And tonight police say they have his suspected attacker in custody. Officers arrested 35yearold Arthur Lee Jones of fairfield last night. Investigators say the security video that captured the attack led to the arrest. Sfpd officers saw the video yesterday afternoon, and later last night officers out on patrol recognized jones at geary and larkin. Thats the same intersection where the attack happened. Officer Carlos Manfredi knows the victim from walking that beat. He says the homeless are a vulnerable population and the department is relieved to have a suspect in custody. Regardless of whether or not someone is homeless you know everyone has a right to feel safe. And especially in San Francisco. Today one of the largest water users in the state announced a new plan to drastically cut its usage. Well its supposed to be a very quick sentencing hearing for a former Santa Clara County supervisor George Shirakawa turned into a bizarre battle in court today. At one point even the judge was yelling and threatened the prosecutor with contempt of court. The argument was over the punishment shirakawa should receive for his crimes. Nbc bay areas Kimberly Tere is live at the hall of justice with more on todays court proceedings. Kimberly, it got heated at times. Reporter it certainly did. Attorneys on both sides say they were mischaracterized in court today, and the judge denied their requests to clarify the record saying he is treating this case and this sentencing like he would any other. Before sentencing former Santa Clara County supervisor George Shirakawa appealed for leniency. The 53yearold admitted he failed to protect and serve those who elected him by sending out fraudulent flyers in the 2010 city council election. But during the hearing, an argument erupted between attorneys and the judge over how the sentencing was being handled. It got so heated at one point the judge threatened to hold the prosecutor in contempt. This was a very serious case. It had it affected the democratic process. And thats why the District Attorneys Office treated this case so seriously. And thats why were disappointed that our attorney was not even afforded the right to make some clarifying statements. Reporter it was expected that shirakawa would be sentenced to community service, but the District Attorneys Office believes the former supervisor should have to divulge more about his crimes in order to avoid jail time. The judge disagreed, saying shirakawa should be treated like anybody else. And no one gets a jail sentence for this kind of offense. In the end, shirakawa was sentenced to 45 days of community service. Do you feel like you were treated fairly . Yes, i was. The District Attorneys Office is disappointed with the results in this case. But we have to we have to accept the outcomes from the process. We have to respect that even when we disagree with it. Reporter the assistant District Attorney says he plans to file a written statement to the court to clarify some of the statements made in court today by the judge. Live in san jose Kimberly Tere nbc bay area news. Kimberly thank you. An abrupt end to a high profile trial. A settlement has been reached in the civil lawsuits filed by the parents of audrey potts. Audrey pott committed suicide in 2012. Her death was tied to the a sexual assault, teenaged drinking, and social media. This week her parents sued two of her Saratoga High School classmates. The boys have already been punished in the Juvenile Court system for sexually assaulting her and taking photos while she was unconscious at a party. As part of the settlement today, the boys apologized in court, not only for what they did to audrey but for initially denying it. They also agreed to give presentations about what happened and appear in a documentary sponsored by the audrey pott foundation. Potts parents say most of the boys payment of 950,000 will fund that foundation. Well stealing copper is a common and lucrative crime. But today caltrans showed how its fighting back. Caltrans releasing this video showing a new tamperproof block that is engineered to protect access to its copper wiring. It also says its going to work with copper recyclers so they can recognize state property when its stolen. Caltrans is also working with police on sting operations. A copper theft cost caltrans more than 7 million a year. The thefts can also be dangerous to the public since they often disable Traffic Signals and street lighting. Muni makeover. The Transit Agency is getting revamped. One of the biggest changes for the service is more drivers. This means Faster Service and shorter wait times. Bus shelters are being improved there is a new muni map and easier to read bus signs. Those will be installed. Muni is renaming routes to clarify where the bus lines run. All these changes start april 25th. Expect to see more bikes on bay area streets in the near future. The metropolitan Transportation Commission is now considering a proposal to expand the by area bike share initiative. Motive international runs the program and says it can provide 6300 additional bikes by 2017. The proposal would also expand the program the city into oakland, berkeley, and emeryville. A second officer announced he would be stepping down today according to his attorney. The police chief says he expects more may do the same. The recommendation today that several officers be let go, including a captain. It just makes me sick to even talk about it. Reporter San Francisco police chief greg suhr said he is now recommending several officers be fired over accusations they exchanged racist and homophobic texts. There were eight standing officers who engaged in such repulsive conversations via text message that i have suspended them, and they have been referred to the Police Commission with a recommendation of only termination. Reporter one officer has already resigned. Another resigned today. Two more were reassigned and sent to the Police Commission for discipline. Four others face lesser punishment. The offensive Text Messages were first discovered on the phone of former Police Sergeant ian furminger, who had been convicted on federal corruption charges. The District Attorney and i have agreed to go back ten years. So we expect that there will be about a thousand cases well have to bring back to court. Any time a Police Officer testifies, their credibility is at issue. Reporter the police chief says he understands his department will need to work to rebuild public trust. He was found shot in the chest on jefferson street near mission boulevard around 9 45 last night. Emergency crews tried to save him, but he died at the scene. California must foot the bill for a Prison Inmates gender reassignment surgery. Thats the landmark Ruling Issued by a San Francisco judge today. The judge determined denying the surgery would violate an inmates rights. A case was brought on behalf of a transsexual inmate serving a sentence of 17 years to life for seconddegree murder. The Corrections Department says the ruling could have huge financial implications noting the medical care alone could cost 100,000, not including the surgery itself. Everything is more expensive in the prison system because as we provide medical services to our inmates, when theyre in the community, they have to be under 24hour guarding and transportation by a correctional officers.
