We begin with a developing story out of ecuador tonight. The countrys president now says more than 270 people have been killed in yesterdays 7. 8 magnitude earthquake. And the number is expected to grow in the coming days. Here is where the earthquakes epicenter was. Its more than 100 miles from the Nations Capital city of quito. The damage is widespread. And the focus right now is find survivors such as this woman. Pulled from the rubble of a collapsed building. She was simply shopping in a store when the roof fell on top of her. Also earlier today a scene of hope as firefighters rescue this 7yearold girl. She was found inside of a hotel. Now in the coastal town of la esmeralda, 90 of the homes there are either damaged or completely destroyed. It is not too far from where the quake was centered. Nearby there are buckled roads and impassible highways. A vallejo man is stuck in the quake zone in ecuador. Now trying to find his way home, that as we learn a group of local students was also there when the quake struck. Nbc bay areas Marianne Favro is here with their stories of survival. Marianne . Reporter bill freeman was vacationing in an area south of the epicenter of the quake, a trip that changed dramatically during dinner at a restaurant last night. It started, and then there was a big boom. And then the lights went out. And everybody ran out of the restaurant. People rung out on the streets. The place where we are, san clemente went completely dark. Reporter thats how bill freeman of vallejo described what happened last night while having dinner san clemente, ecuador, his vacation turned into a nightmare. He returned to his hotel room to find fallen tiles in the bathroom and huge cracks in the walls. The damage was so bad he had to stay somewhere else. And he says the ground kept on shaking. Well, there was aftershocks, many throughout the night that woke us up. We were sleeping and it would wake us up. Reporter today he said he was shocked to see just how many buildings were leveled throughout the region. And he said there was still panic with people packing up cars and trying desperately to leave town. Cars were going just like the town was being vacated out. People getting to higher ground, people getting to their families, people going to other places to see if theyre okay. Its a lot of panic on the street, a lot of terror. Reporter if that wasnt enough, a tsunami warning was issued. That was the most scariest part was the tsunami going to come in and wash us all away. Reporter tonight bill says there is no electricity or Internet Service where he is, and the airport he planned to fly out of is closed because of quake damage. But hearing of the mounting death toll, bill says he is just grateful he is okay. And a group of High School Students and teachers from larkspur who were in ecuador are now on their way home tonight. According to the principal from redwood high school, 22 students and two teachers were on an environmental leadership trip to ecuador. He says theyre all safe and have made it as far as panama city. Theyre on their trek back to the bay area. They may arrive at sfo either monday or tuesday, depending on flights. Marianne favro, nbc bay area news. Marianne, thank you very much. Were going to be updating this story all night as crews rush to rescue survivors. And we have new details tonight involving the two High School Students swept out to sea yesterday by a riptide. Their bodies still have not been found. Tonight the family of one of the missing teens spoke with nbc bay area, saying they are simply devastated over the loss of a well liked young man who had a very bright future. Nbc bay areas Christie Smith joins us from vallejo where the students attended high school. Christie, what are you learning from the families . Reporter well, tonight weve been speaking with one of the teens of brothers and his friends. And as you said, its absolutely devastating for them that a day at ocean beach could end like this. That Family Member did identify one of those teens swept away as 16yearold wayne ausa, a junior at Vallejo High School who he says was part of the Engineering Academy there. Wayne was described as very well like, personable, into fashion, one of Four Brothers who had moved here from the philippines. We havent spoken with the other missing teens family, friends also identify him as a 16yearold student who is also in that Engineering Academy. The agency involved in the search, though, have not released names. The teens were part of a group of five who the coast guard says had linked arms in the surf at ocean beach late yesterday afternoon and was swept thought the water. Known for its rip currents and rough conditions. Three of the teens did make it out of the water. But coast guard, firefighters and other agencies searched for hours by air, water and land and some appeared shaken up as they were unable to locate the two 16yearolds. And the search was suspended at dark. Now friends say that they are working on a vigil for the teens, possibly next saturday. Reporting live in vallejo, Christie Smith, nbc bay area news. Thanks very much. A difficult afternoon for drivers in san jose near capital expressway. It was shut down in the westbound lanes. A fire broke out just before 4 00 in an area that used to be a homeless camp. Firefighters stayed on the scene for hours. They tell us they were being extra cautious to make sure that embers didnt spread after eucalyptus trees erupted in flames. Were starting to see a warming trend. So it is getting warmer and dryer. And the fuels are starting to wa dry out. The cause of the fire still under investigation. The fire came amid record temperatures in parts of the bay area today. Meteorologist rob mayeda joining us now with the details. Rob . We saw records nap parks San Francisco, concord, oakland and out near moffett field. You can see the highs in the mid80s. We did see a few spots, including sunol near 90 degrees this afternoon. Here is a look at tomorrows record high temperatures we have to beat the break new records. Of those, i think the 82 in oakland and 86 in san jose could be beaten by the temperatures were expecting on the way tomorrow. And look, its still 70 right now in san jose. Dublin a little cooler, 62 degrees. The interesting thing to point out, San Francisco 65. That temperature is warmer than the average high for this time of year which is 63 degrees. Not much of a sea breeze, but the first of two weather system we expect to bring a chance of rain. Thats going to bring cooling. By the end of the week rainfall totals could climb to close half an inch of rain. Well talk more about the timing of the two storms and when the cooler weather will arrive and a forecast just a few minutes from now. Thanks so much. A driver who hit and killed man on the side of a south bay freeway told police he simply fell asleep at the wheel. The crash happened this afternoon on highway 101 near alum rock avenue in san jose. Chp tells us that the man who was hit was having some troubles with his van. So he pulled over to check it out. Thats when he was hit by the other driver. The victim has been identified as a 60yearold man from daly city. Chp says it is too early to tell if the driver who struck the man will face any charges. And a north bay driver is facing serious charges after a deadly crash that claimed the life of his passenger. Right now the driver of the white pickup truck says they lost control and struck a light po pole. This happened at the Lakewood Drive exit. Deputy says the passenger was pinned in the vehicle and died. The driver was arrested on suspicion of dui and vehicular manslaughter. In berkeley, a brazen attack outside a liquor store. The fight broke out on adeline street in downtown berkeley, about 2 00 this afternoon. Police say a woman hit a man in the head with a bat. And then fled. Investigators are now looking for her. She sped away in a black chrysler sebring. The victims injuries are not life threatening. New at 11 00, there is a lastditch effort to save an embattled ice rink on the peninsula. The bridgepoint rink has been out of operation since june of 2013. A San Francisco developer owns the property and wants to replace the ice rink with retail. Tomorrow a group that wants to save the rink plans to urge the San Mateo City Council to vote down the land use change. The meeting comes on the heels of more bad news for skaters and hockey players. Its possible the Supreme Court could issue a 44 split decision following the death of justice antonin scalia. If thats the case, then the lower courts ruling on the action would stand which would block the president s reforms. The case comes to the Supreme Court after a political battle that has been raging since 2014. Four south bay teenagers are in washington, d. C. For the immigration decision. They hope to be inside the Supreme Court as the justices decide the fate of their parents who are all undocumented. They rep millions of families whose fate is ride ogg tonight case. The justices will hear a legal challenge to president obamas executive order by the state of texas. The decision is expected in a few weeks. And new details on a shooting in san jose that we first reported on last night at 11 00. The victim has since died, making it the citys 12th ho homicide of the year. The shooting happened on linndale avenue near story road in east san jose. Police say several suspects walked up to the victim and shot him in a residential neighborhood. The suspects then fled in a car. Our cameras are back at the scene today as officers continue their investigation. So far police have not released a description of the vehicle. And following up now on a destructive fire in the south bay, more than 100 people displaced after a fire in sunnyvale in their apartment building. They were allowed to go back into today. Flames tore through the twin pines manner apartments on friday, trapping several people on their balconies. The entire 81unit complex has been declared uninhabitable. Most of the people displace ready say staying at the Sunnyvale Senior Center which has been turned into an emergency shelter. This weekend the city worked to make sure that residents got time to collect a few of their things. Were giving them 15 to 20 minutes right now. Its safe, but not ideal conditions. So were escorting them with our volunteers from our snap program, allowing them to get some essentials. The cause of the fire is being investigated. At least two units were completely destroyed. The rest have all some kind of damage. New video tonight of a massive fire in southern california. Look at that plume of smoke. It could be seen for miles across the los angeles area. Dozens of cars caught fire at a sun valley junkyard this afternoon. And high winds in the area caused the flames to spread quickly and then go out of control. It took 150 firefighters more than two hours to finally knock those flames down. No one was injured. Part of a large tree fell in belmont, blocking a major street. Branches came down on ralston near alameda las pulgas around 11 30 this morning. They fell on to some overhead wires. Crews closed the road for an hour and a half while they cleaned up the mess. Everything is bark to normal and the overheadlines were not power lines. The wake of the devastating earthquake in ecuador, San Francisco is taking steps to prepare for a penalty quake here. Firefighters held a Disaster Response drill with about 200 volunteers today. They are especially trained to help out when disaster strikes. We also give practical response skills, such as providing basic medical care for people that are having critical injuries. Search and rescue in lightly damaged buildings so fire resources can do heavily damaged buildings. The drills will occur twice per year around the anniversaries of the loma prieta quake and the 1906 quake. And speaking of for the very first time, the remembrance of the 1906 quake will not feature any survivors this year. People will gather tomorrow morning at 5 12 in the morning. Thats the same time that the 19 06 quake struck. Theyll gather at the fountain on Market Street to remember the video games. The ceremony has been taking place for decades. The last known quake survivor bill del monte passed away in january. This is video you have to see to believe. A paddle border came facetoface with a whale earlier today in southern california. Well can show you campbell up to 89 degrees. Castro valley 89 as well. And hayward 89 degrees. You get those kind of temperatures moving in towards the inner portion of the east bay. You to have some offshore winds, which brings in the dryer air and warms it up as the air descends towards sea level. We saw a lot around fremont and morgan hill. Mid80s. Probably one more day of this, setting up for tomorrow. Still 70 degrees outside in san jose. San francisco, 65 degrees. No sign of any fog or a sea breeze just yet. One of the cooler spots is dublin, 62 degrees with mostly cloudy skies. Winds staying offshore for most of tomorrow. And then as we head into tuesday, the sea breeze is going to slowly start to win the battle. Thats going bring in cooler marine air and drop our temperatures down as we approach the middle part of the week. But for tomorrow morning, 50s outside. Relatively Cool Temperatures to start as early as noon tomorrow. Livermore and san jose already climbing into the low 80s. Temperatures for tomorrow, mid to upper 80s around parts of the south bay, parts of downtown san jose. 70s around San Francisco. Mid80s around the north bay and trivalley. A 15yearold student gets a criminal record for these 30 seconds in the mud. Just ahead, why his School District says its not their problem. Getting sent to the Principals Office for bad behavior is one thing. But at certain schools in the bay area, we discovered that punishment for misbehaving kids can be very severe, sometimes even leading to your child being arrested. Tonight we continue our investigative series into how a School Districts policies, or as we discovered, lack of policies are giving children criminal records for what some just consider childish misbehavior. Investigative reporter first broke this story last year. Reporter guys, our reporting revealed that certain School Districts in the bay area are calling police on their students a lot more often than even some of the largest School Districts in our region and even the country. After months of avoiding our questions, one of those School Districts is finally talking to us. They say kids on their campus are not getting criminal records. But as youll see tonight, thats just not true. Right here, i was probably running. Reporter kisa can still remember what he spent his entire High School Career trying to forget. It all happened three and a half years ago on this grassy quad at leland high in san jose. Kai was just 15 years old. My friend told me that it would be pretty cool if i freshman went mudsliding. It is a senior thing. It was just raining. So the quad was muddy, perfect to slide on. Reporter and so what did you do . Slid on it. Reporter high did flips across the field during lunch. His classmates cheered him on, while some students got it all on video. How long do you think you were on the field . 30 seconds, maybe. I did a couple somersaults, and they asked me to step off the grass and i stepped off. Reporter kai was suspended for four days. But a Campus Police officer also gave him this, a juvenile citation. Did you ever imagine that would lead to you having to meet with a probation officer . No. Reporter getting that citation means kai was technically arrest. He was cited for trespassing at his own school and disturbing the peace. Everyone looks pretty calm. Reporter raylene is kais mother. Im not saying that my son should not have been disciplined. Im upset that theyre taking to it a new level. Reporter not something you think a student should have been arrested for . No. Reporter a probation officer ruled that kais actions were not severe enough to recommend criminal charges. Raylene and kai thought that was the end of it until they saw an investigation of ours that revealed kids who received juvenile citation while at school could still be left with an arrest on their criminal record, even if the Probation Department decides not to pursue charges. Hi there. I just had a question for you. Reporter we were with kais mom when she decided to call the Probation Department to see if her son was also left with a criminal record. All right. Byebye. You have a juvenile record. Reporter deciding when to involve police can vary from school to school. San jose unified contracts with the San Jose Police department to place officers at 14 schools. But last year we discovered there is no written policy to detail what exactly those officers should be doing on campus. As much as this is affecting our children, its affecting our Law Enforcement officers too. We need to protect both sides. Reporter for raylene its personal, both as a mom and a sheriff officer. If an officer becomes a k9 handler, he goes to china handling school. They receive very specific training for the job theyre going to be doing. But were sticking officers in schools with no additional tools. And its not okay. Reporter the department of justice recommends 40 hours of additional training for school officers. But we discovered the San Jose Police department only requires 30 minutes. We just contract with the officers. We cant make them train their officers. Reporter this is the director of Student Services for the san jose unified School District, which last year referred 203 students to Law Enforcement. Thats down from 283 the year before. But we discovered certain students are still being impacted at disproportionately high rates. Hispanic students like kai make up 53 of the School District. But total 73 of the students sent to police. No student on our campus has gained a criminal record because of something we have done. We dont focus on arresting or sending a kid away. Thats completely counter to what an educator should do. But thats what is happening. That is not happening in my School District. But in a Single School year, 283 kids in your district were referred to police. Okay. So it is happening. Kids are cited on our campus, yes. Do you know this can give them a criminal record . I know what happens when i issue my consequences. I dont know what happens when police do. So you have no idea that these kids are getting a criminal record. I dont know that one way or the other. But dont you head discipline for the district . I take care of discipline for the district. If it goes into the legal room, thats not our business. Reporter kai segura believes it should be. Theyre ruining kids lives essentially. Reporter he is now a senior and graduates in june. But his mother worries about his future. Wherever his career will take him, if any of this information is pulled up, it doesnt explain that my child was sliding on the grass at lunchtime. All someone sees is trespassing. Reporter kais arrest could remain on his criminal record even as an adult. Now that he is 18 he can apply to have his record sealed. But there are no guarantees a judge will rule in his favor and clean up the legal mess after those roughly 30 seconds in the mud. San jose police tells us its officers generally look to School Administrators to find out when it is appropriate to give a student a juvenile citation. But the officers do have the final say. And while following our investigation san jose pd is supposed to have a written policy in place by next school year to detail the responsibilities of its schoolbased officers. And this summer, some of those officers will get those 40 hours of recommended training instead of the current standards at just 30 minutes. Guys, back to you. A School District in california is the latest to join a growing trend, training and Arming Teachers with guns, just in case theyre needed for protection at school. But some are asking do the risks outweigh the potential benefits . Reporter there are no fences at kings veil, no Security Guard assigned to campus. Instead there are plans for five guns on school grounds, strapped to a secret group of teachers or staff. Were only going to put this opportunity to folks that are willing to do it. The idea, the district says, cut down on a possible three to fiveminute gap in Police Response during an active shooting. But some experts think measures like these are more symbolic than effective. It wont have a significant effect on public safety. The chance that there is a mass shooting at this School District is infinity small. Anybody that decides on our campus to be part of this process will go through extensive training. Reporter nationwide at least a dozen schools have approved school staff to carry weapons with prior administrative approval. But there have been problems. In 2014, at least two educators accidentally shot themselves on campus. Are you at all concerned about accidental shootings on campus . I think accidental shootings are a concern. But to me theyre no mo concern than any other accident. Measures like this could actually make schools less safe. Students who are prone to highrisk behavior might decide they want to get their hands on those guns. Reporter the reviews from the Kingsburg Community are mixed. Asking them to carry a weapon is totally out of the realm of education. Makes me feel a little safer. Reporter but the superintendent is standing his ground. If somebody is trying to hurt one of you, then i need to be prepared to do Everything Possible to eliminate that. Reporter another School District arming educators, hoping to teach and protect. We saw record breaking temperatures from the north bay, right around San Francisco, east bay, and down sba the south bay today, where the numbers to beat were only in the upper 70s to low 80s in these locations. You see it for highs in the low to mid80s. We did break records. Temperatures 10 to 15 degrees above average. Now the numbers to beat tomorrow, the bar has been set a little bit higher. You can see 88 is the record high for san rafael. And livermore 90. But of these, i think oakland at 82 and san jose 86. We could get pretty close to the numbers by tomorrow afternoon as we see High Pressure making the radar as dry as they can get in april. Just a few high clouds drifting by. Its the system to the west that will first to help to bring up the sea breeze. And as it passes by to the north on wednesday, may try to toss a few showers towards the bay area. So the wind direction still important. Drying offshore winds continue through midday tomorrow. And then towards the evening, well begin to see the onshore winds pick up. And they should continue to stay in that direction through the day tuesday, which will eventually bring the coastal fog and low clouds and bring cooler temperatures once we past monday. In the meantime, one more day where youll see temperatures ravage high this time of year. San jose should be 70 degrees. Not 85. Thats what were expecting tomorrow afternoon. 87 in los gatos. You can see San Francisco upper 70s, maybe near 80 in some of the warmer spots. Peninsula temperatures 70s and 80s. For the north bay, highs in the low to mid80s. And trivalley temperatures right in line with the numbers we saw today. Mid to upper 80s in the forecast. And about 85 in moraga. 86 in walnut creek. The timeline of what to expect this week. A chance of cooling into tuesday. And a best chance of rain for the week will be thursday night into friday. And you can see how the systems come on through. Just a slight chance of showers into wednesday. And the better of the two systems, the stronger the two starts to come sba the north bay as early as late thursday. Friday morning well probably see at least some widespread rain across the bay area. And then skies clearing as we get into friday evening and saturday. Right now the rainfall projections. It would be nice to get this type of rain this late in the rainfall season. Its possible parts of the north bay, the areas in blue and into the east bay and peninsula, perhaps as much as a half inch of rain. A lot of that falling thursday night into friday morning. As we head towards the week, expectations are clearing skies. But not as warm. The next five days in san jose. Slight chance of the wednesday showers. Best chance of rain on friday. And the tenday outlook shows the weekend the clearing skies. And really no chances of rain from the 23rd to the 27th. Napa a little different we could see a few of the showers arriving on thursday. But right now the weekend forecast will coincide with the clearing trend. Just not as warm as the temperatures we saw this weekend. Instead expecting highs in the 60s and 70s. Maybe a few cirrus snowshowers. The timing looks pretty good for next weekends plans. The summerlike temperatures should come to an end tomorrow. This news announced that the palm beach zoo prepares to reopen tomorrow. The accident happened on friday. The lead zookeeper was inside the tiger exhibit when she was attacked by a malayan tiger. That tiger was tranquilized shortly after the attack. The tiger has recovered from being tranquilized, remains here at palm beach zoo, has never been blamed. Stacey would not have wanted the tiger blamed. Were a conservation society. We are here to keep an endangered species from becoming extinct. The zoos spokesperson says that some exhibits will be closed tomorrow because the investigation is ongoing. Drones continue to be a disturbance in the sky. This time police in london say a drone hit an airport. A British Airways flight landed safely at Heathrow Airport earlier today. But the pilot reported that a dronelooking object hit the front of the plane as it approached the runway. London police say this may be the first time a drone has actually struck a plane in the united kingdom. No arrests have been made. Flying a drone near an airport there can be punished with up to five years in prison. Air france now flying direct from paris to irans capital for the First Time Since 2008. Flights to tehran left paris today. The flights had been suspended because of tough International Sanctions against iran. Well, nearly six months after they said they would be ready, american businesses are still behind. Thats for consumers who want to use those chip cards when they buy something. Nbcs Chris Clackum explains. Reporter surveys say most americans are liking the chip credit cards. Around 70 already have them. But the businesses where theyre used still arent ready. The best estimated is that only about one in three retailers can actually accept these cards. So thats an issue. Reporter an issue that involves some monumental fingerpointing between retailer, credit card companies, and banks over who is responsible for getting the chip card terminals installed, certified, and up and running at retailers, who for now stand to lose the most. They become liable for credit card fraud if something happens. Thats a big deal. Reporter a bigger deal according to matt schultz at credit cards. Com might be a move to a more advanced version of credit cards security, like biometrics. Things like your fingerprint or facial recognition.
