Just two ie steps that i really wanted to discuss today, item number 6 on your agenda, the allocation of 638 and a half thousand dollars in prop k funds, the cac approved this unanimously, there were two items in this, the upper fo ek street light was part of the upper polk Streetscape Project, the only concern we had was with regard to its coordination with the van ness brt projts, thats what you might want to talk to fta about and sloat boulevard, this is for the backlog of traffic calming implementation to sloat boulevard project, so one of our concerns was how that would be backfill, how those funds would be pult into the traffic calming portion of that. On item number 7 regarding the congestion Management Plan, we approved this unanimously, three items that came up in our questions regarding level of service as a ceqa threshold was repealed by senate bill 743 but cac staff ashirebacker insured us it was a good measurement, mtas red carpets have shown or part of why bus service is maintained at a consistent level while other speeds of vehicles are dropping, so these red carpets appear to be working. And in a congestion Management Plan was also asked, we were also asking about why we dont see things about offpeak hour ins the congestion Management Plan, and the reason being that other projects take care of these offpeak hours or at least they look at them, so those are the three things we looked at in item number 7 and thats kind of all we did. Good morning, committee, name is joe lake, im a resident of district 6, i live in selma and have lived in San Francisco for a little over 6 years at this point and one of the reasons that i love living here is im originally from southern california, from the san diego area and i find the Transportation System is far and away superior to that of san diego, especially the public Transportation System. I have been able to sell my casing i dont need to drive around anymore, im able to get everywhere using Public Transportation and someone who is a fraekt user of most forms of transportation, when i lived in the mission, i would take the bart to work every day, now i regularly take the muni bus or train to get around, also i occasionally will take a ride with friends and things like that, so i have some idea of the various forms of transportation and im interested in being part of the citizens Advisory Committee to kind of first get more involved in my community and ive lived in selma on full son between fourth and fifth, thats a place where im seeing a lot of transportation growth and changes, we have the tunnel system thats the metro thats being put in along the Fourth Street corridor and additionally, we have bike lane that is are trying to be put in on folsom and being a voice of the neighborhood i think is something i would be good at and being able to represent the interests of district 6. I also work for the government, for the federal government in a completely unrelated role, i have some understanding of how bureaucracies work, ive been on committees in that role as well, so im interested and i appreciate your consideration. Ive lived in district 6 since 2004 and i walk, bicycle and ride muni as my primary modes of transportation, im a parent and our family is carfree. Professionally, im a librarian with the San FranciscoPublic Library and im in fi 10th year of service, i spent five years across the plaza as a the government documents library, im familiar with government, from 2008 to 2011, i was a member of the Library Green stacks committee and i received a blue and green award for my work on sustainable transportation, since then ive observed a lot of the chaining happening in the neighborhood. I read the waterfront transportation assessment and i was very pleased and relieved to see that many of the issues im concerned about are mentioned in that report. I live right in the middle of the study area and i travel within district 6 every day. If selected, i would like to ko pt the work thats described in the report and my biggest priorities would be safety for pedestrians and bicyclists and reliable transit. Some of the issues i would like to work on are traffic calming and smart enforcement, barriers between bike lanes and car lanes or at least more visual signs like more green paint, conversations with developers and businesses to encourage safe, secure bike parking so we can get more people out on to their bikes without having to worry about theft, safer pedestrian crossings and an overall awareness of bicycle and pao es raoe yan needs, i mope youll consider my application, i already served the people of San Francisco as a librarian, i would be honored to serve the citizens Advisory Committee. Good morning, im mike pick ford once more. This morning, we have two prop k requests, the first request is for a construction for polk streetscape signal modifications which upgrade the five intersections on the vision zero corridor that are not being upgraded by other complementary intersections, the others are pine, north point street and is the upgrades will improve accessibility for pedestrians and visibility for the signals. For context, there are a number of other projects including the polk Streetscape Project, and two major signal projects around which the project team will be coordinating, the signal work will be in close coordination with the Streetscape Project to avoid causing additional construction impacts. The second request is to provide additional construction phase funding to implement pedestrian improvements at two intersections on sloat boulevard, they will be curb outs and median improvements at Everglade Drive and pedestrian hybrid beacons at 23rd avenue, this allocation would supplement an earlier construction phase prop k allocation to cover Cost Increases for the project, because the project had to be redesigned according to caltrans guidelines and because the original low bidder on the project backed out due to financial hardship, meaning that the project had to be rebid, it requires a waiver of prop k tra staoej i can plan policy to allow public works to use prop k funds for construction thats already been award, to fund this allocation, we would amend the prioritization plan to a line item for calming traffic projects, with that, i can take any questions. Item 7, recommend approval of the 2015 San Francisco congestion Management Program, this is an action item. Mr. Cooper, welcome. Good morning, commissioners, im drew cooper, im leer to present the congestion Management Program, im taug about the legislative requirements of it and the results from this years monitoring. The purpose of the cmp is to strengthen the links between Transportation System performance and the policy investment and Planning Decisions that we make. We do this by tracking every two years the performance of the Transportation System, land use changes and changes in travel demand, we then make sure we are in conformity with congestion management and then we coordinate San Francisco pronlt priorities and funding eligibility. Approval of the 2015 San Francisco congestion Management Plan confirms San Franciscos project priorities with the regional Transportation Implementation Program which will be reviewed by the mtc along with other bay area congestion Management Programs for consistency with the rtp, the regional Transportation Plan. Since 1990, ledge sla i slaying establishes statewide cmp requirements has required that it be developed by the designated Congestion Management Agency which the transportation of San Francisco, its to be adopted every two years and it must include the following components, level of Service Monitoring on the cmp network, multimodal Performance Measures, an approach for analyzing the impact for land use change, documentation of the Congestion Management Agency travel demand model, travel demand management element and a 7 year capital implementation program. The map on the right shows the cmp network which plans the road segments that we monitor, so lets take a look at 2015 monitoring results. We use level o f service to measure the performance of the Roadway Network for traffic, level of service is a measure of auto congestion based on speed and it is required by state law. We found that between 2013 and 2015, average traffic speeds decreased, although its worth noting theyre still higher than they were up to the early and mid 20000s, this chart summarizes average speeds by arterial and freeway during the a. M. And p. M. Peak times, both a. M. And p. M. And average freeway speeds delined by less than a mile per hour at the a. M. Peak period and about 3 Miles Per Hour at the evening period. For transit performance, we monitor munis rubber tire fleet using on board apc amounts which records the time that buses arrive and depart at transit stops and the time it takes to unload and load passengers, we map [inaudible] auto speeds to transit speeds by segment, the map on the right is red being slower and blue and green being faster, average bus speeds were 8. 7 Miles Per Hour in the a. M. Period which is down onetenth of one mile an hour fra the 2013 monitoring period, and 7. 9 Miles Per Hour in the evening period which is also down. Although average transit speeds declined, the magnitude is less than general traffic speeds which has led to transit becoming more xhet tif with automobiles in terms of speed. We used the measurement of the auto transit speed ratio which is simply the auto speed divided by the transit speed, a lower auto to transit speed is more competitive while a higher ratio indicates it is less competitive between 2013 and 2015, the auto to transit speed ratio dropped from two to 1. 7 which is as a result of the direction we would like to see. If we look at red carpet lane that is were installed in the 20132015 monitoring period on clay, o farrell and market, transit speeds remained relatively stable, changes by 1 mile an hour in either sdrekt, with the exception of o farrell with where mason and market is where the [inaudible] market. By comparison, general traffic speeds on these same segments declined by an average of 2 Miles Per Hour ranges between 1 and 4 Miles Per Hour. In our role as Congestion Management Agency w ear engage ined a work plan that directly aims to address Transportation Network performance issues, some examples on this slide are at the regional level, were engaged in the core capacity study led by mtc which seems to identify long term Transit Needs for the region, at the local level, we have several travel demands, Management Program involvement projects that seek to incentivize travel by modes other than single occupant vehicle and reduce peoples reliance on their primary mode of travel. And we also are engaged in Planning Efforts to better coordinate land use and transportation, one example of which is the rail storage alternatives analysis and boulevard feasibility study, this is only a partial list and a more detailed list is available in the executive summary in our packet. Im happy to take any questions that you have. Colleagues, do you have questions on this . I have a few. So, multimodal, are we really just looking at Public Transportation and automobile, it doesnt include bicycles . So, we have not reported bicycle or pedestrian performance yet, we have started this year monitoring volumes and we would like to come up with some measures to better measure performance for these modes Going Forward, but they were not included in this years and it seems to me that the state focuses on streets. What happens Going Forward with brt, subway, other significant transportation projects . We have some leeway to so, through multimodal Performance Measures, we can seek to highlight these kinds of projects. As of right now, its still required we do Level Service monitoring with sp733, that requirement is said to go away which will substantially change how different modes are reported in this report. Does the reporting cadence stay the same, just with different criteria . Im sorry . Does the reporting cadence ill go ahead and aed to drews answer, so commissioner christensen, the cmp law indicates we monitor [inaudible] one of the thins we do try to depict going back to your earlier question about multimodal is the network itself, to the extent the bis kl Facility Network is more cleat, more connected, higher levels of comfort for cyclists, that is an indicator itself, the network itself as an indicator of quality and performance for the bike sector. On traffic safety, we try to report those statistics as well to depict wats the condition for travelers by foot and by bike. To your question about brt and subway, those should get picked up in our as drew mentioned, the travel time statistics, the more we provide more dedicated, reliable, fast transit s frs, that should get picked up in the Performance Measures on the average speed of transit relative to automobiles, over time, thats how the system metrics should pick those investments up. And in what way will this reporting requirement likely change . So, the law has already indicated and has been passed s 743, that we should no longer have the level o f service, its currently on the book, but the rulemaking is in progress now. For automobiles . Rieblgt, and thats not to say thats not a valid planning measure, its something thats quite narrow and many jurisdictions were only monitoring that or using that as a reason not to monitor other things so the law will i dont think it will be prescriptive, the state Transportation Plan is calling for a multimodal Performance Measures to be established by each jurisdiction. And this also includes analyzing the impact of land use changes. I dont notice that component of this report. Yes, it should be in there, in fact, theres been a lot of work on the part of multiple agencies here, the Planning Department, mta, the mayors office, ourselves have been working on things like the Sustainability Program which is a three part Program Start witching a fee on residential and Institutional Uses that came before the board, the next one will be a tdm ordinance, a demand management ordinance to provide guidance and a mechanism for developers to show how theyre contributing through the design of their projects, the Trip Reduction goal and we expect the ceqa reform to take hold officially here once we have guidance pr the state, so the three part program where the Development Review process we hope will benefit from a streamlined, clear, transparent pro, a simpler process and a multimodal process which aligns with our transit first policies. This reporting methodology counts the travel pace of vehicles on our streets but it doesnt register in any way or measure the quantity of those vehicles . The volumes, yeah. Ill let drew answer. So, we do we have started monitoring on these same segments volumes, but this is a program that we also started this year, so i didnt include it in this presentation because theres nothing at a previous time point to compare it to, but we do intend to monitor that Going Forward. In addition to traffic counts, vehicle miles traveled is a useful metric that is likely to come out of the senate bill 743 process which is a which captures both kind of the volume and duration of travel in a more holistic way, so thats a metric that we would like to move towards but havent yet. So, i think so, it seems that the primary purpose of doing this report is meeting a state requirement. My question is, can we learn anything from it in the process . I mean, are we gaining useful information here or are these issues being addressed in other forums in other ways so that so, we believe that it is useful to understand what the state of the Transportation System performance is, especially over time, so that we can learn trends from it. We also use this as a way to frame our work program in terms of meeting those goals, and so, for example, transit lane projects, red lane project, transit signal priority projects, we can see through this monitoring that those seem to be working in isolating that mode from the effects of general congestion, so this is an affirmation of the work we have been doming and an encourage to keep doing that kind of work. Just to add to that, supervisor, i think weve been using these updates every two year, i consider them snapshot tos let us know how were doing, if you look at the long ark of the trends, given especially that we have grown 10 thousand people per year and this is all in the report, we describe that were doing pretty well, it does feel congested out there, people are frustrated, its confusing, there are more people using the street on bike and ped, thats an indication that our land use and transportation strategies are working and our economy is strong, so i think what this tells us is that our long term goals are working and our long term strategies are work in that people are taking transit, it could be much worse from a congestion standpoint, the transit ridership is booming in all three of our services sx, as a result of that, it has reduced the impact that could have been worse on the auto circulation side, we see construction out there, various of you mentioned that in your briefings televisings certainly a lot of road work and building thats going up in the construction impacts on that on traffic is certainly felt as well, and then finally theres i think thats the road works itself, the new projects and the land use strategies, theres an indication because folks are coming in and using transit, overall were managing okay but its time to think about long Term Investment and capacity so, big, Big Investments that can be more transformative a downtown extension of cal train, or the next extension to Fishermans Wharf to to make the muni train to move people more efficiently across town, were on the right track, more and more people are using our streets, our land use strategies are working, were putting it in the right transient oriented way, we need to keep investing in the next generation of Traffic Management to smooth out traffic, give users more options and choice, tell them which options and routes might be better for them, direct them in transit to realtime, but make sure the long term capacity to transit is there. So, those are obviously our primary roles, getting people out of cars to other forms of transportation. It seems like the study is a bit of a throwback when were seeing how effectively we can move cars around our city, but we look at residents times, we have a will the of vehicles on the streets so im assuming there are a lot more cars that there used to be, were restricting where cars can go so theyre in fewer places so they appear more congested but i also and mr. Cooper and i talked about this during a briefing, we dont seem to know the impacts of construction, right, or other things that contribute to congestion for vehicles, im presuming as long as there are some cars on the road, it doesnt benefit any of us to have them sitting in place spewing fumes longer than necessary and certainly the frustration levels have increased in terpser of how challenging that is, so it just seemed an opportunity to look at how can we kind of clear things out and get things moving at a safer pace. Safety is the key, i think thank you for mentioning we have been shifting rightofway to pedestrian, bike and transit mode, those are policy decisions were making on a cumulative level that withdraws some capacity from automobiles and its not to punish motorists or make life difficult, were seeing trends in private industries coming into the market and offering subtle services and Flexible Work times so those are part of the tools of solutions that we appreciate the engagement of the private sector as well, those are all three trends that are working, investment is working, our land use is working, we have right of way shifts that are implementing our multimodal investments. I have some questions about Traffic Control officers and why there isnt a detailed description in the report about Traffic Control officers and the role that they play in supporting issues around traffic congestion. We did not through this report look at enforcement, however, just to be clear, not necessarily enforcement, but Traffic Control in terms of Traffic Management, as you may know, in certain intersections especially during peak commuter times, there are lights that are not necessarily properly synched, there are car that is are congested in intersections on a regular basis, this is happening all over the city where there is a lot of congestion and with proper light snacking as well as Traffic Control officers to help manage that traffic, it could definitely be a lot safer, so in talking about a report around traffic congestion, i just you know, my thoughts or that there should be some sort of detailed recommendation around Traffic Control officers specifically as a part of the entire package and not just the nuts and bolts of whats necessary to change the city changed the infrastructure, but more importantly what else can we add to try and address the situation because its not a part of the solution right now. Thats true, we did not include Traffic Control officers or devices or any of that in this study. I believe thats to do with the thorough job that it would properly require a separate study, that this might not be the right vehicle for that. Er commissioner, point well taken, we can describe this current situation, working with the sfmta and refer to their studies so well incorporate it by reference and do a better job to incorp. Roit a deeper dive at that time. This is important and i just want to make sure, i know that we basically produce this report every two year and is we look at some of the trends, we look at the infrastruck khu, we look at what we can do better but i dont think its being very responsible to do it without exploring different avenues, we need to make sure, this is real [inaudible] to good success could make unity of holy original nature and working benefits from destiny of unified two credit work, the construction of overblight National Research center of the logical whole studies t National Memorial hall for [inaudible] establishment, the National United city meditation television system, the holy national [inaudible] citywide regular social Recreation Party of celebration on the five centers of unified politic, holiness, education and citizen programs are our foundation of method logical meeting of holy perish ers, man must take on one destiny always, for choose existence to choose selfnature in [inaudible] for ones career and ones family, for securities, we must [inaudible] of our people to be [inaudible] and be able to uplift everyone from the falling by the holy rescue system i discussed about. We were only able to do things like the launch of muni mobile, of bringing technology and other improvements to this system when we have the leadership and support of our board of directors. Im pleased to say for this and for every other positive thing we are doing for muni, we have tremendous support and leadership and guidance and direction from our board of directors. We look at all kinds of ways to make the system more reliable, faster and more convenience for everybody that uses the system. There is more than 7,000 a day. This is really a great benefit for tourist and occasional users. Im very excited about this and look forward to seeing it a big success in a short time. Thank you, cheryl brinkman, vicechair of board of directors. I think this is going to be a great advantage for our riders both regular and casual. I know when i travel, thats what i look for is what is there to help me use the Transit System of the city that im visiting. I know visitors are going to flock to this. Thank you for being here. [ applause ] thank you, so, what is muni mobile . Right now we basically have two ways for people to pay for their fare on muni. We have cash and the clipper card. The clipper card has been a wonderful benefit for our riders and used well by our more frequent riders. Its a card that stores cash and passes. A very easy way to pay and nearly half of the people who ride muni now, nearly half of the trips are paid for with a clipper card. So its really been, when the people who use it love it and its been a great advance for regular muni riders. That said, we still have about half of the riders who are still paying cash. These are folks who are fumbling for change and dollar bills when they get on the bus or the train they are stuffing their dollar bills in the fare box which is both an inconvenience for those folks and it also takes time. The whole muni system is slowed as people are digging for change and stuffing the dollar bills and coins into fare box and there is cost for us because we have to process that cash. We have people running around emptying those fare boxes and counting the money and moving the money to the bank. There is a lot of logistics and cost associated with that. What muni mobile does is for those who dont have a clipper card and those who choose not to and maybe because they dont ride muni often enough or maybe they are visiting. What it will enable people to do is use their smartphones. Most people have a smartphone. They download an app from the Android Store or apple store. Its a free app. Its developed by globe sherpa to bring muni mobile to our riders. You will see how easily they will say what kind of rider they are, a regular fare, senior, youth, disabled fare, what kind of ticket they want and they associate it with a credit card or pay pal because not everybody has a credit card and they pay with their phone. Its a flash pass. They dont have to touch the clipper reader. Its not paper. Its on your device. Its secure. It has significant security protocols to make sure nobody is going to be able to hack into your phone. Its safe and easy for our fare inspectors or station agents or operators to see. There is animation that you will see in the demonstration that lets them know its a live ticket and not just a screen shot. It will make it that much easier for the folks who dont have clipper cards to be able to avail themselves of modern technology to make it easier for them to get on our vehicles. Its good for us but most of all great for our riders. I wanted to acknowledge that. I want to acknowledge john, our director. His folks that are trying to keep the buses and trains moving and the fair boxes maintained. So anything we can do for them to get less cash on the system is good for the system and the riders. I want to acknowledge sue, our Communications Director and her folks are working hard to make sure our riders know about this and use it well and know they have options. As ben said, the more options we can give to our riders the better. And mr. Fox, our chief performance officer. Our main driver on this project from inception to getting a beta test out which has been running the beta test for a number of weeks now to getting to the point where we are launching this today. With that, now that youve heard about it, we want to give you an opportunity to see it and the person that is best able to show it to you is the chief executive officer of globe sherp a. I couldnt be more proud with the partnership with the mta staff to make muni mobile a reality. I want to give a shout out to the ambassadors and all of those that made this possible. We are going to make it the best that it possibly can be and we really appreciate that. Muni mobile is incredible. Its the leading technology in the capital of the world. For Us Innovation is about simplicity about buying a ticket securely and quickly at the palm of your hands with this phone. I will jump right in and show you a little bit about this. As you are watching this, i want you to think about mobile not just being here for the day but longterm. This is going to allow us to add new features in San Francisco. In the coming months you will see increased functionality like Spanish Language support, cantonese language support and enhancement for accessibility for vision impaired riders and that sort of thing. Muni mobile is more than just about buying a ticket, but about making it easy to get to the places that matter. With that, lets walk through the basic experience. I will start from the beginning. I open my transit application and i will select muni mobile. Am i in the way, by the way, is this okay from where im standing . All right. Im standing to the side. We can do this again if im in the way. Okay, all right. Basically muni mobile is as simple as buying and using a ticket. All i have to do is come into what we call a navigation drawer where i see my options laid out very clearly. By selecting buy tickets im drawn to a selection menu where i address two easy steps. I select what kind of driver i am. Im an adult and we can have reduced patrons, senior, disabled. I select regular adult and select the fare that makes sense for me. You can see we have the muni bus in rail fare all the way to bus pass fare. You notice when i select fare it pops up in the cart. Globe sherpa utilizes the cart. All i have to do is checkout. In this case i have been using pay pal. My preferred account. Thank you to pay pal for their support. I appreciate it. These guys rock. As you can see i have got my visa card and i checkout with pay pal and the app tells me its purchasing on the fly. This will go in realtime to the back office to purchase the ticket and here we are with the regular adult cable car fare. So you can see i have been purchasing quite a few throughout the day. Here is my regular cable car fare and when im ready to get on the cable car, i select that fare. It asks me are you sure . Lets do it. I use the ticket and this launches my ticket. This is the version of the digital ticket on muni mobile. Applause is welcome. Thank you. [ applause ] so whats beautiful about mobile ticketing is its fun and exciting and beautiful and add ed mentioned this is a highly secured system. As the animation shows this isnt just a picture, its a screen shot. By tapping my phone you see the color change components on the tickets. This isnt a rerecording of the animated ticket. Likewise you can see my fare at the bottom corner and a blinking expiration time stamp. We take a level approach to security to ensure this is a valid fare. Once im done, all of my tickets live in the my tickets screen of the app where i can come back and use the ticket again. If i wanted to hop on within the expiration time, i simply relaunch and there it is. The great thing about mobile ticketing is you can purchase tickets in advance so you dont have to think about it. You can store it for future use. One thing, if im talking too much, give me one of these. One feature we care about is that transit is a social experience. We know people ride together. If you click multiple riders. I can use two tickets and use them together so my friend and i can travel as a group using just my one phone. [ applause ] you will notice a lot of people have asked the question, there is a little code in the bottom right hand corner, a qr code or Quick Response code. This is a security measure that global uses to ensure high security. Payment officers will be equipped with a special device, an app that allows them to scan, decrip and see the qr code. Its a way to make sure the ticket is in fact valid. Lets go in and well show you a couple of the other features here. If we go back to the navigation drawer. We have handy tool that lends us to the mta trip site. I can see the arrival time and when my bus is coming and when it will arrive. Thats the beauty. You use buy ticket, use ticket. Thats where we are. All right. So one last feature. This matters for people who want to keep track of their purchases. If you click on the bottom at my account, you see the profile here. I can manage my password. I can come into my billing information and any of those pieces but very importantly i can look at my transaction history. In the case that i can requisition my purchase with my employer, this is a great feature where i can come in and see just what i bought. Another piece and i will wrap, there is also a website for muni mobile. I will encourage everyone to visit it. On your mobile you can purchase from your home computer and it will show up on your device. For people who have fast fingers, boom, you can do it that way. I will stop there. Ed, anything else . [ cheers and applause ] its pretty impressive. I want to thank matt particularly for the 7 he spent on the muni fare that i dont think hes going to use. Thats more revenue for us. A couple things, he didnt show you the actual setting up up the account. He had his visa card, he didnt show us his number and his pay pal account. When i downloaded the app, i went to the Android Store and download td app and the entire experience took me about 15 seconds. For a teenager that maybe 10 seconds. Its really really easy to use which is phenomenal. It also works for paratransit. It shows you the type of rider you are. At the bottom is access, which is our paratransit service. It not only works for buses and trains but for paratransit fare as well. I think the multiple tickets on one screen is phenomenal. Particularly for visitors. There is a lot of visitors and parents and teenagers. If you are buying fares for the whole family. Another great feature. We are very excited about this launch. We think its going to be a great thing for our riders. I want to thank you all for getting the word out because we want our people to avail ourselves of this. Are you buying more tickets . Let me offer my congratulations to supervisor and peskin on his election to represent district 3 and i look forward to working with you supervisor, on housing and affordable affordability issues. Any other needs for the neighborhood and the city need as well. Congratulations. Also, i want to take a moment to address the topic that has been on the minds of many san franciscans. As you know, last week there was an officer involved shooting that resulted in the death of mario was, a San Francisco resident. I would like to say that i take any officer involved shooting extremely seriously and sodas are chief of police. We all are community and the family a full and transparent investigation without delay and there are at least three separate open investigations going on right now. I met with Community Leaders and members of the board after the shooting. I would like to reassure the people of San Francisco that lethal force is always a last resort. The men and women of our Police Department dedicate their lives to protecting people and Building Trust with the community, and they too, deserve more alternatives to deescalate conflict. So, under my direction cheapis taking specific immediate action to ensure officers have more options to resolve situations with a minimum use of force. Ive also directed the Police Commission to do a thorough review of existing policies to make it clear that the departments policy in using lethal force is a last resort. I commit that we will take all necessary action, steps, to vet these kinds of incidents to ensure public safety, protect the lives of our young people and maintain officer safety. I also look forward to working with all of you to tackle the challenges of homelessness. Without a doubt our city it changed many lives for the tt
