You never know when it will flood on the Russian River. Been doing this for years. Reporter yes, it has. In fact, there has been ten major floods on the Russian River since 1937. Officials say this was not considered a major or even moderate flood, but they do say the amount of rain that has fallen in the last 24 hours is truly remarkable. Detours are set up and we dont know yet when that road will reopen. A section of state highway 1 in marin county has collapsed and will remain closed until march. The closure affects all southbound lanes to muir woods road. A huge tree fell on to a moving car in san mateo this morning, blocking all westbound lanes of 92 for hours. We understand the driver is expected to be okay. An unexpected wakeup call for union city this morning. A giant tree crashed into the roof inches from where they were sleeping. This large eucalyptus tree fell on to a Residential Care facility just before 4 30 a. M. It hit the Main Building and two bedrooms in the back of the facility. Two residents went to the hospital just as a precaution. Everybody else was taken to another care facility. A berkeley resident got a real scare this morning when a live oak tree landed on top of his house. Gerald was awakened by a loud cracking noise. He heard something hit the house, then he ran for cover. When he checked out the damage, the ceiling over the laundry room had collapsed and then he saw his neighbors tree. If you walk outside its actually along the whole side of the house. It didnt fall completely, thank goodness. When it fell over it actually hit the tree in my yard and thats what broke the fall. The live oak is more than 100 years old. The owner says it was no match for the saturated ground. A giant gaping hole in a san jose safeway roof is now two giant gaping holes. Dozens of shoppers and workers were inside this safeway on east capital expressway yesterday when the stores ceiling came crashing down. One person suffered minor injuries. That store is closed today. Fire officials were on the scene to check the damage. When they found another part of the roof had collapsed. Come to find out the roof fell in from the bad accident they had yesterday so guess there wont be no ice cream for awhile. Its still a dynamic situation. It is changing. Pieces of this roof are continuing to come down. You dont know if you will be able to get inside today . The Fire Department is not going inside today. The citys building inspector is checking to see whether that building is structurally sound. Under water in redwood city. You are looking at a live picture of the lamar Mobile Home Park on bayshore road, where there are several feet of standing water and growing concerns tonight about the rising tide and additional problems that could cause. Heres how the park looked from sky 7 hd earlier today. You can see how widespread the problem is with water as much as four feet deep in some places. As abc 7 News Reporter chris winn explains, residents are frustrated, many wondering whats next. Reporter neighbors at the lamar mobile park are in disbelief. Believe me, i dont have any words to say or express myself how sad i am. But its really sad. Reporter the water rose fast because of yesterdays storm. We met up with this woman who has lived here for 20 years. She is frustrated at what she says is the lack of response from the Property Owner. I start crying, you know why, because i cant go inside my house to get all my stuff out. Reporter miguel was also among the dozens forced out of their home. I was like is the baby out already, you know. Reporter with the Property Owner nowhere to be found, others came to the rescue. This man brought over a water pump from his place of employment. My boss is a good man. He says yeah, go ahead and take anything you want. Reporter neighbors have left multiple messages for the Property Owner, stunned that he hasnt returned any of our calls. For now theyre trying to stay positive. Were working. Thats all we can do. Cant fight mother nature. Reporter the red cross did set up a nearby shelter for the residents here. Many chose to stay with friends and family last night. Some opted to ride out the storm in their cars. Chris winn, abc 7 news. The weather front that brought our storm system yesterday has drifted south and is pounding l. A. We have video of a probable tornado in southern l. A. This morning. You can see the debris just flying through the air in kind of a twisting pattern. That led meteorologists there to say they believe it was a tornado but the National Weather service has to investigate. The strong winds ripped the roof off an Apartment Building and damaged a child care center. Fortunately, nobody was hurt. This storm system also brought mud slides, flooding and Power Outages to southern california, but the damage in camarillo springs is absolutely g gutwrenching. A mud slide tore down a firescarred hillside and socked in a dozen homes. Reporter a total of 16 homes were damaged in this community, ten of them have been redtagged meaning they are uninhabitable. The good news out here is despite all this devastation that you see behind me, no one was injured. Huge piles of debris are scattered all over the sidewalks of this Retirement Community in camarillo springs. As residents here cope with the aftermath of a powerful rock slide. I really feel for all my friends and everything that live along here. They are all retired, some of them are really old. Reporter joe is helping his neighbors collect their belongings from their house which has been declared uninhabitable. If theres any way to help, if theres a problem, you help. Thats what we do. Reporter the debris flow from this mornings storm punched through several homes. Rain was just tremendous. I have never seen a downpour like this. Reporter phil says he stepped out on to his porch about 1 30 this morning, just about the time that a huge mud flow hit his house. The mud had entered the house and was up against the door from the inside. So there i was kind of stuck on the front porch. Reporter at a separate home, Ventura County firefighters rescued three people. When firefighters actually break through the door, get in there, move furniture, get an elderly couple out, and their caretaker. Reporter from adopt a hill you can see how a river of rock flowed into several backyards. Debris piled as high as the roofline. In all, ten houses have been redtagged. Look at the amount of rock that came off this hillside. Its actually Pretty Amazing that it wasnt more houses. Reporter other residents say they are just grateful that no one was hurt. Thanks to god that it turned out to be okay. We were safe. Reporter vilma is one of many residents who did not heed last nights evacuation orders and despite the devastation, she says she plans to stay put. Love it here. God willing, [ inaudible ]. Reporter so again now, city officials are trying to put together a damage estimate. They havent provided one yet. We talked to some homeowners who say they were in contact with their insurance companies. Some of them feel they are covered. Others arent so sure. Thanks very much. Abc 7 News ReporterLaura Anthony joins us live from berkeley, where several cars were submerged up to their rooftops. Reporter thats right, larry. Just about this time yesterday on this roadway behind me, just as those cars as you see are going down underneath the overpasses, theres a train track there, several cars submerged up to their rooftops. It was quite a sight. It happened in a matter of minutes. Three cars stranded under the ashby avenue overpass near interstate 80. Car drove in, didnt see the water and got basically swamped. Reporter tow truck driver Steve Simonson pulled one of the cars out of the water, a vehicle that is likely totaled. In that case, is that car stuck because of the water or because it wont start . Yeah, the engine fills up with water, the ignition gets wet and it wont go anywhere. Reporter drivers found themselves suddenly in high water. A phenomenon that hasnt happened in the bay area in a long time. That lack of experience showed in the way people drove, according to a chp officer. We kind of miss the obvious signs. Most of our streets and most of the freeways have no raised curb and when theres water on the roadway exceeding the curb you know its kind of deep. Reporter abc 7 news was there when several cars tried to navigate a flooded roadway, some of them not making it to the other side. Tonight on abc 7 news at 6 00, we talked with a car mechanic who explained what happens when a car engine spends too much time in water and its not good. Laura anthony, abc 7 news. We certainly have seen a lot of rain in the past couple of days. As you know, a lot of communities inundated with water, much of it found its way to local reservoirs so how does this affect our drought situation . Abc 7 News ReporterJonathan Bloom joins us with more on that. Reporter well, the creek behind me tells the story of the Santa Clara Valley, at least, because here the rain did bring a lot of water and it did help the drought. But not quite as much as the water managers were hoping. Some of the best optimists down at the Water District were hoping for 10,000 acre feet of water out of this storm but what they got was about half of that. Roberto has a leaky basement and wasnt quite ready for thursdays storm. I didnt have any sandbags. I was trying to do the best i can with a shovel, just trying to move the water around. Reporter admittedly its hard to think about flooding when you have been so busy with the drought. I installed low flow shower head on my shower. We have three bathrooms. Reporter two days ago, roberto could have picked up sandbags but now hes stuck filling his own after they ran out. We had about 12 cars deep pretty much all day yesterday, as well as the day before just preparing for the storm. Reporter so much water you might think the drought is over but you would be wrong. That rainfall didnt produce as much inflow or runoff into the reservoirs as we had originally expected. Reporter sky 7 hd shows san jose lexington reservoir still critically low. In before and after shots from the Water District, you can see the storm helped but the dry ground soaked up so much, the reservoir only rose by 3 . The reservoir is only the first step. We need to work to replenish the ground water basin. Even though it is raining outside, it will take time to repleni replenish. Reporter the Santa Clara Valley gets is water from underground. It soaks into the aquifer and you can see the ponds are still dry. But theres another storm coming. I know we are complaining and its hard for some of us, but on the other hand, we need the water. Reporter so the Silver Lining to those dry ponds is that with all the water gone, the water managers have actually been able to get down to the bottom and clean out the sediment that was preventing the water from soaking into the earth. So next week when the next round of storms comes, the ground is already wet, the creeks like this one are already swollen and the ponds should soak that water down into the aquifer even faster than ever before. Jonathan bloom, abc 7 news. Moving on to some nonweather news, the city of San Francisco will pay nearly 3 million to the family of a woman who was found dead inside a hospital stairwell. The 57yearold disappeared from her hospital room at San Francisco general last september. Her body was found 17 days later. Several investigations found both the hospital staff and the sheriffs office, whose deputies provide security there, to be at fault. The board of supervisors has not yet approved this settlement. Oakland is paying a heavy price to monitor protests there. Officials say demonstrations over the Michael Brown and eric garner cases have cost the cashstrapped city 1. 3 million in police overtime. That figure does not include property damage. Police have made more than 209 arrests during 14 protests over a total of 18 days. Officials say most of the protesters are peaceful. They blame the bulk of the damage on small groups intent on committing acts of vandalism and aggression. Police in concord are looking for burglars who stole donated toys. The toys were in a temporary storage box in the parking lot of the Salvation Army on clayton road. Somebody broke into that metal box last night. Thieves also took clothing and food. Those items were going to be given to 14 families in need next wednesday. Now the Salvation Army desperately needs donations to replace them. My plea for the community is to help these 14 families. Without someone out there helping them, its doubtful that we can give them the type of christmas that they really need. While we were there, we found people already donating. You can help out, too. Drop off any nonperishable food items, clothing and new unwrapped toys at the Salvation ArmyConcord Court community center. B. A. R. T. s new oakland connector shut down less than a month after it started running. B. A. R. T. Says an equipment problem on the tracks is to blame for that outage. Its a driverless people mover running between Oakland International airport and the coliseum station. A system that powers light, air conditioning and car doors was wiped out this morning after a train hit debris on the tracks. A b. A. R. T. Spokesperson says safety is not an issue. We went through extensive testing. The p. U. C. Was on site for months. Its been tested for hours and hours and hours and with no failures whatsoever. Obviously we have to figure out exactly what happened here but its very safe system. When the shuttle went down, b. A. R. T. Transferred about 30 passengers to a different tram and took them to pick up the ac transit 73 bus. Tonight an extra 73 bus has been called to get people back and forth until the connector is fixed.
