But it will be in the midto upper 80s. 86 today. Thats probably in the mix there. Fog is there. Sometimes it touches the coast. I know its right arent point reyes as well. Not in the city. There is some on parts of the san mateo coast down to monterey. You can see it zooming down there trying to connect up with that on the santa cruz coast. 40s, 50s, 60s. Looks like we will warm up pretty quick here. Upper 40s. Woodsides in there. Stanford 52. Starting to bump up pretty quick. I dont think it will take long. A car was hit by a train on the burlingame tracks. This car is being taken off the tracks. The important thing is here is no one was injured because the driver may have been confused, got on to the gravel. Got out of the car. The train could not stop in time and it hit the car. Badly damaging the car, but again no one was injured, which is the good news. This truck is now pulling the car off and pretty soon caltrains should be rolling again. In fact, the train that hit the car already left, but there are some major delays for people who use caltrain this morning. Lets take a look at the bay bridge toll plaza, or this is, looks like, the san mateo bridge. Can you see traffic here is going to be okay on westbound 92. A little slower there. Dumbarton bridge not too bad. 880 is slow. During this july, traffic a little bit lighter than it is, lets say, in the middle of february. 7 03. Lets go back to the desk. We continue to follow developing news in pleasanton. The search for two missing boaters is about to resume at the shadow cliffs regional Recreation Area. Alex savidge is live with details. Reporter yeah, good morning to you. Sheriffs dive team is out here, gasia, and they are getting set to hit the water here any minute now. You can see beyond us here this is the command center set up on the shores of the lake here in pleasanton. I was just told a short time ago this is now being considered a recovery operation, eventually they dont expect to find these two men alive. Reportedly a father and son fell off of a boat last night before 7 00. According to one report, they were not wearing life jackets at the time that that happened. Obviously, authorities were called in. They did major search last night until it got dark. Crews from the Alameda CountySheriffs Office were out here and involved. So were members of the east Bay Regional ParksPolice Department. And now as you look at a live picture there you can see we also have members of the u. S. Coast guard out hear as well getting into a boat. They are getting set to resume this search. Again the search went into the night last night. They are going to resume the search right now for two men who fell into the water last night and reportedly were not wearing life jackets at the time. We will keep an eye on this search. They are getting set to hit the water right now. We will keep tabs on the situation and bring everybody updates through the morning. At this point authorities are calling it a recovery effort. Essentially, they say there is no hope of finding the two alive . Reporter right. This began as the search search and rescue operation, i should say, last night, obviously, when there was hope of finding them alive. Now i was just told a short time ago they are considering this a recovery operation. A dive team out here. So they are going to be getting in the water here shortly to figure out if they can find these two men. Presumably, they did not survive. Thank you. 7 05. Vallejo police are hoping someone can provide a clue that would lead to a kidnapping victim who has been missing two weeks now. 57yearold elvira babb was last seen at a Shopping Center june 29. Later her son received a text message. That text message demanded ransom for babbs return. He went to his mothers home and found her chihuahua had been killed but no sign of his mother. These four people on the screen have been arrested in connection with the case, but police say they are not cooperating. Anybody with information about babb is urged to call police. New developments in the dallas ambush story. Investigators say the sniper who killed five Police Officers was planning a much bigger attack. Todays New York Times reports 25yearold Micah Xavier Johnson had enough bomb making materials in his home to cause mass destruction across the entire city of dallas. And investigators say his ultimate goal was to hurt as many people as possible. Meantime, one Police Officer who was injured in thursday nights sniper attack is now sharing his story. I caught shrapnel on my chest. But, you know, like i said, my instinct was to protect and to go stop this. So i bandaged up my hand with a handkerchief in my pocket, wrapped it up and kept going. Now, president obama, Vice President joe biden plan to attend a service tomorrow in dallas. Ktvu will have much more in a live report from dallas at 7 30. We are also learning more about the five Police Officers killed in that ambush in dallas. 43yearold Brent Thompson was the first officer killed thursday night. The former marine was a 7year veteran of the dallas Rapid Transit authority. 48yearold lorne aarons air lorne ahrens was a father of two. 55yearold Michael Smith was a former army ranger. He once received a cops cop award there the Dallas Police department. 32yearold Patrick Zamarripa served eight years in the navy and completed three tours of duty in iraq. 40yearold michael krol graduated from the Police Academy in 2008. Now, Gofundme Pages have been set up for all five Police Officers to help their families with the funeral costs and also their lives going forward. Well, the tension from the shootings in minnesota, louisiana, and texas is being felt around the country. That includes here in the bay area. There were two protests held in the south bay last night. Janine de la vega live in san jose with how police reacted to those demonstrations. Janine. Reporter well, the protests were peaceful. There was one arrest. Police are still taking precautions because they dont know if they will be targeted. Around 200 protesters rallied here at city hall in san jose last night chanting, hands up, dont shoot. Many are angry over the deadly shootings of black men by Police Officers across the nation. On the other side of city hall a vigil was held and those demonstrators prayed for change. While they didnt mix, they shared the frustration felt by the other protesters. I am tired of watching people die on tv. I think we have created a culture that has cultivated this kind of hatred, this kind of bitterness. Reporter at the vigil the focus turned to the tragedy in dallas where five Police Officers were shot and killed in an ambush last week. Now, some faith leaders say hostility towards police wont solve the problem and instead it will exacerbate it. Since thursday, san jose Police Officers have been riding pairs in their patrol cars. That was an order by the police chief. He did it as a safety precaution. We are told thats gonna be re evaluated later today to see if that is still needed through this week. Gasia. Thank you. San jose firefighters battled a small fire at a recycling center this morning. It started after 4 a. M. At the Valley Recycling Center on seventh street. It burned only trash. It did not spread to any nearby buildings. Investigators are trying to determine the cause but they do not believe this was intentionally set. A Gun Store Owner in texas is taking action after the ambush of police in dallas. How the Business Owner says he can make Police Officers safer on the job. First. And a burglar picked me up. A 3yearold boy in Sonoma County died after being hit by a pickup truck. It happened last night about 6 00 on railroad and verano avenues outside of sonoma. The chp says the little boy and his family were crossing the street in a crosswalk when it happened. The boy was in a stroller with another child. The other child was not hurt. The chp says the driver did stop and cooperated with the investigation. Well, hundreds of firefighters in Southern California and also in colorado are battling wildfires this morning. Firefighters are making progress on the fire in the Santa Clarita valley. It has burned more than 1,100 acres. It is now 50 contained and is no longer threatening homes. At one point about 2,000 people were evacuated. They have been allowed to go back home. In boulder county, colorado, a wildfire has already destroyed homes. It continues to threaten others. Still a very concerning situation. We have over 400 homes, about a thousand people evacuated. Two men from alabama have been arrested on suspicion of starting that fire in colorado. Investigators say they had been camping in the area but didnt make sure the campfire was fully out. Time is 7 14. Police in Southern California are searching for a man who broke into a home and tried to kidnap a little girl who fought him off with a kung fu move. Police say the man broke in through the window of the home in el cajon early yesterday morning. He grabbed the 8yearold girl as she was sleeping, tried to drag her down the stairs. Parents, by the way, in the house at the time. They are asleep. Have no idea whats going on. But the little girl had trained in martial arts for self defense and she used what police are calling a kung fu pressure move on the mans neck. And a burglar picked me up. I woke up on the fourth stair. Got him in the neck. He put me down. He went downstairs. I went up in my bed. He comes upstairs again into my room. He said thank you, runs out of the window. After he goes out the window the little girl wakes up her parents, tells them what happen, they call 911. At this point investigators say the intruder may be a homeless man. The girl told the police he smelled like garbage. Police have not found him yet. Can you imagine that . Good for her. Time is 7 15. Sal, whats the latest . The good news is they have cleared the tracks. Caltrain, there was a car that was hit by a train, but good news is no one was injured. They got that car off the tracks, the tow truck, and now the trains are running again. This is a very busy intersection of Broadway Burlingame. Our photographer has seen a couple of trains go by full speed. The train system is back up. No more need for a bus bridge. You will probably see some delays, but things are back normal here at caltrain at this very busy crossing. All right. Lets take a look at the bay bridge. That is backed up for a 10 to 15minute delay before you make it onto the span. No problems on the actual bridge. Looking at our maps now. Dumbarton and san mateo bridge have slow traffic, and northbound 101 we have had some slow traffic on the freeway northbound 101 coming up through Broadway Burlingame area. We also had problems near millbrae. If you are driving on northbound 101 you are going to see some slow traffic. However, if you want an alternate route, 280 doesnt look bad up the metro area. Use 380 if you need to, connect with 101 again. 7 17. Lets bring steve in here. I saw that announcement on twitter, sal. You did . About 50 times since you told me. Right. Thank you, sir. We have a warmer forecast for many except right by the coast. Ill tell you this year is a huge difference compared to last year. The water temps in the low 50s, mid 50s. No major problems on southbound 101. However, 101 on the peninsula has slow traffic. We had some earlier problems on northbound 101 getting into burlingame. It is backed up from hayward all the way up into the millbrae area. So we do have some slow traffic there. On the peninsula oops. Sorry. My maps went to the east bay. On the peninsula 280 is better. Southbound 680 on concord to walnut creek, look at all that slow traffic there getting down to the walnut creek interchange. 7 31. Lets go back to the desk. Thank you. Tensions remain high as protests against Police Shootings of africanamerican men in louisiana and minnesota continue. Were also learning more about the investigation into the sniper attack in dallas that killed five Police Officers. Joel waldman joining us live in dallas. You have the latest developments from there. Good morning, joel. Reporter dave and gasia, good morning to both of you. We have heard about the 12 officers who were shot. It appears that that number is changing. A 13th officer was shot and a 14th one injured by shattered glass. Both work for el centro college. We are also finding out this morning that perhaps the sniper, Micah Johnson, had even more sinister intentions. I caught shrapnel on my chest. But, you know, like i said, my instinct was to protect and to go stop this. So i bandaged my hand with a handkerchief in my pocket, wrapped it up, and kept going. Reporter as dallas survivors now share their stories, police say that the moments after gunman Micah Johnsons attack, he taunted officers for hours before he was killed. Laughing at them. Even asking how many officers he had shot as they tried to negotiate. Meantime, across the u. S. Protests continue over Police Killings of black people. In baton rouge, louisiana, sunday dozens of demonstrators were arrested while in memphis, tennessee, protesters blocked an interstate bridge over the mississippi river. President obama now back from europe is calling on police and protesters to listen to each other. This as a memorial grows outside Dallas Police headquarters. Many there say they are grateful for dallas officers. I got hit in my leg. The officer jumped on top of me and covered me and my son. Reporter now, tomorrow president obama along with Vice President joe biden and former president george w. Bush and his wife laura will be here in dallas for an enter faith memorial service. Before you go, quickly, what are the signs of heightened security with the president arriving tomorrow in dallas . Reporter this is a city of edge. A man had a backpack and held up his fist. He was not the friendliest of people right in front of the Police Department here, and so very quickly Police Officers came out. They wanted to check his bag. He wouldnt let them. He took off in a different direction. So we have seen some situations play out like this. Yesterday there was a gentleman across the street who was trying to simply take a picture. The minute people saw someone on the roof they got antsy, called police out, and so they checked to see what was going on. Really a city on edge. But as far as the president goes, secret service will do their job, im sure, and ensure the safety of the president. Joe waldman, thank you. One gun shop owner in dallas is taking action in response to last weeks sniper attack that targeted Police Officers. He is offering to give a free ar 15 rifle to every dallas Police Officer. The owner of the radical firearms gun shop points out many of the officers who responded to thursday nights deadly attack were armed with pistols that he says were no match for a sniper with a semi automatic rifle. We thought what can we do to provide for our First Responders that are out there on the streets every day doing what they can to protect us while we are at home asleep . He plans to give the rifles to dallas Police Officers first, then make them available to officers across texas. Time is 7 35. In San Francisco the Blue Ribbon Panel on transparency, accountability, and fairness in Law Enforcement is due to release its final report on racist Text Messages sent by Police Officers in just a couple of hours. Three retired bay area judges held public hearings. They examined ten years of reports from the Police Officers who received or sent the texts. The preliminary report indicated those officers stopped and searched latinos and africanamericans more often than other ethnic groups, and that the Police Department showed potential bias in hiring and promotion. Interstate 80 in the bay area is one of the busiest in the country. Ktvus brian flores live along 80 near the Berkeley Marina with how technology could play a role in easing that congestion we all know far too well. Brian. Reporter yeah, a lot of us more than others. Good morning to you. Interstate 80 one of the busiest in the country, if not the bay area. They are hoping to turn i80 into a snort highway, and they are hoping these electronic signs behind me that will be activated later this week will keep drivers informed. The solution is not more infrastructure, but smarter infrastructure. An optimized freeway integrated with local roads and transit. Reporter that was a small portion of an informational video by caltrans on what the i 80 smart corridor is about. This week they plan to phase in 20 miles of electronic improvements on i80 from the bay bridge to the carquinez bridge. That includes advanced metering lights and lane closure warnings. Its going to provide travel times to destinations along i 80 that can be adjusted depending on the traffic. There is going to be electronic detour signs along san pablo avenue as well. The goal of that is to give commuters the option of getting off the freeway onto san pablo avenue to avoid an accident. Those signs will detour you back onto the freeway past the accident scene. Officials with caltrans tell the east bay times that while the project price tag is heavy, 79 million, it is considerably less than what it would be if the lanes were ten to 12 lanes wide. And there is a similar project up in the seattle area, gasia, and apparently, according to their numbers, accidents have decreased 25 . There is a similar smart corridor project on the peninsula here along the peninsula as well. And those numbers are also reducing as well. Gasia, back to you. Clay court is reporting the citys former water superintendent never completed the required safety tests for lead and copper in 2015. However, tests performed later showed the water in martinez is safe. Concerns about water safety, as you know, have grown around the country after that water crisis in flint, michigan. Well, there is a new report that says enrollment at schools in San Franciscos Bayview District has dropped to a 20 year low. The San Francisco examiner reports one of the reasons for the decline is that families moving into new Housing Developments in the neighborhood, they are choosing to send their kids to schools out of the district. The report also says changes in demographics and peoples perceptions about the neighborhood schools are also reasons for that decline. The Confederate Flag temporarily flew again outside the South Carolina state house. [cheers and applause]. You hear some [cheers and applause] of the flag being hoisted up. There were also protests. South carolinas governor ordered the flag to be taken down a year ago after a self declared white supremacist shot and killed nine African Americans inside a church. That shooter posed with the confederate symbol. Bernie sanders is expected to endorse Hillary Clinton tomorrow. The president ial primaries ended in june. Sanders has been resistant to announcing a formal endorsement. He has said, quote, we have got to do everything that we can to defeat donald trump and elect Hillary Clinton. A search goes on for two missing boaters. Searchers say there is no hope the two will be found alive. Ktvus alex savidge is live at shadow cliffs where divers are about to enter the water . Reporter yeah, any minute now. Good morning to both of you. We understand this is now considered a recovery operation, meaning crews do not expect to find these two missing men alive. We are here along the shore of the lake, and this is the area where this search is focused. It resumed just within the last hour or so. You can see that you have some of the searchers on boat right now. We have not seen any divers go into the water just yet. This is the area they are focused on here at the lake. At the shadow cliffs Recreation Area in pleasanton. This was the scene a short time ago. You can see here as the sheriffs dive team headed to the water. They could be getting in the water shortly to try to find these two missing men. They reportedly fell off of their boat last night about 7 00. According to one report, those men were not wearing their life jackets at the time and they did not know how to swim. Now, right away help was called in last night. Crews from the Alameda CountySheriffs Office searched into the night. There was also help from the east Bay Regional ParksPolice Department. But the search last night, unfortunately, turned up nothing. Now back out here to a live picture this morning, the search continuing this morning. This is no longer a search and rescue operation. We understand this is now a recovery operation, meaning that search crews are essentially searching for the bodies of these two men. Again two boaters who fell off their boat last night about 7 00 here at the shadow cliffs recreation ar in pleasanton. We will bring you updates through the morning. The issue appears to have been, by the reports that were getting, the two men who fell off the boat were not wearing life jackets and they were not strong swimmers or not able to swim at all. At a certain time protesters tried to enter the freeway last night, but officers stopped that from happening. This is ignited by last weeks deadly shooting of two black men by Police Officers in louisiana and minnesota. Now, on the other side of city hall a different demonstration was going on. Faith leaders brought together a crowd to pray for change. They turned their focus also to the deadly shooting in dallas where five Police Officers were killed in an ambush by a man who said he wanted to kill white cops. Some religious leaders criticized the protesters who hid their faces and condemned signs that showed hostility towards police. Thats not gonna solve a problem. That brings the total number of officers im sorry. One of the dart officers that was wounded fired their weapon. So according to our investigative notes now, that brings the total number of officers who used force against the suspect to 13. 13 used force against the suspect. Of that 13, 11 officers used their firearms and two officers used an explosive device against the suspect. Detectives are reviewing over 300 statements to determine which witnesses and officers need to be brought back for further interviews. Our detectives have also found some officers that were at the scene have not given states yet. This has been confirmed through our preliminary review of body camera video. So these officers will be identified and brought in to give statements to us. We are listening live to Dallas Police chief david brown giving us an update on what happened in the tragedy last week. Just briefly, he gave an update on who was killed, who was injured. Five dead. Nine wounded. Four dallas Police Officers wounded. Three dart officers wounded. Two Community College officers wounded. We have checked with the vallejo Police Department and investigators still are trying to find a kidnapping victim who has been missing for almost two weeks. 57yearold elvira babb was last seen june 29th at a Shopping Center near her home. Later her son received a text message from a number he didnt recognized. It demanded ransom for babbs return. He wasnt to his mothers home and found her chihuahua had been killed, but there was no sign of his mother. Four people have been arrested, but police say the suspects are not canting. If you have any information, call the police. Local Church Leaders joined black lives matter protesters for a peaceful demonstration on the steps of San Franciscos city hall. They gathered yesterday evening to express their hope for a peaceful america following a very violent week. Church leaders say social change is difficult, but not impossible. Even though we get discouraged, even though it looks like there is no way we can win, because it is about safety, we know we can if we just keep on keeping on. The demonstration ended with this peaceful march around San Francisco city hall. And there was another call for peace in San Francisco this weekend. This demonstration near the golden gate bridge. Members of the group cold pink gathered to denounce nato and what they call the increasing militarization of american Police Departments. Code pink holds demonstrations like this every month. While the project price tag is heavy at 79 million, it is considerably less than what it would be if the freeway were expanded to, say, ten or 12 lanes across. Now, the reason for this is to also reduce the number of accidents and secondary accidents on i80. There is a similar corridor system in seattle and san diego and caltrans says they have seen reductions in accidents by 11 on the weekday. 25 on the weekends. A landmark napa Church Damage inside that earthquake almost two years reopened over the weekend for church services. The First Presbyterian church on first street held a special rededication ceremony. Church members have been Holding Services in a gymnasium while the repairs were being made. This church was established in 1853. Its a taught landmark. Church members and members in the community raised almost 2 million for the renovations. Well, we have learned the people who lost their homes in that big fire last week in emeryville have all now found housing. It started at an unfinished apartment complex and spread to nearby homes burning for hours before it was under control. Five townhomes were damaged along with parked cars and an auto body shop. The cause of the fire still under investigation. Well, two big earthquakes hit the northwestern coast of ecuador. The u. S. Geological survey reports the first quake was a magnitude 5. 9. The second was a 6. 4. They hit near the city of esmaraldas. They are aftershocks. More than 600 people were killed then. There have been 2100 aftershocks from that quake.
