The news tonight it is a potential cash cow for state lawmakers. Only on 5, we found how many are using little known accounts to spend money on everything from bubbleheads to warriors tickets. The state lawmakers are tied to some pretty strict spending rules for sure. But theres a way for them to bring in huge amounts of cash with barely any oversight. Kpix 5s melissa caen on what looks like secret slush funds and how some bay area lawmakers are using them. Reporter you may find this hard to believe, but here is how it works. An elected official can set up something called a Ballot Measure Committee and then sit back and let the cash roll in. On the surface, these committees are formed to support or oppose california ballot measures. So we asked, what can politicians do with these funds . They are supposed to be spent on promoting or opposing, um, ballot measures that are either on the ballot or among issues that could be on the ballot. Reporter did you catch that . The ballot measure doesnt even have to be real. It can be an idea for a future measure. California regulations say that the funds can be spent on things related to a state or local measure or potential measure. Thats where it gets murky. We have this committee that can take in an unlimited amount of money and spend it on an idea for a ballot measure. You can probably see where this is going. We found seven bay area politicians who have these accounts. While some of the filings look like normal expenses, others are a little harder to understand. Assemblyman levine spent 274 at bobbleheads. Com, 955 for gift cards from cvs and gave 250 to the tuition magician. Assemblywoman Susan Bonilla spent 1,400 helping another legislator get elected. Assemblyman gray spent thousands on a fundraiser at a spa. And assemblyman bonta has spent nearly 10,000 on Golden State Warriors tickets. Im not even getting into the tens of thousands of dollars spent on dinners and flights and conferences. Heres the thing. Hopefully, if the public wants something, um, the legislature does it other the public does it themselves through or the public does it themselves through the initiative process. Now, we reached out to the Assembly Members whose expenses we listed here and the only one who responded was levine who says his expenses are compliant with california regulations. By the way, the Fair Political Practices Commission has a staff of just 80 people to monitor the billions of dollars that flow through california politics. A Livermore Police officer is losing his job in a sex scandal. He quit today after an investigation found he is among the bay area officers involved. The department is not releasing his name citing privacy laws. The scandal revolves around a 19yearold woman who goes by the name of celeste guap. She says that she has had sex with more than a dozen officers. In oakland, mayor schaaf says she is firing four cops but kpix 5s da lin learned all but one of them have already left. Reporter mayor schaaf has gone through more Police Chiefs than fired officers over the sex scandal. At last nights press conference she announced she is terminating four officers when in fact she is only firing one. Police sources tell me out of the four officers the mayor counted two actually resigned a few months ago and one sergeant who was linked to the scandal retired last december. I met up with the mayor today. She says a state law prevents her from sharing information about those officers but that they will never work as police again. That goes on their permanent personnel record. That record will always be checked should that individual seek a Law Enforcement job. Reporter as for the suspensions of 7 other officers caught in the scandal, some will be suspended for another more than a couple of weeks without pay. I understand those officers intend to appeal. If people find out that the suspensions are shorter than they expect, i do think they will be upset. However, we have not yet been given the information. Reporter mayor libby schaaf made the announcement right before the Alameda County District Attorney prepares to announce her own findings. Sources say its unlikely the d. A. Will charge any of the officers with statutory rape. The victim says several opd officers had sex with her when she was a minor but sources say the d. A. s investigators dont have enough evidence to prove it. And they say celeste hasnt always been truthful. Right now she is locked up at a florida jail after police say she attacked a Security Guard at her rehab facility. Florida prosecutors will decide tomorrow whether or not to file charges in the meantime mayor schaaf says her office has not reached out to guap about the firing and suspensions. This event has been put on the by the Alameda County sheriffs office. They are currently prepare for an intensive 48hour training event and they actually have it all mapped out. Over here in pleasanton we can see they are going to be training for a high angle medical rescue. All of these just to give you an idea of whats going to be happening. This is the events 10th anniversary and second year at the Alameda County fairgrounds. Law enforcement agencies throughout the country and from mexico and taiwan will be attending. The event also includes a vendor show where distributors show off the latest policing technology. The unique event will also draw a large number of protestors who protest against what they call police militarization. In years past it was hosted in oakland until a coalition of protestors put pressure on the cities to move t it. This year they promise to be back and the alameda sheriffs conference says they have the right to show up but stress how important this training is. The more you study, the more you train, the more you practice, the more efficient you get. And so in our job we have to get it right every time and we cant fail because when we fail people die. If they actually cared about training for Emergency Response an Disaster Preparedness we would not be relying on militarized vendors, on practices tactics and technology that only increases the power of policing. Reporter protestors say instead, Law Enforcement agencies should focus on Community Based responses to situations. The stop urban shield coalition, that includes the critical resistance group, says they are mobilizing thousands to come out tomorrow when the training starts. Wells fargo bank fired thousands of its employees who illegally enrolled customers in accounts that they didnt want or need. The bank today reached a deal with regulators intended to address years of banking abuses. Our consumerwatch reporter julie watts has more. Reporter wells fargo customers will soon be getting notices from their bank advising them to review their accounts to see if any were created in the last five years without their consent. Those are just one of the terms of the deal reached today between the bank and federal regulators and los angeles. Two years ago los angeles filed suit against wells fargo after an l. A. Times investigation found that Bank Employees illegally opened millions of accounts and credit cards for customers without their approval. They opened the accounts so the bank could meet sales goals and generate fees for the bank. Consumers be have to be able to trust their bank. Consumers should never be taken advantage of by their bank. Reporter wells has agreed to pay 190 million in fines and restitution and promised to fire more than 5300 employees who played a role in opening the accounts. Now, the bank says it reached the agreement, quote, in the interests of putting this matter behind us. It also says, we regret and take full responsibility for any instances where customers may have received a product they didnt request. Now, the deal also requires wells to refund customers any fees associated with Bank Products they didnt want something the bank says its already doing. They are retraining employees and changing employee Performance Measures so they are more closely tied to us customer satisfaction. Bullets flying. Michael lewis shot new details on a man behind a string of car shootings in the south bay. Police say Michael Lewis shot at several drivers on blossom hill road in san jose. Len ramirez shows us how an unexpected twist helped police make that arrest. Reporter San Jose Police say this is the man Michael Lewis who terrorized a south san jose neighborhood over the summer by shooting at random passing cars on blossom hill road. So far, police have tied lewis to four of the ten shootings. We obtained information that led us to believe that this black Dodge Charger was possibly associated. Black Dodge Charger matches the description of the 246s that have been occurring on blossom hill road. Reporter lewis was arrested in midaugust for weapons and drug charges and for evading arrest after a Patrol Officer noticed his car which matched the description of a vehicle used in the shootings beginning last may. Looks like he is losing control spinning out here on bascom approaching camden. Reporter police say a search of his home turned up a handgun which was sent it the crime lab. The crime lab was able to eventually connect the handgun to bullets and casings that were recovered as evidence from four of the previous shootings. Reporter lewis was arraigned on the earlier charges today but he will be back in Court Tomorrow to answer charges of attempted murder. It started yesterday afternoon near stony point and sebastopol roads. Police say a driver cut someone off. The man got out of the other car and threatened the woman with a gun. She got away and called police. They tracked down the suspects car, found this loaded gun and a bag of marijuana. Both the driver and passenger were booked on several charges. Other bay area headlines right now, an overnight standoff tied up traffic on the bay bridge for hours last night. It started with a man jumping toward cars and putting traffic cones in lanes. He climbed a railing and camped out on the structure of the bridge and then he didnt surrender until about 5 30 a. M. Muni is having some trouble finding enough people to run the historic street cars along Market Street and the embarcadero. So lately, buses have been used on the e and f lines. Muni requires more training for the streetcars and transit Officials Say staffing the muni metro light rail is a higher priority. An Unusual Group of part riders this morning. The mayors of the bay areas three biggest cities were spotted riding a train together in downtown oakland. In the room were the Board Members of the union known as the santa clara Police Officers association, also in attendance richard conda head of the Asian Law Alliance and reverend jeff moore the president of the san jose chapter of the National Basketball association naacp to talk about the letter sent to the 49ers over Colin Kaepernicks postgame comments about Police Violence calling the words insulting. The letter called the pig socks he wore at practice two weeks ago derogatory and it said if the 49ers organization fails to take action to stop this type of inappropriate workplace behavior, it could result in Police Officers choosing not to work at your facilities. Two of them left the meeting after nearly two hours. They all agreed they want to speak to kaepernick directly. We want him to take a ride with the Santa Clara Police department. We want him to understand not all police are as bad as some Police Departments are. Police say that he tried to enter a room at another hotel across the street where a 70 yearold man was staying when the mans son came to his defense, police say miller beat them both with a cane.
