You are watching today in the bay. Welcome back. While californians attempt to make sense of the president ial campaign, we also will need to decide many other races, including ballot issues. This november, the voters will face at least 17 state propositions, thats the largest number since 2000. Larry joins us this morning. Thank you for clarifying these overwhelming issues. Why are these 17 so important . You need a score card. Yeah. You need a score card. Almost all the state wide ballot prepizati propositions where people and groups go to gather enough signatures to place issues before the voters. Many are very contentious questions. So hot that the legislature wont deal with them, frankly. This time experts estimate that supports and opponents will spend between 500 and 600 million trying to convince the voters to pass or defeat these proposals. A lot at stake. Of course, it depends on the voter, the person. But to you, which stand out as the most significant . Most of these are hot potatoes. We can divide them into three types, social, tax and lets call them government reform issues. Okay. Lets start, lets talk about some of the tax issues. That matters to a lot us. Its often more than our hearts. There are two major tax propos l proposals. Proposition 55 would continue for 12 years the income tax sir charges with annual income s exceeding 250,000. It was passed in 2012 and expiring 2018. The you are new version would st of the money on public education. The other major tax preposition deals with tobacco. That would add 2 per pack to the states tobacco tax. With the funds earmarked for Tobacco Research and law enforcement. 2 a pack, guess what, california currently ranks 35th of the 50 states in the tax. What about social issues represented in november . We talk about those a lot at the water cooler. These are the things that really divide people. Or dont talk about. Or dont talk about, yeah. We have several. Here is what i would call the big three. Marijuana legalization. Its the subject of proposition 64 which would allow use by anyone over 21 years of age and taxed for purchases at 15 . If this sounds familiar, guess what, its because a similar ballot proposition was narrowly defeated in 2010. Proposition 63, that focuses on firearms and ammunition. It would prohibit large capacity ammunition magazines and tighten gun purchase requirements. Two weeks ago Governor Brown signed six gun control bills. The sponsors of this proposal say, this the new laws dont go far enough. These laws go farther. The Death Penalty, of course, has drawn two initiatives. Thats the third major area. Proposition 62 would replace the Death Penalty with mandatory life in prison. On the other side, proposition 66 would speed up the time line for imposing the Death Penalty when it has been ordered by a judge or a jury. What happens if both pass . Sounds confusing. Sounds like an oxymoron, like they would cancel each other out. Whichever proposition gets the most votes, thats the one that carries. The other one does not. Thats interesting to note. Before we let you go, there are some issues that would reform the government. Yeah. Government reform issues. One is an old topic. One is a new topic. Remember the plastic bag bantha we were talking about . Well, it was never implemented. Why . Because opponents collected enough signatures to put the ban before the voters. That process is called a referendum. Its the only one on the ballot which tries to undo a law. It will be the subject of proposition 67. Finally, theres a proposition on the on legislative transparency. Thats proposition 54. It would require the legislature to make public any proposed legislation at least 72 hours before a vote. Thats probably a no propositiok that sails through. That it doesnt exist is a head scratcher. Another story. Another time. Here you have it. As we head into the afternoon, temperatures will come up a little bit from where they were yesterday. 69 for San Francisco. It will be breezy this afternoon there. 74 for the peninsula. 84 for the south bay. 85 for the trivalley. Temperatures heat up into the mid 80s for the inland valleys today. As we head toward this week, the marine air that we have been dealing with, its going to be pushed to sea along with the fog. High pressure takes control and thats going to leave things very warm as we head towards the middle part of the week. High pressure slides in by wednesday. That will drive winds offshore and will bring 90s into the bay area. We have red flag fire warnings for parts of nevada, towards denver, the four corners, towards Southern California as well. That means that conditions are ripe for fires. You want to make sure we continue to do our part to keep the bay area safe and keep the rest of the state dry as well. We have temperatures that are going to be rivaling 100 degrees as we head toward the middle part of the week for the central valley. We get a taste of the heat as we head toward the middle part of the week. Wednesday, thats what it will feel uncomfortable. 70s around the inner bay and 80. Dublin will get up to 89. Triple digits for Southern California, near palm springs and las vegas. Here at home for today, a comfortable day as expected. Were not talking about the oppressive heat yet. 83 for san jose. 81 today for santa cruz. Still some 60s from Half Moon Bay towards San Francisco and that will be our coolest spot along the coastline. The heat does build as we head towards the week ahead. Were talking 90s by wednesday. In the meantime, we will see a gradual steady climb until then. Wednesday, thursday, friday, temperatures will be their warmest across the south bay and san jose tomorrow, close to 90. Eventually will be there by wednesday, thursday and friday next week and it does look like temperatures cool after a little bit but get out told. Its not going to be that bad.
