Edward Lynch, Lebanon County Republican Committee chairman, said he received numerous calls and emails from the general public and the committee requesting a resolution to censure Toomey.
"The (censure resolution) is very specific to the constitutionality of the impeachment process," he said. "I sent that out to the members and waited a week to receive their votes. And it was overwhelmingly in support of censure, by a margin of 10 to 1."
Members of the Lebanon County Republican committee felt the impeachment proceedings were unconstitutional, Lynch said.
"The United States Constitution specifically states in Article 1 Section 3 that if the president is tried for impeachment, the chief justice of the United States Supreme Court shall preside," he said as an example. "And Chief Justice Roberts did not preside at the impeachment proceedings."
