You should know that our School Staff Members are working extremely hard preparing to welcome our students on monday. This past monday was the fifth annual Digital District day. This year was all online. There was overwhelming consent. When we needed to close registration on sunday night. Those that participated, it was thirst first time attending digital event. Teachers with a wide variety of other roles, including para professionals, substitutes, counselors, coaches, administrators, and Central Office staff. The day was focused on going deeper with Digital Learning and alignment with the districts work in promoting work with inquiry, assessment, and equitable access which is one of our four Distance Learning priorities. The key note speaker rounding the day and our commitment to anti racist practices from surviving to thriving through Emotional Intelligence and culturally relevant practices. Thank you to all of our team who put this event together. Student attrition services is committed to providing nutritious meals for students while schools are closed. Beginning august 19th news will be available to district students only. Mr. Steel is there a slide or no . Since march, our meal program has been open to all children under 18 but due to usda wafers, we can now only serve enrolled students. Five meals a day, is available at 18 pick up sites. Families will be asked to provide their students bar code or meal account when picking up meals. Each bar code will be mailed to households by august 18th. Fresh meals are provided to students who qualify. If a student is not eligible for free or reduced price meal, it will be charged to their meal account. The form to apply is available at sfusd. Finally usd will not provide supper and provide a break for our dining staff. Meal sites will reopen wednesday august 19th. Our big thank you to our s and s staff who have been working hard to provide meals to our students and families. Sfusd is funded far below what is needed for our students needs. We must work as a community to ensure adequate public funding we need to serve our students now. We cannot wait for public dollars to do all the critical work. Thats where our philanthropic donors come in. They will help us with both the immediate needs of the moment and with long term equity and innovation goals. The sun Land Foundation which has been giving to sf unified which will support devices, wifi, teacher training and tech support during Distance Learning. Granted 9 million during the school year. Its making it possible for the First Comprehensive prek through 12 curriculum. And enable middle grade leaders to envait through direct funding allocations. In addition to support to our private funders, 15 million for San Francisco unified to help alleviate the financial burden caused by the covid 19 pandemic. As well as funds for credentials educators at our schools. We greatly appreciate this budgetary support from our mayor which provided much needed Fiscal Relief for our challenging year. Our meeting we discussed our cabinet rules, elections. Our goal is to provide and establish executive committees so our work load projects are vetted with oversight and recommendations. We had our meeting yesterday august 10th via zoom. We would like to thank our intern for providing a modern and Accessible Committee guide. Renaming of school task force. We nominated two passionate members of the task force. In the organization of crucial access to rei reindigenous valu. Wed like to thank deputy superintendent for speaking at our meeting and giving us an opportunity to speak at this project. Thank you for taking the lead on this new project. Our third update is the Digital District day panel. The topic is getting our teachers and staff trained to better support students tech knowledgtechnologically for the. The meeting was yesterday augus. In allowing us to express our student voice. Thank you and kudos to our student leaders. The student delegates for doing a great job at the event. We have the student led pod cast delegations. We wanted to find ways in which we could communicate student news to our constituents via tele broad cast. Our fifth update is the august fifteenth Community Forum. Our goal is to provide students with information and engagement opportunities happening in our community. Along with this, we ask that residents are not given teaching positions solely based on referrals from their peers. Hire Department Heads and residents of color. For me, it will mean a gap in my Health Insurance that i will never get back again. I will be forced to apply for medicare pan b or pay a penalty for the rest of my life. This will be recalled, it will mean that we will all lose our health care and during a pandemic. The likely loss of coverage and the stress it places on our workers, we understand the district has been on a budget crisis. Millions have been provided to help the situation. If San Francisco will not support the drivers and workers we are asking that at the very least is cover our Health Care Benefits while we wait to return to service like we have done for decades. The role of the Parent Advisory Council is to represent the parent voices and perspectives in order to inform the board of education policy discussions. This report were delivering today is the work were doing over the summer and work as we prepare for the next school year. The pa c wants to appreciate everyone thats been working so hard over the last few months. The leads and participat partic im sorry. Would you go a little slower. Yes. I would love to go slower. Im trying to speed up because i dont want to take up too much airspace. Were here to represent the parent voices and perspectives to better inform the board of education policy discussions. This report will provide an update on what work weve been doing over the summer and next steps for the next school year 2020 2021. The pa c wants to appreciate the work that everyone at the Central Office has been doing over the past few months to thoughtfully rethink what the return to learning will look like for all of our students. In particular the leads and participants of the three working groups put together this summer and for all the staff and student Family Resource lines and everyone who has made sacrifices to their schedules, they continue to work for all of us this summer. We really appreciate it and know that was a big amount of work. This summer, our pa c members strive to represent parent perspectives that are simultaneously taking place. Parents involved in the three working groups, logistics, teaching, learning and staffing personnel. We participated in the town Hall Meetings and shared out and responded to the sfusd family surveys. A special thank you to pa c members for their participation in the working groups. Also our leader, michelle over the summer participated in a variety of various meetings, trainings, planning sessions to support the work of the district. The Community Partners and the parent leaders for key shareholder input. In addition, to the sfusd responssponsored events non part focused events over the summer including Community Forums run by parent leaders and the ptas 411 Facebook Live sessions. Our own childrens individual school communities. Common themes that emerged in these events and from Public Comment include the following, michelle, do you want to read those . Why dont we tag team. Ill read the first. Great. The first desire for families. I worked with my colleagues in various capacities at the district. I want to say this is across demographics. The desire for clear, consistent, timely, and standardize communication from the district and school sites mplet especially isitesespecialy what learning will look like for students. We know some of this has hung up or slowed down with the teachers union. This is understandable. Families are still feeling really left in the dark and School Starts absur starts on m. Greater transparency and clierity about exactly what the unmet need is. All students and families have the technology and access to reliable connections needed to engage in Distance Learning. Parents to best support their schirtheirall of us on the cals take for granted. Theres a lot of parents, sometimes i cant even help my seventh grader with some of his tech issues. Thank you. We are aware that the department of technology is helping with technology learning. Were reflecting what were hearing from families. Ill read the next one. The desire by families to prioritize access for whatever necessary supports are needed for our students especially who have struggled the most with Distance Learning which including our students with ieps, our black, brown and Pacific Islander student nz particular. S in particular. The willingness and desire for parents to collaborate and plan and support teachers during the pan te pandemic. Parents know what works and doesnt work with their kids. Parents have a wealth of knowledge and skills they are willing to put to use during these challenging times. Thank you. We encourage the board and district to really hear these messages and to respond to them in a timely manner. We request that our city agencies and all employers of sfusd parents be especially supportive as families navigate these next few weeks of Distance Learning with their children. Work with our Business Partners to request that employers be flexible with parents as they support working from home. Whether their jobs are something they have to do from home or they have to go out side of the home. Im going to move onto some other areas of our report. Recruiting pa c members. We have some other folks interested in. We wanted to continue to put the word out there that were looking for more pa c members. Were trying to represent the diversity that is present with our School District and families. It will be a top priority for our meeting coming up in september to come up with a Clear Strategy on how to increase our out reach. I did want to apologize, i know weve been trying to connect around getting people on board with you and just doing out reach in general. Ill be sure to followup with that. I know its been a bit of a crazy time. I did want to respond to naomi what you shared around navigating the platform nz general. Thats work weve been doing right now. Ive been offering mini workshops in person for families to just be able to navigate parent view and sign onto look at the platforms were using and understand how to use those tools. Know where to turn in homework and where messages were received. That is all online and countless vaicountlessvideos. Weve been trying to share and offer these workshops mainly weve reached Spanish Speaking families and found a number of them dont know what parent view is. Thats a barrier because we understand that if we want any log in that our students have, it lives there. If you dont know what the password is, theres no learning. You cannot log in. Im sharing that because theres a creation of this information in a concise, digestible way. Im getting support to provide it in vietnamese, cantonese, and other languages as well. I know not Everyone Needs support but were trying to extend it. Were trying to use as many of the resources as possible so you all can see how its going to function moving forward at least during the pandemic. Ill also followup to offer that support. Anything thats going on, you can send it my way and ill help get it out there. One thing that is successful in this area is these groups are smaller. They can ask questions directly. What we are focusing on is similar is consistency, making sure were having consistent communication loops and consistent ways were communicating so families can look for and understand and know thats where its coming from. One thing we continue to push is the wednesday digest. Were going to continue to do that. Thats the main way, the best way to get the most up to date information. Were looking at consistent, clarity, communication, and connection. What youve highlighted is exactly what were focusing on. The mou both from the districts perspective as well as the labor partners perspective, what you see reflected in that mou came directly from parents speaking to us saying this is what we need. This is what we continue to hear, we need clarity, consistenty, and communication. During this pa pandemic, what yu just said when talking to commissioner lopez, its the understanding that its more difficult to communicate or have the regular type of communication but that doesnt mean its a hurdle that we cant get over. Were go to go try ting to try e information out to you in as consistent manner as possible. If you have specific, you know, ideas about improving the communication loops or improving how we communicate, i think that would be helpful. We understand obviously and this is what all districts are going through right now. The anxiety the parents are going through. The mou being modified. Some of that anxiety will hopefully be abated tbhai. By that. The more specific the requests are, the better well be able to address them. Thank you for tonights presentation. This was very helpful. Its very critical that we you have the most current information up to date so that we can get the information to you. There was just a story, a parent who actually called in a few days ago to say they hadnt received information about their students schedule and then it turns out they hadnt updated their information. So the information was going nowhere because the phone number had changed. So we just want to make sure yeah, we have to have current information to communicate with you. I emphasize that because again parent view seems to hold all the most valuable information including students emails addresses and passwords, but many of our parents arent signed up, so were supporting them getting the activation key. But im wondering where we can get to the point in the initial in the introduction that our families have with sfusd if they could make sure theyre set up so we dont continue to have this as a barrier. There is another story that a parent shared with me because they didnt have access to their students password, they didnt log on in the spring at all. They didnt even know how to get on the platform to learn and thats another thing that i know lives in parent view. So if there is a way to emphasize the importance of it. I understand this is where they update information, but if they cant get on because they dont have an activation key, there is no way to connect with them. Right. Okay. Thank you so much. This year as part of our budget cut, in order to balance our budget, we reduced the africanamerican achievement and Leadership Initiative budget by, i believe, 38 . So if we really believe that black lives matter, and this is a relatively minor line item in the budget, we owe it to our families to reinstate that funding and really support our students. However, we would like more transparency and understanding of the district budget and how to leverage funds for our school site communities. Therefore, were fully committed to continue to participate alongside other unions, the board, stakeholders in joint meetings and trainings in district budget. We are appealing to the district to keep those budget conversations going and public, especially when the impacts of transitioning to hybrid learning and inPerson Learning are imminent. Im julie, im testifying with my family union hat on. And asking that the board amend the current Budget Proposal to restore the center that every school has a fulltime social worker. Im looking at the revisions. It would take i believe 17fte to ensure that every school had a fulltime social worker, which is about 2. 5 million. With the 15 million from the city of San Francisco and 39. 6 million in learning loss funds which can be used for providing integrated people support to address barriers to learning such as the Mental Health counseling or health services. We should ensure that these crucial staff are at school sites, not in september or october, but in the year when were in danger of losing students. Very concerned that if theyre not able to connect to the school in the first couple of weeks or months, we may lose them for the rest of the year. With the news today were getting a new 10 million grant from sales force and have received 10 million from u. B. It looks like we can amend this budget to make sure that every school site gets a fulltime social worker that they need. I think we also need to be looking at Health Insurance. I do not want to see sfusd remove Health Insurance from any of our staff in a pandemic for the bus drivers. And finally want to let folks know that as far as i can tell classroom assignments were not mailed to families. Commissioners, any comments . Just so we can respond to some of the Public Comment some of the maybe we can team up on this. On thei think there are probably three very positive developments that fall under this general heading, commissioners. The first one that ill comment on is the 15 Million Dollars in the proposed budget that was referenced in dr. Matthews opening remarks. That is an item thats in her recommended budget that was released on july 31. Thats an amended budget for fiscal year 2021 and 202 2022. That was included in the recommended budget which well be going through various hearings at the board of supervise yiezors ansupervisorso complete the budget is october. In general that was made in recognition of the fiscal challenges that the district has. Especially created by the loss of local revenues created by the covid 19 pandemic. The state held s c sf funding harmless but has not provided a cost of living adjustment. That does have an impact on us. There werent the deep cuts proposed that were at an earlier stage in the spring. We are subject to very deep cuts in local revenues. Tuition payments on Early Education payments. In light of a unsolved short fall, we made a request, dr. Matthews requested some assistance from the mayor. We were pleased to see that she included that 15 million. That was the first one. The other two are philanthropic. I dont know if the deputy superinend ent isuperintendent . Im here. Ive been having some technical difficulty. I can speak to what those funds are for. The 10 million was a gift for tech support and teacher training and support around technology. The 9 million from sales force goes towards funding our teacher pathway programs. More than half of it goes towards grants that are directly under the pursue of our middle grade principals. Thats k through eight. Another portion of it goes to support the programming and Computer Science through k12. And middle grades r redesign. Happy to speak more on that if thats helpful. Any other questions or comments. Just a question or confirmation. Some of the 15 million will be for the redirect . That is unfortunately not correct. We are relying on the 15 milliondollar Funding Source from the city and county to help us balance our current budget. We do include a ten point five Million Dollar reserve but otherwise all of the funding that has been identified is to balance our budget as it was originally approved vment. I think it may be helpful to just a a word about the cuts to ali that were referenced by some of the public speakers. Just to clarify that the form of thosethe reductions that were referenced. If im understanding the Public Commenters accurately in terms of what they were referring to. That basically maps to two vacant positions. Two new position thats were created in the 1920 fiscal year in the budget but were not filled. The budget adjustment thats assumed for 2021 is to basically not fill those two positions. I know that still represents a doa part yourdeparture from ous plans. Its a level of services that had never been implemented just for what what thats worth. I had a question. I guess, what are some resources or in what ways are we translating these numbers for the budget reevaluation that the public may not initially understand what these documents are saying. I understand theres a summary but are there more ways weve been explaining what these numbers mean in reality to our schools and how its going to translate intoi guess the lives of the students or is it just these few documents who are publicly posted. One comment i would mak makethats a really great question. Im happy that you asked it. The documents that are posted on the agenda for this particular meeting are in the context of where we are at the moment of our current Budget Development process. It isit would be challenging for somebody who is first entering into a study of the districts budget to refer to these documents alone. I think a better resource is looking at the districts website under the budget section. And looking for the budget book. Its called volume two, budget overview. Thats what we refer to as the budget book. That is meant to be a self explanatory manual that explains how our budget works and the various funds and Funding Sources. Different programs and activities. A series of tables and charts. Thats a better resource. It does take a little time to go through the whole thing. Im really concerned that we are entering a year without fully taking into consideration the needs of all of our students. Thats why i came to the meeting today. Im worried about the delivery of our education for our students when so many kids dont have full access to learning due to their limited internet access. Im really concerned about broad band access for our students. I know weve done a good job of getting hot spots out there. That limits their access. Many students, those that have money, their parents are paying for them to be in education pods to get individualized support for learning. Students without access to that additional support. Something i feel is essential for my students. Theres nothing more important to me. Thats why im an educator and parent. I urge us to reconsider the system to adhere to laws and agreements et cetera. We need to breakdown the systems that are oppressing our students. Thats why im here today. Just for future reference. In this first portion of the twopart inter vii am talking to the general manager of the San Francisco recreation and Parks Department and state park commissioner talking about social we were surprised how popular they became. It was totive. We expanded to include Lafayette Park an and and alamo square. That is great. That is fantastic. Now, as restrictions are lifted i understand summer camps are now allowed. How is the structure changed to make sure everybody remains safe from the virus . We are thrilled to be able to provide camps at all given the virus. We worked really hard to be able to provide a fun and safe environment. Camps look different but they still offer kids the same opportunities for friendships, creative, learn new skills and in order to prevent the spread of covid19 we are following the Health Orders, temperature screening and enhance screening. Pods of no more than 12 kids. Kids and staff Stay Together in the same cohort for leach of the three week camp sessions. This is different than the past where kids and counselors can jump from week to week. We are doing things differently. Honestly, for kids to get out of the house, to see each other, to see their friends and run around, play some sports, which they are allowed to do in their own pods. It couldnt be more important. We are grateful for the health department. No bigger champion than our mayor. Tennis and golf are allowed. What about soccer and basketball . I am laughing. There is tennis and government and soccer and basketball and baseball and volleyball and flyfishing and bike riding. You know, San Francisco we are blessed to have an amazing parks system to do about anything. We had to respond. They have now reopened with modifications to slow the spread or protect against the spread of the virus. In both cases people need to get social distancing. They should have masks on them if they are in a crowd on the court or at the golf course. They are to refrain from sharing equipment. People playing tennis should play with their own balls. No spectators unless it is a parent or guardian of a minor that is playing. Tennis really right now all that is permitted is singles. You can play doubles if you are from the same household. Golf the modification includes reservations online, six feet apart. Bringing your own golf bag and some modifications to the pin and cup to make it easier to retrieve your own ball. Basketball and soccer are not open to the public. For kids in camp this summer they can play outside within their own pods. For recreational sports, these are high touch activities with a lot of physical contact. We talked to our Public Health colleagues almost every day. We are certainly advocating to the extent it can be done safely to allow people to fully enjoy our park system and participate in all sports and activities they are accustomed to doing. We have a way to go and we need to be patient. There is so much to do in the park system. We are hopeful that people will be able to get back to team sports. I hope so, too. How have you been keeping residents informed how the restrictions have been updated and changed . I never. When i took this job we were going to be in the sign production business. We probably printed and distributed over 2000 signs throughout our park system. They keep changing as the Health Guidance changes. We use social media, electronic newsletters, stories in the press, outreach workers to make people aware of various Health Orders and how they affect park usage. Rangers and volunteers are made up of police and fire and neighborhood Emergency Response volunteers. They have done a wonderful job of trying to encourage and remind people that we are in the middle of an outbreak and we need to be safe. San francisco, i think, overall has done a great job in managing the crisis. Unlike many cities, the parks are mostly open. We had to close a few park features like small playgrounds and basketball courts. Glen canyon is open. Many cities they throw up hands and close down parks. Welcome to the second portion of interview with phil ginsburg, general manager of San Francisco recreation and parks and california state park commissioner. In the final portion we will talk about Golden Gate Parks 150th anniversary celebrations and how parks have been really important during in pandemic. Welcome back. Thank you. It is a pleasure to be here. Talk about Golden Gate Park there is a newell come center as part of the 150th celebrations. Can you talk about the new center and how th the pandemic changed the plans. Let me start with 150th and dive into the Welcome Center and i will talk about the bison. April 4th was to the day Golden Gate Parks 150th birthday, april 4, 1870, the state legislature created the park. It took decades for it to look what it looks like now. The park will nerv never be fin. I am biased but perhaps the greatest park in america for the last century and a half. It is the centennial of the park and around the San Francisco modern history for the last 150 years the keeper of San Francisco collective stories. It is here and i it is not the only pandemic. It was around for 1918, the aids crisis and throughout the history. It is supporting us. We had big plans. On april 4th we intended to welcome 150,000 people to the park for 150 different programmed activities in every corner of the park including the big observation wheel that is 150 feet tall. Then covid hit and we had to change plans. I remember when we had to grapple with the Decision Just before the shelterinplace. We had to cancel the celebration on april 4th that we have been planning for a couple years. What we have done. It was a nobrainer, in hindsight. What we have done is take the celebration online. Golden gate park 150. Com, we have all kinds of information about the park. Concerts that happened in the park online, we have materials for kids. We have Virtual Tours of the park. A little surprise depending when this quits. We will have a bison cam to allow you to see the bison live as they roam in the paddock. There are all kinds of wonderful materials. Two books have been written about the park. A Childrens Book and a book about the history. It is a great website. We are doing what we can. The park has played a Important Role in the pandemic. We opened the Welcome Center where the Tennis Center will open later this summer. It is amazing. There are gifts and there is information. There will be tours from the Welcome Center. You can buy this app from the Golden Gate Park Welcome Center. It is a way to create some socially Distance Community and honoring the sessqua centennial. One thing was the bison house. We were down to five and we can handle 10. Before april 4th, a couple weeks before we had five baby bison from a ranch in northern california. One of them you can see on the cam has a tag in her ear with the number 150. In fact, she had had in both ears while the other four only have one tag. She has tags in both ears and the number 150. Her name is sesqui. She is the official bison of Golden Gate Park 150th birthday. Lets talk about how important outside spaces have been. Has the pandemic changed how we think about the parks . What are the plans moving forward . It is a great moment for parks and open space nationally and in San Francisco. It is really clear during this Health Emergency that parks are not just knives to have. They are must haves. They are part of the most critical infrastructure. So important as places of refuge in difficult times. Parks have the one place we have been allowed to be in during the strictest portions of our shelterinplace order. They are critical to the physical and mental wellbeing. Neighborhood parks are where people can, you know, escape to find time in nature. They are places where people can exercise and strengthen immune system by boosting mental and physical health. Parks are resilient, as i mentioned earlier. This is not only a parks only disaster. Moving from covid into some of the period of civil unrest that we are experiencing, our parks have been there for people to express themselves and to express sadness and anger and frustration and challenge the status quo. Parks are individual and collective memories. As we move forward and, hopefully, we continue along a healthy trajectory, we are going to continue to open up more park features and we are going to continue natural areas to be here for all in San Francisco. In fact, the one bit of good news that we have had during this crazy time. It looks like in november San Francisco will be able to vote for the 2020 health and recovery bond which if passed would devote additional 240 million to parks projects all over the city to serve our most vulnerable communities. I think we all realize just how important parks are and, you know, that is for people like me that is it. I want to thank you and your team for taking care of our parks. Thanks for watching. My background is in engineering. I am a Civil Engineer by training. My career has really been around government service. When the opportunity came up to serve the city of San Francisco, that was just an opportunity i really needed to explore. [ ] [ ] i think it was in junior high and really started to do well in math but i faced some really interesting challenges. Many young ladies were not in math and i was the only one in some of these classes. It was tough, it was difficult to succeed when a teacher didnt have confidence in you, but i was determined and i realized that engineering really is what i was interested in. As i moved into college and took engineering, preengineering classes, once again i hit some of those same stereotypes that women are not in this field. That just challenged me more. Because i was enjoying it, i was determined to be successful. Now i took that drive that i have and a couple it with public service. Often we are the Unsung Heroes of technology in the city whether it is delivering Network Services internally, or for our Broadband Services to low income housing. Free wifi for all of the residents here so that folks have access to do job searches, housing searches, or anything else that anyone else could do in our great city. We are putting the plant in the ground to make all of the City Services available to our residents. It is difficult work, but it is also very exciting and rewarding our team is exceptional. They are very talented engineers and analysts who work to deliver the data and the services and the Technology Every day. I love working with linda because she is fun. You can tell her anything under the sun and she will listen and give you solutions or advice. She is very generous and thoughtful and remembers all the special days that you are celebrating. I have seen recent employee safety and cyber security. It is always a top priority. I am always feeling proud working with her. What is interesting about my work and my family is my experience is not unique, but it is different. I am a single parent. So having a career that is demanding and also having a child to raise has been a challenge. I think for parents that are working and trying to balance a career that takes a lot of time, we may have some interruptions. If there is an emergency or that sort of thing then you have to be able to still take care of your family and then also do your service to your job. That is probably my take away and a lot of lessons learned. A lot of parents have the concern of how to do the balance i like to think i did a good job for me, watching my son go through school and now enter the job market, and he is in the medical field and starting his career, he was always an intern. One of the things that we try to do here and one of my takeaways from raising him is how important internships are. And here in the department of technology, we pride ourselves on our interns. We have 20 to 25 each year. They do a terrific job contributing to our outside plant five or work or our Network Engineering or our finance team. This last time they took to programming our reception robot, pepper, and they added videos to it and all of these sort of things. It was fun to see their creativity and their innovation come out. Amazing. Intriguing. The way i unwind is with my photography and taking pictures around the city. When i drive around california, i enjoy taking a lot of landscapes. The weather here changes very often, so you get a beautiful sunset or you get a big bunch of clouds. Especially along the waterfront. It is spectacular. I just took some photos of big server and had a wonderful time, not only with the water photos, but also the rocks and the bushes and the landscapes. They are phenomenal. [ ] my advice to young ladies and women who would like to move into stem fields is to really look at why you are there. If you are if you are a problem solver, if you like to analyse information, if you like to discover new things, if you like to come up with alternatives and invent new practice, it is such a fabulous opportunity. Whether it is Computer Science or engineering or biology or medicine, oh, my goodness, there are so many opportunities. If you have that kind of mindset i have enjoyed working in San Francisco so much because of the diversity. The diversity of the people, of this city, of the values, of the talent that is here in the city. It is stimulating and motivating and inspiring and i cannot imagine working anywhere else but in san i love teaching. It is such an exhilarating experience when people began to feel their own creativity. This really is a place where all people can come and take a class and fill part of the community. This is very enriching as an artist. A lot of folks take these classes and take their digital imagery and turn it into negatives. There are not many black and white darkrooms available anymore. That is a really big draw. This is a signature piece. This is the bill largest darkroom in the u. S. There are a lot of people that want to get into that dark room. I think it is the heart of this place. You feel it when you come in. The people who just started taking pictures, so this is really an intersection for many generations of photographers and this is a great place to learn because if you need people from different areas and also everyone who works here is working in photography. We get to build the community here. This is different. First of all, this is a great location. It is in a lesspopulated area. Of lot of people come here just so that they can participate in this program. It is a great opportunity for people who have a little bit of photographic experience. The people have a lot, they can really come together and share a love and a passion. We offer everything from traditional black and white darkrooms to learning how to process your first roll of film. We offer classes and workshops in digital camera, digital printing. We offer classes basically in the shooting, ton the town at night, treasure island. There is a way for the programs exploring everyone who would like to spend the day on this program. Hello, my name is jennifer. My name is simone. We are going on a field trip to take pictures up the hill. Cmon, cmon, cmon. Actually, i have been here a lot. I have never looked closely enough to see everything. Now, i get to take pictures. We want to try to get them to be more creative with it. We let them to be free with them but at the same time, we give them a little bit of direction. You can focus in here. That was cool. If you see that . Behind the city, behind the houses, behind those hills. The see any more hills . These kids are wonderful. They get to explore, they get to see different things. We let them explore a little bit. They get their best. If their parents ever ask, we can learn they can say that they learned about the depth of field or the rule of thirds or that the shadows can give a good contrast. Some of the things they come up with are fantastic. That is what were trying to encourage. These kids can bring up the creativity and also the love for photography. A lot of people come into my classes and they dont feel like they really are creative and through the process of working and showing them and giving them some tips and ideas. This is kind of the best kept secret. You should come on and take a class. We have orientations on most saturdays. This is a really wonderful location and is the real jewel to the community. Ready to develop your photography skills . The Harvey Milk Photo Center focuses on adult classes. And saturday workshops expose youth and adults to photography classes. Amount of money we arespendic Health Crisis and where do we go from here. Today im joined by our department of Public Health director. Today we have six thousand ninety two cases and sadly sixty seven people have died from covid. Until we have a vaccine and until we are in a better place, we know that we need to continue to socially distance ourself from one another. Wear our mask as much as possible and follow our Public Health guidelines. We know that for months to come, this is something that we are unfortunately going to be living with and the fact is, there is still a lot of work to be done. I just want to say a few things before we get into the details of the budget. The fact is, weve come a very very very long way. Many of you remember even in january where we declared a state of emergency and we Start Talking about the crisis and whats to come, and when we shut down the city, that was back in march and here we are. Its august. We thought that in august wed be in a different place. I think whats happening with san franciscans as hard as weve worked to contain the virus, its gone up and down, and up again. We still have a long way to go. As tired as we are of doing what we need in order to keep one another safe, we have to start getting comfortable with it. We have to start changing our behavior. It really is whats going to make the difference because we notice that recently we had to basically put a pause on our oopenning. Reopening. We saw the numbers spike. Once we saw the numbers spike, behaviors started to change again. Now we see the numbers declining. That doesnt mean we dont have several people every single day testing positive for the virus. That doesnt mean that some of those people, sadly, have lost their lives. We anticipate seeing more. Only we can be the solution to this big challenge. Just think about it. When we first started off, the big conversations were around ppe and testing and other things, weve definitely come a long way. Although, its clear that due to, what i believe a lack of federal response and coordination with our state and cities, its been very difficult for so many of us. We didnt let that stop us. We prepared, we worked hard, we redirected resources, we redirected staff from all over the city. We adjusted to our situation and because of that San Francisco has been a model for the rest of the country. I want us to be even better than that. Its up to us. Its up to us to change our behavior. Its up to us especially because when you think about it, sadly, what we see in terms of businesses not being able to open. Some of our favorite restaurants and retail shops and places where we get our hair and nails done, they may never return. People who need to send their kids to school because we, regardless of the achievement gaps and equipment were providing for low income students were still seeing problems and increase in the achievement gaps. We have work to do. Im asking people in San Francisco to just really change their behavior. I know its not easy. I know we want to enjoy ourselves. But its up to us to make a difference. Today, i want to really talk about our budget and the proposed budget thats working its way through the legislative process as we speak. Part of why we are investing 446 million in response to covid has everything to do with the understanding that were going to be living with this for some time. Thats money that i wish we could divert to other things. But unfortunately this is the reality of today. I hope thats not the reality of our next budget cycle. Were committing about 93 million directly from the general fund. Again, thats money that i wish we could be diverting to other places and the fact is, its going to be important that were prepared and doing whats necessary to keep the public safe. Today, i want to get into our slides and talk a little about our investments so you have a clear understanding of why and whats being invested based on our response based on our budg budget. So lets look at exactly what it is that our response is this year in the budget. It includes 16 point five million for operations. Health response. 62 million for Food Distributions and housing and shelter programs. Its important to remember that this funding really assumes that we dont see any major surges. If that happens, we will need to divert even more resources. Thats why it is so critical that everybody does their part to stop the spread. It assumes that well continue to be reimbursed by fema. We all know how the federal government has been. This is only through june of 2021 for the next year. If this stretches beyond june theres even more of a drain on our budget next year. The funding for communications and operations is critical to not only staffing our Covid Command Center but also providing communication in the many different languages and cultures in San Francisco in different ways. 50 of our cases in San Francisco have been in our latino community. Visitation valley have the highest rates of cases in the city. Communication is key in a Public Health response. Thankfully we have an Incredible Team of people doing this work every single day. One hundred eighty five million for Health Operations is a lot of money. Its important to understand in the context of all the things that were doing as a city. Were talking about testing, ppe, surge capacity, preparations, Contact Tracing, community out reach, out break mitigations and Everything Else required to fight this virus and keep our re residents safe. We have massively expanded our Food Distribution to people in the si city and will continue to this for as long as needed. Keep people fed and increase sanitation conditions on the streets. Pit stops we chose to expand city wide for an additional 16 million. As you can see from the slide, this is a significant investment. In short term options to keep people off the street. Continuing to fund hotel rooms and shelter in place. We also know we need more housing for people which is why this all feeds into our homeless Recovery Plan to create six thousand replacements for our homeless residents. These are absolutely critical for our plan to work. Building on some of our existing programs as well including our waste replacement, meantle healtMental Health programs. Educational efforts to support our schools. Mobile testing for neighborhoods that are disproportionately hit. These investments in our budget this year as we know, are absolutely critical in order to get us through the very challenging time and i cant reiterate enough the need to make changes to our behavior. I dont know about you, but as i said before in some of these press conferences, i was a very challenging kid to deal with for my grandmother who raised me. I can remember time and time again, when you tell someone to do something over and over and over again. Dont touch that fire, dont touch that fire. Youre like, i wonder what the fire feels like. You touch it the fire and youre like, ill never do that again. Thats the kind of kid i was. It feels like im a parent telling people in San Francisco over and over again wear your mask, socially distance, do this, do this that. Really, this is about protecting Public Health. This is about getting us back on track. This is not just a problem in San Francisco, its a problem all over world. When you think about it theres some countries in the world that have reduced the virus and gone back to normal. Thats where we want to be. The only way were going to get there. The only way were going to be able to open the gyms and nail salons and visit our parents and grandparents in senior homes and places they are housed, is if we change our behavior. We listen to our Public Health expert. Especially in places like dolores park. Especially in places where people continue to gather and not socially distance. From our contact tracers, we know that many people who are contracting the virus are contracting the virus because they are having gatherings. They are having family gatherings and birthday parties and other events. You know what . Today is my birthday. Im going to socially distance myself and talk to people op opn zoom. If we all did our part rkts wher, where wewould be today. I know youre tired of hearing it from me. I say it time and time again. I cant reiterate enough that we need to do our part. We can be a leader and crush this virus if we all do our part. With that, i want to ask the director of the department of Public Health dr. Grant kol fa x fax to please come forward now. Good morning. Im dr. Grant colfax director of Public Health. Happy birthday and thank you for your commitment when it comes to covid response. When it comes to shelter in place, a surge of covid 19 cases. Our investments in testing, Contact Tracing and Food Security among other items have helped San Francisco manage to slow the spread of the virus. Thank you again for your ladership anleadership and dire. Here is an update of where we are with the virus. As of this morning. Six thousand forty two have been diagnosed and sadly sixty seven of them have died. Were currently caring for 88 in our local hospitals. Thats a slight drop from last week. Its a 20 reduction from our peak in july. Because of our efforts. Because of your efforts such as face coverings and social distancing, we have lowered the effective reproductive rate to just below one. The effective reproductive rate or re is a key measure of how fast the virus is spreading. Its the average number of people who become infected by an infectious before. If its above one, the virus will spread and it will spread quickly. When the re factor is below one, its slowing. Our best estimate is that re has been just below one, between point nine eight and point nine five. We continue to exceed our daily testing goals and lead the state and nation it testing. In this next phase of our testing strategy, well be more targeted in our testing even as we expand Testing Capacity in the city. Last week, we brought mobile testing to communities with highest infection rates of covid 19. Including in the bay view, sunny dale, mission and omi. We are indeed following the day awe to identify the communities where testing can have the greatest impact to identify and slow the spread of covid 19. As you saw in the budget presentation, the mayor is proposing a nearly 56 milliondollar budget in testing next year. That number has started to drop from the high point a few weeks ago. Its a cause for great concern and could easily go up again. This is one of our key health indicators. Anything above 15 new cases per day puts us in the red zone on our highest alert level. Were been there for the past few weeks. Weve seen our numbers improving. Lets stay vigilant. Weve seen issues with the state reporting system that may have caused issues with cases. We see many many san franciscans covering their faces. Recent Research Indicates if 80 of a population is regularly using face coverings we can prevent out breaks of covid 19. Please, be one of those 80 . Thank you to everyone who is doing their part to reach that critical mat. Why dont we make it ninety. Why dont we make it 100 of people wearing face coverings in our city. We know unfortunately some people are not covering their faces complicitily. I see some people trying but maybe they dont know both their nose and mouth need to be covering. Maybe they dont know that face could havings are required in San Francisco for everyone age ten years and up. If you have any questions or doubts, wear a facial covering. Its right thing. Its the safe thimg t ting to t. Its like remembering your wallet or keys. Its a habit were going to need to develop and have with us for some time. My mask protects you. Your mask protects me. This is something we can all do and indeed we must do for each other. We must keep up our momentum and stand our ground and sustain our gains and continue to make progress. Were seeing some hopeful signs. As weve seen before this virus is persistent. We cannot let our guard down. Please, again, continue to do your part. Continue to take caution and care. What specifically is the city doing to shorten the time it takes to get test results and boboaster Contact Tracing. The turn around times have averaged general 48 to 72 hours. We did fall behind because of the great surge in testing. We have caught up on that. Were increasing looking to expand our city test sf capacity. Those times will hopefully continue to be shorter than a few weeks ago. Weve trained three hundred people in Contact Tracing. Were try to go catcing to catcm the flood of cases. Making great progress on that. We continue to expand our capacity and Contact Tracing. As you see in the budget theres investments to strengthen that work going forward. Thank you doctor. Have any out breaks been traced to a gathering in dolores park. Where are the out breaks happening. We know that out breaks occur when people gather. Indoor gatherings are more at risk than outdoor gatherin gatheringpeople doing essential work and need to work in close proximity, we need to have that happen. Lets not gather for things that could otherwise be delayed or be done on zoom or in other virtual ways. With regard to specific out breaks, i cant comment on drawing conclusions from the gathering at dolores park except to say thats behavior that were very concerned about it. Our message continue continues o not gather unless absolutely essential. Do not gather out side your immediate household. If you do, wear those face masks and use good hygiene and socially distance when possible. Look, when i walk or drive around the city, we know this is still not happening to the degree it needs to be. We need to hit that 80 mark. Lets go for 90 or one hundred. We need to crush this curve. Thank you. The next set of questions are from the associated press. How have the states problems with cal ready effected San Francisco effective reproductive rate. Its based on the number of hospitalizations. Our data is not part of that calculation. Were confident in our ability to estimate based on the hospitalization rates in the city. How can we be sure cases are going down if there is under reporting by the states system. The number of hospitalled cases are going down in our city. Thats what we base the reproductive rate on. Its on those numbers sm the nu. The number of cases diagnosed with covid 19, that number could change based on the correction from the state. We hope to have tha that tha th. Thank you, doctor. What are the major factors contributing to the numbers leveling off . What wewe cant draw any one action with regard to cause and effect with regard to the decline in the number of cases. I do think a few weeks ago our recognition that we were in the midst of another surge and the reproductive rate was going up rapidly. We worked with comeupit communiy members, key stake holders and people in neighborhoods most effected to work to really get the message out that everyone needed to be aware of this. Access testing. If you were in an area experiencing out breaks to wear those facial coverings and not gather. I hope people heard this and people are doing their part to flatten and hopefully crush the curve. I will say that the reproductive number is just about at one now. We need to see that trend continue so we get much much lower. Im hopeful that we continue to go in the right direction. Business owners from the small industry and other personal services have been frustrated that they cannot fully reopen even after sanitation guidelines. What is your level of concerns. Right now we are on the state watch list and have been since late july. No further reopenings can happen until were off that watch list and receive updated guidance from the state. And what might be plausible going forward. Thank you. Our next question. If the reproductive rate is not below is only based on hospitalization and not positive tests it does not include asymptomatic people. How is that viable. Its an estimate. Its an estimate that we have been working with u c berkeley and u c sf and cal San Francisco researchers with regard to developing a model that takes exactly that into account. Uses the hospitalization number and extrapolates that to the broader population at large to come up with an estimate of the reproductive rate. Its publicly available with regard to what the reproductive rate estimate is. You can dig deeper into that on the website which we can certainly provide to you. Thank you, dr. Colfax. [ ] i moved to the Richmond District in 1950 mine. I was two years old. I moved from chinatown and we were one of the first asian families to move out here. [ ] when my mother decided to buy that house, nobody knew where it was. It seems so far away. For a long time, we were the only chinese family there but we started to see the areas of growth to serve a larger chinese population. The stress was storage of the birthplace of that. My father would have to go to chinatown for dim sum and i remember one day he came home and said, there is one here now. It just started to grow very organically. It is the same thing with the russian population, which is another very large ethnic group in the Richmond District. As russia started to move in, we saw more russian stores. So parts of the richmond is very concentrated with the Russian Community and immigrant Russian Community, and also a chinese immigrant community. [ ] i think as living here in the richmond, we really appreciate the fact that we are surrounded three natural barriers. They are beautiful barriers. The presidio which gives us so many trails to walk through, ocean beach, for families to just go to the beach and be in the Pacific Ocean. We also also have a National Park service. We boarded the Golden Gate National Recreation Area so there is a lot of activity to do in the summer time you see people with bonfires. But really families enjoying the beach and the Pacific Ocean during the rest of the time of year. [ ] and Golden Gate Park where we have so many of our treasures here. We have the tea garden, the museum and the academy of sciences. Not to mention the wonderful playgrounds that we have here in richmond. This is why i say the richmond is a great place for families. The theatre is a treasure in our neighborhood. It has been around for a very long time. Is one of our two neighborhood theatres that we have here. I moved here when i was 1959 when i was two years old. We would always go here. I love these neighborhood theatres. It is one of the places that has not only a landmark in the Richmond District, but also in San Francisco. Small theatres showing one or two films. A unique they are unique also to the neighborhood and San Francisco. Where we are today is the heart of the Richmond District. With what is unique is that it is also Small Businesses. There is a different retail here it is mom and pop opening up businesses. And providing for the neighborhood. This is what we love about the streets. The cora door starts on clement street and goes all the way down to the end of clement where you will see Small Businesses even towards 32nd. At the core of it is right here between here and 20 tenth avenue. When we see this variety of stores offered here, it is very unique then of the any other part of San Francisco. There is traditional irish music which you dont get hardly anywhere in San Francisco. Some places have this long legacy of serving ice cream and being a hangout for families to have a sunday afternoon ice cream. And then also, we see grocery stores. And also these restaurants that are just new here, but also thriving. [ ] we are seeing restaurants being switched over by hand, new owners, but what we are seeing is a vibrancy of clement street still being recaptured within new businesses that are coming in. That is a really great thing to see. I dont know when i started to shop here, but it was probably a very, very long time ago. I like to cook a lot but i like to cook chinese food. The market is the place i like to come to once a year. Once i like about the market as it is very affordable. It has Fresh Produce and fresh meat. Also, seafood. But they also offer a large selection of condiments and sauces and noodles. A variety of rice that they have is tremendous. I dont thank you can find a variety like that anywhere else. Hi. I am kevin wong. I am the manager. In 1989 we move from chinatown to Richmond District. We have opened for a bit, over 29 years. We carry products from thailand, japan, indonesia, vietnam, singapore and india. We try to keep Everything Fresh daily. So a customer can get the best out a bit. Normally during crab season in november, this is the first place i hit. Because they have really just really fresh crab. This is something my family really likes for me to make. Also, from my traditional chinese food, i love to make a kale soup. They cut it to the size they really want. I am probably here once a week. Im very familiar with the aisles and they know everyone who is a cashier cashier here i know when people come into a market such as this, it looks like an asian supermarkets, which it is and sometimes it can be intimidating. We dont speak the language and many of the labels are in chinese, you may not know what to buy or if it is the proper ingredients for the recipe are trying to make. I do see a lot of people here with a recipe card or sometimes with a magazine and they are looking for specific items. The staff here is very helpful. I speak very little chinese here myself. Thinks that im not sure about, i asked the clerk his and i say is this what i need . Is this what i should be making . And they actually really helped me. They will bring me to the aisle and say this is battery. They are very knowledgeable. Very friendly. I think they are here to serve not only the Asian Community but to serve all communities in the Richmond District and in San Francisco. [ ] what is wonderful about living here is that even though our july is a very foggy and overcast, best neighborhood, the sleepy part outside on the west side is so rich with history, but also with all the amenities that are offered. [ ] what were trying to approach is bringing more diversity to our food. Its not just the old european style food. We are seeing a lot of influences, and all of this is because of our students. All we ask is make it flavorful. [ ] we are the first twoyear Culinary Hospitality School in the united states. The first year was 1936, and it was started by two graduates from cornell. Im a graduate of this program, and very proud of that. So students can expect to learn under the three degrees. Culinary Arts Management degree, Food Service Management degree, and Hotel Management degree. Were not a cooking school. Even though were not teaching you how to cook, were teaching you how to manage, how to supervise employees, how to manage a hotel, and plus youre getting an associate of science degree. My name is vince, and im a faculty member of the hospitality arts and Culinary School here in San Francisco. This is my 11th year. The policemrogram is very, ver in what this industry demands. Cooking, health, safety, and sanitation issues are included in it. Its quite a complete program to prepare them for whats happening out in the real world. The first time i heard about this program, i was working in a restaurant, and the sous chef had graduated from this program. He was very young to be a sous chef, and i want to be like him, basically, in the future. This program, its awesome. Its another world when youre here. Its another world. You get to be who you are, a person get to be who they are. You get to explore different things, and then, you get to explore and they encourage you to bring your background to the kitchen, too. Ive been in the program for about a year. Twoyear program, and im about halfway through. Before, i was studying behavioral genetics and dance. I had few injuries, and i couldnt pursue the things that i needed to to dance, so i pursued my other passion, cooking. When i stopped dance, i was deprived of my creative outlet, and cooking has been that for me, specifically pastry. The good thing is we have students everywhere from places like the ritz to we have kids from every area. Facebook and google. Kids from everywhere. They are all over the bay area, and theyre thriving. My name is jeff, and im a coowner of nopa restaurant, nopalito restaurant in San Francisco. I attended city college of San Francisco, the culinary arts program, where it was called hotel and restaurant back then in the early 90s. Nopalito on broderick street, its based on no specific region in mexico. All our masa is hand made. We cook our own corn in house. Everything is pretty much hand made on a daily basis, so day and night, were making hand made tortillas, carnitas, salsas. A lot of love put into this. [ ] used to be very easy to define casual dining, fine dining, quick service. Now, its shades of gray, and were trying to define that experience through that spectrum of service. Fine dining calls into white table cloths. The cafeteria is Large Production kitchen, understanding vast production kitchens, the googles and the facebooks of the world that have those kitypes of kitchens. And the ideas that change every year, again, its the notion and the venue. One of the things i love about vince is one of our outlets is a concept restaurant, and he changes the concept every year to show students how to do a startup restaurant. Its been a pizzeria, a taco bar. Its been a mediterranean bar, its been a noodle bar. People choose ccsf over other hospitality programs because the industry recognizes that we instill the work ethic. We, again, serve breakfast, lunch, and dinner. Other culinary hospitality programs may open two days a week for breakfast service. Were open for breakfast, lunch, and dinner five days a week. The menus always interesting. They change it every semester, maybe more. Theres always a good variety of foods. The preparation is always beautiful. The students are really sincere, and they work so hard here, and theyre so proud of their work. Ive had people coming in to town, and i, like, bring them here for a special treat, so its more, like, not so much every day, but as often as i can for a special treat. When i have my interns in their final semester of the program go out in the industry, 80 to 90 of the students get hired in the industry, well above the industry average in the culinary program. We do have internals continually coming into our restaurants from city college of San Francisco, and most of the time that people doing internships with us realize this is what they want to do for a living. We hired many interns into employees from our restaurants. My partner is also a graduate of city college. So my goal is actually to travel and try to do some pastry in maybe italy or france, along those lines. I actually have developed a few connections through this program in italy, which i am excited to support. Im thinking about going to go work on a cruise ship for about two, three year so i can save some money and then hopefully venture out on my own. Yeah, i want to go back to china. I want to bring something that i learned here, the french cooking, the western system, back to china. So we want them to have a full toolkit. Were trying to make them ready this is a huge catalyst for change. It will be over 530,000 gross square feet plus two levels of basement. Now the departments are across so many locations it is hard for them to Work Together and collaborate and hard for the customers to figure out the different locations and hours of operation. One of the main drivers is a one stopper mitt center for permit center. Special events. We are a one stop shop for those three things. This has many different uses throughout if years. In 1940s it was cocacola and the flagship as part of the construction project we are retaining the clock tower. The permit center is little working closely with the Digital Services team on how can we modernize and move away from the paper we use right now to move to a more digital world. The Digital Services team was created in 2017. It is 2. 5 years. Our job is to make it possible to get things done with the city online. One of the reasons permitting is so difficult in this city and county is really about the scale. We have 58 Different Department in the city and 18 of them involve permitting. We are expecting the residents to understand how the departments are structured to navigate through the permitting processes. It is difficult and we have heard that from many people we interviewed. Our goal is you dont have to know the department. You are dealing with the city. Now if you are trying to get construction or special events permit you might go to 13 locations to get the permit. Here we are taking 13 locations into one floor of one location which is a huge improvement for the customer and staff trying to Work Together to make it easy to comply with the rules. There are more than 300 permitting processes in the city. There is a huge to do list that we are possessing digital. The first project is allowing people to apply online for the a. D. U. It is an accessory dwelling unit, away for people to add extra living space to their home, to convert a garage or add something to the back of the house. It is a very complicated permit. You have to speak to Different Departments to get it approved. We are trying to consolidate to one easy to due process. Some of the next ones are windows and roofing. Those are high volume permits. They are simple to issue. Another one is restaurant permitting. While the overall volume is lower it is long and complicated business process. People struggle to open restaurants because the permitting process is hard to navigate. The city is going to roll out a digital curing system one that is being tested. When people arrive they canshay what they are here to. It helps them workout which cue they neat to be in. If they rant to run anker rapid she can do that. We say you are next in line make sure you are back ready for your appointment. We want it allinone location across the many departments involved. It is clear where customers go to play.
