System helped them learn about a potential school threat. But they say it also revealed a downside to procedure. The Monticello School district says Police Received a text message indicating a student might bring a gun to the high school yesterday. As a precaution, police were at the school, and students were not allowed in hallways during classes. Parents, if they wanted to, could take their kids out of school for the day. Early yesterday morning, Monticello Police chief britt smith got a message on his phone. It was a notification that someone had sent an anonymous tip about the gun threat to the jones county text to tell system. Once the tipster sends the text, officers can respond asking for more information. But the tipster can end all communication at any time, by simply typing stop. With this program granting that anonymity we arent able to clarify. We its just an unknown until we are able to get someone to admit that and say i submitted it. Monticello, anamosa, the jones county sheriff and jones county safe and Healthy Youth coalition split the two thousand dollar annual subscription cost for the texting program. So far, chief smith says thats money well spent because theyve received many helpful tips particularly about drugs. The state has tentatively agreed to pay 235thousand dollars to settle a lawsuit by a former resident at the iowa juvenile home. Jessica turner claimed in her suit that the home kept her in small cement isolation cells for 280 days between 2011 and 2012. Landlords are frustrated with the amount of time it takes the Black Hawk County Sheriffs Department to serve eviction notices to their tenants. Landlords say after they receive a court order, it usually takes about a week for someone from the Sheriffs Office to serve an eviction notice. Now, the process is taking more than double that amount of time because a sergeant is on extended medical leave. Landlords say they understand they have to be patient, but its costing them a lot. You are asking me as a landlord to go another month without collecting a rent, because you dont have enough man can help you remove the person you need to go, and that hurts. Weve got a total of 24 evictions scheduled over the next 11 days, our Civil Division only runs monday through friday and we only do evictions on day shift because of the iowa code. Captain boeschen says he has stepped in for the sergeant on leave, and things are going as fast at they can. University of iowa president Bruce Harreld says he hopes students, faculty and staff give him a chance as he starts his new job. He had his first day as head of the university yesterday. This institution today is a lot different than it was in 1847. Its going to be a lot different moving forward. If were going to continue the great, excellent things that have gone on here in iowa city, whats the plan . Whats their plan . Please, lets engage. Salary of 590thousand dollars. A university of iowa scientist now has 3 point 7 Million Dollars to find matter. Thats because scientists have measured all the matter they know about and it only adds up to half of what they say it should be. Tv9s Forrest Saunders is live in the newsroom this morning. Forrest, where is this scientist hoping to find some matter . For years scientists have been trying to find missing normal matter. Thats the stuff composed of protons and neutrons. People, stars, planets, everything that we can seen. That stuff should equal 5 of the universe. But it only comes out to half of that when added up. This ui professor is using his nasa grant to find out where the rest is. Hes building a Tiny Satellite called a cube sat. Inside its small body, a few xray detectors. The professor is looking into whether all that missing matter is actually giant halos of hot gas, circling galaxies like ours. The detectors are a way to see the gas and help measure just how much there is. The leading idea is that the extra matter is just in very hot gas that we cant see, because it doesnt make visible light. But, it does make xrays. The plan is to have the satellite assembled and ready for a ride to space by 2018. It will spend 520 days in space. This is the third time the professor has applied for the grant. He said hes really excited about the opportunity, but the pressure is on. His cube sat will be one of the first of the Tiny Satellites to look outside the solar system. Back to you guys. The federal budget that lawmakers passed last week meant Crop Insurance will take billions of dollars in cuts. In todays agribusiness report, now farmers are unsure when and how those cuts will happen. But right now, heres a look at todays opening farm markets. Good morning its. Good morning this is the david geiger. In a budget deal passed last week. Crop insurance took huge cuts. Around three billion dollars. After the deal. House and Senate Ag Leaders claimed the cuts would be removed in a later omnibus spending bill. Well now some farm groups say. Thats not settled. The National Farmers union says house and Senate Ag Leaders never said how subsidies would be fixed. And billions of dollars to fix it may be difficult with new house speaker. Paul ryan. Who is a farm subsidies critic. The nfu says theres a lot of unknowns. So, this discussion is not over. I dont think Crop Insurance is out of the woods yet. We have an assurance from the house, but we dont know where the money is actually coming from. And i dont think the senate has figured out, i think the senate has agreed to work on the issue, but they have not agreed on how to come up with the additional three billion. House and senate press releases claim Crop Insurance cut issues have been settled. There are proponents for the cut. Congressman ron kind from wisconsin. Says the bill reduces profit margin from Crop Insurance from 14 to nine percent. Which he thinks is fair. Opponents of the reduction say it would reduce the number of companies wanting to offer Crop Insurance. Kind says a nine percent profit margin is enough incentive for any company. Adding he doesnt believe family farmers will be affected by the subsidy reduction. However. Not everyone agrees with that. Cornell University Professor joshua woodard. Says the move would increase premiums. Lead to lower uptake by farmers. And discourage providers. He says Cornell Research shows farmers do not use Crop Insurance without subsidized premiums. Adding in the last few years there have been many changes to subsidies, making it less profitable for private insurers. He suggests more reductions could lead to companies exiting the market. And in the grain markets. Its looking. Pretty red. And china could be playing a big role. I think were headed lower, next level supports 3. 72. I think were going to test there, were about 85 percent, 90 percent completed in harvest. Putting some pressure on it. But the Commodity Markets in general have turned weak once again. Im looking at selling beans once again, here very soon. The 10 day high is around 9. 16, in the january contract, were about 8. 83, i want the risk to come down and that will come down in wednesdays trade. So look for a selling opportunity here as china came out here over the weekend and basically said theyre going to slow down. Look for any type of rally to sell soybeans while placing the stop at 9. 16 in the january contract. I am short the cattle, i think that we are going to retest that 130 level in the next several weeks. So, remain short, while placing the stop loss above the 10 day high but i think, i think cattle prices are in trouble here. Hogs continue to go lower, i had missed this move. I was telling producers to be selling up at the 66, 67, 68 im a little surprised weve absolutely collapsed. The risk is too high as a speculator and in fact even as a producer right now. Id be a little weary of selling down here, i think were way oversold. The colfax sheep and goat auction on saturday saw four hundred 32 head of sheep. Feeder lambs fetched the days high average price of a dollar. 77 per pound, while fed lambs averaged a dollar 46 per pound. Today is election day, and across eastern iowa voters will choose City Council Members and make other local decisions. One choice for voters. Is if the Cedar Rapids Public Library see additional funds. The library wants voters to approve a levy of 27 cents for one thousand dollars of the assessed taxable valuation of a home. That would cost the owner of a cedar rapids home valued at 150 thousand dollars an extra 23 dollars a year. This levy would raise an estimated onepointsix Million Dollars each year for the library. Board members say if they dont get the funding, the library could close one day a week. Also on the ballot in cedar rapids are those vying for the atlarge and district candidates for city council. Voting officials in Johnson County will be extra watchful during todays city elections. They want to make sure poll watchers are following state law.
