The fire started around 10 00 last night at a building on sunset and east street. Firefighters say they got right to work. When they arrived to leaping flames. Took over 2. 5 hours to put the fire out, in part because the roof and wall started collapsing. Now were told the building was empty at the time, had been empty for several years. Crews are still at the scene this morning looking for hot spots and a cause of the fire. Our allie rasmus will have another live report coming up in about half an hour. Shes tracking the investigation. All right, guys, were also following developing news from san Franciscos Bayview district. Take a look at what it was like at third street and casada avenue last night, just after 930. A lot of Police Officers out there, they appear to be investigating some type of violent crime. Were not sure the police placed crime tape outside of several of the buildings there. Right now. Were still trying to get more information from San Francisco police to bring you the latest information about all of this Police Activity from last night. San franciscos mayor wants to spend more than 300 million to improve the city. Nearly half of the money would go toward medical clinics. Ktvu james torres in studio now to explain the bond measure proposed by mayor london breed and w gasia,0 million. Mayor breed says the plan tackles four different categories. The city really needs. But 167 million of those dollars is meant to expand and strengthen public health. Heres what the mayor hopes to do. That money would renovate and expand the chinatown health clinic. Its an 88 bed hospital which handles more than 10,000 patients a year, 80 of whom speak a language other than english. Part of the cash is also being proposed to add 65,000ft s of seismically safe space at sf general hospital, a Medical Center well known for its seismic infrastructure. Finally, the bond hopes to increase capacity at Psychiatric Emergency Services at laguna honda hospital and also ensure recertification. It was just two years ago when state regulators stripped the hospitals medicaid certification and threatened its closure. But last year, the state approved laguna hondas recertification and allowed it to stay open. Mayor breed, saying in a statement, quote, we are working every day to make San Francisco a vibrant and healthy city. This bond will invest in our Critical Infrastructure and advance projects that create jobs and prioritize important civic needs. The bond measure as a whole also allocates money to improve streets, crosswalks, pavements. It also looks to address homelessness and sponsor public spaces like the harvey milk plaza in the castro. The citys Capital Planning committee needs to okay the measure before the board of supervisors take it up for a vote. If it passes those two hurdles, then it will go to the November Ballot and voters in San Francisco will make the final call. Garcia, james. Thank you. Walmart walmart has announced its closing all of its Health Care Clinics nationwide. The company says operations were not profitable amid rising costs and a challenging environment. Retailer operated about 50 Health Centers in five states. Walmart is also shutting down its virtual care offering. The company says the closures wont have an effect on any of walmarts pharmacies or vision centers. Now to a Significant Development on the Covid Vaccine , the pharmaceutical giant astrazeneca said in court that its vaccine could have rare but deadly side effects. The companys been fighting a Class Action Lawsuit alleging its shot has led to several deaths and serious injuries. In a february legal document, the company acknowledged in very rare cases, the shot has given people a condition that leads to blood clots and a low blood platelet count. The Company Continues to deny claims its vaccine is defective. At sonoma state university, an encampment was set up on friday, and it grew over the weekend at stanford. A protest also continues to grow, despite the words of School Administrators telling students theyre violating University Policies. And at cal, more people have joined an encampments encampment right outside of sproul hall, and the newest encampment is at San Francisco state, a protest that started just yesterday. Now, those protesters at San Francisco state, like the protesters at other universities, want an end to the violence in gaza. And they also want the university to divest or sell their holdings in companies that do business with israels military. Free. Free palestine and palestine. Now, just after a rally began yesterday at the university, protesters set up tents as a member of the csu system, we think that its important to protest their, their, involvement. And, you know, support of the genocide. Now, some of the jewish students on the campus say some of the language is being used by the protesters and on their signs makes them very uncomfortable, basically saying, i cant be a part of that conversation whatsoever, because i believe that the state of israel has a right to exist. You know, it creates an unwelcoming environment, but more so, its just its shutting down even essential conversation. Now, in a statement responding to the protest, University Officials said in part, Sf State Foundation investment policy reflects its commitment to the values of the university, prioritizing social and racial justice, environmental sustainability and climate action. Overnight, propalestine protesters at Columbia University in new york city took over a building on campus. I believe that we will win. I believe the protesters broke into an academic building, barricaded the entrances and hung palestinian flags and banners on the buildings. This as the university began to suspend students who refused to take down a tent city demonstration that went up two weeks ago. We were engaging in good faith negotiations until the administration cut them off under threat of suspensions, where we ask for amnesty, they gave us more discipline. Today, education secretary Miguel Cardona will appear before a House Committee as lawmakers want to know whats being done to address antisemitism reported at many universities across the country. Someone made off with 10,000 honeybees in the east bay by the bee owner is so angry over the weekend and it left her puzzled. Ktvu andre senior in the studio now with the details and how that beekeeper is reacting. Andre. Well, dave, the amateur beekeepers name is sue donahue. Shes a chef by trade, but got into beekeeping about seven years ago. Now on saturday morning, thieves stole a colony of 10,000 honeybees from outside of her home on manila drive in North Oakland. They also ran off with a queen bee. Donahue says this was a crime she never expected. She immediately rushed outside of her home after she heard someone disrupt her beloved beehives, but she did not respond fast enough. I heard somebody say, hey, free bees and then a moment later, i heard a car door shut. Well, donahue says she has made bees a major part of her life in recent years. Her beehives are well known to her neighbors, who often come to her home to buy honey. And donahue says she loves to teach children about the wonder of bees. However, the focus of her bee lesson well, have they now . Theyve now changed following this weekends theft. Instead of showing them how bees behave in a hive, we were explaining to them, about theft. Donahue is quite certain the thieves who targeted her home do not know the first thing about bees, and she is also certain her bees will die very soon if they do not receive proper care. So far, Oakland Police have no suspects in this case and the motive is unclear. Time now. 715 in benicia. A man was arrested following a shootout with police, and now hes facing a charge of murder. 39 year old David Ochoa Magana is still in custody at the Solano County jail. Vallejo police have identified him as a suspect in a homicide, and hes being charged in connection with the death of a man back on march 16th. Now, magana was arrested after a shootout on the interstate 780. Benicia police say the citys license plate readers originally identified a car involved in an Armed Robbery, and they say magana and another person inside started shooting at the police during a chase. Both were later arrested when the car crashed and a man was arrested in santa rosa, accused of using a sword to threaten restaurant workers. 29 year old Shane Hulbert is accused of walking into a restaurant on Fourth Street sunday afternoon, pulling out that sword and then confronting one of the employees. Then police say the suspect grabbed an alcoholic beverage from out of a cooler and ran away, and no one was hurt. Hobart is now facing charges of felony robbery. California will soon begin selling its own generic version of the Opioid Overdose Reversal Drug narcan. The state is teaming up with a Major Pharmaceutical Company to make it available statewide. California will be able to buy the drug at 40 below the current market rate. That will allow the state to distribute some of the generic version for free. The States Health director says its proven to save lives. Incredible impact that this drug can have at saving peoples lives. How easy it is to use, how important it is to make it widely available. So we have it as a tool to save lives everywhere in our state. The state is now making plans to distribute the drug to county governments, police agencies, local Health Departments and schools for free. The shipments could begin as early as next month. A family court in downtown san jose is now paying more than 150,000 a day to keep the lights on, following a second power outage at its Court Building in the past two months. The latest outage began early yesterday morning. The family Court Centers paying for a generator and fuel to keep the lights on as it waits for a permanent power source to be restored. The court handles a wide variety of cases, mostly involving Domestic Violence and restraining orders. Disruption to the litigants is significant. We the court has, really, i think is quite nimble in addressing these kinds of failures and reestablishing operations as quickly as possible. But it takes some herculean efforts from our court staff as well to make that all happen. Our time now. 725 three teachers in the Contra Costa Unified School district may sue the School District unless it takes action to fill vacant teacher jobs, according to edsource. A lawyer working with the teachers sent a letter to the school board demanding a plan that explains how each Teacher Vacancy will be filled. The teachers say substitute teachers have been covering some of the classes since the beginning of the school year, which they say is not giving students an adequate education. Even now, the School District says finding and retaining teachers is a challenge all over the state. In a statement, the School District said, quote, the district has provided support and supervision for its students to the best of its ability. Marine county says Public Schools have to stop asking parents to buy school supplies. A new report says some schools were being investigated for sending home lists of required materials and equipment. The county civil grand jury said that Public Schools in the state are required to provide students with supplies at no cost. Highway four westbound has also been affected, so if you drive from antioch to bay point, even though this is not technically in your way, it is in your way in a way, if you know what i mean, because people are slowing down to take a look. Thank you. Well, in downtown concord, expect heavier than usual traffic near the bart station because of a big fire that happened last night. And firefighters are still there at the scene of this three Story Building that went up in flames. Ktvu. Allie. Rasmus. Germ, youve been out there for several hours. Whats the latest on whats happening out there . Well, dave, we are at the intersection of park and clayton in downtown concord, very close to the concord bart station. And behind us you can see what is left of this three Story Building that takes up an entire block, this corner lot of the street here in the downtown area, theres a couple of Contra Costa County Fire Protection district trucks parked in front of it. One of them with a ladder truck and a hose that is just dousing the top of this building, or whats left of this building with water. Firefighters continue to put out any hot spots, and they expect to be out here for much of the morning doing that work. This is after the fire at this building broke out at 1030 last night. Luckily, no one was hurt. No one was inside the building. According to contra costa fire officials, the building was empty and it had been vacant for several years, even before the pandemic. Firefighters believe this was some sort of Office Building at one point, and that the fire may have started somewhere near the top floor of the building. Now. Video shared with us from viewers who live near the scene last night showed the flames soaring several stories above the ground through the roof of the building. It took firefighters more than 2. 5 hours to put out this fire. They talked about some of the challenges involved. The roof was collapsing down onto the structure and some of the exterior walls where he collapsing both externally and internally. As soon as you start having that happen, you start making pockets and its hard to get the water all the way deep down inside there to be able to extinguish that fire at that. Now, how the fire started is not known. Its something that fire investigators will have to determine in the coming days. But in the meantime, there are several roads around this building that remain closed this morning from concord boulevard and clayton to grant street and clayton. And thats because of all the work involved to shore up the building, put out the hot spots, keep an eye on things, make sure nothing flares up again, and then, because the roof and some of the stories collapsed in this building, theres a lot of debris kind of spilling out into the street. So expect road closures in this area for much of the day. Expect heavy traffic coming through this area. Were getting a lot of notes from people who are hearing that their insurance policies are are being pulled or nonrenewed. This has been something thats been going on for years, especially since our tubbs fire. This is not really a legislative battle. This is a regulatory work product moving forward right now. Now, the recent wave of Insurance Companies pulling out of california affected tens of thousands of homeowners. Gore says he talked with several officials about possible solutions. And during todays panel meeting, well hear about the push to keep help Insurance Companies stay in the area from local and statewide perspectives. A memorial is forming in North Carolina after four Police Officers were shot and killed during a standoff. It happened in charlotte, where they were trying to serve a warrant for possession of ay felon. When pe arrived, shots were fired from inside the home. Police fired back, killing one person in the front yard. A second person then opened fire, leading to a three hour standoff outside my door. Police were running by and then ambulance started coming in and they were just going everywhere. Everywhere. We heard about over 100 gunshots. It sounded like world war three. Three of the four officers killed were from the us marshals service. The other was a local Charlotte Police officer. Four other officers were injured. Authorities ultimately sent in a swat team with an armored car to smash into the home. Two people inside were taken into custody as persons of interest. Get out. Time now. 735 the United States increasing pressure on hamas to accept a new proposal for a ceasefire deal in gaza. Now, the terms of the agreement havent been made public. Secretary of state Antony Blinken calls the proposal extraordinarily generous on the part of israel. Secretary blinken is due to arrive today in israel to try to move those negotiations forward. Negotiators believe progress is being made. A propalestinian mural in San Francisco has been repeatedly vandalized. The artist says he painted the mural on his friends building in noe valley about five months ago. Says the mural is a tribute to the families whove been killed in gaza. Surveillance video shows a woman writing bring back our hostages over the mural yesterday. Yeah. It hurts. Like to see it get vandalized, but its nothing compared to the pain that my people are going through in gaza. The artist says he thinks two different people carried out each act of vandalism. He says he will again paint over it. Time is 736. Construction in vallejo has begun for a new Navigation Center to help the unhoused. The groundbreaking ceremony was hosted by the city yesterday. Whats being built is being built at a former parking lot near highway 37, and after its completed, the 8 Million Center will offer 125 shelter beds. Its really going to give vallejo, and particularly those who are living on the streets, the opportunity to exit homelessness while they plan their journey for what their next stage of living is going to be. Now, the latest Homeless Count show there are about 450 People Living on the streets in vallejo. Construction on this new Navigation Center is expected to be completed by december. 737 lets get out the door here. I mean, given all things that could be happening weather wise, we here in the bay area dont have much to complain about. Its been really quiet. New figures from san jose minetta show about 12 million passengers pass through that airport in the past year. Thats down 23 from 2019. Its a similar story at Oakland International and sfo. And chp is blocking at least a couple of lanes. They do have, a scene going on there. Its going to be an investigation. So again, if youre coming from. Yeah. If we do have a look at the map here. If youre coming from San Francisco to oakland, this is going to be an unexpected delay as you approach the macarthur maze. Meantime westbound bay bridge has been backed up because of earlier problems. Its taken us a while to get through here. Its just one of the slower commutes. So if youre coming to the bay bridge westbound, you need to give yourself extra time, looking ahead, i see the bridge is also crowded. I also want to mention 580 this morning. Weve been tracking all morning. Fire crews are cleaning up at the scene of a massive fire overnight in concord. It started about 10 00 last night at a building on sunset and east street. Firefighters say they got right to work when they arrived to leaping flames. Took over 2. 5 hours to put out the fire, in part because the roof and walls started collapsing. Fire Officials Say the building was empty and had been empty for several years. Crews are still at the scene this morning looking for hot spots. Our allie rasmus is there. It happened overnight as University Officials say it worked to restore order. Ktvu james torres is following those updates, including action captured live on video. James andre well, the school has been shut down since last week. That was after protesters took over a School Building on campus at about 3 00 this morning, University Police put out a shelter in place alert. They say, due to continuing criminal activity that went out to the whole campus. Heres what those protests have looked like over the last week. We learned this morning around 230 police s made up of personnel from all over the state, including San Francisco pd, went in to clear and secure the buildings occupied by those protesters. They arrested about 25 people. The University Says students will face code of conduct violations. Faculty involved could face disciplinary action, and we even saw a local tv journalist reporting live on facebook when officers detained her at the scene. Me. Yes. Over here. Come this way. Overnight, propalestinian protesters at Columbia University, new york, took over a building on that campus. I believe that we will win. I believe that we will win. The protesters broke into an academic building, barricaded the entrances and hung palestinian flags and banners on the buildings. This as the university began to suspend students who refused to take down a tent city demonstration that went up two weeks ago. We were engaging in good faith negotiations until the administration cut them off under threat of suspensions, where we ask for amnesty, they gave us more discipline. Today, education secretary Miguel Cardona will appear before a House Committee as lawmakers want to know whats being done to address the antisemitism being reported at universities nationwide. Other protests at bay area universities are growing as well. At sonoma state university, an encampment was set up on friday and grew over the weekend at stanford university. A protest also continues to grow despite School Administrators telling students theyre violating University Policies at cal, more than more people rather have joined the encampment just outside sproul hall, and the newest encampment is at san jose state, San Francisco state, where a protest started just yesterday. And the protest at San Francisco state. Like the protesters at theence e university to divest or sell their do business with israels military. Free. Free palestine, free palestine shortly after a rally yesterday at the university, protesters set up tents as a member of the csu system, we think that its important to protest their, involvement and, you know, support of the genocide. Some jewish students on campus say some of the language being used by protesters and on their sides makes them uncomfortable. Basically saying, i cant be a part of that conversation whatsoever, because i believe that the state of israel has a right to exist. You know, it creates an unwelcoming environment. But more so its just its shutting down even a central conversation. New this morning, a new york judge just warned donald trump to stop violating a gag order in his criminal trial, or hell be arrested and put in jail. A 36 year old man was arrested after Police Responded to reports of a vehicle being driven into a house. Two officers are recovering from stab wounds. Two other people were also injured. Police say the incident is not being treated as a terror or targeted attack. Walmart says its closing all of its Health Care Clinics nationwide. The company says operations were not profitable amid rising costs and a challenging environment. The retailer operated about 50 Health Centers in five states. Its also shutting down its virtual care offerings. Walmart says the closures wont have an effect on walmart pharmacies or vision centers. And now a Significant Development in the Covid Vaccine. The pharmaceutical giant astrazeneca said in court that its vaccine could have rare but deadly side effects. The company has been fighting a Class Action Lawsuit alleging its shot has led to several deaths and serious injuries. In a february legal document, the company acknowledged in very rare cases, the shot has given people a condition that leads to blood clots and a low blood platelet count. The Company Continues to deny claims that its vaccine is defective. Boeings Credit Rating is near junk status. The continued financial troubles facing the plane manufacturer and what it means for the airline Airline Industry. Also, this is one of those they really do that kind of stories. Someone did make off with some 10,000 honeybees in the east bay by the bee owner is so angry over what release, spoke with the beekeeper about her concerns that go beyond what she lost. And i heard somebody say, hey , free bees and then a moment later i heard a car door shut. Beekeeper sue donahue says thats when thieves stole a colony of 10,000 honeybees and a queen bee. She had put in an observation hive like this one outside her North Oakland home at about 1030 saturday morning. This after she gave away a couple of other colonies and queen bees disrupting the hives. Those bees are a little pod. This is donahues apiary in her backyard on manila avenue. Shes a chef by trade, but got into beekeeping about seven years ago. Once a month, donahue sets up tables for the observation hive, a tasting table and jars of honey to sell to neighbors and to teach kids about bees. And instead of showing them how the bees behave in a hive. We were explaining to them, about theft. These insects were not free bees, so to speak. It looked like someone was setting up for something, whether its a garage sale,alk e wasnt a free sign on it. She doesnt think these thieves know anything about beekeeping, so these bees might end up dying if theyre not properly maintained. She says the thieves could potentially get stung if they open up the structure. Shes frustrated that even bees arent safe in oakland. I just kind of think theres a loose permission structure and no consequences for any activity. The bees in donahues yard have access to food and water. The bees in that observation hive less so. Benicia police say the citys license plate readers originally identified a car involved in an Armed Robbery and say mcnair and another person inside started shooting at officers during a chase. Both were arrested when the car crashed. A man was arrested in santa rosa accused of using a sword to threaten restaurant workers. Shane hulbert is accused of walking into a restaurant on Fourth Street sunday afternoon, pulling out that sword and then confronting an employee. Then, police say the 29 year old grabbed an alcoholic beverage out of a cooler and ran away. No one was hurt, and hulbert now faces charges of felony robbery. A 15 california will soon begin selling its own generic version of the Opioid Overdose Reversal Drug narcan. States teaming up with a Major Pharmaceutical Company to make naloxone available across the state, california will be able to buy the drug at 40 below current market rate. That means the state can distribute some of the generic version for free. The States Health director says it is proven to save lives in incredible impact that this drug can have at saving peoples lives. How easy it is to use, how important it is to make it widely available. So we have it as a tool to save lives everywhere in our state. The state is now making plans to distribute the drug to county governments, police agencies, local Health Departments and schools for free. The shipments could begin as early as next month. A family court in downtown san jose says it is now paying more than 150,000 a day to keep the lights on, following a second power outage at its Court Building in the past two months. The latest outage began early yesterday morning. The family Court Centers paying for a generator and fuel to keep the lights on as it waits for a permanent power source to be restored. The court handles a wide number of cases, mostly involving Domestic Violence and restraining orders. Disruption to the litigants is significant. We, the court has, really i think is quite nimble in addressing these kinds of failures and reestablishing operations as quickly as possible. Almost 4 million will be paid by the city of san leandro to settle a lawsuit filed by a mentally disabled man. He accused the police of using excessive force. Now, san leandros interim police chief said in a statement, quote, as a result, our Body Worn Camera recording retention policy was updated in 2022 to retain video footage for up to seven years. This updated policy ensures a longer retention of interactions with Community Members to allow for the future review of potential criminal, administrative or civil cases. End quote. Now, the settlement that was reached does not include an admission of liability or wrongdoing by the city of san leandro. Three teachers in the Contra Costa Unified School district may sue the School District unless it takes action to fill vacant teacher jobs, according to edsource, a lawyer working with the teachers sent a letter to the school board demanding a plan that explains how each Teacher Vacancy will be filled. The teachers say substitute teachers have been covering some classes since the beginning of the school year, which they say is not giving students an adequate education. The district says finding and retaining teachers is a challenge statewide. In a statement to the district, it says, quote, here, the district has provided support and supervision for its students to the best of its ability. Marin county says Public Schools have to stop asking parents to buy school supplies. A new report says some schools were being investigated for sending home lists of required materials and equipment. The county civil grand jury says Public Schools in the state are required to provide students with supplies at no cost. Now to a developing story in concord, heavier than usual traffic is happening in downtown concord, now near the bart station, because of an overnight fire. Crews are still at the scene of a three Story Building that went up in flames. Our allie rasmus live now to tell us which roads are closed and how long we should expect delays in the area. Well, were at the intersection of clayton and park in downtown concord, and you can see a lot of traffic having to get around this road closure here. You see all the fire trucks and behind them are what is left of what was a three Story Building that went up in flames. Now, since 10 00 last night, contra costa firefighters have been putting out hot spots. You can still smell the smoke and the burnt building in the air out here. This was an empty three Story Building that caught fire 1030 last night. Luckily no one was hurt. The building had been empty for several years, according to firefighters and video shared with us from viewers who live near the scene. Last night showed the flames soaring several stories above the ground through the roof of the building. The roof burnt up, it collapsed. A couple of floors collapsed in this building as well. It is expected to take days for firefighters to determine exactly what sparked the fire, but initial reports are that it started somewhere near the roof of this building, according to the initial reports, is that they had heavy smoke and flames coming from the top of the structure, not from the parking garage area. We wont know for probably quite a while the true cause of the fire here today. Now, in the meantime, there are several roads around this building that remain closed this morning from concord boulevard and clayton to grant street and clayton, this building takes up an entire corner of one of those blocks. So everything around it, including some of the pedestrian walkways. Lets take you back out here, live. And you can see that not just the roads around this building, but also the sidewalks have been cordoned off by police behind this yellow tape here. So firefighters expect the road closures to be in place for much of the day. Its not safe really, for people to walk or drive in this area because of this fire. Theres a lot of debris that fell into the roadway. So thats why they expect to have these closures in effect for much of the afternoon. A memorial is forming in North Carolina after four Police Officers were shot and killed during a standoff. It happened in charlotte, where they were trying to serve a warrant for possession of a firearm by a convicted felon. When officers arrived, shots were fired from inside the house. Police fired back, killing one person in the front yard. A second person then opened fire, leading to a three hour standoff outside my door. Police were running by and then ambulance started coming in and they were just going everywhere. Everywhere. We heard about over 100 gunshots. It sounded like world war three. Three of the four officers killed were from the us marshals service. The other was a local Charlotte Police officer. Four other officers were injured. Authorities ultimately sent in a swat team with an armored car to smash into the home to. People inside were taken into custody as persons of interest. The us is increasing pressure on hamas to accept a new proposal for a ceasefire deal in gaza, although the terms of the agreement have not been made public. A los angeles woman is suing actress sharon stone for allegedly causing a car crash last summer. The lawsuit claims the basic instinct star was speeding and made an unsafe lane change while driving on highway 101 near studio city. The woman filing the suit claims stone ran into her car and is responsible for the injuries she suffered. The plaintiff is seeking 35,000 in damages. Sharon stone has not yet publicly responded to this lawsuit. The cdc is investigating a norovirus outbreak on multiple cruise ships this month. Nearly 200 passengers got sick while sailing. Dozens reported feeling ill on a Royal Caribbean cruise ship that sailed from tampa to los angeles. Another outbreak was reported on a cruise ship currently sailing from la through hawaii into the south pacific. More than 100 passengers were treated for virus symptoms at that ships Medical Center.
