And also to tell us about her highlyanticipated new documentary from russia with lev, which premieres this week. ♪♪ but we begin tonight with the american twilight zone, one of the the best episodes of the original old timey version of that show was called the monsters come to maple street. Where residents of a town turn on each other because they believe one person is an alien from space. I know who the monster is! i know who it is! blood among us. I swear i know who it is! all right, charlie, let's hear it. It's, it's what are you waiting for? well, come on, charlie, come on! who is it, charlie? tell us. It's a kid. It's tommy. He's the one. Oh, that's not true. ♪♪ it isn't so. Okay. Spoiler alert, the real aliens were manipulating the people in that small town into believing the conspiracy theory all along. Doesn't that kind of feel like kind of the manipulation happening in our politics right now? except the aliens aren't from space, they're from the republican party. Imagine a world where the wall street journal, a once agust newspaper, sends a whole reporter to a small town in ohio to check on whether a house cat is alive. Because jd vance amplified false, racist, conspiracy theories about haitian immigrants in springfield being pet eating savages everyone should fear all to create stories and make the media cover them. Well, today the journal laid bear how they fell into that very trap and how clearly james david and the trump campaign knew it was b. S. , quote, springfield city manager brian heck fielded an unusual question at city hall on the morning of september 9th, from a staff member of republican vice presidential nominee jd vance. The staffer called to ask if there is any truth to bizarre rumors about haitian immigrants and pets in springfield. He asked, point blank, are the rumors true of pets being taken and eaten? recalled heck. I told him no. There was no verifiable evidence or reports to show that this was true. I told them these claims were baseless. Of course, that didn't stop jd from doubling down on the lie or donald trump from throwing gasoline on the flames the next day at the presidential debate on september 10th. In the week that followed, the republican presidential ticket turned what started as a facebook lie building off garbage neonazi lies about haitians, into a national news story. It's a story ohio's republican governor mike dewine called garbage while defending haitian immigrants in his state and that springfield's republican mayor has repeatedly slammed as baseless. The woman whose facebook post started it all even says she regrets ever posting it and now she is concerned for the safety of haitians in springfield. But jd vance, the guy who represents ohio, including springfield in the senate, he's not concerned at all. He continues to throw his own constituents under the bus, including that woman who he straight up gas lit at an event. You say you have a responsibility to share what your constituents tell you, but don't you also have a responsibility to fact check them first? well, i think the media has a responsibility to fact check the residents of springfield, not lie about them. Back to the wall street journal report, because they did do just that. The journal notes, a vance spokesperson on tuesday provided the wall street journal with a police report in which a resident had claimed her pet might have been taken by haitian neighbors. But when a reporter went to anna kilgore's house tuesday evening, she said her cat, miss sassy, true story, went missing late august had returned a few days later, found safe and sound in her very own basement. I want you to reflect on the absurdity of the fact that actual journalists are being dispatched across the country to investigate individual missing cats. But that's where we are when you have people pointing fingers at their haitian neighbors in a town that desperately needed those haitian neighbors as workers and doing that because politicians are feeding them dangerous lies just like the aliens in that twilight zone episode about maple street. Guys, this stuff is gross. It's dangerous. It's immoral. And it's wrong. And you know who also knows it's wrong, jd vance or at least 2012 jd vance. A college professor of jd vance said he agreed to delete a blog post vance wrote in 2012 attacking gop over antiimmigrant rhetoric because he wanted to run for office. It can be found in the wayback machine, we get to experience vance's sensible 2012 blueprint for the gop. Which makes arguments like, quote, you can't nominate people, like sarah palin, who scare away swing voters. You can't activate alienate every growing bloc of the american electorate, blacks, latinos and the youth. And you can't depend solely on the shrinking block of the electorate whites. In other words, james david or james donald or whatever he calls himself on a given day. His transition is incredibly cynical and he knows that what he is doing is wrong. But that's actually the point. As adam points out in the atlantic trump and vance's statements reveal a belief that it would be better to leave dying towns in the midwest to wither away than revive them and have to share that prosperity with people who are black. That enough american voters in swing states agree it would be better to be broke than integrated. In exchange for these fearful votes, a second trump administration would proceed to shower tax cuts on the wealthy, raise them on everyone else, slash regulations on big business and further undermine unions while towns like springfield would be left to tumble further into decline. The aforementioned adam joins me and eugene robinson, washington post columnist and msnbc columnist. Adam, brilliant column. I hope everyone reads it. What you point out is obviously true but it is even worse when jd vance is the one doing it. He wrote a whole book, hill billy elegy, about that part of the world, about the poor, white community. And struggling small town communities. Which he now seems to be very happy to sink into economic despair just so he can do what he literally said republicans should not do, demonize immigrants and people of color. Yeah. I think both donald trump and jd vance are dishonorable bullies using their positions of considerable power to terrorize a small community that does not have the ability or the numbers to fight back in the same way. And i think it's very clear that they're not interested in making life in small town midwest in america better, interested in exploiting whatever problems those places have in order to get them angry at people who are ultimately not responsible for those problems and could actually help them recover from those problems. That's really a disgrace and a shame. Yeah, because eugene, there's a world in which if you're running for president and you are supposedly running on solutions to the problems of small town america, you could say you would like to do things like, provide more federal assistance to schools that would provide multilingual education so you can integrate people coming from other countries and have them fit more into society. You could bolster unions and small businesses and do things like harris saying $50,000 to start a small business. That seems like things you can do. But what they're trying to do vance knows this because we know because he wrote it, that all they're doing is trying to feed these white citizens fear and white citizen's writ large fear of black people to get their votes when they don't want to do anything for them. Absolutely. That's absolutely true. So, you're talking about solutions, and you're talking about donald trump, you're talk about those the same sentence, that doesn't go together. It's all bombast. It's all bullying. And it's all for the outside audience, for the maga world. It's not really for the people in springfield. I just got back from springfield. And i really couldn't find anybody who believed the stuff about eating dogs and cats. Even people who had issues with the wave of haitian immigration. And what i found was a town of 58,000 people that had seen in the basically last four years influx of maybe 10,000, total of maybe 15,000, immigrants from haiti who made the place richer. Who made springfield wealthier, who are model citizens. Who aren't committing crimes. Who aren't doing anything. They, you know, people said they might need some driving lessons because they drive the way they used to drive in port a prince as opposed to springfield. But and so this is all been, you know, what trump is doing is using the friction that is in an influx of immigration like this and just driving a wedge and making everything worse in order to try to better his political prospects. Yeah. Adam, they might not believe in inside of springfield, but there's polling that shows that people do believe it. That people disproportionately, at least republicans, disproportionately believe these things to be true and it's actually shaping the way they think about it. That they think about politics. It's actually causing them to dislike and hate immigrants. It's having the desired effect is what i'm saying. I think the key factor here is really that they were told that these stories are false. They were told they were not true by the people who are in a position to know whether these stories are true and they are repeating them any way because they are politically useful to them to foment hatred against this small community. And that is an extraordinary abuse of power and it says that people like this are unfit for office and should be nowhere near the awesome power of the federal government. Indeed. The fact is people trust donald trump more than they trust the press and he is deliberately, consciously lying to them in the hopes that these people will develop negative feelings towards people who have done nothing wrong because of the lies that they are being told. And that is outrageous. Indeed. Go ahead, eugene. No. I was going to say, here is a sentence i never say, perhaps even worse than donald trump dot dot dot, is jd vance. Okay. Jd vance, who represents springfield in the u. S. Senate, who called to check on these ridiculous rumors and was told they were false, was told there was nothing there. It is just inconceivable that he could be so cynical and craven to treat his own constituents this way, to know what it's doing, not just to black haitians and africanamericans, but to white people in springfield and to everybody in springfield. Everybody is suffering through the bomb threats and the closures of schools and hospitals. It's a mess. And that the senate that represents the city would do something like that is just unbelievable. I've never seen anything like this. And i've been on this earth for a while. I'll play the shorter one. This is three for my wonderful director. This is jd vance not only lying and using doing what he his goal is to create an attack, pivot and attack against kamala harris. Here he is doing that and then apparently not being able to even know the name of the country haiti and say what that is. Go ahead. And what happened in springsfield, i think, is an example of what kamala harris's open border what she wants to do to every small town and big city in this country, which is over the last few years, 20,000 migrants primarily from haitia dropped into springfield, ohio. Adam, jd vance went to yale law school. He knows the name of the country of haiti. But what he did there is the point of all of this which is to say to every american who lives in a small, predominantly white town f you don't vote for me and donald trump the guy whose mentals aren't fully there anymore, then they're going to flood your community with these savages. That's his message. Well, i want to say another thing there which is he's lying again. These people were not, quote unquote, dropped in springfield. They came to springfield like every other virtually every other person who lives in america descended from someone who did this, they came because they wanted to pursue job opportunities. And that's what they did. And you have to look at the catch 22 here. Republicans say they want immigrants to come here and work and contribute and then when they do that, republicans make up lies about them being pet eating savages. Yeah. It's what they do. And by the way, what donald trump and jd vance should be doing is thanking the haitianamerican prosecutor who is actually ironically enough the person that is going to be bringing to justice the person who shot at him in florida. Trump, is he campaigning in battleground states like pennsylvania or michigan or maybe arizona? nope. Right now he's holding a rally in, drum roll, please, long island, new york. Yep. A state he's almost certainly not going to win. But that is where he is spending valuable time and resources. You know, at this point, i don't know, if you didn't know any better you would think trump isn't trying to win the election. I mean, campaigning in new york, while resources for his field operation in actual swing states are dwindling, attacking black immigrants and republican governor sarah huckabee sanders did just last night at a town hall with trump. So my kids keep me humble. Unfortunately kamala harris doesn't have anything keeping her humble. Yeah, man, you don't sound humble. They're not growing the base. They're shrinking it. And they don't seem to care. What they do seem to care about is what happens after election day. Meaning, if kamala harris wins, how do they once again contest the results and create a big lie 2. 0? just take a look at georgia. The guardian has new reporting today on a behind the scenes network of county election officials coordinating on policy and messaging to both call the results of november's election into question before a single vote is cast and push rules and procedures favored by the election denial movement. Of the many nightmare election scenarios that keep me up at night, one of the most daunting is what happens if vice president harris wins but some states just refuse to certify? that could mean the election winds up in the hands of the republican majority house of representatives. Or even with the leonard leo six on the supreme court. Which means trump could lose the election and still wind up as president. Joining me now is maybe the only other person who is up at night while i'm up thinking about these nightmare scenarios. Rachel maddow, i try not to text in that moment and also the executive producer of the new msnbc documentary from russia with led we'll talk about shortly. Rachel, hello my friend. I hold in my hand a letter that i'm sure you have read, too. And this is mr. John, chairman of the georgia state election board. And to him. And it is it is scary because it is questioning whether or not new rules are going to be put in place in georgia that make it harder to certify the election. What is going on? so, couple of weeks ago there was this weird moment a rally in georgia trump from the stage shouted out by name new members of the georgia state election board. And the georgia state election board is not supposed to be like a partisan entity. It's not like a trump campaign thing. It's the technocratic board that oversees the administration of elections in georgia. So him shouting them out by name and claiming them as like maga superheroes who were pit bulls for victory was a bad sign. But it turns out that, in fact, three protrump members have been assigned to this board. They are the majority of the board. And since they have taken over this board, they have been passing all of these new rules in georgia that are designed, among other things, to let local republican election officials refuse to certify the vote, refuse to say what the vote total is in individual counties. Republicans have been trying to refuse certification since 2020 in all of the swing states, in a bunch of states that aren't swing states. More than two dozen, more than three dozen instances they just refuse to say here was the vote total in our most recent election. They're doing this leading up to the 2024 presidential election when it seems very clear that mo matter what the results are, they're going to say there's no knowable result. And so this letter today is from the secretary of states office, brad raffensperger office in georgia telling the georgia election board, you need so stop passing these new rules. We're way too close to the election. Joy, on friday of this week, they're planning, according to this letter, to pass 11 new rules for the administration of the election. This is raffensperger's office warning that it's way too close to the election for any of these new rules to go into effect. And telling them not to do it. He actually calls what they're trying to do absurd. But there's no reason to think they're going to follow this advice. They are really intent on sort of technocratically scuttling the process of tallying the votes. And when you say soon, we're talking about early voting starts advanced voting starts october 15. So we're talking about in a matter of weeks. Not november. We're talking about october voting. They're still trying to pass rules that will make it difficult to certify. This feels like it's not it's not a 50 state problem it's a georgia problem because of republican problem, maybe pennsylvania problem. But all they would need is one or two states with enough electoral votes to bring it short of 270. Because one state doesn't certify at all, we go into the electoral college and no one has 270 or we wind up in court cases brad raffensperger suing this election board and taking it to the supreme court. Either way, that's two out of three ways trump loses the election and still could be president. Potentially. It's a very unsettling scenario when you get into those nittygritty hypotheticals about how this might work. What would happen the electoral count reformat which was passed after what happened on january 6th says the states have to have certified election results by december 11th. Doesn't say what happens if they don't. And if part of the reason they don't is because it's tied up in courts and the courts can't be encouraged to meet those deadlines, the prospect arises in which a state, like georgia or some other state that tries this, essentially doesn't forward its electoral votes to washington. What would happen then, theoretically is that the number of electoral votes you need to win the presidency would be reduced. It wouldn't be 270, it would be some smaller number and theoretically you could get there with you could get there even if you had not been able to get there had all the states votes been counted. So, i mean, it's the worry that you have about the courts is the worry that i share, joy. That this could be something where just delay, just confusion, just muddying the waters could preclude a state from having a clear result by the time the country needs them to have a clear result. And they feel very confident in their chances once it gets into the courts. And i think that's ultimately the goal of what they're doing. And the thing the bottom line to this and it's something you talk a lot about on the mad doe show and we talk about in our little circle is you have a party that doesn't believe in winning power through elections. They don't believe fundamentally in democracy they just believe in having power. That means really there is no limit to what they would be willing to do to get it and really don't care whether that means they won an election or not. That's immaterial to them. Yeah. When trump won the republican primary in 2016, he said it was rigged. When he won the january election in 2016, he said it was rigged. Before he ran for reelection in 2020 he said it was rigged. When he lost he said it was rigged. He is already saying 2024 is rigged. He doesn't think that elections are a real thing. He doesn't think that elections are legitimate. And he doesn't want an american form of government in which elections decide whether or not he's in power. Because he doesn't believe election results should be binding. And so that's what it boils down to when you talk about people say democracy is on the ballot. That's what it is. The nuts and bolts way plays out with what is now a whole of republican party strategy to say, we're likely not going to have any election results and we're going to have to figure this out some other way, either with the republicans in congress or the republicanleaning courts, we'll have them sort this out rather than the american people. That's the nuts an bolts way this thing gets worked out. This is why we say scaring is caring on this show. It's kind of our theme. We scare to care. We scare because we care. Look, there is a remedy for this. It's very, very high margin victories in these state. That's difficult to do in a closely divided nation. That's the answer, y'all. The answer is not to shrink from it. The answer is to vote. Don't go anywhere, rachel maddow isn't going anywhere. What conversations have you had with lev parnas? boy, was i wrong. We immigrated to the united states when i was 4 years old. While ore kids were going to school, i was on the streets hustling. I'm a salesman. We were invited to a huge fundraiser. We were two seats away from trump and lev said something and instantly it was like no one else was in the room. He wasn't a politician. He was a new york hustler and we could relate. ♪♪ this is a guy who is an immigrant who is in state of shock that he was at this level. A year and a half i went from not knowing anything about politics to now being in the inner circle of the president. It was hilarious to see mafia kingpins, oligarchs interacting with all these republican congressmen and senator. All the president's putz's. How are these thugs meeting with our political leaders. Trump's biggest nightmare was joe biden. Let's go after joe. Let's go after hunter. And that is how i was recruited by donald trump and rudy giuliani to dig up dirt on joe and hunter biden. Trusting lev to run around ukraine, it's ridiculous. He's not qualified. No guardrails. No oversight. This is right out of a spy thriller. This was a mission impossible. Mission stupid. I don't know which one, but maybe both. Lev parnas, a key player. Know nothing about him. This wasn't a normal presidency. I betrayed ukraine. I betrayed america. I just hope one day i can say i'm sorry. I hope one day hunter biden can really forgive me. Hunter. ♪♪ they turned you into this super villain, just so you know, i wasn't very sympathetic. Wow. Back with me is rachel maddow, executive producer of from russia with lev. So much to discuss. I wish i had an hour, i don't. Let me get right into it. First of all, the ease with which lev parnas got inside the inner circle, of donald trump and rudy giuliani is breathtaking in and of itself. Please say more. Yeah. Lev is a his background, he describes in his own terms is russian organized crime and he was involved like, you know, coming up, through his family, growing up where he grew up. And then he was a hustler. And his legal travails follow through him. Some of the people who helped us piece this together include lawyers chasing him for bad debts from different fraudulent schemes that he had been involved in. And he just slots right into trump world. And he didn't come on as rudy giuliani's friend. He came on as trump's guy. And then trump assigned rudy to be his handler, to go do this job where they were going to try to prevent joe biden from being the democratic nominee against trump in 2020 because trump was very worried about running against joe biden. He didn't want to run against him. And they sent lev. They sent lev and his friend igor other to ukraine in order to try to knock biden out of the contention for the democratic nomination by making this stuff up about him and his son. And it is horrific what we did to ukraine. It's horrific to use a father's love for his son against him. But it is also profoundly stupid and very funny along the way. It is. And the doc is very funny. There's a lot of laughs. Lev parnas, i talked to him here and there, he is a funny guy. You can see how his charm can get him through the door. But he's going from new york to florida with all of these bad debts and legal issues, none of that stopped donald trump from completely trusting him. Rudy giuliani from completely trusting him. That one of the best characters in this, of course, is his third wife, svetlana is super sensible and saying this is stupid and never should have trusted my husband with all of this national security stuff. Yeah. Svetlana is the star of the film. It's a film about her husband but really she's the star. In part because she's so smart, she sees exactly what's going on in the entire time. She sees it both for how ridiculous and how serious it is and she also lost her husband, both in the sense that he almost lost his life. He was involved in some very dangerous stuff. And there's, you know, he's wearing bullet proof vests and fleeing for his life and ends up in prison for part of this, right? she also feels like she nearly lost him to what he describes as the trump cult. And part of his repentance is he feels like he was in a cult. He feels like he was in the maga cult, come out the other side of it. He is deeply repentant. He has all the receipts. He recorded everything he did the middle of that scandal and wants to help people get out of it, come out the other side of it. So it is like it is laughable and also very moving in some ways, very human. As is this meeting, which is extraordinary, that you all were able to get hunter biden and lev parnas in the same room. Talk about that. So hunter biden's life was hunter biden's life has been a lot of things. But lev really ruined his life. This project was to take joe biden out by leveraging the fact that joe biden loved his son and by using hunter's troubles to try to knock biden out. And that is i think just morally decrepe it to go after somebody by trying to destroy his family and by trying to destroy the son that he loves. But lev's impact on hunter's life was for real, was serious. A lot of that is newly reported in this documentary. And so when lev decides that he wanted to it was his idea. He wanted to apologize to hunter. We had a whole different ending for the film. But he said i want to go find him and speak to him face to face and tell him i'm sorry. Women will die if they can't afford to leave that state and that vigilante state. It's just breaking my heart. Women, who have ectopic pregnancies, who can't pass their miscarriages won't be able to get the treatment that they need. And it also means that women will die. I'm trying to send a warning that we do not want to go back to the days of back alley abortions because it's deadly. Women will die. Republicans treated those warnings with the same seriousness with which they treat most women's issues. Which isn't much. Republican men from trump down to governors to state legislatures assured us they were protecting life and that these trump abortion bans would protect the mother's life if it was ever in danger. But that's just another lie that they're telling you. Propublica has been investigating how abortion bans across the country are affecting women. And guess what, it's killing them. Candy miller was a 41yearold mother of three, who unintentionally got pregnant back in 2022. Miller, who had lupus, diabetes and hypertension, was warned that having another baby could kill her. But she didn't have many options because she lived in georgia. A state that implemented a 6 week abortion ban, passed by the republican majority state legislature and signed by brian kemp. So she tried to manage her own abortion at home. And wound up dying because she was more afraid of seeking help than of what would happen if she didn't. Her son told the coroner that she was terrified of going to a doctor due to the current legislation on pregnancies and abortions. He then told propublica that if you get caught trying to do anything to get rid of the baby, you get jail time for that. Miller's sister said she was trying to terminate the pregnancy, not terminate herself. Georgia doctors who reviewed her case found that her death was preventable and that she should still be alive. But she's not the only woman propublica found in georgia who died a needless death because she feared her state's laws. Amber nicole thurman was a healthy, 28yearold mom of a 6yearold son. She was just getting on her feet, heading to nursing school when she found out she was pregnant with twins. Because georgia had just passed its 6week ban and she was 9weeks pregnant, she decided to drive to north carolina for a surgical abortion. But missed her appointment. She opted for a selfmanaged abortion instead. A few days after taking her last pill, she vomited blood and passed out. She was rushed to the hospital where she was clearly she was rushed to the hospital where she was clearly developing sepsis. Doctors left her for 17 hours without the urgent procedure she needed. The medical staff watched as her blood pressure dropped. Her organs failed and she was finally wheeled into surgery where they performed that d&c but it was too late. Her heart stopped. According to propublica, the last words she uttered to her mom before she died was promised me you'll take care of my son. Amber nicole thurman's case was reviewed and deemed preventable. If anyone misinterprets those exceptions the penalties are stunning. In georgia violating the law can cost doctors their license and subject them to prison terms up to 10 years. Additionally, georgia's abortion ban does not specifically say that women cannot be prosecuted. Joining me now is murder summary, msnbc legal analyst and cohost of the strict scrutiny podcast. Also a cohost of the upcoming special, black women in america, the road to 2024, which premieres sunday, september 29. Thank you for being here. These young women, both of whom died because they were afraid to get care. They died in 2022. The law was passed in 2021. Why do you suppose we are just now hearing about these cases and does it suggest to you that there are many more that have not been investigated yet? it is an excellent question. Overturning roe v. Wade, which set the law into operation. It was a trigger ban. Most cases of maternal morbidity will be reviewed by a board and those boards are comprised of physicians that reviewed the case and can take a lot of time to amass the evidence and review it, so there is a lot of time between when the death occurs and when we can get an explanation of what happened and what factors contributed, so it is not surprising we are learning they were preventable two years on and it is likely we will hear more about these. I wonder are these cases actionable? we know in texas the case that was thrown out by the texas supreme court, which was challenging the abortion law. A group of 20 plaintiffs. It was ultimately thrown out, but what they were sowing for was saying the law was too vague. In georgia, the two women died. Is there a place for a class action lawsuit not on whether the law is vague, but whether the law can kill women? i think it is one and the same and that is the point. There is a similar lawsuit in tennessee making the same point that these laws not only create obstacles, they also create confusion that makes it difficult for physicians to execute medical judgment because they don't know if that will be secondguessed by an official in the future. Those cases were trying to challenge the exceptions and get clarity around the exceptions. Whether or not there could be a lawsuit to challenge the state directly for causing the deaths through a restriction like this one, i think those are harder questions that raise questions around immunity and things of that nature, but we already had a number of suits. The fact that the texas suit did not result in greater clarity around circumstances for abortions is a shame for all texas women and three of the judges who signed onto that texas high court opinion are now up for reelection and reappointment in the upcoming election. Very important to know, this is where you vote. They are elected judges and some of these cases. One might want to think about getting out and voting. These are the states. 20 states say they have exceptions for the life of the mother. 14 have exceptions for the health of the mother. 10 have exceptions for rape or incest and seven for fatal anomalies. Exceptions don't seem to do much because it is so vague. Either way if you try to do a medication abortion at home you could die of sepsis at home, but you are too afraid to go to the doctor and let them treat you and they are afraid to treat you if you get there because they are like we can't touch this, it might be an abortion. That is exactly right and it is important to remember in the scenario where they were challenging the lack of clarity, ken paxton, attorney general of texas was actively threatening hospitals in the state of texas and around houston where these cases were filed with lawsuits if they performed abortions. So doctors are right to be scared. Even a civil suit against the doctor can result in difficulty retaining your professional license. A criminal prosecution would be even more dire for doctors, so physicians are between a rock and a hard place and to be very clear this was exactly the circumstances that preceded row. Doctors around the country were worried they cannot exercise their judgment and they led the charge to repeal or liberalize abortion laws. Absolutely and people were warned that people would actually die if this actually happened and abortions outside the medical system increased sharply after roe fell.
