Okay, first march is National Social workers month so i want to give a shout out to all the social workers work they do. It is also National Nutrition month a annual campaign to learn back and make informed decisions around food habits and exercise habits. I imagine there will be some events or something happening and if i find out anything ill let you know, but just know for this month, Pay Attention to what you are eating and how much you exercise. Just this month. Okay. Also, a couple thengs. I dont have up aidates on the budget. Ill have more updates next month. There is or at the end of this month ill have more information. I can only report that we continue to go back and forth with the Mayors Office to make sure we are maintaining as much staffing as possible and so that we can continue to provide the services that we provide. The outlook continues to looki dont want to say dire, but the word before dire is probably good. But, i am confidence that we will be able to maintain all our staff and the services we provide, but as i said for the last few months, it does mean that we likely will not be able to start any new programming. Also, we are in month three of the implementation of sb 43, which is the new law that expanded the definition of grave disability when we are looking at conservatorship laws and roles and how you can conserve people. I will say, it feels we are getting into a rhythm now and a lot of hard work by many people, but it has been a great opportunity to break down silos between department jz there is much more communication and collaboration between das, dph, police, fire, sheriff, everyone in a effort to really help those who really need some assistance and living their lives. Thats happening. The last thing ithink it is the last thing, is the asa conference is happening at the end of this month, and it will be here in San Francisco and im happy to report that we have two presentations coming from das. One is our ihss team is presenting on the very successful ccst model which is Collaborative Caregiver Support Team that provided enhanced ihss services and permanent Supportive Housing sites and secondly, our aps team is presenting with the institute on aging Elder Abuse Prevention Program on the multidisciplinary teams to cordinate response to abuse, neglect and selfneglect. The team of the Legal Division of the public administrator Public Guardian team here at das. [applause] for the month of march das will honor the entire Legal Division of the public administrator Public Guardian office comprised ota dedicate team of secretarys, clerks, paralegals attorney and Office Manager for all their hard work and dedication to the people that they provide services to. The public administrator handles the estates of deceased san franciscans without family willing or able to do so. The Public Guardian as a Court Appointed probate conservator provides Critical Services to individuals who are unable to protect themselves from abuse or exploitation or provide for their basic needs due to Cognitive Impairment often caused by dementia, traumatic brain injuries or other conditions. With case load of approximately 750 cases, the Legal Division works closely with the public administrator and the Public Guardian staff to insure all legal deadlines are met and that their exceptional work is effectively communicated orally and in writing to the Probate Court. As the public administrator and Public Guardian take on some of the most difficult probate and conservatorship caishs the Legal Commission is tasked navigating the legal challenges whether examineing genealogy records, selling property of all shapes and sizes, evaluating creditor claims, addressing issue, comparing [indiscernible] meeting hundreds of compliance deadlines each year, the Legal Division insures that the legal obigations of the public administrator and Public Guardian carry out effectively and efficiently. In carrying out the role, have proven time and again to be jealous advocates for their clients. They are recognized by the San Francisco Probate Court and probate Legal Community for their expertise in probate and conservatorship law and effective representation. The Legal Division teams dedication to their work expertise and Effective Team work are exalismary. Congratulation to each and every one of you for the well deserved recognition. We are a big team, that does a lot of big work, and i dont think the attorneyshopefully i can speak on your behalf can do a iota of the work we do on a regular basis without the support of each of the team members here and the ones not here as well. From the clerk lourdes and rich out now, but works tirelessly day in and day out. To the legal secretary, the right hand people for the attorneys. We cant do the filing and mailing out thousands of petitions to across the World Without their help. Our paralegals have help dive deeper into complex issues and we really need your help and appreciate it. And then my colleagues, fellow attorneys doing hard work day in and day out and our Office Manager who is an excellent resource, always there to help. [applause] item 7 is Advisory Council report presented by the Council President , Diane Lawrence. Commissioners, president spears, executive director dearman, take a minute to collect myself. Always a tear in the eye after the presentations. We all agree the best part of the meeting. The Advisory Council met wednesday february 21. We welcomed three new members. One appointed by you and one appointed bytwo representing the board of supervisors in district 5 and district 1. They will be wonderful members. They already contributed in the two meetings they attended and one actually started coming last year. And then the board approved yesterday little birdy the district 4 representative told me she was being reaopponented yesterday by the board, so pretty sure that went through. So, we arethey received their handboorks and we are looking how to do orientation training to bring them on bord and we have a couple from years past so we have ideas how well get everybody level set so the group can begin working together. We still have vacancies, but we are making progress. And each time the Community Living Campaign Goes out to meet with the supervisor on the dignity fund, 3 million annual allocation if there is a vacancy they are plugging to the advisey council so we are down to 2 or 3 supervisors. Commissioner bittner asked last year if the council received training on ableism. I couldnt find anything, nor did my members who had been around a while so i reached out the Training Unit in das to see if there is any training available for us, but i havewill continue to followup. Deputy director Cindy Kaufman presented the update on the Department Activities and we approved the first draft of the area plan on aging from which you will have a presentation on today, so weour goal at this months meeting is to approve it and then it will come to you at the april meeting. Im not going over the key point changes. We had a presentation by the Dignity Fund Coalition talking about the 3 million annual allocation providing talking points to our members and discussion about their forget me not campaign, but also how they we can reach out and left us with talking points knowing our district, each of the districts over 60 populations, the percentage of the total in each of the districts, so well have more updates on that as we move forward. We went over the consumer grievance, the updated consumer grievance process. Everybody was in agreement and director mike will go over that later. We had a site visit on the Mission Neighborhood center which we had seen before. Excellent report. The difference between the website and real site, and so that seems to be a constant theme, so a plus of the pandemic is that we started looking at the websites so well look more at that Going Forward. So, there were a lot of good information there. A couple things i thought were interesting is they have anot only have food banks, weekly therapy group, there is a lot of intergenerational activities, which is really lovely, and at thanksgiving they provide food kits for the neighborhood for clients and there is a nurse available and they do zoom meetings in mandarin on how to use ones phone, so there a lot of activity going on there. Site is beautiful and it is a old old building on cap street. It is a beautiful building and we have more site visits there. Any questions . I started out badly the state of the website. I was glad to read later the center itself sounds wonderful. Is something done to push improving the web site . Ill let mike zaugg answer that question. Yeah. President lawrence and i agreed we would officially respond back at their next meeting which is in a couple weeks. Okay. Thanks. I always know that happens from the site visits, but following up and how critical that is becoming. That is always a point of discussion when the Council Representative sits with the executive director at the sites because they already looked ahead of time, and i know in previous ones we have seen that as i mentioned to mike that we have seen things where the siteto find the specific site is difficult because there is a umbrella organization, and language has come up numerous times. The inability to change languages. Some are very static and as we all know, keeping websites updated is a expensive proposition and what do you put on the website, versus what will feed people. There is discussion there. Yeah. [indiscernible] thats the website. It is on the website even though it looks multicultural on the website itself. But you cantwe have seen that in a number where there is no waysome websites you can change the language. We havent seen that here. Okay. Thank you. Quick question. Im very familiar with Mission Neighborhood center. Most of their correspondence that come out inviting you to event are multilingual so i hope they can update the website to demonstrate that also so thank you for that. Secretary. Commissioners, item 8 is the joint Legislative Council tacc report presented by president Diane Lawrence. We had our first joint legislative Committee Meeting on the 21 under our new system and i think it worked well. I have given you the full report of legislative bills. Many of them have died or were not reintroduced this year, so in subsequent reports those will be out. We did which i detailed for you have a number we are tracking. There is a new federal piece of legislation that well be watching it still doesnt have a number and there are two state ones that we are discusing whether we add them. We are trying to keep the discussions of the legislation around those pieces of legislation that impactunder the purview of das, but sometimes there are ones that will come up that will have a ancillary impact so we try to attract those. Many bills die in appropriations, and im sure we are going to see that again possibly this year, because the governor made it clear the last couple years that if has appropriations please put that in the bill as well. And some you note are just technical language cleanup, so instead of talking about disabled persons, rb it is persons with disabilities in a couple pieces. Just some language changes as we move forward. One of the we want to will be watching is ab 2410, establishing permitinant meal to go program. Those came out of the pandemic when congregate meals could not take place and some programs still have them. The preferred method is congregate meals for socialization and interaction so well be watching that. And then usually when somebody comes to a meal there is a volunteer donation, which there isnt for the togo meal, so that one we will be tracking. There is number of pieces that are updating the california Older Americans act, so well be watching those. But i think thats pretty much it. Questions from the commission . Just about the older american act, when is that getting rewhen is the older american act getting reupped . The federal one gets approved every so many years. The seems to me it comes around quite frequently, but the state one doesnt. But they never have gone in and made changes to that. I think that passed in thelast update was the 1990s. So, lots of things have changed, so couple bills to both in the senate and the assembly. And often times they are mirror bills because they will eventually have to come together in a conference to iron out one bit of legislation, but we have a couple like that. Can i sure, please. The Older Americans act in fact hadnt been revised for about 30 years, which is why that happened on the federal level and been done and now the older californian act is revised now to mirror what is in the federal legislation and to insure that it says what we are actually doing now and take out things that no longer work and update the language. Will it change any funding is what im driving at . Sorry. Being direct. At this point, no. Okay. But it might change how aaas areat this point, no. That is the best way to say it. No. There is still a lot of things happening. The funding will still be the same, but what aaas look like down the road might be a little different. Might. Okay. And it is just one follow on question, is this changing any of the work going on at the state level regarding relook at the 2030 aaa and how they look up and down the state . Right, this is all part that. Okay. The bills introduced are looking at california 2030 and what makes sense and looking at the demographics of the state and where people are located so all that is happening at once, which is why i say it might change how some aaas are working, but im on the california aaa association and we are talking about that now. Aaas work really hard and there are some aaas that work within their county and are some that are non profits and so there is a lot of discussion that needs to be had about how it works best. How the money should flow. All those things are happening right now. Okay, thank you. And thank you president lawrence. Other questions . Thank you very much. I think i have one more, which is the aaa cancel of california and we actually talked about how aaas operate. So, at our First Quarter meeting, which was the day after the council meeting, we had a couple reports, which i detailed. One was on the California Civil Rights Department which used to be Call Department of fair housing and employment and i put the website in my report because it is a very informative website. There is lots of forms. There is lots of links for things like job discrimination and other areas. They track quite a few things and enforce, but they dont take on every case. They do a few every year, but they are there to help people navigate where they can. I thought one of the most interesting parts that is when the director commented there are five generations now in the workforce and that in itself can cause some tension. So, every time i told somebody that, everybody is kind of shocked when you think about it, because the boomers are still there along with the subsequent generations. We also had a update, the California Commission on aging had asked for a study of department of housing recommendation. We had a quick update and there will be a full report at the c4a conference in may in san jose. And then we looked at modernizing our report. Quarterly or most quarters the representatives of tacc from the local area agencies produce a report and sometimes there is a lot of demographic information. When i do that report i make sure that the department has a copy as well, but it is a summary basically of what executive director dearman has told us at Council Meetings and Commission Meetings. But everyexecutive director dearman just mentioned, every aaa is structured differently. Woo eare unique as a city and county, so means things work in my opinion a little more smoothly. And we are small. Where some aaas include 5 Northern California counties that are incredibly rural so there are lots of challenges. So we are looking also at the code that created the councils and then we had our regular master plan on aging update and then the legislation that the commission itself is tracking and those are listed here as well. So, our next tacc meeting will be the c4a conference. There is the commission and also be a commission on aging meeting and theyve attached the tacc meeting at the same time so we could all attend. Im the new case cochair and my name is judith dancer im the director of Senior Centers in the tenderloin and one at aquatic park. The oldest non Profit Senior Center since 1947. Can you believe that . We are still in existence. So, i just wanted to update you on the case and you should have this in your packet. We do programming each month and in march we hadsorry, in february we had a interesting presentation with the uber elder fraud and that was really fascinating about how uber people use uber to scam seniors. In march we are going to look at tailored food program with william goodness in april to be decided in may. We partnered with das to show all the people in the auditorium and main library and that will be may 13 from 1 to 3 and also have a Panel Discussion afterwards and that is by the clouder group. Did the movie. And they also did the movie [indiscernible] silent which you might have seen or heard of. We did approve the slate of officers and we were looking at the one time only funding of 6. 1 million and case look forward to dispersal of the funds, especially for the Behavioral Health pilot. We look forward continuing dialogue with the department on the development of the rfp for that funding and then in terms of the Dignity Fund Coalition, since the last report the Dignity Fund Coalition met with supervisors mandelman and mel gair. Item 12a is review of the draft fiscal year 2528 area plan for the California Department of aging. Das executive director Kelly Dearman and a dithi vellore will present. Thank you very much. Good morning. Im a analyst with Human Service Agency Planning unit. Along with executive director dearman, here today to present a draft of the area agency on aging area plan for fiscal years 202425 through 2728. The state refers as the area plan 20242028. The presentation is a second of two public hearings on the area plan. These hearings provide the opportunity for the public to comment on the development and content of the four year plan. Ill begin sharing a overview of the plan purpose and process and move to Key Highlights from the report. In speaking to the purpose of the area plan, in the first big thing to remember, this is older american act requirement and that all area agencies on aging, das is one, submit a 4 year area plan to the California Department of aging. The main purpose of the plan is three fold. One purpose is to assess demographic trends and population needs. Another purpose is to outline the area agency on aging plan to use Older Americans act revenue to support seniors with greatest economic and social needs. And finally, to help support coordinated system of Supportive Service for the service population. You may remember a area plan update is developed annually in subsequent years so we can provide you with additional population updates, information about how different activities in the plan are going. Ill come to you at some point in the next year to talk about updates on this 4 year plan. To give you a reminder of a schedule for this process, we are currently in fiscal year 2324. This plan addresses our vision for the next four years beginning in fiscal year 2425 july 2024 for the next four fiscal years. We are required to submit a finalized version of the document which received approval from the Advisory Council and the commission by may 1 of this year. To offer context where the area plan fits in the broader framework, wanted to briefly summarize key planning processes that we follow here in das. The first of these is the agency wide Strategic Plan which lays out shared goals across both the department of disability and aging and department of benefit and Family Support to advance our shared mission. Das aligns our strategic efforts with the shared goals and strategy and those goals are reflected in the annual reports prepared by das, which includes that annualized action plan. Youll also see and echo of the Strategic Plan goals from the in the area plan section on the narrative goals and object areives. The goals are the same. The other big process aside from the area plan that we pursue in das is really our biggest and most significant one. That is the dignity Fund Planning cycle. Through this process, we conduct a Dignity Fund Community Needs Assessment where we assess Community Needs and developing a funding plan for dignity fund Eligible Services that comes out in the Services Allocation report. To provide a sense of scale, the services that we consider in the dignity Fund Planning cycle process are currently funded at about a hundred Million Dollars in the das budget this year. The area plan process is quite similar to the dignity fund process in that there is a Needs Assessment components, theres a planning how we intend to use certain revenues to address the needs of the community components. The scope of the area plan is smaller. Focused on older american revenue 8 million in total. Das recognizing that we have really Robust Services and resources that we dont think about our services in isolation just on the basis of the Revenue Source is funding them. Does take a slightly more hualistic approach. The other part of the report is highly prescribed by the state and focus on the older american actfunded programs so you will see lots of regulatory content we are expected to reflect in this area plan report by cda. I thut thought it would be useful to briefly highlight structure of the area plan. This isnt something we set out, but the state does to meet a number of those regulatory requirements. There are several sections focused on description of the local agency on aging. You see that content in the front of the report in sections 1, 2 and 3. There are a number of sections that speak broadly to our process for planning, identifying needs and priorities and actually developing this particular document. Those are reflected in sections 4, 5 and 6. We identify our goals and objectives for the next 4 fiscal years in section 7 and 8. Section 7 is primary narrative in nature, section 8 identifies Service Levels anticipated for a particular Older Americans act funded programs in addition to additional narrative content on the programs like longterm care ombudsman. We provide a summary of organizational structure and oversight bodies like the Das Commission in section 15, 16 and 18 and there are a number of programs or topic specific sections align ed with Older Americans act requirements that speak to a variety of focus areas, such as Senior Centers and focal points, Legal Assistance service, and disaster preparedness. There are a number of technical components not fun to read for anybody, but required by the state and so those appear towards the end of the report. In total, we have 18 sections with substance, 19 with some of the legal writers we have to include, and again, driven by the Older Americans act, that is our focus. All that table setting, i want to get to some of the fun stuff. Well talk about population trend highlights. Just to offer a little context for where das is setting our priorities. So, one of the big things to note in this area plan is a trend we are seeing across past Needs Assessment and planning efforts, but helpful to reiterate here. Older adults are fastest growing. This shows pop ylshz changes between 2000 and are 2021 and we see our city experienced significant demographic shifts. Seniors are growing much faster rate then other subpopulations Community Children or adults 1859. The senior population has grown by over 53 thousand individuals which represent a increase of 39 percent. Overall the city population has grown by just 5 percent in the same time recollect so i think the distinction is stark when we look at the numbers involved. We do expect this growth trend to hold in the future. The California Department of finance projects people 60 and older account for over 30 percent of our Community Population by 2030. We also know that low income status is prevalent among older adults and this is relevant in the context how we direct our services to address the needs in the community. Older people tend to live on lower fixed incomes. You can imagine how challenging to navigate resources and needs for this population. We know senior renters in a city are rent burdened living with minimum means [indiscernible] speaking to high cost of living here, leaving less Resources Available for people to address needs like food or other essentials to survive. [indiscernible] diverse. Older adults in the city are predominantly Asian Pacific islander. In 2021 accounter for 44 percent of the senior population and white accounting for about 37 percent of the older adult population. Latinx and hispanic individuals make up 10 percent of seniors and black and African American make up 5 percent. When we look at older adults in San Francisco over time, one thing stands out and that is the decline of the black African American population who made up 9 percent of seniors back in 2000 and now we represent only about 5 percent and we talked about the trends with respect to displacement of these populations leading us to see some of these trends. When we look at the intersection of low income status and race, we see low income seniors are more likely from communities of color. The chart on the left describes all oldser adults in San Francisco by race ethnicity. The chart on the right describes older adults living in poverty by race and ethnicity. This is most pronounced among black and African American older adults while they make up 5 percent of the senior population make up 12 percent of the senior population living in poverty. This disproportionality is echoed among latinx and hispanic seniors, but to a lesser degree. Looked through some of the populations stats we needed to provide Needs Assessment to help ground the goals and objectives for this particular area plan cycle. In order to do that, das leveraged the 2022 Dignity Fund Community Needs Assessment to inform our understanding of Community Needs for this process, so these findings likely look very familiar to you, but well still take the time to review them briefly. There are 9 findings in all. The first is that consumers experience a number of barriers to Service Connection. Sometimes differently by different subpopulations, and those barriers to access can contribute to consumers feeling they are excluded or not adequately supported. We also found that adults with disabilities tend to experience higher levels of barrier to entry and have greater unmet needs then their older adult counter parts. That said, finding 3 while many consumer basic needs are generally met and thereat is good for us to know, social connectivity and Mental Health needs, particularly those amplified by the pandemic are still areas where people are struggling. Which leads us into finding 4, the consumers rely on technology to participate in services to participate in social and civic life and this really highlights the need for expanded technology resources, Virtual Service offerings that allow people to participate in the ways that are most suitable for them while we also address issues of the Digital Divide to help narrow that gap. Finding 5, speaks to issues of safety mobility and transportation that may pose barriers for people participating, engaging socially and accessing services. Particularly in the context of covid, we saw that concerns around safety around navigating the streets on foot and accessing public transportation, assistive transportation were really complicated by the pandemic, and particularly safety sort of took on a racialized tone in response to the rise in antiapi violence during the pandemic and those are still echoes we see through today. Finding 6 focuses on bipoc and lgbtq individuals who express a need for service that affirm their identities so they are not just safe and welcomed and services well suited and tailored to the particular needs they may have accessing support that is designed generally for seniors and people with disability. Finding 7 focus on caregivers and the fact caregivers need more information about available resources not only for themselves and also to the people they provide care giving support for and they need help navigating the available resources to find the services and programs that are right for them. Finding 8 has a similar tone but focus on Service Providers. We have a really robust and are Knowledgeable Service Provider Network even so, Service Providers expressed a great deal of need for support in identifying and helping to successfully connect clients to services that may be outside of their particular organization or outside even the das network, but still can meet the needs of older people and people with disabilities. Finally, finding 9, das does a lot in a lot of different areas, but there are areas outside of das primary area of work such as housing where clients indicate having significant unmet need and the department can play a role in providing access to and facilitating Service Connection to services that may be administered by other partners in the city and through system coordination and collaborative efforts with the department such as department of homelessness Supportive Housing and Public Health and so on. Needs assessment is important for us in part because it helps us decide where we need to direct our resources and what populations we need to particularly thoughtful about in tayloring and targeting resources. In alignment with the dignity Fund Planning process we identified several priority populations. This section is referred to as targeting in the area plan. We tend to use softer language like priority population. They are one in the same. Just wanted to clarify that. The populations we identified are groups you will recognize from the Equity Analysis in the Needs Assessment. These includes individuals at risk of social isolation, people with low income, individuals with limited English Speaking profeshficiency, communities of color and members of the lgbtq plus community. In addition, to reflect a familiar goal of the old er american act supporting people to age in place in the community, we also highlighted as a priority population for this area Plan Document individuals at risk of institutionalization. Moving to a quick overview of section 6 where we provide a summary of priority services, thris this is a specific requirement of cda for the area plan where we have to specify minimum allocation of title 3b funds which can be directed to services in the access category, which includes servicess like transportation, case management, information and assistance. Inhome service like emergency shortterm home care, and Legal Assistance. Just to briefly summarize here, we are talking about 1. 1 1. 1 million in title 3b funds. Das committed to allocate minimum 45 percent of those funds either in the access or Legal Assistance buckets and 5 percent in the Inhome Services area. And well retain those breakdowns over the span of the next 4 years. Moving on to a quick highlight from section 8, the service unit plan objectives and this is a area we specify Service Levels per year. I want to briefly mention where we see changes from prior years. For the most part, our anticipated Service Levels for 24 25 are pretty consistent with what weve planned for past years. Where we see increases our decreases, they are generally quite miner and on the margins. The one exception i want to point out is the Elder Abuse Prevention Program where our Service Levels are increasing pretty significantly compared to last year and that is partly because we added a new provider to enhance support for victims of abuse who have limited english proficiency. With that, i will turn the mic over to executive director dearman to provide a high level over view of section 7, area plan narrative goals and objectives. Thank you. Okay. First, when we look at our narrative goals and objectives, you might note the goals look really familiar and mention them earlier, they do align with the goals of the Human Services agency Strategic Plan and with our annual report and action plan. So, im going to go over each goal and give you one highlight and there are more highlights in the area plan. Next slide. Goal 1 is to promote inclusion of people with disabilities and community and civic life. We are pursuing a variety of strategies to support the Disability Community engagement and of course most notably, we have begun work with the Community Based partners to implement the nations first municipally funded Disability Cultural Center which we heard about in the joint meeting with the mayor office on disability council. This will be located on the site of a new centrally located Affordable Housing development on van ness and grove. So, it is currently under construction and residents and Onsite Services will start in 2025, and we will begin to provide Virtual Services later this year, so we are really excited about that and that should happen i think around july. Next slide, please. So, goal two is a strong workforce and collaboration. We support training and professional development for department and Community Based provider staff across the das service network. So das will provide regular training on foundational topics such as das service and other disability and aging resources. Mandated reporting and elder abuse prevention and antiageism and antiableism. We will continue collaboration with to offer training on special topics which include dementia, Substance Abuse in older adults and caregiver burnout prevention. Next slide. Goal 3 is employment and economic security. The goal is implement strategy to boost engagement with veterans and help connect them to va benefits. Well pursue a variety of strategy to improve support for veterans such as launching a online tool to help veterans prepare needed documents to submit a claim for benefits, provide transportation assistance to get to and from inperson appointments with claims, representatives and other key veteran services. Facilitate improved interagency awareness and collaboration across veteran serving organizations. And develop new partnerships focused on preventing and addressing homelessness among student veterans. We will also continue to maintain our outstation at the Va Medical Center where we see as many as 30 drop ins a day seeking assistance like filing for va compensation, filing for va pension, checking the status of a previous claim and things of this sort. Next slide. Goal 4 is around health and wellbeing and here we will leverage cal aim resources to enhance and expand medical support that help seniors and people with disabilities age in place. Das will facilitate connection to enhance Care Management service for eligible high risk ih is rks s clients quhoo are unable to manage their own care needs and for individuals at risk of institutionalization and or those transitioning from institutional to Community Settings in coordination with the San Francisco health plan. We are also exploring other cal aim strategies and partnerships such as Community Support services. Cal aim is going to be really big moving forward. Next slide, please. Goal 5 is around safety and care. Here the highlight is to prevent and mitigate the abuse of older people and adults with disabilities through Public Outreach and awareness. The Elder Abuse Prevention Program will provide outreach and education to mandated reporters and the community. This includes more then 35 training sessions for mandated reporters and 35 Public Education sessions in fiscal year 202425 as well as the distribution of over 7500 copies of educational materials. Those are highlights and ill turn it back to you. Great. Before i conclude the presentation and we open for discussion i want to provide a quick reminder of the remaining area plan timeline and key next steps you will see. So, we now presented two public hearings the first was the february Advisory Council meeting and todays Commission Meeting. Das will revise the draft report we shared with you to reflect the public discussion at both meetings and incorporate input we received. Well return to the Advisory Council march 20 to present a final version of the area plan to the Advisory Council where they will take a vote to approve it and then come back to the commission with that same finalized document on april it 3 where we will seek your approval and if the report is approved by these bodies, we will submit the final report document to cda prior to our may 1 deadline. Thank you for the excellent report as always. I donts want to take away from that. We really appreciate what these reports are. I felt starting out by reading a novel because i dont know if you write it others write it but it was the mist and fog and what San Francisco is like and i really like that. It brought me in and it is so reflected what our city is, so thank you for however you put this together to have that big picture of things, and then the other part i really like is how we get all these birds eye view, big views of things and how you did such a excellent job mesh that together. I just want to note that because doing that makes it such a critical step in making the implementation possible, so from this standpoint from a commission standpoint, i really appreciate that. And then just pointing out all of the things that we can do about that and i wanted to also in a time when we are so depressed basically about the state of things, the budget, what happened to the city, et cetera, there was still points of positivewe have something positive here. We do. We have a Political Support and i think thats good to note and then just things that we have going for us and up to and including the dignity fund so all these things are so good to just kind of okay, take a note of, even though we got all these other issues. I just wanted to start from that point and then im going to agree with everything we said because we keep doing that. I just want to emphasize, it does reflect my living experience. Im a older adult and live in the city and why i love the report. One thing that is more and more important to me are the transportation issues that we are facing and i am going to bring this up. I know i bring up the access to information with online database. That is something i think is a key priority for me and another key priority is the transportation area. Im glad people brought it in. They bring it up during thesewhen you do Community Surveys and all that stuff. And thank you for reflecting that. Please dont ignore that. There are definitely bus lines i dont take anymore. I will be blunt about it. Im someone who absolutely has money to use alternative transportation and i wish i didnt have to, because i rather the bus system worked for me, but i think thats a really important thing going on right now and has so much to do with our quality of life and getting around and of actually fixing the city, so i just thank you for noting it in the report. I know this is a huge report with lots of things but thank you for not forgetting that because i do think it is key and wherever we can note it, do something about it. Funding. Please can we start working with muni a little bit on this . I know thats not a piece of this today, but just as we work with other departments, if we can reflect that to muni and they could make it safer so that some of these bus lines could be basically people are not using them because they are so unsafe. Thank you for doing that and ill stop there because that is my issue right now, but down to that you reflected what was going on right now, so i think the is very successful report because that. [multiple speakers] i totally agree with all the comments that commissioner knutzen made. It reallyi really appreciatei know this is a mandated report, but i really appreciate the work behind it, because indeed, it does bring together all the different pieces that we are doing and it really helps. The report is well organized, well written. It really provides excellent overview of who we serve, who our staff are, who we work with in terms of Community Partners. It tells what programs and services we are providing and most importantly it tells us how we are getting there, the goals and priorities, so i really do appreciate the report. My question is just really general just so i understand. This area plan, basically we are starting a new 4 year cycle . Yes. I remember last year it was different goals and just basically a update. Exactly. Thats right. This is the first area plan in which we reflect the goals laid out by the hsa Strategic Plan because that adopted partly through the prior area plan process, we felt it was better to stay consistent with the goals we laid out there. The restructuring is new if you remember goal framework from the last 4 year plan. The other thing i really liked bet the report is the maps of the Senior Center. I think that wasim a visual person so seeing maps helps. Excellent work on that. The other thing i really like is thisbasic theme of Community Input that we are asking the community how we are doing, what are we doing and what do we need and also the theme of collaboration, a lot of different city agencies, departments and different organizations. I think that is really important in terms of being successful in the work we do. I think it is excellent work. Thank you. Thank you very much for the report. One question i have is that, have there been any effort made to cooperate or to combine a effort with groups such as [indiscernible] towers. They have been going up round building villages for disabled veterans and obviously aging veterans also. Looking at the budget in the next 3 or 4 years it will be tightening up, so the more we can work with other groups and combine our effort, the more we can provide for people who are in need. I am just wondering have we ever reached out to them or have you thought about reaching out to them . I would differ to mike or cindy to speak to some of our past collaborations. What i will note is we do partner currently with some veteran serving organizations outside the context of the c bso and within the cbso and that includes our rad sites where we provide including veteran housing sides where we provide support for onsite social engagement programming, but if you are speaking to veteran housing projects, is that correct . Sorry . Are you speaking to veteran housing . It is i differ to program to speak to. [indiscernible] specifically the towers im not familiar with us working with them directly. I think also in your question, the idea Housing Development is a little outside of the scope of dass world so we get into jurisdictional things with Housing Community development. I could say that we have a portfolio of services supporting veterans, including some services that are happening in veteran housing, including nutrition, socialization, advocacy efforts that are reaching into housing sites where veterans are located. Thank you. I kronet dont have a whole lot to add, accept i would say that we arei think working more in partnership with fellow departments along with what the services that we fund right now in veteran services we fund. We are starting to work more with like mayor Office Housing and Community Development in a variety of areas. And so as things come up, especially when we start to identify in the Needs Assessment for Affordable Housing that was just done, we we are taking a look at recommendations and it isnt veteran specifically, but it is getting at many of those issues Going Forward, so this is as much as it has taken a long time to get here, i would say the pandemic has obroken down some of silos, they are not gone, bought we are working together more closely with various departments and we come to the table as subject Matter Experts for older adults and adults with disabilities so it starts to be good partnerships Going Forward how we identify some of the recommendations that come forward. Thank you. Any otherip dont scr a lot to add, but i really just wanted to say that i very much appreciate how comprehensive and thoughtful this report is and the process that you went through to provide this for us and just gives me a level of confidence that we knowwe have been very thoughtful and askedwe understand our constituency of elders and seniors. We asked the right questions, listened thoroughly and done a really good job of incorporating that input up front, prioritizing areas. I appreciate the highlights of things we have done because in particular there is a lot of invasion that goes on here with the creation of the Senior Center Community Center that we can be really proud of, so i just wanted to underscore and say really good work and thank you. Okay. Many things have been covered so ill ask just detailed questions because thats my brain goes. The first is aroundwait, let me start with a major thank you. I really appreciate the report. It is one of my favorites to read because im a nerd at heart. So, when we talk about the funding level for the Older Americans act that funds different parts of this. Can you talk about how that funding will change over the 4 years or is it like a stagnant or is there a cost of doing business uptick over these next 4 years or i dont understand how that works . We submit a area plan budget with each 4 year plan and the updates so i would differ to the budget team or mike to speak anticipated changes. The short is answer is essentially every april they let us know our Funding Amount for the following year. It has trended upwards over the past few years. It is funded at the federal level down through the state, so that is probably the largest factor that. I think one unique thing we had happen in this past year that we saw come i think last commission or commission before is that, they reran the form ulas for demo graphenings and things like that and we ended up with a increase of 90 thousand, but yeah is it population dependent how the money comes from the fed . The federal government allocated down to the state i assume through a formula. I dont know the form yula and comes to the California Department of aging and they turn around and allocate it out to the individual aaa using a variety of formulas that areor variety of factors that are weighted. That we heard during the budgetary process. Okay. Im connecting those dots. Cool. Thank you. My next question is, i heard this comment and just want to understand this, cal aim and whats happening with cal aim and how that might impact us Going Forward because this is innovative piece of what is happening at the state level, so just like to understand that a little bit more. Cindy is here with cal aim. Thank you for the question. We are looking at it specifically. Im back breaking down silos. We have great working groups with department of Public Health as well as the department of homelessness and Supportive Services and moving forward because it goes across multiple populations. We in the process forming a Steering Committee that is city wide and just a week or so ago identified the key players who truly need to be at the table and then as well as the players that we need to reach out to for updates so we have stakeholder groups, we got a variety of things around all things cal aim. For our specific department, because these are two populations we have served since 2008, 2009 through the Community Living fund for people in institutional care and can be served at a lower level as well as those at risk for institutional care. We have started what they call enhanced Care Management, which will then start towe just filed our first claim today, so woo, woo had to do a shout out. Long time coming. Have no idea how much money that will draw down but it frees up city dollars so when we dont have a level of funding we can reinvest back into the community, so that is as a city wide effort one thing we are truly looking at is utilizing cal aim dollars first and then freeing up city dollars. The other piece is enhanced care manage ment, the other side is what they call, Community Support, which for the Community Living fund we always referred to as purchase of service dollars and that is for things like somebody lives up a flight of stairs and cant get gown down anymore so we install a chair lift. We can free up those dollars and reinvest. As a agency i know the agency is looking at different population of focus to try to figure how they do it. We are building the plane as we fly it, but we are working together in True Partnership with the health plan. We have a contract with San Francisco health plan. Also in conversation now with San Francisco other health plan which is anthem and trying to figure what that looks like. That answer it . It answered it, plus some, so thank you. Thank you very much. Seeking Commission Approval to modify the Grant Agreement for selfhelp for the elderly. The calfresh healthy leaving Program Provides evidence based Nutrition Education and physical activity opportunities and incorporatepologist system and environmental approaches to support the health and wellbeing of low income older adults. The program strives to increase participant [indiscernible] the grantee selfhelp for the elderly is the lead agency that oversee calfresh healthy leaving and coordinate with Community Partners and sites to provide hethy eating and acive Living Program to das consumers. Leah pantry is subcontractor for this program and delivers a portion of the calfresh healthy Living Programming. Das is seeking to add 138 thousand in federal funding to help two selffor the elderly contracts. This is a 46 percent increase in the Program Budget and create a opportunity to be intentional about addressing existing gaps in current calfresh healthy Living Program reach. So this funding will support Community Engagement and outreach activities to expand the reach of calfresh healthy Living Program this year and in future years. The engagement and outreach is added and centered in bayview and Treasure Island neighborhoods. The usda designated southeast San Francisco and Treasure Islands low income areas with low food access and these areas see fewer fruit and vegetable sales, greater soda sales [indiscernible] activities involve said in the outreach engage will include outreach to new partners thin bayview and Treasure Island neighborhoods. Providing free nutrition and physical activity workshops with [indiscernible] participants and engage Older Adult Community members and Community Advisory groups to identify and advocate for policy systems and environmental strategies that support their health. A smaller portion of the funds will go toward increasing existing programming including more line dancing and tichiwhich continue to be in high demand among existing participants. Can we talk bat the history of your organization and the mission. Sure, thank you. San francisco heritage started 51 years ago and the main mission is to preserve and enhance the architectural and cultural identity of San Francisco. When it started out the focus was really on the buildings, historic landmark listings and really concentrated on downtown area with all the development happening. Our organization was raising a reg red flag with historic landmarks in danger and victorian mansions so a hallmark of our organization is moving these victorian mansions in the way of development to inwestern addition neighborhood and other areas to get out of the way of development and preserve them. Our organization was around before there was the Historic Preservation commission of the city so we were at the forefront drawings attention to Historic Preservation, landmarking and over the last 51 years we have seen how there are more then just buildsings in safeguarding the City Cultural resources, there is also Small Businesses and the different neighborhood icons that make a neighborhood special, so our outreach has reallyit is really come full circle in a way because it moved downtown into the neighborhoods and now with the covid epidemic it is really going back to downtown again looking at how we can play a role in the economic recovery and revitalization of downtown San Francisco. Thats great. So, now i understand your organization is also responsible for maintaining a couple properties. Could you tell us a little about those . Yes, our non profit was gifted in 1973, the historic inaudible house. It is now a Historic House museum but this was a family since 1886 built this victorian mansion in the same family year after year and one of the last resident of the family when she passed way gifted the mansion to San Francisco heritage so since then we have been running this Historic House and the home of our office. In 2018, one of the long time members nor aa lasten gifting a building on the e has hate polk became a commercial corridor after the earthquake, the owner at the time, he raised the house and put 6 store front underneath in order to take advantage of the commerce so we are in charge of the house on the corner and it has been a wonderful way to get new numbers, new audiences interested in the work of our organization. During the pandemic, we have been using it as a artson residents and partnering with different bay area artists as well as cultural institutions, cultural districts and then one of the storefronts we converted into a pop up galleries so gives a opportunity to raise awareness of the importance of the art and Cultural Resources in San Francisco. Thats fantastic. So, now, lets talk about legacy business. What does the designation mean . How does somebody get add today the legacy business registry and what benefits does being named a legacy business . I love this program. It was started by San Francisco heritage and adopt ed by the city and run by the office of Small Business but the program looks what are the businesses really contributing to San Francisco and the neighborhood. When we started the first focus was bars and restaurants but over the years it exb panded to include other businesses so these are places that contribute to the character of a neighborhood, so sams grill downtown, the amazingarian press in the presidio. Book stores like city lights oergreen apple recently named. This year we had a lot of attention on the legacy Business Program. We put out a contest to the public of what you think should be the next legacy business and one of the businesses that was recommended was the club deluxe, jazz club on the corner, and 2 or 3 days after we launched the contest, the owners announced they would have to close. Thats great. So, apart from architecture and buildings, you also work with cultural districts, and the castro theater strikes me as a place that is both. A beautiful building and cultural hub and center. What has been happening with the recent acquisition by new owners; it is leased to another Planet Entertainment and been in contact with Planet Entertainment by the castro theater is historic land mark building. It is recognized as a very important architectural monument. One thingone of the main activist organizations of the preservation of the theater we Work Together with supervisor mandelman on a interior landmark historic landmark designation for interior, but what happened over the is summer and people learned is there is a lot of concern not just by san franciscans but people all over the world, movie directors, stars who are very concerned about the risk to the lgbtq and film programming at the castro theater. Another planet hosted Community Stakeholder in august, and it was so moving to see the number of people who took the microphoneeveryone had two minutes to say their testimony of what castro theater meant to them and those testimonys showed this building is contributing not just as a architectural monument but plays a role in the Lgbtq Community that is irrelaceuble able. It is beautiful theater. It is. My involvement in the theater raised awareness to not only the castro theater to be emblematic of the lgbtq culture and history but also there are many other sites in the city that also contribute to the identity. That is why so many people come to San Francisco as a place of freedom and diversity so in my previous work i worked at the World Heritage center, so when i joined San Francisco heritage i was thinking why isnt San Francisco a World Heritage city . For the architecture alone it could be inscribed. Golden gate bridge to name a few but the city is so unique in the architecture, the mansioned and historic landmarks so hoping to start a conversation on that with city stakeholders this year. That is great. Lets talk about your relationship with other agencies. You mentioned economic and office of Work Force Development and planning commission. How do you unt integrate to them . These relationships are essential. We are working with office of Small Business for the legacy Business Program and the Planning Department is really one of our most crucial relationships. We meet quarterly with them and we really see how we can support not only historic land mark listings and historical cultural context statements, strategy for culture districts and city survey among many other activities that really are of concern to both of us. For the office of Workforce Development, i attended a etmooing recently that the chamber of commerce organized with them on the Downtown Revitalization and a key goal in that meeting and in the Downtown Revitalization is to make sure that the City Historic culture resources play a key r0e8 in the economic recovery and revitalization especially after the pandemic. The office of Workforce Development has the city build program which is admirable program where youth are trained in construction techniques for rebuilding and especially with the new housing legislation, and we really want to see how can that workforce be expanded to include training in Historic Preservation. We have so many victorian homes, Historic Buildings and other places that really need a Skilled Labor force to make sure that they are preserved and that they help keep the special identify of the city. We really value these relationships, we meet quarterly with the various organizations and we are really grateful for grants of the arts we receive and other supports so definitely that is a key relationship for San Francisco heritage. [ ] my core responsibility as city hall historian is to keep the history of this building alive. I am also the tour program manager, and i chair the city advisory commission. I have two ways of looking at my life. I want it to be i wanted to be a Fashion Designer for the movies, and the other one, a political figure because i had some force from family members, so it was a constant battle between both. I ended up, for many years, doing the fashion, not for the movies, but for for san franciscan his and then in turn, big changes, and now i am here. The work that i do at city hall makes my life a broader, a richer, more fulfilling than if i was doing something in the Garment Industry. I had the opportunity to develop relationships with my docents. It is almost like an extended family. I have formed incredible relationships with them, and also some of the people that come to take a tour. She was a dressmaker of the first order. I would go visit her, and it was a special treat. I was a tiny little girl. I would go with my wool coat on and my special little dress because at that period in time, girls did not wear pants. The Garment Industry had the at the time that i was in it and i was a retailer, as well as the designer, was not particularly favourable to women. You will see the predominant designers, owners of huge complexes are huge stores were all male. Women were sort of relegated to a lesser position, so that, you reached a point where it was a difficult to survive and survive financially. There was a woman by the name of diana. She was editor of the bazaar, and evoke, and went on and she was a miraculous individual, but she had something that was a very unique. She classified it as a third i.
