Experts say the best advice to keep from contracting the virus is always to shower immediately after a match or practice, never share soap with other athletes. Clean all practice and competition gear daily. The zika virus is now here in the bay area. Less than two hours ago, napa county issued new details on the first confirmed case. The virus is most commonly transmitted through mosquitoes and hit epidemic levels in central and south america. The case in napa involves a prnant woman who recently came back from central america. Thats where she believes to have contracted the virus. Health official say shes no longer showing the feverish symptoms associated with zika and they dont think anyone should worry about this virus spreading. At this point, there is no evidence of local transmission of zika virus in california or in the bay area. Including this case, there are at least seven total cases of the zika virus in california and at least ten cases involving pregnant women nationwide. It is coming back. So the way we see it now with the current futurecast well begin to see rainfall chances increase at 11 30 throughout santa rosa, point reyes, close to nap that south into the early overnight hours. The torso found near the dumbarton bridge in fremont is that of a missing brisbane woman. Authorities say they were able to make a positive identification of Shelly Titchener after hikers found more remains sunday in the same area. Thats one week after fishermen found the torso. Police say they now have enough evidence to call shellys husband the primary suspect. Paul titchener killed himself by jumping off the bay bridge two days after shellys remains were found. Investigators are now on take search warrants for the couples computers, mobile devices, credit cards and banking records. Officials are also trying to determine when shelly was last seen alive. Bart police say an alert station agent helped them nab two suspects in a series of bizarre thefts. Two men seen in these photos have been arrested for allegedly stealing catalytic converters. Police say yesterday morning a station agent noticed add man acting suspiciously at the union city bart station. The man seemed to be removing something from underneath a parked car in the stations parking lot. Police say as the man drove away, the agency was watching. The station agent was able to provide a description of the vehicle and the suspects for responding officers. He was also able to provide the license plate of the suspect vehicle. Police tracked down the car. Three catalytic converters were found inside. The driver and the passenger were both arrested. The migration is intensifying from detroit to the Silicon Valley. Powerful testimony today by a jail inmate accusing three Santa Clara County jail deputies of assaulting him. That alleged attack on juan villa took place on the same night another inmate was found beaten and dead outside his cell. Robert handa joins us with compelling testimony. There could be an issue here. That testimony by this inmate could be thrown out. Reporter well, thats right, jessica. It was powerful testimony, but as we reported earlier, juan villa does have Mental Health issues that could make a difference in whether his incriminating testimony will ever be allowed. Inmate juan villa described the brutal beating allegedly at hands of the three accused jail deputies sitting in court. Jerry lubren, Matthew Farris and rafael rodriguez. Villas attorney pointed out villa identified each deputy and what they allegedly did to them despite suffering Mental Health issues. One officer hit him in the mouth. Officer rodriguez hit him in the head. Officer farris got him in a head lock. Then the officers pummelled him. Reporter she emphasized villa testified he kept apologizing during the attack. It got across that he was completely submissive and come pliant with the officers. Reporter villas sister was shaken. But he said in the courtroom it was horrible everything. Reporter but Defense Attorneys questioned villas ability to appreciate the duty to tell the truth and raised other concerns, including villas claim of hearing voices in his head. One of michael tyrees sisters attending with husband and baby said shes upset the mentally ill such as her brother are as she put it not treated like real people. You know, he was a person. A mascot controversy at an East Bay High School. The principal of san lorenzo high is asking the school board to remove the cartoon mascot known as the rebel guy. Many believe the confederate inspired image is dated and offensive. Nbc bay areas Michelle Roberts is at San Lorenzo High School this evening. Michelle is there any push back from students who want to keep this mascot . Reporter absolutely. There are a lot of students who would like to keep it saying its tradition. Meanwhile you can see it in many spots in the front of the building. The principal says its worth the money to take it down if it means all students will feel included. Its been offensive for a long time. Reporter San Lorenzo High School principal toby scruggs wants the class of 2016 to be the start of a new era with a new mascot. You cannot put a cost on the Emotional Wellness of your students and your community. Reporter she calls herself a proud rebel. But now shes fighting for a new image to replace the rebel guy mascot. And today shes speaking out against some critics of the proposed change. People feel like they can be hate monk mongers through social media. Reporter last night she presented this video to the school board. In it she details the history of the mascot which was changed back in the 90s from colonel rebel with a Confederate Flag to the rebel guy. It still bears the implication of the fact of its hurtful historical origin. Reporter many students agree calling the rebel with the handle bar mustache offensive and distracting. Seeing that every day, knowing that it means this. Its not really okay. It represents something bad. And we just need some change. Reporter on the flip side, some students say the rebel guy is a tray digs associated with school pride. We kind of like that guy. Some of us dont want it to change. Reporter the school board will make the final decision. But principal scruggs is hoping the debate on campus has been an opportunity for students to learn about tolerance and acceptance. This would definitely be a victory and money wellspent and the right direction to celebrate inclusion intstead of exclusion reporter if the school board votes to get rid of the rebel guy the principal would like students to vote and create a new mascot. As many of you know who watch me every night when that coal front gets closer thats where we have the best chance of rainfall occurring. Were still about five hours away from some of the rainfall starting to enter the north bay. Nonetheless some changes have been pretty rapid again with the clouds and also some spotty drizzle happening across San Francisco. So specifically for tomorrow mornings forecast well begin with that chance of rain in the north bay. San francisco back toward the peninsula and the south bay. Temperatures starting off in the low 50s. For tomorrow well keep that chance of rain, scattered rain. Notice how the temperatures drop. 66 in the south bay. Trivalley at 64. San francisco expecting 62. North bay at 63. We think at this point about. 25 inch as we head through thursday. I really want to hit right now the larger point. Why is this rainfall finally deciding to return after such a dry february . Theres one key component thats linked to el nino. Its this Southern Branch of the jet stream, the subtropical moisture also known as an Atmospheric River. It looks like over the next couple of days its going to be aimed right here at central and southern california. So as these storm system move closer its going to interact with that Atmospheric River and help to boost our rainfall potential. Not only increasing the rainfall chances here across the bay area, that Atmospheric River will do, but also the sierra snow. If everything happens as we expect it, check out the potential tenday estimate of snowfall. It may hit 2 to 3 feet across the Higher Elevations. That is fantastic news for the drought. Simple answer. Its all about money. U. C. Berkeley is facing a major budget deficit. Many cal students and alumni not happy about it. New debt threatens old establishments. A few weeks ago, cal announced it was 150 million in the red. Now there are talks of closing down the nearly 150yearold college of chemistry to help balance the books. Chemists from around the world fly to berkeley. Its the best in the world. And it doesnt make any sense to me why they would want to get rid of the history behind that. Seven of u. C. Berkeleys 22 nobel Prize Winners are in chemistry. Senior Jonathan Melville has now started an online petition to save the department. He believes folding it into the college of letters and science and college of engineering will make chemistry students feel like just another number on a big campus. The college of chemistry is really unique. Its almost like being in a private college in the middle of u. C. Berkeley. We have our own advising. We have our own faculty. Many of these attributes that he points to in his petition, theyre the very ones we want to hold onto and secure. Reporter cal Spokesman Says the university understands the resentments but says combining colleges could save millions of dollars in administration costs. Were not getting out of the business of conducting worldclass research in chemistry or providing a worldclass education in chemistry. Were not looking at what we do were looking at how we do it. Cal says it has the only college of chemistry in the country. But with the budget deficit this big, they have to review every department. Right now were entering a phase of this whole planning process where were going to be working very closely with our faculty, with our students, with our staff. Nobodys been given a specific heads up. That online petition we were talk about has topped 4,000 signatures. It will soon be presented to the chancellor. The University Says they expect to implement some of the cost cutting measures starting at the end of this school year. Its in front of the Lgbtq Community center. The first one to create a permanent rainbow sidewalk is believed to be West Hollywood back in 2012. How were you treated . Like an animal. A bay area teen says she was forced into dreadful Living Conditions at fa sill tis that are supposed to protect kids. Coming up our investigation into why abused and neglected children are being victimized all over again. Right now at 6 30, they are children seeking help. But we discovered theyre being victimized all over again in governmentfunded homes. Were talk about children already victims of abuse and neglect placed in staterun homes, victimized again by the people charged with protecting them. Investigative reporter has spent the last three months looking into the issue. He joins us now. What is the state doing about it . Reporter raj and jess, the state is in the process of trying to overhaul californias Child Welfare system. But that will take years. In the meantime we found examples of children suffering from physical abuse, sexual abuse, even the lack of food. Tonight we investigate why more isnt being done to keep them safe. For most of her life, 16yearold mariah was raised by strangers. How were you treated . Like an animal, basically. Reporter she and her sisters were placed with separate foster families after their father was sent to prison for murder. But mariah was later relocated to a group home, a sort of modernday orphanage funded by the government to care for kids and teens who have been pulled from their families because of abuse or neglect. Mariah says over the years she was shuffled to at least six Different Group homes. There was always a lot more accountability in foster homes. You had more of a family structure. Whereas in group homes its just its kind of like a warehouse for children. Did the staff there ever get physical with you . Yes. Did it ever leave a mark . Were your injured . Ive had twisted ankles, bruises all over, scratches all the time. Reporter at one group home, mariah says she was given daily doses of psychotropic drugs to unnecessarily subdue her. We confirmed that once mariah was transferred to another group home, the staff there took her completely off the meds, saying she didnt need it. How did the medications make you feel . Tired all the time. How else did it change your personality . It basically took it away. Reporter there are 166 group homes across the bay area that can house anywhere from four to over 100 children. We discovered that over the past five years there have been 815 violations at Bay Area Group homes that posed an immediate risk to children. According to data we obtained from the California Department of social services. To find out what those kids and teens had to endure, we obtained hundreds of pages of inspection reports from the state. What we discovered were serious and disturbing allegations. The government inspectors determined were true. Reporter the group home employee sexually abused a child. Staff did drugs with a child. An employee brought a loaded gun into a group home. And there were several violations over a lack of food for children. At one group home, staff admitted to locking away food as a discipline method. Investigators also found cases of delayed medical treatment. In one example, staff failed to provide medical attention to a child after a seizure. At the same group home, a child was injured, resulting in two broken bones. But the facility did not report the injury. That home was also cited for using behavior modifying drugs as punishment. After acting out, one child was given benadryl on at least 30 documented occasions, which can cause drowsiness. The state even found a group home employee physically abusing a child and using an unnamed object like a whip. And all of these group homes are still open. Is the system failing children right now . Yes. Yes. Thats the point. Reporter we showed our findings to california Assemblyman Mark Stone of monterey, whos fighting for a complete overhaul of the states Child Welfare system. When you look at all of the negative outcomes for the foster care population, the lack of the number of kids going into higher education, just the absolute lack of success, thats the danger that the system puts the kids into. Reporter stone recently got legislation passed to eliminate group homes in california by 2021. Theyd be replaced with shortterm residential fa sill tis which would provide housing and medical services to the most at risk children in hopes they could be transferred to foster homes after about six months. If theres severe trauma issue theyll go into shortterm treatment center. Reporter there are about 3700 children in group homes across california. Most are between the ages of 6 and 17, and many are there because there just arent enough foster families willing to take them in. So to close down all the group homes, counties across the state would need to recruit more foster families than they ever have and do a better job of finding family members of those children who are willing to raise them. If theres not enough foster families, we may need to have some group homes. But i tell you, i will be one of them hoping that the department of social services will look at that very skeptically. Reporter the state department of social services is in charge of licensing and inspecting homes. The Agency Spokesperson Michael Weston told us he would be the only person available. We have quality providers out there. When they care for children in the structure we have, those childrens needs can be met. But if you have some group homes that are abusing children, that arent giving them enough food, arent kids being put in danger . In those cases the department has the tools to deal with that. Reporter weston said that can include meeting with the group home to discuss improvements, putting them on probation or even shutting them down. Weston defended that process repeatedly. And the department has a process. Theres a process for dealing with that. Its an administrative process that does take time but it is effective. But if these kids are getting hurt in the meantime, can you honestly say thats happening fast enough . Well, the department has a process for dealing with that. Reporter weston eventually admitted that process isnt quick. Its a very long process. In order to investigate and close a facility from start to finish. Reporter mariah is now out of the group home system and living west her mom. Shes also working at a Nonprofit Group thats been advocating for Child Welfare reform for the past two decades. Mariah says if changing the system will take years, the state needs to do more to ensure children like her are protected in the meantime. Is there enough accountability right now for group homes . No. And i dont think there ever will be. Reporter we discovered the state doesnt shut down group homes very often. Last year, six were closed. But the state says it can always force Group Home Staff to be removed if they pose a danger. Right now you can log onto nbcbayarea. Com to see violation totals for every group home in our area.
