it is to taste a delicious recipe, all made from scratch and passed down through generations. It really makes you appreciate the little things. Its one of the best festivals. Its outstanding, a marvelous occasion. Were outside checking some of the food to go options. I grabbed myself a ka bob sandwich, all kinds of herbs and spices. Im going to taste this. Looking fantastic. One of the best ive had in a long time. You know its delicious b i have just enough room for dessert, my favorite part. Were behind the scenes right now watching how all the pastries get made. And weve got a whole array of pastries here. Honey and nuts and cinnamon, all kinds of great ingredients. This is amazing. Heres another yummy pastry made with filo dough. Oh, my god. Really sweet and similar, its lighter. This is what i like. We have a lovely row here. Looks like a very delicious and exciting surprise. Im going to bite into it. Here we go. Um. This is great with armenian coffee. Now were making some incredible armenian coffee. We buy our coffee, they have the best coffee. With rave reviews like this i have to experience these cookies for myself and see what the fuss was all about. So lets see. While attending San Francisco State University as an accountinging major, anthonys friend jokingly suggested he make cookies to make ends make. Their cookies and cream is not even it took a lot of time, a lot of fun. A lot of butter. A lot, a lot, a lot. But it was one of those things. All right, now behold. You know what that is . What is that . Cookies and cream. Oh, they are beautiful. Yes, so we got to get. All right, all right. We treat the cookies like wine tasting. I dont ever want anybody to bite into a cookie and not get what they want to get. Were Training Staff because they can look at the cookie and tell if its wrong. Oh, here we go. You smell it and then you taste it, clean the plat palate with the milk. I could be a professional painter because i know how to do this. I can tell that its a really nice shell, that nice crunch. But inside. Oh, my god. So you are going to cheat a little bit. I had to give you a heads up on that. Whats happening tomorrow . These cookies, theres a lot of love in these cookies. I dont know how else to say it. It really just makes me so happy. Man, you bake a mean cookie, anthony. I know. People really know if they are getting something made with love. Aww you know, you cant fool people. They know if you are taking shortcuts here and there. They can eat something and tell the care that went into it. They get what they expect. Uhhuh.
