that stands to gain the most money is the muni subway rail project. the transportation budget proposal includes 200 million for this $1.6 billion project. this is said to be completed in 2017. the map of the central subway which will run from jackson to the cal train station, connecting chinatown to the giants ballpark. the proposal also includes money for muni's van ness transit project. it stands to gain $30 billion. it's expected to cost 120 million, which is set to be finished in 2015. the van ness project would add dedicated bus lines to van ness avenue between mission and lombard street. that money would help clear the way for the $2.3 billion bart extension which could begin construction in 2012. on this map, you can see where the extension will go. the bart station in fremont along bay area wide. let's take a look of the rain and wind right now. forcing rain and santa rosa, light rain through the rest of the north bay. let's see what we have. santa rosa sing heavier rain about 1/3 of an inch an hour, wind gusts 30 mi. an hour. but stick a look at when gusts of novato. were also seeing gusty conditions in the south. in oakland 33 mi. an hour wind gusts, in san francisco 35. here's what we will see tonight into tomorrow. at the rain goes out this evening, in the north bay about seven or 8:00. south of the golden gate about 10 or 11:00 tonight. areas of heavy rain lantern to tomorrow morning. we will see embedded thunderstorms as pushes through. will find that out and look of rainfall totals coming up. >>pam: just a moment ago of barge as we mentioned granted to the marina district. kron 4 kate thompson has been on the scene since it happened earlier today and she joins us now with the very latest. >>kate: that barge began to take on water around 730 this morning in a tussle pushed it on to the san or that you can see right behind me what we have learned is there is about a one square foot hole that was in the side of the barge. that has been patched. if that is what caused it to take on water. if there's a number of crews that are out here at this point. we can show you video from earlier in the day of all of the cleanup crews that of been out here. now a huge response to what is turning out to be quite a small bit of fuel. the coast guard telling us this afternoon that they believe it was just about 1 gal. of fuel that was spilled into the water. they have booms out here not just one but two surrounding the entire tugboat and this barge. they also ran about a mile of boom around the marina green. this was as a precaution to make sure that the fuel did not spread. the coast guard said they had seen about a 100 yds sheen in the water they say even a small amount of oil could have caused that sheen. that oil came from the engine room. it was not a leak in the side of the boat. >> and you know full potential of 38 gal. is on board the barge. we believe most of the all the tanks are intact. what was released was residual oils or floated up to the flooding was in the vessel itself. all the oil that was initially removed action spread out and dissipated. nothing was suck up from the water level. we do have a tanker truck out there. that did remove some oil from inside the vessel. oil that have floated up inside the compartments. that oil was taken directly with the tanker truck never took on water >>kate: he could seek cleanup crews are out to circling the barge. they've been laying out more absorbent pad again just as a precaution. i just did seek a large flat breabed truck. they said they did note that the how long because remember this barge is on a sandbar. they have to unload tons of sand off of this barge will flee the barge will float and be able to get it out of here. they're still waiting for approval to be able to do
