Branstad says the nutrient reduction strategy is good. But the problem was a lack of reliable funding. In 2008 the governor and Iowa Congress passed a 20 year sales tax that would go to School Infrastructure on a per student basis. The governor now wants to extend that another 20 years. Guaranteeing t t first 10 Million Dollars of growth every year to education. Using an average two point eight five percent annual increase. But on top of that, any additional revenue would be the ongoing, permanent source of funding for the e trient reduction strategy. It would also go to point nonpoint. It would generate 20. 7 billion dollars for schools over this period of time. And just t under 4. 7 billion for Water Quality. The Water Quality funding would start out small, but grow to be much larger. Governor branstad says this proposal will take a lot of people working together in agriculture business and eduction to get it through. Its a big bold plan, its probably the boldest thing ive ever recommended as governor. You know, to deal with both School Infrastructure, Water Quality, and to do it without raising taxes. This plan is still just a proposal and is subject to change as more input is put in. The Iowa Legislature would have to pass the extension of funding. By the sales tax. It allows them time to socialize with other children, and they have a lot of activities at this library since its opened up a lot more that we havent ven discovered yet.
