These are kind of hit and miss on parts of the east bay over san pablo bay. We have a good cell leaving hail into pittsburgh. Also over concord and highway 4. There is another over martinez in the same direction. Still rain cunning through. Widespread heavy rain. It has let up. 50s and 60s. We are talk about whats in store for the next couple days. Itll get colder. One of the biggest problem areas is the south bay at coyote creek causing massive flooding in to several neighborhoods. We are live near nordal and center where that neighborhood has been evacuated. Reporter its been a long, cold, wet morning for people in the san jose area. You can see we have just watched as crews have pulled yet another family out of the water. Pulling residents out one by one. Family by family. We have seen family and elderly residents brought out. This is the same flood. That trapped at the golf course. Firefighters are called to the golf course. Witnesses saying that the creek have been a homeless camp. Edgar was one of the five saved from the water. The chilll is gone. People are trying to gather stuff and push it to Higher Ground. I was stuck at Higher Ground but because this is now a golf course it went around us. Reporter crews searched from the air and by boat looking for people trapped by the rising water. Firefighters called off the search about two hours later saying they were ready to return if needed. We always are concerned. If we are told there are two victims and we find one we will continue to search until we are sure we checked everywhere. That doesnt mean we havent missed someone but we give it the best east that we effort that we can. Reporter as the crew was cleaning up from the rescue calls started flooding into dispatch that the neighborhood at nordal and center was under water. Those same firefighter hads to turn out to that second location. They used boats to ferry men, women, children and the elderly to safety. Residents say the water started to rise quickly. It started coming up. The drain is stuck. Its not going down. It like five minutes of water just go up like this much. Thats why i tried to reporter crews say they are expecting more water from anderson water to make its way down the creek. The water is still rising. This is not the peak here and the peak here will happen before the peak happens downstream. Reporter in the time that we have been out here since this story first started the officials have moved us back. We were about ten feet closer, 20 feet closer to the water. That water still rising here from coyote creek. When we first arrived an hour or so ago, an hour and a half ago the water was down toward the end where that blue fence comes to an end. So you can see just how quickly the water rising. Officials say they are anticipating more problems throughout the day as the water levels continue to rise and they are expecting more problems downstream on coyote creek. Thank you. Another major concern is contamination from the debris thats been swept up in floodwaters. We are live now with that part of the story. Reporter with are at the area where they are transporting the rescue people. This is the transport area and the latest boat has just gone in to the flood waters and they just brought a group of apartment residents out. You can see some of them being carried. One woman is carrying her child many i have seen people wearing shorts, pants with their pants rolled up. Bare feet and socks feet all walking back onto dry land after this experience. They are being decontaminated right now and then they will make their way to a shuttle bus that will take them over to James Lick High School. It could be sewage coming up from the sewage pipe. It can be transmission fluid and oil from cars under water right now. Any other chemical. Reporter dozens of residents evacuated from multiple apartments on nordel from center to wolf creek being sprayed down with plain water to try to get the chemicals off their persons. Some say the flood was in its infancy when they saw the water rising and they decided to call for help. During that time the water level rose calf deep at the very least. Some cases even higher than that. Those affected rushed to get out before they could. I didnt know what would happen. The Fire Departments said they would send someone with boats. It took a few minutes to get there. I just started it was just unbelievable. I started looking at what i could save. What i could move to Higher Elevation and it was just just something i never expected to happen. That is juanita wilson. One of the women [inaudible] i asked for a head count and it ranges dozens to hundreds. They are still in the process of evacuating. You can see there is a boat that just went in down nordal. Boat by boat. This is a long process. They expect this to keep going. The people here are being evacuated. They will be put on a vta bus over to James Lick High School or they can leave once they they gave a card, a placard card. They are hanging temperature around their neck and that has their information and contact information. That kind of thing. Then they are cleared or go to James Lick High School. They havent figured out what to do long term. We will stay here as the evacuations continue throughout the hour. We will have updates later today on the newscast, four, five and six. Live san jose. Initially this morning we had those five individuals rescued from the homeless camp. That was down by los lagos golf course. Just to the west of highway 101 near capitol expressway. This neighborhood is just to the west of that. After going through the golf course as jesse reported dozens of people being rescued from their apartments in south san jose. We were continuing to follow the situation. On ktvu. Com. The flooding we are used to see in the south. A section of southbound highway 17 is still closed because of a landslide that was reported at 5 25 last night. The road along lexington reservoir. Rock debris on the highway forced chp to close both southbound lanes. This point traffic is being diverted off the 17 at the youngs to highway 9. No estimated time to bring you yet on when the lanes may reopen. Another section of highway 17 volunteers helped clear a huge tree that fell near the summit of the Santa Cruz Mountains. We got these photographs that show the storm damage. That tree down and the quick action of volunteers who pitched in because they didnt want to get stranded on the road by that tree. One map had a chainsaw and started cutting up the tree. Other people jumped into help. They removed the debris piece by piece by hand. Took them about 90 minutes to clear the road. Now to the north bay where there are several problem areas in marin. The Public Works Department posted these pictures on its twitter page. Some of the areas include lucas valley road which is down to one lane because of a landslide. The slide is also closed both lanes of sir Francis Drake boulevard. Another big slide has blocked paradise drive. There is no information on when the roadways will he be cleared and reopened. To the east the bay where the niles canyon area is closed because of flooding. A Flood Warning has been extended for the creek with the rain which had overnight, emergency officials want to make sure that people are aware of the danger. Thats both for the swift moving water in the creek and then the flooding. Many people who live near the canyon say the warnings made them want to come out and see it for themselves. Its great to watch the river flowing. Normally its barely a trickle in the summer. Very been here since 1955. A couple of times its gotten not quite this high and not for so long. With the continuing rain all the time it keeps building. Just a reminder ace train is not operating today because of weather related problems through this niles canyon area. In the sierra there are big problems on highway 50 where a portion of the rooted has collapsed. It happened on the westbound side of the highway near pollack pines. The chp said one lane is open while they make repairs to the damaged road. With rehabilitative continue to monitor that situation and bring you the latest information as soon as it becomes available. We have immigration problems and if we are going to all the sudden say we cant take people out of the country who are also drawing down on our resources in way that are illegal, what are we doing . Right now a protest is underway in oakland where a group is calling on the sheriff to stop its involvement in deportations. We are live at the Federal Building whats happening. Reporter this in acclimate of fear and concern from immigrants about what is going to happen and with Immigration Enforcement under the new Trump Administration you can see some of that reflected in criticism of the administration and some of the ians. There is a group of 200 people. They are gathered here in front of the Federal Building in oakland and plan to march from here over to the Alameda County sheriffs headquarters by lake merit. They are upset locally here and directing some of that at the Alameda County is sheriff. Their involvement and cooperation with agent Social Security already fairly limited but there is a policy that the organizers here say they are upset about. It has to do with ice agents are told when someone undocumented comes through the jail. Someone who is leaving on bail. That someone that charges may have been dropped and as they are exiting the jail we have seen a lot of cases of people that are picked up by ice as they exit because the deputies are calling ice to come get them. Reporter now representative from the Sheriffs Office said that no longer happens. He said that used to be the policy years ago but for the post year they have a practice, the Sheriffs Office does of not telling ice when someone undocumented is released from jail. When we do have to deal with ice we only honor signed court orders and arrest warrants that are issued by a United States magistrate or federal judge. So we dont honor detainers. We dont honor requests from ice. To date this year alone since the act went into place nobody from ice has come to our jail and taken custody of anyone. Reporter now you heard the sergeant refer to the truth act and the trust act. Those are california laws which limit the amount of cooperation any local Law Enforcement in the state can have with federal immigration firms and the sergeant said that acso comply was the laws and guidelines. Organizers with the protest here say that if the Sheriffs Office no longer tells ice that there are undocumented people in jail they would like to be reassured of that by seeing that policy spelled out in writing. There is a good bend in the creek. What happened is the creek jumped up here along this intersection where it happened. There are some that are 1 feet. Some have made a jump over 20. This is there is a lot of water coming down from the reservoir and from anderson. Thats what is playing into this. This bend in coyote creek. This is at eden vail. Its still 13. 1. Flood stage is ten. Severe or major is 14. There are other locations where i have seen 16. I think thats what is going on here. The Flood Warning continues until friday morning until 10 30. We should start to see a little bit of a break here. Some areas in the Santa Cruz Mountains and around that area downtown los gatos. There is a pot gold for some. That is what we have. We do have rainbow weather. Still some bands going through. Some of these are intense. There have been a couple reports of hail reports. Want to talk about orrville. Its down to 8 52. Fire department evacuating people from their homes and their apartments. We now businesses are affected as well. Just got the email from santa clara county. They say workers in two offices being evacuated due to the flooding of the creek. People who work on santa jose and the cal works continuing benefits office also there are being told to leave their offices. They are being helped to Higher Ground. The floating is having a wide effect. Residential and businesses. We are keeping in mind that an Evacuation Order remains in place. Thats where a levee broke along the san joaquin river. Alex savage shows us the work to repair that damaged levee. Reporter crews have been working throughout the night on a temporary fix for the problem. They have been dumping large rocks in to the gap in this levee trying to shore it up and they are hoping that will hold. The levee breached along the eastside of the river. Just southwest it happened late in the day yesterday. Hundreds of people had to be evacuated as water spilled out from the river. I did talk to one local farmer who lives nearby and he said that he stayed behind last night in the evacuation zone. They do a very good job. Once it gets started they tear into it and patch the levees up. I have faith in them. I dont still feel easy. No. Reporter just after seven last night county officials issued a mandatory Evacuation Order to about 500 People Living nearby. These are mostly farms and ranches in this area which is near south airport way. After the levee broke water started to move east away from the river and then finally a few hours later just before nine last night crew was able to stop that breach. We were out there last night right when the breach happened. Right when we saw the break. We had a number of farmer that mobilized very quickly to get equipment out. The so their farms and homes dont flood. Reporter an Evacuation Center has been set up at the Community Center on fifth street in the nearby town. Right now county officials are continuing to work with state water officials. Trying to figure out capacity thely how bad this breach is and when itll be safe to return home. Alex savage. Crews at the orrville dam are work around the clock to stabilize the emergency spillway. Now butte county officials investigating a possible noro Virus Outbreak in chicoa. Cording to the Sacramento Bee more than two dozen people who have opted to stay at the Silver Dollar fair ground showed symptoms of the contagious noro virus over the weekend. More than a hundred people are still staying at that center because they dont want to return home to stay below the dam. Crews continue to make repairs to the damaged merge write spilllway at the dam. Crews have been moving rocks and cement. The good news from the state department of Water Resources Social Security that the water level in the reservoir has dropped to 850 feet. That does leave room for more rain to come in. Even with the current rain Authorities Say levels there at the dam should remain steady. North san jose is dealing some significant flooding as well. Last night drivers in the area faced real dangers. Our camera cruise caught drivers navigating through the flooded roadway on the road near commercial street. Some vehicles got stuck and the driver hads to leave the cars in the middle of the roadway. Rescue crews were on scene to help them. Sonoma the Russian River is rising. One home could slide in to the water. Take a look at that picture. The home was built in 1969. Its survived many winters. Rainy ones for sure. Now its foundation is collapsing and slipping into the river. The owners have tried to save the home but a sink hole opened up underneath. Firefighters say that the home will fall. Its really just a matter of when. That would be terrible to loose your whole house. One thing to clean up mud but to loose the house entirely would be bad. At least three neighbors at the home are threatened but have a bit more of a buffer and some time to tray to bolster the river bank. Lot of talk about roads, bridges and dams. The president as well as the governor agree fixing our infrastructure youre should be a top priority. They say that its a way to grow the economy and create millions of good paying jobs. This week tom has i series of stories looking at the states infrastructure youre and we start today with a closer look at our bridges. Reporter in the last ten years 1100 new bridges and overpasses have been built in california such as this new napa river bridge. Almost 100 others have undergone major reconstruction. None the less the state has identitied needed repairs on 4100 more structures at a cost of 13 billion. In his state of the state address 13 months ago the governor proposed increasing car registration fees and gas taxes to pay for an estimated 77 billion in needed repairs. Not just to our bridges but our roadways as well. We have to bite the bullet and enact new fees and taxes for this purpose. Reporter whats happened since then . We still dont have the money we need to maintain the existing system that we have in california. We need sustainable funding to maintain our from construct. Reporter the american road and Transportation Builders Association estimates that about 5 of californias 25,000 bridges are deficient. That mean that about 1400 bridges in the golden state have some sort of defect that so bad they are rated poor or worse. National thely 56,000deficient bridges crossed by 200 million cars, trucks and buses. To put that in a more understandable light if you put end to end those 56,000deficient bridges they would stretch from San Francisco halfway to new york city, almost 2700mile away. As the old saying goes anyone who said you cant fix a problem by throwing money at it is talking about someone elses problem. Reporter this is a problem for all of us. We are still waiting to learn the identity of the driver who was killed after slamming in to the back of a Highway Patrol vehicle yesterday. This happened southbound 280 just about 7 00 last night. Investigators say the chp officer was helping another driver who was stranded in the mud. While they were waiting for a tow truck the driver of that suv came up from behind and slammed into the Highway Patrol vehicle. The chp said weather played a role in the crash and they are urging drivers to slow down in the rain. This was a big knock on the door. A controlled avalanche at Alpine Meadows pushed this mass of snow into a cabin. There has been one death. This report was filed from the Sierra Avalanche Center after a skier was killed last december. This is our week later. We will see where that starts to proper gate. That is just past the area thats flooded in stab jose. Some of the flood stages are around ten to 14 weather. That continues for area around morgan hill. This is starting to get bad to worse. That looks inten right there. Heavy duty concord, pleasant hill. Back toward highway four. Thats another area of concern close up. We have hail reports at pittsburgh. We are getting afternoon heating. Colder air is coming in. This is triggering the thunderstorm activity we talked about. Again rain some to the north. Speaking of a lot of people are wading through the water up toward lake port. A lot of dogs walking through. Get them out of there. Same thing as gasia said. There is a lot of contamination.
