lawmakers that have criticized this program as a potential magnet for fraud. the president says this program will not put approved applicants on a path to citizenship. they will only be given a two year reprieve from deportation. once they mail in these applications the process takes several months before the applicants will find out if they have in fact been approved and those eligible can begin to mail in their applications starting today. we are live this morning in san jose alex savidge. yesterday in how's ton thousands -- houston thousands crowded the mexican consulate hoping to stay in the u.s.. now at one point the crowd filled five city blocks, tied up traffic. most of the people were there to get legal help or they were applying for passports or consulate id cards. oakland police are investigating an overnight shooting that happened in front of a vigil for a 22-year-old man that was shot and killed at the same spot early saturday morning. it happened at 89th avenue and birch street. the victim's in last nights shooting were two men in their 20s that were standing in front of the vigil. one of the men were shot in the leg the other in the arm. one of the victims is the brother of the fiance of the man that was killed on saturday. petaluma police need your help to find a missing woman that has a medical condition. 19-year-old e lease hayes was reported missing yesterday after leaving home without telling her family where she was going. her family says she has left home before trying to be more independent. she is about 4'7" tall weighs about 80 pounds. if you see her, call police. we are getting more details about the state investigating the death of a baby in an operating room at marin general hospital. the investigation comes after the coroner found that a nurse administered a labor inducing drug without a doctors authorization. the coroner also reportedly said that a fetal monitor was removed for 45 minutes before the delivery. hospital officials say that baby was born with a faint heartbeat on march 3rd. it died 45 minutes after being delivered. san francisco city college students are heading back to class today. ktvu channel 2 reporter tara moriarty is out there with them. she has more on who else will be there to greet them as the school faces closing. tara. >> reporter: occupy san francisco is coming to campus today. they will not be attending classes, they will be asking students to join them in their fight to end cuts to education services. city college has been plagued with problems since the beginning of the summer. the school is in danger of losing its accreditation and has seven months to prove that it should stay in business. if not, california's largest college serving 90,000 students could close. only accredited colleges could receive public funding under state law. the commission could vote as early as next june to pull the schools certification. since may the colleges approved $187 million for its upcoming school budget. $8million less than last year. occupiers will be asking students to join them in their fight. they will be gathering here at 8:00 and they have a rally south bay the colleges include san jose city college and evergreen valley college. in the east bay they include laney college, merritt college, and berkeley city college, and college of alameda. solan california. there is a large fire that is raging out of control in central washington. at least 70 homes have been destroyed. more than 40 square miles are burned. reporter rick price is right near the city of ellensburg washington with this morning's fire fight. good morning, rick. >> reporter: good morning, pam. let me show you something. we wanted to give you an idea of not just what the fire is doing, but what it has done. this is an area that ripped through sometime in the last couple of days. these bushes are charcoal. this area around me is black. now take a look at your screen. i want to show you what the fire looked like overnight around 3:00 a.m.. this is an area called hidden valley. though the road is closed, we were able to get an escort in for a short trip to make these pictures so we can show you the view from highway 97. firefighters tell us because it's cooler and not as windy the fire has been laying down overnight. that gives them a bit of a break. it's not making long fast runs that we saw monday night. still the fire is actively burning and very smoky. about 500 people are assigned to fight this fire right now in the next 24 hours that number will grow to more than 700. let's take you back down to live pictures as we drove around we found this gutted van we're told the driver parked it very briefly to get out for a closer look. the fire rocketed being towed by a tug when it broke loose and then collided with a privately owned beach craft king airplane. no one was aboard the aircraft at the time of the collision. the faa is looking into how the jet came loose from its tug. time now 6:15. new this morning a new explosion in syria right near a hotel where u.n. observers are staying. take a look at this. you can see the black smoke there at the spot where a bomb blew up on a fuel truck. three pep were hurt. none of the injuried were believed to be in the u.s. u.n.. the hoety was not badly damaged. approval ratings for congress have hit received came last year in may, 2011 but it was just at 24%. so why such distaste? some believe it's because of a lack of productivity. to date according to usa today analysis, just 61 bills have become law but nearly 4,000 were introduced this year. congress is rob a five week recess but lawmakers left behind a hefty to do list. that is why sop were easy about skipping town. >> many americas right now there is new hope for young imgrants that were brought leer to the united states as children and they want to stay here. many can apply for a work permit and two years of protection from being deported. ktvu alex savidge is joining us live at an immigration office now with more details about this. good morning, alex. >> reporter: good morning, to you dave. young undocumented immigrants brought here as children will have a chance starting today to apply for temporary legal status in this country. more than a million people are expected to apply. some may do so by coming down here to one of the field offices. this is the u.s. citizenship and immigration office where you can see here up on the door they have a sign that gives some information on this new program. it applies to undocumented immigrants who were brought here by their parents before the age of 16. the requirements are you must be a high school graduate or served in the armed forces and must have a clean criminal record. it's all modeled after the dream act that failed to pass in congress. in addition applicants can't be any younger than 31 if applied. this allows these young people to shadows shadows scared of deportation under a new president. something romney has hinted about. there is also been criticism from republican lawmakers as well. they believe this program could be morning in san jose alex savidge. san francisco police are looking into three reported sexual assaults at the outside lands music festival. about 200,000 packed golden gate park. three women believed they may have been drugged and later sexually assaulted. investigators say it does not appear the cases are related though because they occurred in different locations and the descriptions of the attackers are different. police conducted forensic testing and now arate waiting the results. new information about the deadly shooting of a five-year- old boy. five-year-old gabriel martinez junior was shot on 55th avenue and international boulevard in december. police just released surveillance video of what they think was the getaway car. 2006-2009 silver chevy malibu. police also released a sketch of the suspected gunman and a woman in the car. the gunman is african american in his 20s about six feet tall. the woman described also being african american and in her early 20s. san francisco police are searching for a suspect in this violent daylight lugging. how a neighbor my help police solve this crime. yesterday a tearful 20-year- old tyson dagley appeared in a hawaiian courtroom to ask the judge to lower his $100,000 bail. dagley is facing third degree negligent homicide charges for an august 5th jet ski accident. police say dagley was driving recklessly when he rear ended kristen fonseca who was also riding a jet ski. fonseca died the next day. >> while i was in the hospital i prayed every day just to the family. >> the judge refused to lower dagley's bail and he will remain in jail until his next court appearance on august 23rd. now the girl's family is also filing a lawsuit against dagley and the jet ski company asking for financial compensation. time now 6:34. later this morning occupy protestors will head to san francisco city college. tara moriarty is there now with more on why they are showing up on this first day of classes there. >> reporter: you know you have seen occupy protestors downtown at the port of oakland and in berkeley now they are heading here to city college. they will ask them to join in their cuts to -- the administration has scrapped several college. the school is experienced union give backs, furloughs, and freeze on purchasing. much of that due to the fact that city college is in danger of losing its accreditation. it has seven months to prove it should stay in business. if not california's largest college could close. only accredited it colleges can receive funding under state law. the accrediting commission could vote as early as next june to pull the school's certification. with all of these issues looming will students join forces with occupy? that remains to be seen. the protestors will be showing up at 8:00. at 10:00 they have a rally scheduled at campus plaza. federal investigators have released new photos of damage from the chevron refinery fire in richmond. the u.s. chemical safety board says to of the team members using respiratory equipment went within ten feet of the pipe that failed. they say it's unsafe to go any closer because last week's fire damaged overhead steel beams. they are revealing chevron vapor. gas leak add the shell refinery in martinez prompted a shelter in place warning and evacuation of workers. that happened around 12:30 yesterday afternoon. a pressure relief valve that allows gas to escape became stuck in the open position. no one was hurt. shell says that the leak was not related to the fire at the refinery on monday. the incident could lead to fines from the air quality board. 6:37. this morning three pets still missing after a house fire in sat san jose. this happened at 10:00 last night on lien avenue. firefighters say a woman, several cats, and a dog were evacuated from the house 37 three other pets a turtle, bird, and aren't they are not accounted for. the cause of the fire still under investigation. we have continuing coverage out of lake county where cal fire is reporting some progress on those two wild fires burning east of clearlake. firefighters say the fires have burned 7,000 acres now near the intersection of highways 20 and 53 and across the county line into colusa county. according to cal fire's latest update six firefighters did suffer minor jurors. two homes have burned and a third is damaged. yesterday firefighters worked to hold the fire lines and during the day containment drew from 30-60%. the fire is burning east away from any homes and buildings. full containment is expected by monday. 6:38. we have breaking news happening now. sal, you know what is going on. what is happen something >> there is a crash in san francisco. in the tenderloin district. this was a pretty eventful crash. over turned vehicle here on oh fail street heading down toward union square. the person who apparently caused this wreck got into a cab and took off. and the police and witnesses actually now witnesses told police the number of the cab and yellow cab has tracking devices on that cab. so they know where the cab is. it's unclear whether they found the woman described as a white female 5'9", 150 pounds wearing a black furry top and red pants that took off in a cab. al fail street is closed until they clear this crash up. and apparently no one was seriously injured in this crash. let's go out and take a look at the bay bridge toll plaza westbound. you can see the traffic is backed up for about a 15-20 minute delay before you actually make it on to the bridge. and in san jose we keep looking at that. 101 a little bit slow near 280. tail a good looking drive from 101 all the way to cupertino. 290 also looks good. if you are driving in the santa clara valley it should be a good time. let's go good morning, pam. there was a candle light vigil here last night. the candles are still burning right here. there is one right here behind me. it's for a gentleman named moochie that died last week. there is one down there also also for the same person. the group was together for a vigil for him. he was shot here. it appears signs out here they called the gentleman moochie and we are told he would have been a father because his fiance is expecting. last nights shootings two men in their 20s were taking part in they jill when they were shot. they ran to a nearby home and taken to an area hospital by ambulance. both are expected to survive. now as of right now police do not have any information about suspect or any motives. once again you can see the sign right there the number one daddy. that would have been for garrett. he would have been a dad coming up shortly because his fiance is expecting. of course we will stay on top of this and bring you the latest as it develops. we'll put a call into oakland police to see if they have any additional information. live in oakland i'm paul chambers. 6:46. ktvu first reported a man was violently mugged in the mission terrace neighborhood of san francisco. it was all caught on video. it happened about 5:30 monday evening at mission and maynard. a man asked him for directions then he repeatedly punched him and kicked him for stealing his wallet which had his paycheck inside. a neighbor recorded this video of the crime as it happened. >> i have two sons and my wife. never had a lot of problem right here. i live here for 18 years. >> that victim says he needed seven stitches. he's got a swollen cheek and fractured nose. plain close police officers are patrolling the area. they are hoping to make an arrest soon. a state panel wants an independent safety review of the new eastern span of the bay bridge. the state senate transportation committee wants to retest the under water foundation between -- beneath the tower of the span. safety questions were raised after an investigation revealed a cal tran worker that worked on the bridge had falsified test results on other projects. cal tran says the bridge is safe. the new span is scheduled to open next year. the number people caught sleeping in san francisco's late library skyrockets more than 80%. coming up at 7:06 what library officials say may be down to the -- look there is the cab involved. now reportedly a woman got into this cab that yellow cab there after being in this crash. and of course the police now got the number of the cab some people saw her get into the cab and they followed the cab via gps. there is the cab driver talking to police about what exactly happened. he will be interviewed. meanwhile that street is closed. the woman by the way was reportedly wearing black furry top and red pants. just to add a little flavor to what happened. no one was seriously injured. let's take a look at the commute westbound bay bridge
