City police tried to make a felony stop on a stolen car with two men inside. That car sped off leading officers on a pursuit. Eventually the driver and passenger bailed out of the car in San Francisco and thats when police shot one of the men several times. Killing him. It is unclear if that was the passenger or the driver. Police are not saying at this point whether the man who was shot had a weapon. Can you tell me if the person who was killed was armed . I cant say exactly if that person was armed or not. Just too early in the investigation. Too early in the investigation to say exactly what happened. Now, the second man who was inside that car was taken into custody by police. No officers were shot during all of this. But at least one officer did sustain some minor injuries. In fact the car that the two men were inside actually rolled into a police car. And hit that police car. Now, as we bring you back out live to the picture, San Francisco homicide investigators are out here still gathering evidence. They will be working with the District Attorneys Office to piece together this Deadly Police shooting. We also did this morning put in a call to daily city police for a comment on what took place here since their department was involved. We were referred to San Francisco police. Live this morning in San Francisco, alex sav ige, ktvu channel 2 news. A gas leak in hayward caused several homes and businesses to be evacuated at 10 15 last night at fletcher and mission boulevard. Several streets were closed while pg e crews worked to cap the gas leak. And firefighters say it happened when the crew was working on a Road Construction project. The units arrived on the scene. They found that construction crews doing Road Construction work had accidentally hit a gas main. It appears to be a two inch gas main. The gas was turned off and everyone was allowed back in their homes around 1 00 this morning. No injuries have been reported. Politicians are pointing fingers in washington. The u. S. Is now under a sequester. President obama signed an order authorizing federal departments to slash 85 billion through september 30, the end of the federal fiscal year. In the weekly address this, mork the president accused this morning, the president accused republicans of hurting the middle class by rejecting the proposal to close tax loopholes for the wealthy. It is happening because republicans in congress chose this outcome over closing a single tax loophole that helps reduce the budget. President obama says the sequester jeopardizes the National Security and the wages and hours of Border Control and flight delays could be cut and flays up to 90 minutes at major airports because of fewer air traffic controllers. The president must stop using this debate as an excuse to raise taxes and start seizing this opportunity to cut spending. Republican congresswoman from Washington State, cathy mcmorrisrogers gave the g. O. P. Response. She says while the Democrat Controlled Senate failed to pass any replacement plan, the republicanled house tried twice to replace the sequester with responsible cuts and reforms. One bay area economist thinks some goodwill come out of the sequester. John teaches at the Stanford Institute for Economic Policy and sat inning on economic discussions with sat in on economic discussions with president obama in the oval office and believes the automatic spending cuts are too broad and also believes they serve an important purpose. We need to make cuts. This is making some cuts. And i have some hope with some passage of times the cuts will become more discretionary, more thoughtful. The 85 billion cut. A amounts to 2 of the 3. 5 trillion federal budget. Here are some of the effects. Hospitals and doctors and other medicare providers will see a 2 cut in government reimbursements. And visiting hours at all 398 National Parks will likely be cut. College loan programs are also affected. And 70,000 students will be dropped from the head start program. While some irs services are affected there wont be any irs worker furloughs until after tax filing season. That means tax refunds will not be delayed. Santa clara county is holding a gun buyback event this morning in the hopes of getting dangerous weapons off the streets. It is happening from 10 00 a. M. To 2 00 p. M. At the county fairgrounds on talia road. Organizers will pay 100 to 200 a per weapon no questioned asked with a total budget of 150,000. It was smaller. It came with extra security. But the changes helped insure a peaceful first friday art walk in oakland last night. The changes remain after a Fatal Shooting of a teenager at last months event. Organizers banned alcohol. Ended the walk an hour earlier at 9 00 p. M. And shortened it from 10 blocks to seven. There was extra security and a Strong Police presence. When you look at the city and what it is trying to do, they tried images of oakland to change the businesses and this is sort of the calling card. A candlelight vigil was held to remember the 131 homicide victims in oakland st year. New information shows a loophole allows sant cruise gunman jer ny goulet to fall off police radar. Investigators say he had a history of crimes before killing two detectives on tuesday. He was convicted of peeping incidents in three different cities and accused of raping two women while serving in the military in hawaii but the Santa Cruz Sentinel is reporting that he never appeared on two Law Enforcement computer databases that track criminals. Meanwhile the Santa Cruz Community is rallying to comfort the Police Department as it returned to duty yesterday. Signs supporting police are up throughout the city and businesses are holding fundraisers for the families of the two fallen officers. 125,000 has been placed so far into a fund. The entire community is grieving. And i feel it is like maybe weve hit the bottom and were going to come back up from this. Because this town has been hit hard. Ktvu has obtained new photos of the officers. One shows 51yearold detective sergeant lauren butchbake wer his family and the other photo shows 38yearold detective Elizabeth Butler in hostage negotiation training. The memorial for the two officers will be held at san joses hp pavilion next thursday march 7 at noon. The service was moved to handle what is expected to be a large crowd. Today more than a dozen people who cant afford Health Insurance are getting some much needed care for free. Doctors and nurses at Kaiser Permanente in San Francisco are volunteering their services to perform free surgeries. About 30 patients have been selected to receive those treatments. Engineers are back at a home in florida where a 30foot sinkhole swallowed up a bedroom with a man inside. Crews say the sinkhole is extremely unstable and could collapse any time. It opened up on thursday night. The man inside the bedroom, when it collapsed, has not been found. Ive never seen anything like it. Ive never seen anything move so fast. And do so much devastation. The victims brother tried to rescue him but eventually rescue crews had to pull him out of the house. Officials say the sinkhole is growing and therefore a number of homes in the area have been evacuated. Fearing another collapse. Firefighters in Southern California expect a full containment today on a Massive Wildfire that threatened several homes. The fire is just west of riverside. In the harupa valley. It has burned more than 300 acres since thursday. As of this morning, that fire is 60 contained. But firefighters do expect to have it fully under control by 8 00 tonight. One mobile home was destroyed. And another home badly damaged. So far, no injuries have been reported. Back here at home, firefighters in oakland are trying to figure out what caused a fire that forced a family out of their home. That fire started around 7 00 last night, on 63rd avenue, near bancroft. Firefighters say it started in the back of the home. The four People Living there now have to find a new place to live. The cause is under investigation. But firefighters dont believe it is suspicious. More than two dozen new firefighters have joined the San Jose Fire Department thanks to an 8 million federal grant. Firefighters also took a 10 salary cut to help the department make the new hires. They come after layoffs and more than a year of station brownouts. Every member of our department has made personal sacrifice to allow for us to be able to hire these folks and we desperately need it. And those new firefighters report for duty tomorrow. Construction is now under way for the first in a series of memorial playgrounds to honor victims of the deadly Sandy Hook Elementary School shooting. In seabright new jersey, this playground is dedicated to special Education Teacher ann marie murphy. She was among the six teachers and 20 children killed in the december shooting in newtown connecticut. Seabright which was hit hard by Superstorm Sandy was chosen for the first playground because they both share the sandy name. The dragon spacecraft is carrying four experiments designed by students from valley christian in san jose. 31 students worked for seven months to design those experiments. Reporter good morning. I asked the sergeant here on the scene if the man who was shot and killed overnight was armed. He told me at this point he cant say. But you can see behind me here, this investigation is continuing to unfold here. It is being led by the San FranciscoPolice Department. This Deadly Police shooting that happened early this morning all began with the pursuit that was actually initiated though by Daly City Police but the pursuit ended in San Francisco. It ended right here in this area where youre looking. This is hester street. Right near bay shore. I will show you video from earlier this morning. Police have confirmed that at least one officer opened fire on a man, killing him. The sergeant i talked with say he cant say at this point whether the officer who fired is with San Francisco police or Daly City Police but it is a joint investigation between both departments. The situation began at 12 30 in the morning when Daly City Police tried to make a felony stop on a stolen car with two men inside. That car sped off, leading officers on a pursuit. They received a tip that she was last seen possibly near a bart station. So they are starting their search near the daly city bart station. Then riding bart to San Francisco, oakland and hayward. The tamly is offering a 3 the family is offering a 3,000 reward for information leading to her safe return. Police in East Palo Alto are investigating a Fatal Shooting. Officers say they found a 22 yearold man shot around 6 00 last night, at a home on runny meed avenue. That man died at the scene. A second man who was also shot was transported to the hospital. Police say it appears the shots were fired after the victim got into a dispute with someone in a black car. Anyone with information on this shooting is asked to contact police. And police in tehaema county are hoping Surveillance Video will lead them to the person who killed a 14yearold girl. The body of ma rissa nichols was found thursday morning in a field behind her school in red bluff two days after she was reported missing. Police say they are looking for a plan who was seen on a surveillance camera in front of the school just minutes before nichols is seen walking through the same area. Santa clara county supervisor George Shirakawa has resigned from office after being charged with the illegal use of public funds. Prosecutors say shirakawa took more than 130,000 from public and Campaign Fundses for his private use an he says he has done it since back in 2006. Most of that money was spent in casinos. Ktvu has learned that shirakawa plans to plead guilty and says a gambling addiction is responsible for his actions. And we will ask for a substantial jail term in this case. Up to a year. And we believe that is appropriate for what his conduct was in this case. The District Attorney says shirakawa will be legally banned from Holding Elected Office and fined at least 50,000. The san jose woman who spent four years in prison for planting a severed fing ner a bowl of chilly has pleaded not guilty to new charges. 47yearold anna iiala and her 26yearold son are accused of filing a false Police Report to cover up her sons parole violations. She says someone shot her son but prosecutors say he accidentally shot himself. It could lead to time in prison with the parole violation. A kidnapping suspect shot to death by Sonoma County deputy after a chase. He is identified as 37yearold richard sheckengovernment. A woman sent a text message to a friend saying she was kidnapped in san rafael and thats when it happened. Deputies saw the suspects car in santa rosa which started a high speed chase. He smashed his car after slamming through the gates of a private community. It is a pretty close family unit. So im surprised this person drove in here, knowing that there are signs out saying the road is closed and it is a dead end. The woman ran from the vehicle and was not hurt. But investigators say sheckengovernment was shot and killed in his car, by deputies who feared he was reaching for a gun. No weapons were found in that car. Deputies say the victim new sheckengas but he began acting strangely and mentioned he had explosives. A father and son arrested in connection with a triple homicide in forestville last month. Officials say 65yearold Francis Dwyer pictured there on the left was arrested at his home in new mexico. His son, 68yearold olden dwyer on the ride was arrested in ohio. Investigators call the killings a marijuana deal gone wrong. A third suspect is in custody. President obama is speaking out about his decision to urge the u. S. Supreme court to reject californias ban on same sex marriage. Drivers who prefer pay in cash can prepay the toll at kiosks around the bay area by entering their license plate number. Chp has arrested a man after they say he led officers on a wild high speed chase. It started around 3 00 yesterday afternoon. On interstate 80 in Solano County. And ended on highway 29 in napa. Chp says the chase began after a witness saw the driver hit a motorcyclist. Officers say the driver then hit three more cars during the chase including a headon crash that disabled his truck. He then made two unsuccessful carjacking attempts before he was arrested. Meanwhile, a police chase in the east bay ended in an accident near the caldecott tunnel, causing a big backup on highway 24. It started in danville. Police say someone broke into a womans home. The burglar took off. And when officers spotted his vehicle, the chase began. Officers caught the suspect. Identified as 23yearold brian banles of hayward. He is facing charges, including burglary and wreckless driving. And checking in on your live drive time traffic right now. An elderly woman in bakersfield died after staff at the Senior Living facility refused to perform cpr. 911 tapes showed how much a dispatcher tried to save her. He says the protocol is for staff to call 911 for all medical emergencies. Well, a young boy from san ramon came face to face with a group of blood donors responsible for keeping him alive. Thank you so much. Dillon lowe was diagnosed with a rare genetic disorder when he was born and he needed a bone Marrow Transplant and finally received one last may. But before the transplant, he needed blood transfusions about every month for six years. And yesterday, at the red cross in oakland, dillon lowe met four people who matched his blood type and who for years dedicated their lives solely to giving blood to the boy they only knew as the john muir baby. It makes a difference. Sorry. But anyhow, im delighted. I hope dillon leads a full life. I know he will. Well, we begin with developing news we first told you about an hour ago. A joint investigation is under way into a Deadly Police shooting in San Francisco. Ktvu alex savage is live near Candlestick Park where forensic teams have spent hours trying to figure out what happened. Reporter the Deadly Police shooting happened with a pursuit. It was initiated by Daly City Police. It ended here in San Francisco. On hester near bay shore. You can see this is still an active crime scene this morning. This is where at least one officer opened fire on a man, killing him. And investigators have been focused on the parking lot behind the bayside cafe. A sergeant i talked with say he cant say at this point if that man was armed when he was killed. It is also unclear whether the officer who fired was with San Francisco police or Daly City Police. But this will be a joint investigation. The situation also began around 12 30 this morning when Daly City Police tried to make a felony stop on a car with two men inside. That car sped off. There was a pur suit. Eventually both men bailed out of the car. And thats when one of them was shot by police. At this point, though, police are not saying much about what happened before the shots were fired, or about the original pursuit. The exact origination point believed to be daly city. Exactly where in daly city, im not sure. But the car ended up coming into San Francisco at which point our officers saw the car. And from that point, everything that occurred was still in the investigation stage. Reporter no officers were shot during this situation. But at least one officer did suffer some minor injuries. In fact the car that was being pursued careened into a patrol car. After the men jumped out of it. At the end of the chase. The second man inside that car, the than who was not shot by police the man who was not shot by police was taken into custody, and again, San Francisco police are doing the investigation, the Crime Scene Investigation here. Working alongside the District Attorneys Office. We have also put in a call to Daly City Police this morning, looking for more information on exactly what took place, the initial pursuit that preceded this shooting, and we were referred by them to San Francisco police. Live in San Francisco, alex savage, ktvu, channel 2 news. A gas leak in hayward forced several homes and businesses to be evacuated. It happened about 10 15 last night on fletcher and mission boulevard. Several streets were closed while pg e crews worked to cap the gas leak. Investigators say it happened when construction crews were working on a Road Construction project. Units arrived on the scene, and they found construction crews doing Road Construction work had accidentally hit a gas main. It appears to be a twoinch gas main. The gas was turned off. Everyone was allowed back into their homes around 1 00 this morning. No injuries have been reported. This morning politicians are pointing fingers in washington. The u. S. Is now under a sequester. President obama signed an order authorizing the federal departments to slash 8 a billion through september 30 85 billion through september 30, the end of the federal fiscal year. In the weekly address, the president accused republicans of hurting the middle class. By rejecting his proposal to close tax loopholes for the wealthy. It is happening because republicans in congress chose this outcome over closing a single wasteful tax loophole that helps reduce the deficit. President obama says the sequester jeopardizes the National Security and the wages and hours of Border Patrol and fbi agents could soon be cut and there could be flight delays up to 90 minutes at major airports because of fewer air traffic controllers. The president must stop using this debate as an excuse to raise taxes and start seizing this opportunity to cut spending. Republican congresswoman from Washington State cathy mcmorrisrogers gave the g. O. P. Response. Saying while the Democrat Controlled Senate failed to start a replacement plan, the republican controlled house tried to twice replace the sequester with government cuts and reforms. Others think goodwill come out of the sequester. John teaches at the Stanford Institute for Economic Policy and sat in on economic discussions with president obama in the oval office. He says he believes the automatic spending cuts are too broad, but also says they do serve an important purpose. We immediate to make cuts. This is making some cud we need to make cuts. This is making some cuts. I have some hope with passage of time the cuts will become more discretionary, more thoughtful. The 85ed about dollars cut amounts to 2 of the federal budget. Many federal departments have been planning for weeks knowing the sequester would be coming. And here is a breakdown of some of the cuts for you this morning. The food and drug Administration Says there could be 2100 fewer food safety inspections because the agency would have to rein in the spending to last years level. And lets talk about National Parks. Visiting hours at all national park, 398 of them will likely be cut and sensitive areas blocked off from the public. And fewer rangers and more locked bathrooms. The coast guard, the coast guard says it could potentially restrict rescues saying it has to cut back on the number of the hours the aircraft will fly and cutters will patrol the sea. Santa clara county is holding a gun buyback event this morning. In hopes of getting dangerous weapons off the street. It is happening from 10 00 a. M. To 2 00 p. M. At the county fairgrounds. On tule road. Urgessers will pay 100 to organizers will pay 100 to 200 per wep none questions asked. They have a total budget of 150,000. It was smaller and it came with extra security. But those changes helped insure a peaceful first friday art walk in oakland last night. The changes were made after the Fatal Shooting of the teenager at last months event. A candlelight vigil was also held to remember the 131 homicide victims in oakland last year. New information shows a loophole that allowed santa cruz gunman Jeremy Goulet to fall off the radar. He had a history of sex crimes before killing two Police Detectives on tuesday. And he was accused of peeping incidents in three different cities and accused of raping two women while in the military in hawaii. The Santa Cruz Sentinel is reporting that police say he never appeared on two Law Enforcement computer databases that track criminals. Now, the Santa Cruz Sheriffs Office is also looking for this woman. They say 28yearold Teresa Johnson is not involved in the murder in any way but she did know the suspect Jeremy Goulet. Investigators are hoping to speak with johnson to learn more about the gunmans background and social history. The Santa Cruz Community is rallying to comfort its Police Department as it returned to duty yesterday. Signs supporting police are going up throughout the city. And businesses are holding fundraisers for the families of the two fallen officers. That fund right now stands at more than 125,000. The entire community is grieving. And i feel like it is maybe that weve hit the bottom and were going to come back up from this. Because this town has been hit hard. Ktvu has obtained new photos of the officers. One shows 51yearold detective Sergeant Lawrence butchbaker with his father and the other shows 38yearold detective Elizabeth Butler in hostage negotiation training. Now, the memorial for the two officers will now be held at san joses hp pavilion thursday march 7 at noon. The service was moved to handle what is expected to be a very large crowd. Today, more than a dozen people who cannot afford Health Insurance are receiving some muchneeded care for free. Doctors and nurses at Kaiser Permanente in San Francisco are volunteering their services to perform free surgeries. About 30 patients have been selected to receive treatments, and the Organization Operation access is spearheading todays effort. And this is the 20th year the group has provided free surgical care. Firefighters in Southern California expect to have full containment today on that big wildfire that threatened several homes. The fire is just west of riverside in the harupa valley. It has burned more than 300 acres since thursday. As of this morning, the fire is 60 contained but firefighters expect to have it fully under control by 8 00 tonight. One mobile home was destroyed. And another home badly damaged. So far, no injuries have been reported. Happening right now, engineers are back at a home in florida where a 30foot sinkhole swallowed up a bedroom with a man inside. Crews say that sinkhole is extremely unstable. And could collapse again any time. It opened up on thursday night. And the man inside the bedroom when it collapsed has not been found. Ive never seen anything like it. Ive never seen anything move so fast. And do so much devastation. The victims brother tried to rescue him but eventually rescue crews pulled him out of the house. Investigators say the sinkhole is growing and a number of homes in the area have been evacuated, fearing another collapse. New this morning, secretary of state john kerry is visiting egypt today. He is there to try to calm tensions and help the country emerge from the current economic crisis. Kerry will meet with a number of opposition leaders today. Then president Muhammad Morsi tomorrow. The visit is part of a nine nation trip through europe and the middle east. The state of michigan is preparing to assume control of the detroit finances. Rick snyder the governor says he the city is facing a fiscal emergency and identified a candidate to take over management. A decision will be made soon whether the city should file for bankruptcy. Detroit has a debt of 14 billion and facing a deficit of 100 million for this fiscal year. More than two dozen firefighters have joined the San Jose Fire Department thanks to an 8 million federal grant. The firefighters also took a 10 salary cut to help the department make those new hires. They come after layoffs and more than a year of station brownouts. Every member of our department has made personal sacrifice to allow for us to be folks. And we desperately need it. The new firefighters report for duty tomorrow. Construction is under way for the first in a series of memorial playgrounds to honor victims of the deadly sandy hook elementary shooting. In seabright new jersey, the playground is dedicated to the special Education Teacher anna marie murphy, among the teachers and students killed in newtown, connecticut. Seabright, hit hard by Superstorm Sandy was chosen for the first playground because they both share the sandy name. In colorado, Defense Attorneys in the shooting theater massacre case are considering a plea of insanity but it cant happen until the judge rules on the constitutionality of the state insanity defense law. James holmes is scheduled to be arraigned on march 12. Venezuelan president hugo chavez is reportedly in critical condition, quote fighting for his life. Chavez is undergoing chemotherapy after the fourth cancerrelated surgery back in december. Chavez has not been seen in public since that operation. Speculation about his health has been rampant. The venezuelan government denies reports that chavez has died or been declared brain dead. Family members of a chicago man who was poisoned after winning a Million Dollars Lottery Jackpot are calling for justice. Arooj kahns death was originally ruled to be from Natural Causes. But family members demanded he be exhumed and a second autopsy confirmed he had been poisoned with cyanide. Police have not named any suspects in kahns death but his brother says he believes kahns widow is responsible. All i want is i know his wife and her father did this. A federal judge in san jose has reduced the amount sam sung must pay to settle a Patent Infringement case. Last year, the jury ordered sam sung to pay apple more than a billion dollars for violating its patents on smart phones and tablets. But a judge disagreed with how those damages were calculated. So she reduces the payment by 40 , to 600 million. Facebook says it is getting ready to unveil a new look for the 1 billion users around the world. Problems with the space ex rocket have delayed its plan to dock with the International Space station today. During yesterdays launch the dragon capsule ran into problems with its thrusters. Nasa says it has fixed the problem but the next chance for the dragon to dock with the space station isnt until sometime early tomorrow morning. The spaceex launched yesterday morning from Cape Canaveral carrying food, science experiments and other cargo for astronauts at the space station. The rocket is also carrying the hopes and dreams of some bay area students. The dragon spacecraft is carrying four experiments dine designed by students from valley christian in san jose. 31 students worked search months to design the experiments and each one had to fit into a box about the size of a chalkboard eraser. It is like wow, we actually made it. We made it into space. This isnt something every High School Gets to do. So it is just really is such an honor and blessing. The experiments ranged from growing bacteria and plants to observing the action of magnetic pliewd in zero gravity. Let fluid in zero gravity. And investigators say the incident began in daly city sometime after midnight. Police were chasing a plan driving a stolen vehicle. A man driving a stolen vehicle. That pursuit ended in San Francisco. The driver and passenger Authorities Say jumped out and tried to run. Police say there was some type of altercation causing an officer to open fire killing one of the men. Can you tell me if the person who was killed was armed . I cant say exactly if that person was armed or not. Just too early in the investigation . Too early in the investigation to tell you exactly what happened. And there are still many Unanswered Questions at this time. Authorities wont say which Police Department the officer who opened fire belongs to. The body of marissa mikals was found thursday morning in a field behind her school in red bluff. Two days after she was reported missing. Police say theyre looking for a man who was seen on a surveillance camera in front of the school just minutes before nichols is seen walking through that same area. Santa clara supervisor George Shirakawa has resigned from office after being charged with the illegal use of public funds. Prosecutors say he started taking money from public and Campaign Fund back in 2006. In total authorities believe that shirakawa stole more than 130,000 for his private use. Most of the money was spent in casinos. Ktvu has learned shirakawa plans to plead guilty and says a gambling addiction is responsible for his actions. We will ask for a substantial jail term in this case, up to a year, and we believe that that is appropriate for what his conduct was in this case. The District Attorney says shirakawa will be legally banned from Holding Elected Office. He will also be fined at least 50,000. The san jose woman who spent four years in prison for planting a severed fing ner a bowl of chilly has pleaded not guilty to new charges. 47yearold anna ialla and her 26yearold son are accused of filing a false Police Report to cover up her sons parole violation. Police say she claims she saw someone shoot her son. But an investigation found he accidentally shot himself. Prosecutors filed a parole violation against her, which could lead to time in prison. We have new details on a kidnapping suspect who was shot to death by a Sonoma County sheriffs deputy after a chase. He is identified as 37yearold richard selectengas. Investigators say it happened on thursday night when a woman sent a text message to a friend saying she had been kidnapped in san rafael. And deputies saw the suspects car in santa rosa and that set off a high speed chase that ended in gernville. Police say he crashed his car after slamming through the gates of a private community. It is pretty close family unit. Im surprised this person drove in here. Knowing that there is signs out saying the road is closed and it is a dead end. Now, a woman ran from the vehicle and was not hurt but investigators say selectengas was shot and killed in his car by a deputy who feared he was reaching for a gun. No weapons were found in the car. Deputies say the victim knew selectengas but he began aking strangely and mentioned he had explosives. A father and son have been arrested in connection with a triple homicide in forestville last month. Officials say 65yearold Francis Dwyer, pictured on the left of the scene, was arrested at his home in new mexico. His son, 38yearold Oden Lennon Dwyer on the right of your screen was arrested in colorado. Officials had called the killings a marijuana deal gone wrong. A third suspect is already in custody. A man accused of killing three people on the Las Vegas Strip last week, including an oakland native is expected to be extradited on monday. Police say 26yearold amare harris surrendered peacefully thursday after officers found him hietding in a North Hollywood hiding in a North Hollywood apartment. Authorities say harris fired into a mazzarotti sports car after an argument. The shooting caused the mazzarotti to crash into a taxi, killing the driver and the passenger. The search to an all electronic tolling system is scheduled to happen at the end of this month. Right now 30 of drivers who cross the Golden Gate Bridge still pay in cash. Transit officials are urging those drivers to switch to fast track but there will also be another option. Drivers who prefer paying in cash can prepay the toll at kiosks around the bay area by entering their license plate number. This is no longer a crime scene. So were a little closer now to the scene of this Deadly Police shooting from overnight. It happened right here in the parking lot of of the bayside cafe on hester, right at bayshore. This is where a pursuit ended with gunfire we were just told by investigators of San Francisco police that this is in fact a Daly City Police officer who fired on a man, killing him. San Francisco Police were also on scene and they are in charge of the investigation, though. This chase was initiated by Daly City Police around 12 30 in the morning. Officers were trying to make a felony stop on a stolen car that had two men inside. But the car sped off and officers went on a pursuit. Eventually the driver and passenger inside the car bailed out in San Francisco. Thats when police, a daly city officer, shot one of the men several times, killing him. Police at this point arent saying a whole lot about what happened, though, before shots were fired or if the man who died had a weapon. Can you tell me if the person who was killed was armed . I cant say exactly if that person was armed or not. Just too early in the investigation . Too early in the investigation to say exactly what happened. Reporter no officers were shot during the situation, but one officer suffered minor injuries because of a crash. The car that was being chased actually careened into a police car after the two men jumped out of it. There was also that second man inside the car, the man who was not shot by police, taken into custody. Were hoping to learn more information about him, as well as the man who died here this morning, later on today, as we continue to speak with San Francisco police who, again, are in charge of the investigation. Their homicide detectives out here will be working with the District Attorneys Office to piece together exactly what took place. In addition, we did put in a phone call earlier this morning to Daly City Police, searching for a comment about this shooting. Overnight, a gas leak in hayward forced several homes and businesses to be evacuated. It happened at about 10 15 last night on fletcher and mission boulevards. Several streets were closed while pg e crews worked to cap the gas leak. Firefighters say it happened while the crew was working on a Road Construction project. Units arrived on scene. They found that construction crews doing road work, Road Construction work accidentally hit a gas main. Appears to be a 2inch gas main. The gauze was turned off and everyone was allowed back into their homes around 1 00 this morning. No injuries were reported. This morning, politicians are pointing fingers in washington. The u. S. Is now under sequester. President obama signed an order authorizing federal departments to slash 85 billion through september 30th, the end of the federal fiscal year. In his weekly address this morning, the president accused republicans of hurting the middle class by rejecting his proposal to close tax loopholes for the wealthy. Its happening because republicans in congress chose this outcome over closing a single wasteful tax loophole that helps reduce the deficit. President obama says the sequester jeopardizes National Security. The wages and hours of Border Patrol and fbi agents could soon be cut and there could be flight delays of up to 90 minutes at major airports, such as sfo because of fewer air traffic controllers. The president must stop using this debate as an excuse to raise taxes and start seizing this opportunity to cut spending. Republican congresswoman from Washington State, kathy mcmorrisrodgers gave the gop response. She says while the democratic controlled senate failed to pass any replacement plan, both parties have been warning americans of doom and gloom, but one local Economist Says some good may actually come out of the sequester. Coming up at 9 30, the reason for that optimism. Santa clara county is holding a gun buyback today in the hopes of getting dangerous weapons off the streets. Its happening from 10 00 to 2 00 at the county fairgrounds. Organizers will pay 100 to 200 per weapon, no questions asked. They do have a total budget of 150,000. New information shows a loophole allowed santa cruz gunman Jeremy Goulet to fall off the radar. He had a history before killing two santa cruz Police Detectives on tuesday. He was convicted of peeping incidents in three different cities and accused of raping two women while he served in the military in hawaii. But the Santa Cruz Sentinel is now reporting that police say goulet never appeared on two Law Enforcement computer databases that track criminals. The Santa Cruz Sheriffs Office is looking for this woman. They say 28yearold Theresa Johnson is not involved in the killings any way, but she did know the suspect, Jeremy Goulet. Investigators are hoping to speak with johnson to learn more about the gunmans background and social history. Meanwhile, the Santa Cruz Community is rallying to comfort its Police Department, as officers returned to duty yesterday. Signs supporting police are going up throughout the city. Businesses are holding fund raisers for the families of two fallen officers. That fund now stands at more than 125,000. The entire community is grieving. I feel like maybe weve hit the bottom and were going to come back up from this, because this town has been hit hard. Ktvu has also obtained new photos of the officers. One shows the 51yearold detective Sergeant Loran butch baker, the other shows 38year old Elizabeth Butler. Well, the memorial for the two officers is now going to be held at san joses hp pavillion on thursday, march 7th at noon. That service was moved to the hp pavillion to handle the thousands who are expected to come to pay their respects. It was smaller and it came with extra security, but those changes helped ensure a peaceful first friday art walk in oakland last night. The changes were made after the Fatal Shooting of a teenager at last months event. Organizers banned alcohol and at the walk an hour earlier in 9 00 p. M. And shortened it from 10 blocks to seven. There was also extra security on hand, as well as a Strong Police presence. When you look at what the city is trying to do, to change the image of oakland, this is sort of our calling card. This is new video of a makeshift memorial created by the victims brother. He placed flowers and a teddy bear outside the familys home. When the sinkhole opened up, he tried to rescue his brother, but eventually rescue crews pulled him out of the house. Secretary of state john kerry is visiting egypt today. He is there to try to calm tensions and help the country emerge from its current economic crisis. Kerry will meet with a number of opposition leaders today. Then president Mohammed Morsi tomorrow, part of a ninenation trip through europe and the middle east. Firefighters in Southern California expect a full containment today of a Massive Wildfire that threatened several homes. That fire is just west of riverside and it has burned more than 300 acres since thursday. As of this morning, the fire is 60 contained. Firefighters do expect to have it fully under control by 8 00 tonight. One mobile home was destroyed and another home badly damaged. So far, no injuries have been reported. More than two dozen new firefighters have joined the San Jose Fire Department, thanks to an 8 million federal grant. Firefighters also took a 10 salary cut to help make the department get those new hires. They come after layoffs and more than a year of station brownouts. Every member of our department has made personal sacrifice to allow for us to be able to hire these folks and we desperately need it. The new firefighters report for duty tomorrow. The state of michigan is preparing to assume control of detroits finances. Michigan Governor Rick Snyder says detroit is facing a fiscal emergency and he has identified a candidate to take over its management. Snyder says the decision will be made soon on whether the city should file for bankruptcy. Detroit has a debt of 14 billion and is facing a deficit of 100 million for this fiscal year. A major setback for apple and its ongoing battle with samsung over mobile patents. A federal judge in san jose has reduced the amount samsung must pay to settle a Patent Infringement case. Last year, a jury ordered samsung to pay apple more than 1 billion for violating its patents on smartphones and tablets. But the judge disagreed with how the damages were calculated. She reduced the payment by 40 , to 600 million. Facebook says it is getting ready to unveil a new look for its 1 billion users around the world. The company has invited reporters to its menlo Park Headquarters on thursday to show off a new design for the sites news feed. The dragon space craft is carrying four experiments designed by students from valley christian in san jose. 31 students worked for seven months to design the experiments. Sea bright, which was hit hard by Superstorm Sandy, was chosen for the first playground because both share the sandy name. A young boy from san ramon came face to face with a group of blood donors responsible for keeping him alive. Thank you so much. Dillon lowe was diagnosed with a rare genetic disorder when he was born. He needed a bone Marrow Transplant and finally received one last may. But before the transplant, he needed blood transfusions about every month for six years. Yesterday at the red cross in oakland, dillon lowe met four people who matched his blood type and who, for years, dedicated their lives solely to giving blood to the boy they only knew as the john year baby. Im delighted. I hope dillon leads a full life. The lowe family says dillon is healthy after receiving his transplant and no longer needs blood transfusions. Today, san jose shark fans can show their support for their team by giving some blood. A blood drive is happening right now at hp pavillion in san jose. Republicans say democrats have to reign in spending. A stanford economist thinks good will come out of the sequester. He said on economic discussions with president obama in the oval office, he believes the automatic spending cuts are too broad, but also says they do serve an important purpose. We need to make cuts. This is making some cuts. And i have some hope that with passage of time, the cuts will be, become more discretionary, more thoughtful. The 85 billion cut amounts to just more than 2 of the nations 3. 5 trillion federal budget. Here are some of the effects. Hospitals, doctors, and other medical providers will see a 2 cut in government reimbursements. Visiting hours at all 398 National Parks will likely be cut. College loan programs are also affected. And 70,000 students will be dropped from the head start program, while some irs services are affected, there wont be any irs worker furloughs until after tax filing season. That means tax refunds will not be delayed. We are learning more this morning about new York Governor Andrew Cuomo not to approve fracking in his state. Cuomo says he was on the brink of approving the muchdebated gas drilling method last month, but held off after discussing the practice with environmentalist robert q kennedy, jr. Cuomo says he wanted to wait for the results of the study on the Health Histories of hundreds of thousands of people who live near facilities that produce natural gas. Alex . Reporter information just came out from San Francisco. Police who are in charge of this investigation say it was a daly city officer who opened fire on a man overnight, killing him. The shooting took place at the end of a Police Pursuit and all came to an end, shots fired right here in the parking lot of the bayside cafe. This is on hester, near bayshore. San Francisco Police are in charge of this investigation and they were out here for much of the morning, gathering evidence. The chase was initiated by Daly City Police around 12 30 this morning. Family members last saw samantha tuoua on february 19th. They got a tip her disappearance may be bart related, so they are starting the search near the daly city bart stations, then right the trains to San Francisco, oakland and hayward. The family is offering a 3000 reward for information leading to her safe return. Police are hoping Surveillance Video will lead them to the person who killed a 14yearold girl. The body of Marisa Nichols was found thursday morning in a field right behind her school in red bluff, two days after she was reported missing. Police say they are looking for a man who was seen on a surveillance camera right in front of the school, just minutes before nichols is seen walking through the same area. We have new details on a kidnapping suspect who was shot to death by Sonoma County sheriffs deputies after a chase. 37yearold Richard Schreckengaust is the suspect. It started thursday night when a woman texted a friend saying she had been kidnapped in san rafael. Deputies saw the suspect car, which set off a chase. Schreckengaust crashed his car after slamming into the gates of a private community. Its a pretty close family unit, so im surprised this person drove in here, knowing that there are signs out, saying the road is closed, its a dead end. The woman ran from the vehicle and was not hurt. But investigators say schreckengaust was shot and killed in his car by a deputy who feared he was reaching for a gun. No weapons were found in that car. Deputies say the victim knew schreckengaust, but said he began acting strangely and mentioned he had explosives. A father and son have been arrested in connection with the triple homicide in forestville last month. 65yearold Francis Dwyer pictured on the left was arrested at his home in new mexico. His son, 38yearold oden Leonard Dwyer on the right was arrested in colorado. Officials had called the killings a marijuana deal gone wrong. A third suspect is already in custody. Santa clara county supervisor George Shirakawa has resigned from office after being charged with the illegal use of public funds. Prosecutors say he started taking money from public and Campaign Funds back in 2006. In total, authorities believe shirakawa stole more than 130,000 for his private use. Most of that money was spent in casinos. Ktvu has learned that shirakawa plans to plead guilty and says a gambling addiction is responsible for his actions. We will ask for substantial jail term in this case, up to a year, and we believe that thats appropriate for what his conduct was in this case. The District Attorney says shirakawa will be legally banned from Holding Elected Office. He will also be fined at least 50,000. The federal government says it plans to accept private bids for the restoration of moffett fields hangar 1. San jose mercury news reports the government will begin accepting bids this year. Tox inside were discovered on the site in 2003. Google cofounders have previously offered to pay the costs of restoring the hangar in exchange for permission to store their planes at the site. Soldiers in vallejo are getting a special homecoming. 20 Army Reserve Soldiers are returning this morning after serving in Operation Enduring freedom. The mayor of vallejo will help honor these soldiers with a special award in a ceremony that starts in just about 15 minutes. The soldiers worked on 30 Construction Projects in heavy construction operations during their deployment. Solyndras solar fatilt will soon be a research facility. It started around 3 00 yesterday afternoon on interstate 80 in Solano County and finally ended right there on highway 29 in napa. The chase began after witnesses saw the driver hit a motorcyclist. Before it was over, police say the driver hit three more cars while being chased. It was a headon crash and eventually disabled his truck. He apparently made two unsuccessful car jacking attempts before he was finally arrested. Meanwhile, a police chase in the east bay ended in an accident near the caldecott tunnel, causing a big backup on highway 24. It all started in danville when police say someone broke into a womans home. The burglar took off. When officers spotted the suspect vehicle, the chase began. Officers caught the suspect identified as 23yearold brian battles of hayward, and he faces several charges, including burglary and reckless driving. St. Marys college has an important basketball game tonight, all while being hit with ncaa sanctions. The investigation accuses a former assistant coach of recruitment violations. St. Marys was penalized for failing to monitor the program closely enough. The School Received a fouryear probation, while head coach Randy Bennett was suspended for five Conference Games next year. I will say that i thought the penalties were harsh, more so than like i said, most the things in this, we agreed with the ncaa on. We have accepted responsibility. St. Marys will still play in post season tournaments, but will lose future scholarships. The school is considering whether to repeal penalties.
