The state lawmakers are tied to some pretty strict spending rules for sure. But theres a way for them to bring in huge amounts of cash with barely any oversight. Kpix 5s melissa caen on what looks like secret slush funds and how some bay area lawmakers are using them. Reporter you may find this hard to believe, but here is how it works. An elected official can set up something called a Ballot Measure Committee and then sit back and let the cash roll in. On the surface, these committees are formed to support or oppose california ballot measures. So we asked, what can politicians do with these funds . They are supposed to be spent on promoting or opposing, um, ballot measures that are either on the ballot or among issues that could be on the ballot. Reporter did you catch that . The ballot measure doesnt even have to be real. It can be an idea for a future measure. California regulations say that the funds can be spent on things related to a state or local measure or potential measure. Thats where it gets murky. We have this committee that can take in an unlimited amount of money and spend it on an idea for a ballot measure. You can probably see where this is going. We found seven bay area politicians who have these accounts. While some of the filings look like normal expenses, others are a little harder to understand. Assemblyman levine spent 274 at bobbleheads. Com, 955 for gift cards from cvs and gave 250 to the tuition magician. Assemblywoman Susan Bonilla spent 1,400 helping another legislator get elected. Assemblyman gray spent thousands on a fundraiser at a spa. And assemblyman bonta has spent nearly 10,000 on Golden State Warriors tickets. Im not even getting into the tens of thousands of dollars spent on dinners and flights and conferences. Heres the thing. Hopefully, if the public wants something, um, the legislature does it other the public does it themselves through or the public does it themselves through the initiative process. A Livermore Police officer is losing his job in a sex scandal. He quit today after an investigation found he is among the bay area officers involved. The department is not releasing his name citing privacy laws. The scandal revolves around a 19yearold woman who goes by the name of celeste guap. She says that she has had sex with more than a dozen officers. In oakland, mayor schaaf says she is firing four cops but kpix 5s da lin learned all but one of them have already left. Reporter mayor schaaf has gone through more Police Chiefs than fired officers over the sex scandal. At last nights press conference she announced she is terminating four officers when in fact she is only firing one. Police sources tell me out of the four officers the mayor counted two actually resigned a few months ago and one sergeant who was linked to the scandal retired last december. I met up with the mayor today. She says a state law prevents her from sharing information about those officers but that they will never work as police again. That goes on their permanent personnel record. That record will always be checked should that individual seek a Law Enforcement job. Reporter as for the suspensions of 7 other officers caught in the scandal, some will be suspended for another more than a couple of weeks without pay. I understand those officers intend to appeal. If people find out that the suspensions are shorter than they expect, i do think they will be upset. However, we have not yet been given the information. Reporter mayor libby schaaf made the announcement right before the Alameda CountyDistrict Attorney prepares to announce her own findings. Sources say its unlikely the d. A. Will charge any of the officers with statutory rape. The victim says several opd officers had sex with her when she was a minor but sources say the d. Wells fargo bank fired thousands of its employees who illegally enrolled customers in accounts that they didnt want or need. The bank today reached a deal with regulators intended to address years of banking abuses. Our consumerwatch reporter julie watts has more. Reporter wells fargo customers will soon be getting notices from their bank advising them to review their accounts to see if any were created in the last five years without their consent. Those are just one of the terms of the deal reached today between the bank and federal regulators and los angeles. Two years ago los angeles filed suit against wells fargo after an l. A. Times investigation found that Bank Employees illegally opened millions of accounts and credit cards for customers without their approval. They opened the accounts so the bank could meet sales goals and generate fees for the bank. Consumers be have to be able to trust their bank. Reporter San Jose Police say this is the man Michael Lewis who terrorized a south san jose neighborhood over the summer by shooting at random passing cars on blossom hill road.
