Saying they need to know what is happening in ferguson, missouri. Michael brown senior and Lesley Mcfadden are asking a panel to call for the arrest of officer Darrel Wilson and racial profiles in the area around wilson. Their press conference just wrapped up and heres what the familys attorney and Michael Browns father had to say. Probably the most powerful thing that the United Nations offers is perception. Its the same thing that we use against other countries as a country when we look at other countries when they have atrocities that exist when people are killed and the government doesnt respond. Being at the u. N. Is appropriate and comments from michael singer yesterday, its a simple message that all life matters and black life matters, too. Me and his mother came to the u. N. To get justice for our son. I think that there couldnt be a better place that we could start at, you know, we want to thank you all for having us. Cnns Erin Mclaughlin joins us from geneva. Tell us how has the trip gone so far . Well, this has been an incredibly emotional trip for the parents of Michael Brown. Yesterday his mother, Lesley Mcspadden broke down during her testimony before the u. N. Committee. The very same committee thats asking questions of u. S. Delegates today, part of a broader review, a look at the u. S. Compliance with the u. N. Convention against torture. Today there were some fergusonspecific questions, the panel of some eight independent experts asked the following. They asked about steps taken by federal and state governments to review Police Practices following the death of Michael Brown. They also asked about steps taken to review the distribution of military equipment to local Police Forces and Police Practices regarding the use of that equipment, possible reference to the Police Response to the protests that followed Michael Browns death and they also asked what sort of independent oversight is in place to prevent Excessive Force by police in the United States. Now, tomorrow, the United States will have a chance to respond to these questions. The parents of Michael Brown will be there for that as well. I had a chance to chat with them yesterday and they told me how important this is for them. They want accountability and they want the death of their son to have meaning and they want it to be a springboard for change in the United States. Pamela . This as we await the grand jurys decision in ferguson. Erin mclaughlin, thank you so much. I want to bring in david clinger, associate professor of criminal justice at the university of st. Louis and former officer with the l. A. Police department. Thank you for being here with us. Thank you for having me. First i want to talk about this, the parents of Michael Brown made their trip as ferguson embraces for a decision from the grand jury. Missouri governor jay nixon said hes taking steps to make sure the violence from previous protests doesnt happen again in case wilson is not indicted. Take a listen to what he said. Has been and will continue to be part of our contingency plan. The guard will be available when we determine it is necessary to support local Law Enforcement. Quite simply, we must and will be fully prepared. Does that send a wrong message to a Community Already on edge, one that already has mistrust of Law Enforcement . I dont think so. I think the governor is saying as a back stop to the Police Presence the county of the Police Department and local municipalities if things get out of control, the National Guard will be there as a backstop. Theyre not on the front lines of this, at least from my understanding. I think that the governor is doing the right thing. What hes saying is we are looking to mitigate the fallout from this and try to prevent it from happening on the one hand. On the other hand we have to protect peoples rights, not just to protest but the protest has to be peaceable and therefore we are prepared to enforce the law. And i really dont understand how anyone could object to that. And this as there have been groups on the ground with a list of , to the police as we lead up to the grand jurys decision. One that caught a lot of attention for a 48hour advance notice of a decision so they can control protests and potential violence. Do you think that is a good strategy for overall reaching request. I dont know about that. I dont understand what is going on behind the scenes and what i mean is 48 hours makes sense in terms of trying to get people out of the community to calm, but it could potentially give the opportunity for the neerdowells. An awful lot of people are waiting for an excuse to riot and trying to figure out the best way to prevent that and to control that is the governors job. Because im not behind the scenes and because i dont know the various things that are going on, the intelligence coming in, i cant tell you whether thats a good idea or bad idea. We heard Erin Mclaughlin the questions about the distribution of military equipment to local Police Departments. Some 100,000 has been sent by st. Louis county police on riot gear ahead of any grand jury decision, grenades, pepper balls and the police chief talked about why this kind of gear is necessary. We have had instances where officers have been injured. We have had instances where theyve been hit with rocks in the face and Different Things like that. So well do what we can to protect them. We try portray a posture of appropriateness to the situation that were faced with. We understand that people say that listen, when you put riot gear on and Different Things like that, it agitates us but frankly, we havent hurt anybody with a riot helmet. It protects the officers. He talks about the fact riot gear protects the officer but for a lot of people its the optics of it all. He says there, they want to maintain a posture of appropriateness. Do you think that sort of gear is appropriate and sends the right message . The particular items the chief is talking about, yes, in terms of helmets. On zreesly if someone wants to throw a brick at you, youre going want to have something protect your head, chest protectors, the shib guard. Every single piece of that is defensive. I agree with the chief 100 . The question of when you are going to utilize things such as such as tear gas and pepper spray thats onthe line contactical intervention. I think that sometimes Police Across the country and in terms of some of the stuff that i saw in the previous protest that led up to rioting, sometimes the police probably didnt handle that in the best fashion. Consequently i think we have to distinguish between things such as teargas and pepper spray and you talked about grenades, im not quite sure what youre talking about, maybe sting balls and defensive equipment. I think all people should agree the police have a right to protect themselves when theyre out there on the line doing this tough job. Then the question of what types of tactics will be used to disburse people thats another track that needs to be looked at. Thank you so much, david clinger, we appreciate it. Thank you for having me. The economic summit in china was never expected to produce hydigh drama but hours ago a surprise announcement on a landmark agreement to limit greenhouse gases. Its a deal struck by the u. S. And china, the worlds most powerful, one of the worlds most powerful economies and the planets biggest polluters as well. President obama pledges americans will cut Carbon Emissions by more than 25 by the year 2025. Its still very unclear exactly how he plans to do this, though. But that goal may not be as daunting as convincing a Hostile Congress after last weeks Midterm Elections, republicans are poised to have the most dominant majority on capitol hill in decades, and of course the pushback was immediate. Heres one blast from republican senator jim inhofe. He says the American People spoke against the president s Climate Policies in this last election. They want Affordable Energy and more Economic Opportunity both which are being diminished by overbearing epa mandates. Cnns jim acosta is traveling with the president. Reporter in a deal forged by the worlds two largest economies and its biggest politers to combat climate president , president obama and chinese president li made a plan to cut grasses. This is an ambitious goal but it is an achievable goal. Reporter it will cut levels by a third. China has to 2030 to cut down its emissions. The president s determination to bolster u. S. Ties with china at a time when hes butting heads with russias vladimir putin. The United States welcomes the continuing rise of a china that is peaceful, prosperous and stable. Reporter then mr. Obama and li went on to take questions, one from an american journalist, a rare occurrence on chinese soil. In a moment of high drama, the chinese president initially appeared to ignore the question from New York Times reporter mark landler on press access in china, leaving mr. Obama looking astonished. But then li conceded his countrys human rights record was not perfect. China has made enormous proing in its human rights and that is a fact, li said. On the question of chinese human rights we should never consider our work to be mission accomplished. Xi eventually answered the question blaming the New York Times for its own access problems in china, the party that has created the problem, xi said, should be the one to resolve it. White house officials breathed a sigh of relief after working for weeks to convince skeptical chinese officials to hold a News Conference, it was a diplomatic victory. Before leaving beijing, mr. Obama toasted xi for chinas efforts to help fight ebola in west africa. Xi offered some praise of his own saying the u. S. china relationship had reached a new starting point. Republicans are already attacking the president s Climate Change plan, Incoming SenateMajority Leader Mitch Mcconnell calling it unrealistic and a plan the president would be leaving to a successor. Now the president heads off to burma to check on democratic efforts there and on to the g20 summit in australia, one more chance to run into russias president , vladimir putin. Comets, theyve always inspired wonder and fear from the dawn of human history, but in all that time, no one ever expected this. So what youre hearing right there is the sound created by comet 67p, millions of miles a away. The noise is caused by fluctuations in the comets magnetic field, about two hours from now we could witness something unprecedented, a spacecraft landing on it. Once the pictures are beamed back to earth, it will be as if youre standing atop a giant stirty snowball out in space. Thats not all. Mankind will be able to ride the comet as it races toward the sun. Along the way scientists plan to learn more about the universe including possibly the beginnings of life itself. All will be made possibly by the inseenious piece of technology you see called philae, about the size of a washing machine. We bring in rachel crane and cnn aviation analyst miles obrien. This is really incredible. Even if youre not a space geek you could find this cool. When will we get our first image from the surface, miles, what are we going to see . Were going to see the beginnings of all of us if you think about it. Comets are like the cookie batter thats left over from making the cookies, and theyve been left in a freezer, and this is what were all made of here in the universe, the leftovers, the creation of the universe and scientists really are face nated about these things because it tells us so much about our origins. This is the first time weve been able to soft land or hopefully soft land on this comet and get a sense of whats going on there. Its a difficult landing. We dont want to get too far ahead of ourselves here. Rachel, the comment only a couple miles across has low gravity. How will the philae be anchored to the surface of it . The lander is in freefall and headed towards this comet and once it lands, its actually going to have to harpoon itself to the comet itself so it can stay in place and doesnt bounce back into space. I got off the phone with the nasa scientists in germany. They liken the mission to hitting a golf ball on earth and having it hit the moon. Thats difficult it is to perform perfectly. This is incredibly laborintensive as you point out, rachel. Miles didnt it take them Something Like ten years to finally complete this project . It was a long journey to get to this comet, and there were some delays along the way so they had to choose a newcombet but whats really i think fascinating about it, pamela, as theyve gotten closer along this tenyear journey to get to it, the comet is not at all what they thought it was going to be. When you look at the telescope images of it, it looks like a blob and the closer theyve gotten to it, it is about a two and a half mile wide rubber ducky in space and a fascinating object. Not only is it angular, theres a lot of cliffs and boulder. Harpoons itself in will be a challenge. We learned this morning the rocket which sits on top, designed to push it onto the comet and keep it from bouncing off is not operating apparently. So we dont know if theyll be able to clasp onto the comet. So tenuous and nerveracking. You can understand how the skype tises must feel right now. What are the scientists hoping for, what else are they saying to you about this . Theyre hoping by studying this comment they can unlike the secrets how life came to be on earth, how water came to be in place on the planet, how we ourselves came to be here. Like miles was saying these commen comets are from our solar system 4. 5 billion years ago. It will be an incredible moment when we get the first pictures and when the first samples are taken which will be in about two and a half days. God forbid something doesnt go as planned. What do you do next . This is over a billiondollar project. When this moment when the lander lands on the comet will be stressful for all those scientists in germany and all of us or watching with bated breath. Like miles was saying we dont know how inhospitable the environment will be once it lands. These are the first images we see from the lander actually. Tell us about what were seeing here. Its taking a half hour for the images to be beamed back from earth so from the lander to rosetta and rosetta to earth and taking half an hour. I cant make out exactly what that image is. Hard to tell. It is hard to tell. Hopefully well have more information soon enough but its incredible that image has been ten years in the making. Unbelievable, ten years, you said more than 1 billion. Yes, and 14 countries involved in this, over 2,000 engineers, scientists so itsen incredible feat. The stakes are high here for this to work. Youll go back to the scientists and figure out what were seeing in the images from the lander. Thanks so much, miles obrien, rachel, for offering your insights. Stick around. Theres a lot more to come on the story. Still to come, right here in newsroom tear gas, rocks and rubber bullets, looks like something out of a war zone but this is the grim reality in mexico as outrage intensifies over the disappearance of 43 College Students. This morning, families are demanding answers from mexicos president as protesters clash with police as we see here. Chaotic scenes like this one have become all too familiar since the students disappeared in september. Mexicos attorney general believes the students were kidnapped, murdered and then dumped in a river. So far more than 70 people have been arrested including the mayor and his wife. Cnns rosa flores joins us from mexico. Rosa, seems like the situation continues to escalate there. Reporter it does continue to intensify, pamela. As you mentioned its been more than six weeks and no trace of those missing students so as the tensions, the protests and the violence continue to escalate in the streets of guerrero, no one knows whos in charge of law and order. It looks and sounds like a war zone. But its the clash between student protesters and federal police in the guerrero state capital in which a government building was torched, all in response to the disappearance of 43 College Students more than five weeks ago. The situation is very tense right now between the protesters and federal police. Now take a look on one side of this bridge are federal Police Officers. Theyve been firing rubber bullets. On the other side, youve got the protesters. Theyve been firing back with fireworks, rocks, you name it, sticks, and its not stopping. This boiled over tension fueled by inconclusive news of the whereabouts of the missing. Angry protesters not standing down, continuing their advance across this bridge. More than 70 arrests have been made, including the mayor and his wife. Parents have been told their children are dead and that three other suspects have confessed to the killings but authorities have not provided conclusive dna evidence and parents refuse to believe the students are dead. They feel like theres nothing they can do. [ speaking in Foreign Language ] theres no hope. Si. This happened yesterday, were hearing reports that two protesters were allegedly arrested by police after that protest that you just saw and that protesters allegedly snatched a Police Officer and then with the presence of a Human Rights Organization there was a swap, an exchange of almost two prisoners of this socalled war in the streets of guerrero. Pamela . What a chaotic situation. Rosa flores thank you for your great reporting there and stay safe. Good morning to you. Im pamela brown in for carol costello. Thank you so much for being here with us. What a ride for wall street. Investors are hoping for more gains today after the dow and s p 500 again hit record highs. Cnns money guru Christine Romans joins us now. So break it down for us, christine. Sure. What is going on . Why are stocks still soaring . Companies are doing well and the stock market reflects how well companies are doing. As Companies Make more money and buy back their own shares and increase their buybacks, their stock prices are going up and thats what you see here, the economy is doing a little bit better. You have the fed not stimulating the economy anymore but Interest Rates very low and the big feeling that the u. S. Economy is doing better than the european economy. Its holding up well with all of these head winds around the world. So stocks have climbed 10 . S p 500 up 10 this year, thats the number to remember, folks. 10 . The portion of your 401 k thats in stocks most likely looks just like that. Thats been a good year for you, three years of doubledigit gains. Nothing ever goes on forever but a lot of the stock market strategists think that the path of least resistance is reaching higher for the end of the year. Stocks probably down a little bit this morning. Ill tell you why. Bank stocks got hit in europe, bank stocks getting hit because there was this big settlement 3. 3 billion settlement from a bunch of household name banks from ma nip place in the Foreign Exchange pricing to benefit their own trades, those are the allegations. They have settled with government authorities for 3. 3 billion. So those stocks will ease back today. I think theres some conflicting messages here. Economy is doing well but you hear what people have to say, the majority of americans seems arent happy. What is going on . I was doing the exit polling for the Midterm Election and thats what people were saying. They dont feel confident where things are now, where things are going and its very simple. The stock market reflects the health of companies, not necessarily main street and companies are buying back shares. Theyre adding jobs, but not as robustly as you would think at this part of a recovery. People have been so scarred by what happened to us the past five or six years, they dont quite believe it yet. Their wages are also stagnant, so if your paycheck is not better, you dont really feel as good about the stock market. Half of americans are not invested in the stock market. For half of americans doesnt matter to them stocks are going up. Thank you for clarifying that. Christine romans, thank you. A mission by two senators to bring home an imprisoned american has apparently fallen short. Alan gross is a u. S. Government subcontractor serving a 15year prison sentence in cuba. Cnns patrick gotman is in havana with the latest efforts to win gross freedom. Good morning, patrick. Good morning, pamela. In this trip by senators jeff flake and tom will was always a long shot, they said it was slim theyd be able to travel back without gross, but theres a real sense of disappointment. You could tell from them, theyll be heading back to washington, d. C. , this morning and alan gross will continue here, ten years, pamela, on that sentence. Gross has recently denied efforts by u. S. Diplomats to see him. Hes so frustrated by the lack of progress in his case. Hes even said he will take his life rather than serve out the rest of his sentence. Jeff flake told us yesterday that he says there are signs of encouragement, signs that perhaps gross freedom will come soon. I do feel were closer there, one, because what alan gross has said himself. This is going to end one way or another, and you know, weve gone on five years and i this i think benefit that the cuban government may have seen has to have evaporated by now in that regard. Reporter cuban officials have proposed a prisoner swap, which means very, very controversial, they have three intelligence officials what the u. S. Justice department calls spies serving lengthy federal prison terms and theyd like to bring them back to cuba. The cuban government regards them as heroes in exchange for alan gross. Other senators would endorse that plan. Time is of the essence. They need to Start Talking with the cuban government and talking soon, pamela . Patrick gotman, thank you very much. Nato says russia is funneling more weaponry into Eastern Ukraine. The western military Alliance Says combat troops, tanks, artillery and air Defense Systems have all poured into the country. Cnns Matthew Chance is in moscow with the very latest. Matthew . Reporter pamela, thanks very much. Some startling claims being made by the nato military alliance over the course of the past few hours. The supreme allied Commander Europe who is the nato military chief u. S. General philip greedlove saying nato sighted russian tanks, artillery, russian air Defense Systems and russian combat troops entering ukraine over the course of the past several days. He said that coincided with what the international monitors on the ground had also seen. Those monitors the osce, the organization for security and cooperation in europe saying yesterday they saw 43 unmarked green military trucks making their way towards donetsk, under control of the prorussian separatist there is. Five of the trucks it says were carrying artillery pieces or towing them behind, another five were carrying multiple rocket launchers. The usc saying there is a rising risk of the combat situation there, the security situation will get much worse. Remember, there has been a truce supposedly in force in that region between Government Forces in ukraine and prorussian rebels since september the 5th butlogical its always been very fragile at best. Hundreds of people have been killed since the truce was put in force. The big danger now, the big concern is that the truce will be thrown out all together and full combat operations could resume. So it looks like a dangerous period indeed in Eastern Ukraine again. Absolutely and the pictures weve been seeing tell the story. Thank you so much, we appereciat it. And still to come, right here in newsroom the u. S. And china make history after joining forces to combat Climate Change. Story were watching very closely this morning, the historic arrival of a space probe at a small distant comet. The window for that landing happens in just about 37 minutes from now, and take a look. These are the first images from the philae probe being beamed back to earth as we speak about the size of a washing machine. The hightech probe was released from the owe set ta spacecraft about seven hours ago and has been in a freefall toward the comet. Apparently its spent more than 1 billion was spent on this project, took around ten years, the stakes are very high. Were watching it closely. Well let you know as soon as it touches down. Meantime, another big story we are following, ambitious and achievable, those are the words being used to describe a groundbreaking Climate Change deal between the u. S. And china. The agreement aims to cut u. S. Carbon emissions by more than 25 over the next decade and the plan also includes a commitment by china to get 20 of its energy from renew able resource by 2030. The deal was announced at a rare joint News Conference is being praised and a New York Times oped, secretary of state john kerry writes, in climate diplomacy as in life you have to start the the beginning and this breakthrough marks a fresh beginning, two countries harded for 20 years as a leader of opposing camps in climate negotiations have come together to find common ground, determined to make lasting progress on an unprecedent eed global challenge, but perhaps the biggest challenge for president obama wont be meeting the new goals but rather selling the plan to a newly elected republicancontrolled congress. We talk with Marc Lamont Hill and ben ferguson. Ill start with you, marc, as we know the success of the gop in the midterms was a huge blow to the administration here at home. So durng tho you think this dea obama regain some momentum here, even if it is abroad . It should help him gain some momentum in the global certainly will, among everyday people i think it would. This is an Historic Deal with china, getting china to admit having peak emissions by 2030 or before them, committing to reducing the amount of damage we do to the environment overall is an extraordinary achievement and do it with china is special given how much antagonism alleged between the two countries. I dont know it will get hard core policy through because Mitch Mcconnell waged war on the environment and promised the Republican Senate will wage war on the epa. Thats his own language. He says we will rein them in. When he talks like that, it makes me less optimistic. Senator Mitch Mcconnell did release a statement saying our economy cant take the president s ideological war on coal, it will squeeze the middle class family answer struggling miners. The unrealistic plan the president would dump on his successor would ensure higher utility rates and far fewer jobs. We also heard something similar from senator inhofe who will run the Senate Committee on, sorry, environmental, there you go, environmental committee. So we heard something similar from him, he is not on board with this, so how realistic has it been to make this happen . Its about as realistic as Marc Lamont Hill saying hell become the next michael ordoon and me coming on saying were going to be multibillionaires from 2030 and oh by the way ill come out of retirement and be the number one tennis player in the world. Et cetera unbelievably realistic. Like listening to children saying when they grow up theyll become president of the United States of america and actually believing it. What did you say . This isnt going to happen here and the reason why is because china would literally have to double the amount of electricity that theyre actually producing right now. To Green Alternative Energy by 2030. There isnt one expert out there that says that is realistic so the president going over there signing this, it virtually is meaningless. China also doesnt have to back it up any time in the near future. Heres the other thing. Theres nothing they signed that has to be implemented while barack obama is in office. He knows its unrealistic. Sure ill sign my name to this because i dont have to do anything about it, i dont have to back it up and most importantly the American People do not want this right now, and it shows that hes already focused on legacy building instead of in reality which is congress is not going to work on this. All right, so to that point and by the way thank you for correct me, environment not economy. Clearly the economy is on my mind now. Yes. The gop likes to brand these initiatives by the white house as a war on coal so marc, how does the president convince the American People otherwise here . Thats a great point and i disagree with bens other point. China is saying 2030 will be its peak year of Carbon Emissions. After that well see the reduction and i think that is in chinas best interests, its in the u. S. s best interests. Im not naive to believe china will do it because barack obama or the u. S. Asked them to. Both United States and china have to both grow. Your direct question about coal, this is not a war on coal. This is not a war on coal miners. This is a vision toward the future. Contrary to what ben might want to believe or hope for coal runs out. Coal is also bad fort environment, renewable sources are what we need. No one is waging war on the economy or coal miners. Its on moving us toward a new direction at a decent pace. This isnt going to happen overnight. This is a 25year plan. Marc, everybody thats watching would agree that we have everybody would agree we need alternative energy but to sign a deal with china that puts it all on america and china saying were going to do this in 2030 and hit our peak it wasnt even worth the time on paper to do it. If you want to do something realistic have a realistic plan. This is a kumbaya pipe dream that most importantly it would hurt americas economy and the majority of the American People did not ask for this deal. First of all, thats not we would love to continue this but if you take a step back, it does appear to be a positive signal that at least china and the u. S. Were able to come to the table and agree on something here. So Marc Lamont Hill its easy to agree on something you dont have to do. Of course you had to get in that last word there. Thank you so much. Ill be right back. Stick around. Uhhh. No, that cant happen. Thats the thing, you dont know how long it has to last. Everyone has retirement questions. In what may seem like overwhelming odds, a European Space probe launched ten years ago is nearing its destination. A weirdly shaped speck of ice and dust on the other side of the solar system, we call these objects comets which are known for the brilliant tails develop as they near the sun. Our frederick on at Mission Control in germany where people are on the edge of their seats right now. Whats going on right now is that the lander we have a model of it, is going very, very close to the comet that its supposed to land on. Now, whats going to happen, as it gets closer, it will shoot out harpoons into the surface of the comet and try and pull itself towards the comet and at the same time it also has a single booster thats supposed to push it on to the comets surface as well because, of course, this comet barely has any gravity. So the lander drops very, very slowly and has to hit exactly the right landing spot because this thing, it might look rocky on this model that we have here, but its made mostly of ice and metallic dust so they dont know how sol tid surface will be. However, this landing succeeds, the europeans hope to get very vie tell information off this comet. There is the theory that 3. 5 billion years ago, many of these comets landed on earth, slammed into the earth and the ice from the comets melted into water, the metallic dust then reacted with the sunlight to create the first molecules which then morphed into the first forms of life on our planet. So this might hold a lot of answers as to how everything started on our earth. Again, theyre going try to make this landing happen and then are going to conduct experiments on the comet for several weeks, pamela . Unbelievable there. Well keep an eye on this story, thanks frederic pleitgen. Now to the city of ferguson, missouri
