Problems at lake orrville. As they wonder when they will be allowed to get back home the work on the damaged emergency spillway continues this morning. Crews are racing against time to get that shored up before a series of storms promises rain in the coming days speaking of which here is the expert with how much rain we will get. Who will get the most. Southern california actually. Really . Yeah. I mean i have seen about 11 inch of rain, Feather River canyon next seven days. 11 inches. Yeah. That will be tough. Not just for the dam. Thats the big boys. People in the shelters and the fair grounds and having to deal with the raint. Will be tough. We are trying to get that lake level down. We have mostly clear skies out there. Partly cloudy, move in to the northf. You are up on the north coast you may get a little rain. You can see its off the north. Not visiting us here or anywhere else until later on. Then later on will be Late Wednesday into thursday. The main system is back here. The warm sector which seems to bring rain every time could do some to the north. Already increasing clouds but nothing here in my forecast zone. My forecast zone. 40s on the temperatures to a few low 50s. Couple areas up, upper 40s. Only seen a couple 30s. Mainly its 40s. Driving across into San Francisco. We have been looking at interstate 880 north and southbound. You can see traffic is of moving well in both directions. I want to mention that traffic is going to be slow on the santa cruz drive. Northbound 17. Scotts valley. Its down to one lane in the commute direction. The grade has slow traffic, a lot of it. Extending back to the dublin interchange because of a crash. Southbound 680. New from overnight a crash in dublin turned deadly. The chp said that just after one the driver of a red chevy impala hit the pedestrian on an onramp of interstate 580. Is it it happened on the westbound side. The driver reported the crash and stayed at the scene. The pedestrian died. At 6 03. We want to show you where the water levels stand in lake orrville. Last check that lake is at about 890 feet. That is down from 902 feet at its peak. The lake has come down about 12 feet since sunday. The goal is a total of 25 feet before the is storm comes in thursday morning. Its another 13 feet. The good good news. More water is spilling out of the lake than is coming in to the lake. As the water level drops work on the emergency spillway is ongoing. Alex is at lake or rville and yesterday at this time there is a lot of work going on up there. We have been watching that. Whats happening now . Reporter nothing has changed. This work has been going on around the clock. Let me show you the active scene behind us here. This is that massive staging area set up in the parking lot that sort of overlooks orrville dam and you can see what we have early this morning. You have the heavy machine out. They are loading the large rocks and boulders onto dump trucks right now. Then they are driving down toward the dam and then those rocks being off loaded put into place along that emergency spillway that is the cause of so much concern. They are trying to shore up the erosion on the spillway. We will show you video from yesterday here. The other way they are putting the rocks in place is using a helicopter. Or multiple helicopters. They are picking up bags of rocks and on that pillway this is a secondary spillway. Not the main one but the secondary one that was never used before this past weekend and when it was used, when water started to flow over the top of it because of all the runoff it started eroding. That raised concerns of flooding and that prompted the massive Evacuation Order for People Living down river. While all this work is going on state water officials releasing water through the main concrete spilllway. They are hoping to lower the lake level by 50 feet here to make room for future runofft. Remains to be seen if that can be accomplished. Its a tall or. For all those people fleeing, nearly 200,000 there is no clear timeline on when they will be able to return home. We dont want people to come home and then have to leave again. Thats unfair to them. We are being caution. Reporter we should also point point tout that the concrete lining on the main spillway started to fall apart last week. Those repairs are not the most pressing concern. They will likely have to happen later in the year. Now that main runoff, that main spillway is being used to try to get as much water out of the lake as is possible. The emergency spillway is being monitored 24 hours a day. They are trying to make tower that erosion doesnt creep township that concrete edge at the top. They want to make sure that doesnt give way. That is the big concern. In the meantime according to a report out from the sack sea bee the federal Energy Regulatory commission has now ordered an independent review of the troubled orrville dam. This is to try to figure out what caused the failures. Already investigation being launched to try to get answers to how we got to this point. Here on the ground in orrville dam the work continues throughout the night as they try to shore up that emergency spillway and try to get into a point where they can let people back in to the the area. Itll be a long nerve wracking wait. With the people out of their homes for another week or maybe longer before they are allowed to go back. 188,000 people were forced to flea because they live in areas that could be flood Fire Department the dam spillways fail. They are about ten emergency shelters, one of the biggest is in chico where more than a thousand people stayed overnight. Coming up at 5 30 we will go live to a shelter in yolo county. The money raised will go to the American Red Cross for relief efforts. Here in the bay area the drive includes foodmax stores. Experts warn that crisis involving the dam could happen at other dams throughout the country. There are 84,000 dams in the United States and usa today sites a 2013 report that the number of high hazard dams is on the rise. Perhaps even more troubling is that 20 of them have Populated Areas that do national have an emergency plan in case the dam collapses. Another problem is the aging structure and most United States dams were built between 1950 and 1980. The California National guard has been called into help with the emergency at the orrville dam. 23,000, all 23,000 members are on stand by. Yesterday some of them unloaded supplies at the east Avenue Church in chico which is an evacuation center. They are also helping out with cots and blankets and other items for them. And hundreds of inmates from butte have been sent to bay area jails. The inmates were part of a Mass Evacuation over the weekend. Almost 600 prisoner was taken to the santa rita jail in dublin for temporary housing. The San Francisco Sheriffs Department said that it has taken in about 40 inmates from sutter. More lawsuits have been filed as homeowners, the developer and Government Agencies battle over San Franciscos troubled tower. The latest lawsuit was filed on friday by a group of nine homeowners. They claim that the developer was warned back in 2005 that a report about the rate the building was settling. The lawsuit alleges that the group withheld that information from possible homebuyers. Another group of more than 200 homeowners filed a lawsuit in january. The partners said that the allegations have no merit. Time is run out for a work crew repairing part of highway 37 in nevado that has flooded three time this is year with rain expected thursday. Crews working 24 hours a day to raise the road bed. Highway 37 between highway 101 and atherton has been closed since february 9 and the there may be detour force a while. What we are telling people is try to avoid this area. We are bringing in more officers. This low lying area is prone to flooding marshes on both sides of the highway. Highway 37 is an important connection for people between season sonoma and marin. The trouble continues on highway 17 in santa clara county. Two cal trans crews dealing another mudslide near the summit of the santa cruz mountains. Part of the hillside gave way los gatos. Cal trans said it has plans for repairs but cant get started on those until after the next round of storms passes through. We have been 680 out of pleasant onto fremont because of an earlier crash and more people on the road on 580 and 680. This is day two of no ace train. All those people have to get to work and most of them drive. Lets go back to the desk. Our coverage of the orrville dam emergency goes on. Here is the latest information. The federal Energy Regulatory commission that certifies dams has ordered the operators of the dam to create an independent panel to look at the dam and make safety recommendations. Work crews trying to patch up the damage on that emergency spillway by dumping judge rocks and boulders before the next storm hits on thursday. Lets give you a sense of what life is like here at yolo county fairgrounds. There are hundred of people here. Most of them staying in those buildings beyond there. We have seen quite a few people actually staying in their cars here as well. Sleeping in those cars overnight. We are hear that breakfast set to be served here soon in this hall. People will come here though morning. Balloterring to proceed pair for another day of questions. They say that they had to leave their homes in a hurry to comply with the order. They brought only the essentials. Family members, clothes, important papers and family pets. This is not the only shelter of course. We have checked in with them in chico where a thousand of them spent the night. Saying they may be away from their homes for as long as a week. Many say they are keeping an eye on updates for progress on the spillway. The other thing they are watching the Weather Forecast hope that the work will be done before the next round of storms later this week. Some of them saying that the stress is starting to take its toll. Its sad and emotional. I just i sit here sometimes crying sometimes. Reporter we are waiting for the people here to wake up this morning so we can get the account from them about how they are holding up and what the latest information they are hearing is. Some of them hearing they may be here for a week or so. Meantime a congressman has been in close contact with local Emergency Services in the orrville area about evacuations and also getting updates on the dam repair. The congressman represents yuba and sutter counties in congress. We will talk with the congressman live later this morning on the nine. There are more than 100 dam around the state of california and state Officials Say that more than half of them need repairs. Thats according to the bay area news group. That includes anderson reservoir. The largest man made lake in santa clara county. The mercury news report that state and federal officials have put a restriction on anderson. It is supposed to limit storage to just 68 of full capacity to prevent major flooding in morgan hilll and san jose in the event of a big earthquake that makes that dam fail. There is a plan to increase safety at the dam but its expected to take years for that project to be completed. In Sacramento County about 30miles the State Capitol there is a warn that a levee is on the edge of breaking. The most at risk area is a barely populated place known as tyler island. Its south of the community of walnut grove. About 20 homes have been told to evacuate at this point. The county expects failure of a levee. There is some erosion but no water has leaked out at this point. The eastside of walnut grove could flood and that people should take precaution. Workers putting rocks in to the area to try to shore it up. There are also properties on the road. All lanes of westbound interstate 880 are closed because of a mudslide near baxter. Photograph sick being taken to state route 20. That was first reported yesterday afternoon and crew was able to clear one lane for a short time. Then the hillside slid again dumping more rocks and dirt on to the highway. Completely shutting down the westbound lanes again. Eastbound lanes are not affected. And over on highway 50 that remains closed in both directions between strawberry and pollack pines many its been shut down since the weekend because of another mudslide there. The police are hoping other drivers month will lead to clues behind a deadly road rage shooting. The unidentified victim was driving with his wife and two Young Children with when he got into an argument with another driver and then several is shots were fired hitting that man. His wife took control of the wheel of the car and drove him to a hospital. Thats where he died. I havent heard of any kind of road rage happen like that. Its just sad for the community to hear Something Like this happening. Especially for the family that was hurt. The police are hoping any kind of tip could lead to a breakin this case. Some shop owners said that last year a lot of people were out of town and flowers were not top of mind this year because it falls in the middle of workweek. They expect a lot of customers to come in and pick up flowers. Things starting to kind of die down. A lot of the retailers came in early this morningw. Retalking overnight hours, two, three to stock up on their supplies. Some shop owners say they are also expecting to fill a lot of requests today to deliver flower flowers and rose that customers workplaces. Something that doesnt happen when valentines day is on a sunday. We caught one some of the retailers in the parking lot loading up vans. Shop owners have been busy since the weekend preparing for the demand and stocking up on the supplies and terms here at the flower marte. We normally are arrive between three and four on a normal day but we have been coming in about two or three to get a spot in the parking lot and try to beat the crowds. Its been long mornings. Roses are still the most popular valentines day option but tulips, lilies are also up on the list. Some of the vendors say they have sold out of their traditional roses. A lot of them. Most of them come from south america and are shipped here. We did talk to one california rose grower from southern california. Should is obviously much longer than you are used to seeing in this area correct . Absolutely. Right now its taking you can plan on it being an hour from Scotts Valley.
