Public works spent the day trying to find out what homes were structurally sound. Barbara stone was told mud was coming into her neighbors backyard. She found out she was next. While crime scene investigators collected evidence this afternoon, neighbors say even seemingly innocent details they recall now become suspicious. About two or three weeks ago, the carport was enclosed with a tarp. Reporter behind the tarp in the backyard is where police say they found a dismembered body yesterday and arrested the man living here. 50yearold david stubblefield, on suspicion of murder. Its scary. This is the first time crime has ever been done in this area. Very, very peaceful. Reporter police came here yesterday asking about a missing person who neighbors describe as a man about 70 years old named ben. Jose aguirre says ben lives up the block, across from him. And immediately recognized stubblefields mug shot. Did you ever see this man across the street talking with ben. Mr. David stubblefield . Yes, sir. Reporter aguirre says stubblefield told him he was helping ben. He told me that he was taking care of bens business because ben was at santa cruz taking care of a sick friend. Reporter but ben hasnt been seen since. At this time the human remains cannot be identified. Positive identification of the remains will be made by the coron coroners office. Reporter but police have added more to stubblefields charges, robbery, burglary, possession and use of tear gas, and a felon in possession of a firearm. And we could see a chance of Thunder Showers as this next storm sweeps through the bay area. How strong the winds will get and how much rain we are expecting when we come back. It is a race against time to keep fuel from oil from polluting San Francisco bay. You are looking at video from nbc bay areas sky ranger of the coast guard working to contain whats leaking outs of a capsized barge. Nbc bay areas Christie Smith is live on yorba island. This barge rolled over in last nights storm . Reporter thats what we are hearing. The coast guard is keeping an eye on where the oil sheen is going. They were behind us and then they moved off in this direction. They have put down boons they are trying to plug vents, they are saying the weather could slow their operation. The coast guard released pictures of the 112foot freight barge vengeance after it capsized before it went under in the bay bridge. We dont know the reasons it sank. Our initial report was because of the weather. Reporter they say it was moored at the location. No one on board but they noticed a sheen on the water and prepared for potential release of up to 4,000 gallons of diesel fuel. Thats why we have placed boom around the vessel. We have a contractor thats been hired by the responsible party thats going to be coming in and doing an assess men by diving on the vessel and looking at the options for recovering that vessel. Reporter a Salvage Company is doing a dive assessment and california is calling in department of fish and Wildlife Office of spill prevention. The barge is part of our maintenance and Engineering Contract to make that transway two doesnt get corroded. Reporter bart shows this picture of the barge with a crane on it before it sank. Afterwards they sent a crew to examine the barge. Nothing concerned us. Reporter they also found it is in a stable location away from the tube. Right now there is no reason to believe its drifting toward the tube. The coast guard feels it is secure in place and about 1,000 feet away are tube. Thats plenty distanceness. Reporter the coast guard says the Owner Operator of the barge is cooperating with this operation. They are a contractor for bart. Bart is reminding that the tube itself is buried 25 to 30 feet below the bay floor. We asked the coast guard how long this operation might take. They say at this point they just dont know. Many communities around the bay area, especially this the santa cruz mountains, are on alert. Lets bring in damion thieulio who joins us from past los gatos. How bad is it. What can you see. Reporter a lot of nerves up here in the higher elevation. No major damage up here in the mountains from the overnight storm. The water is rushing in the area near last years summit fire. Parts the hillsides have washed away with the series of rains this season. This is the area that was put on alert by Santa Clara County overnight. But there are no major damages to report. In Scotts Valley pge set up a base camp. This is where they monitor the twinds and the rains and dispatch crews to affected areas. The utility brought in crews from the Central Valley to help with the repairs. Pge used satellite to communicate with crews in remote areas. And they monitor the storm from inside their mobile command unit. We have prepared for this storm. We are dispatching crews from less impacted areas to areas where we need the most help. Im concerned about those, too. Those are like 150 feet. Reporter David Navarro says he woke up to sparking power lines after a small tree came crashing down. Now he worries about the bigger trees that have roots exposed. Most of the trees are just about falling. Reporter david says he has been calling the county for weeks hoping someone will remove the danger above his home. Pge restored his power but couldnt restore davids sense of security fearing the next storm could topple the big tree. Reporter scary . What pge did is they sent all the crews that were stationed here down to the valley floor in places like cupertino and los altos to help with reappears there. In terms of wind speed, timing is identical to last night. From 8 00 tonight to midnight we will see another burst of heavierier winds, 30 to 45 Miles Per Hour ghosts for the hills of the south bay and east bay. Wind speeds drop back down in the morning. Rainfall totals probably a third of what they were last night. Maybe still as much as an inch or two in the hills of the north bay.
