At one point, all the lanes were closed. You can still see parts of a big rig that hit the toll plaza there at about 10 00 at night, an and this was a deadly crash. Were going to find out more about what happened in just a bit as we tell you on the news. But one of the things that you need to know is right now, only the three lanes there are open and its early. But this is one of those bridges that really does take a lot of traffic. Were going to keep watching it for you because if they dont open these lanes, were going to be in for a long, long morning at the Richmond Bridge. Lets talk about maybe some of the other bridges you could take. Right now, the bay bridge looks pretty good and so does the san mateo bridge, the golden gate bridge. But again, the Richmond Bridge, you should know that if you use that bridge, its going to be affected by what happened. Now at 401. For more on that, lets go back to pam. All right. Thank you, sally. The chp says that driver of the big rig was killed after crashing into the toll plaza on the richmondsan rafael bridge. It happened just before 10 00 last night. Investigators say the big rig smashed into a toll booth, then burst into flames. So far, no other injuries are reported. The chp is still investigating the cause of the crash. You can see heres that earlier video of the extent of the fire. Now this shut down all westbound lanes of the bridge for more than 3. 5 hours overnight. The two right lanes remain closed at this hour. We will keep an eye on this throughout the morning. All right, pam, time is now 402. Now the latest on the war between israel and hamas. Youre looking at live pictures here. Were looking at gaza. It seems to be sterile. No problems at the moment in these live pictures. But all night you could see fire and smoke coming from damaged buildings and you could also see palestinian families carrying their belongings, walking along the damaged streets in gaza. Now, later today, President Biden will make a speech showing us support for israel. But reports from insiders say there are no plans yet to send in american troops. And heres what israeli Prime MinisterBenjamin Netanyahu said about the future of this war. He didnt want this war. It was forced upon us in the most brutal and savage way. Israel will win this war. And when israel wins, the entire civilized world wins. Now, the United States has already sent military aid to israel and talked to key allies about the war, where at least 1600 people, including 11 americans, have already been killed. And israel continues to retaliate for the attack by hamas. Just this morning, the Israeli Air Force targeted gaza city and says at least 1500 hamas fighters were killed. And israels defense minister says the supply of water, food, food, power and fuel to gaza is being cut off. 187,000 people in gaza have been displaced, according to the united nations. Well in San Francisco, people are showing their support for israel as ktvu zac sos shows us, the citys Jewish Community came out to condemn the violent attack by hamas. Armstrong was fired back in february by mayor xiang tao for allegedly mishandling misconduct charges against a police officer. Later an independent report found the investigation that led to armstrongs firing was unreliable. The list of police chief candidates has been shared with the mayor, the city administrator and the full police commission. Novato has a new police chief. Jim nagle most recently served as an assistant sheriff at the Sonoma County sheriffs office, where he worked for 22 years. Before that, he was an officer with the Novato Police department for three years. Chief nagle is a native of petaluma. The California PublicUtilities Commission is due to meet next month to talk about a proposed settlement. Now cal fire confirmed last year the fire started in butte county after a tree made contact with pga equipped meant the dixie fire is the second biggest wildfire in california history and burned almost a million acres. One firefighter was killed and more than 1300 homes were destroyed. And some areas of the Hawaiian Island of maui are back open this week. It has been just two months since the fire that devastated the Historic Town of lahaina. Hawaiis governor has been pushing to reopen parts of the island in an effort to stimulate the local economy and get people back to work. Coming up, we hear from a witness who was inside the consulate when the car came crashing into the building. Also, its been two years now since a man from oakland died in the santa rita jail in dublin. And ktvu has exclusive body cam video showing the rough treatment he endured while in custody im all about fall, especially this new Pumpkin Spice frosty. We have exclusive body camera video obtained by ktvu that shows an oakland man was motionless on his bunk while deputies and nurses failed to check in on him. Now an autopsy says morris monk died sometime in november of 2021 of natural causes. But now video and records are giving us more context about the kind of care that 45 year old man received. Ktvu brooks jarocz looks into what could have contributed to his death. Back then, we received several tips about this incustody death at santa rita jail, but no officials and no sources would go on the record. We requested reports body camera videos and other documents, but were denied at every turn. Now two years later, we have the video because of a lawsuit compelling its release. All right. Newly released body camera video from november 20th, 21 shows it was at least three days. Would you like your medicine, mr. Monk . Before Alameda County sheriffs deputies opened the cell door, went inside and put hands on to check on morris monk. But by then he was dead. They basically killed him. And it shouldnt be right that they get to walk around and everythings okay back to life. Monks daughter and his sisters say he wasnt given any meaningful care taken to santa rita jail two years ago after getting into an argument with an ac transit bus driver for not wearing a mask and missing a court date. He suffered from schizophrenia. Hes put putting a cup requiring medication. That video shows was just thrown in his solitary cell day after day. And it feels like they treated my brother like he was a dog, like an animal. And he wasnt with the trays pushed into his cell, the bag lunches thrown in his cell, monk left lying face down half naked and alone, not eating and not taking his pills. The killer is the system, the system failed, mr. Monk. It failed his family. It failed the community. And it failed on every level. Civil rights attorney adante pointer represents the monk family and sued Alameda County and its medical provider wellpath, even alleging some deputies forged wellness checks and tried to cover up when monk actually died. There must be some type of consequence for bad behavior, and here tail Sheriff Deputies and tell the nurses and tell the medical staff are held accountable in a way that they can feel. And its not just another tax dollars that are paid out for these lawsuits. Unfortunately, this type of stuff will continue to happen. Found with bedsores and near a puddle of his own urine, the meds and food seen piled up by the door. It was just like disgusting to know that my own dad that really cared about people like. Like he really, really cared about people. How he went through that and its just that the person that he is and what he went through, like that stuff is just so wrong to me. Its just so its so wrong. Sheriff Yesenia Sanchez was in charge of the jail at the time of monks death. She says her priority is being transparent with the public, but wouldnt comment on this case and told us this last month. Were going to make every effort to minimize anything as far as any any one part away in our facility. Were were making those efforts. Were making those strides. If youre hungry, its unclear if any deputies were disciplined. But the lawsuit suggests there were several policy violations. And wellpath, which has a five year, 250 Million Contract, has not responded to our requests for comment as well. Path going to continue to feast on public dollars while now failing at every step of the way to treat people with dignity and give them the medical care they they they deserve to receive. He was a father. He was a friend. He was a brother. He was a provider. He was just not a person. And he had rights, rights. A big rig hit. The toll plaza. There was a fire. Someone died in the crash. The three left lanes are open, but right now they still have to get this truck. You can see on the left, that tow truck has to get in there and get the remaining parts of the big rig out. So it is early. As pam mentioned, not going to be a big commute right now, but were going to keep watching it because of just this commute is one of the major ones. And hopefully this will be gone in the next. Were going to talk live to our Fox Medical Team about how exercise may keep you from losing weight say that post workout lull may be keeping us from losing weight. Fox medical teams beth galvin joining us now live to talk about this. Good morning, beth. We usually hear working out gives you energy boosts your metabolism, but this new study shows it can also be the opposite. Explain the findings of this study. Hey, good morning, pam. So yes, danish researchers found that when we have sort of a formal workout, so maybe we go for a run in the morning or we go to the gym in the morning to get in a workout, we tend to sort of self sabotage a little bit by cutting back on other forms of activity during the day. So those who seem to have a more structured workout then will go on to maybe not walk the dog, not get up and walk around at work all day, not take the stairs. And so its as if theyre compensating, you know, by not doing anything, by not doing the regular activities that they do each day because theyve been exercising. And they found that that may actually sort of undermine some of the results that youre hoping to get from, you know, engage in a in a workout because then well go along and well sort of rest and sort of kick back for the rest of the day. Pam yeah, that so its kind of our ticket to relax, i guess, because we worked out so many people do work out to. I mean, most of us work out to stay healthy and everything, but also some to lose weight. So taking it easy the rest of the day. And how does that impact our ability to maybe lose weight . Right. So generally, i think the researchers found, you know, that we think that were losing a lot more weight than were actually losing. And by cutting back in some of the other opportunities to move throughout the day, we can be sort of undermining any chances of weight loss. There have been previous studies that show that people that that kind of activity of not moving as much during the day led to a 22 less of a weight loss. You know, so it is impacting you and it is you know, the bottom line seems to be from this study that even though you do get in that good workout, dont over estimate how much that workout it is, you know, burning calories and things like that. And dont assume that youve got this calorie deficit now that youve worked out that you can afford to sort of take it easy for the rest of the day. Pam yeah, i think some of those little calorie readers on our watches or the machines can be kind of misleading when it in terms of how many were actually burning. It also sounds like whether or not you actually enjoy the exercise. Does that make a difference . You know, that was what i found really interesting. It does. It found that people who tend to look forward to their workouts to enjoy what theyre doing when theyre exercising in that period of time that theyre exercising, feel less compelled to sort of compensate and cut back on the other times during the day when they would be exercising. So in other words, it was something that was sort of, you know, theyre enjoying and they sort of continue and it spills over into their day so that theyre less likely to fall into that pattern of, hey, i already worked out. Well, an Investigation Continues in San Francisco after San Francisco police opened fire and killed a driver whose car crashed into the chinese consulate. Ktvu is amber lee spoke with someone who was inside the consulate when that car came barreling into the building. Videos posted on x show the blue honda civic that crashed through the front door of the chinese consulate in San Francisco. And inside a lobby where people were applying for visas to travel to that country after i was shaking, i was i was like very, very, like scared. It was very like slightly traumatic. Tony shin tells me he was among the 20 people waiting to process their visas. When i heard a really loud bang, i thought it was like gunshots. But i turned to the left and there was smoke. Shin says he saw the driver dressed in a blue polo shirt and gray jeans with blood on his head, holding two knives, standing by the blue car and a Security Guard trying to detain him. Shin and others ran out of the building through the damaged doorway. I turned back and i saw the guy was taking out a crossbow, like one of those crossbow like shooting things. Shin says. Less than a minute after he got out, five Police Officers arrived initially with their guns drawn and rushed into the building. He says they were later joined by more officers. I heard around like 3 to 5 gunshots. I dont remember exactly how many. Police say an officer confronted the suspect and that the suspect was shot and transported to the hospital in spite of the life saving efforts of the Police Officers, firefighter, paramedics and personnel at the hospital, the suspect was later pronounced deceased. The consulate issued a written statement in chinese that we translated to english. It says in part, our embassy severely condemns this violent attack and reserves the right to pursue responsibilities related to the incident. This is shocking. I mean, living by the chinese consulate. We know that theres potentially things that could happen. So its hard to know. Is this political or is this somebody who maybe was angry because maybe their visa didnt go through was it just random questions that police say they cannot answer at this time . Shin says hes grateful he and others inside the consulate were not injured or killed. Theres a lot of things that could have went differently, like maybe he had a gun or had explosives in the car. But thankfully he didnt. And thankfully im safe. And i reflected on it afterwards. Police say there are multiple agencies involved in this investigation since the shooting happened inside the chinese consulate. And as with all Police Shootings, the Department Says it will hold a town hall meeting on this incident within ten days in San Francisco. So amber lee, ktvu, fox two news. Rotem shelly lives in an israeli city, 30 miles outside of gaza. She says the constant sounds of air raid sirens and explosions started saturday morning and it has not stopped. You can still hear them and you can feel the windows and the doors shaking and you can you can literally feel the explosions all the time, like constant going off and the airplanes and everything. And she says everyone living in her city has been going back and forth from their homes to bomb shelters the past few days. Theyre also staying tuned into local tv and radio, hoping to hear word on missing loved ones. There was a proisrael gathering in lafayette last night where people showed their support for those in israel. Temple asia hosted the event. There were speakers who mourned the loss of lives and expressed concern for those still being held as hostages. I thought about everyone who has lost loved ones and the countless people who have been taken hostage and every person who has been gravely injured, and about the government who we now have to put our faith in, that they will be able to protect the people of israel and the coming days we come together tonight completely broken hearted and torn apart in anguish. These are dark days. These are dark days. God is weeping with us to let us turn to god for light and for strength. And let us turn to one another. Governor gavin newsom has signed a Ground Breaking bill involving social media and californias children. It would allow the parents of sexual Abuse Victims to sue social media platforms for knowingly permitting exploitation and trafficking material on their sites. Industry selfregulation has been a complete failure every parent in the audience knows that you have to hold them accountable. In this case, the law holds people legally accountable and allows individual families to sue the platforms that have permitted this kind of exploitation that will get results. Now, the Tech Companies are expected to file a lawsuit to block this law, which is set to go into effect in january 2025. San clara county is testing a new program that allows Law Enforcement to increase or decrease the bail for repeat criminal offenders. Now the Santa Clara CountyDistrict Attorney and local Law Enforcement created the program , which allows officials to explain why a higher or lower bail would be a good option. So supporters of the plan say it will decrease the number of people who are arrested over and over again. But critics say theres no link between higher bail and increased Public Safety , incarcerating people that that are homeless, that have Substance Use issues that are mentally ill, simply isnt going to vanish them. It doesnt make the problem go away if anything, it makes the problem more difficult because when you have people that are in jail unnecessarily for longer and are more destabilized and more desperate, police started using the form at the beginning of this month and will continue through the end of january. Spina farms in morgan hill says at least four vandals broke in last week, knocked down portapotties and destroyed custom made scarecrows and drove a tractor right through the field. The vandals ran away when they heard Police Sirens coming. One of the people dropped a phone with a sketch of themselves as the screenshot on the phone, the farm posted the image asking if anyone knows that person, please contact Santa Clara County sheriffs department. A new bill the governor just signed will increase the fees for people who dont show up for their reservation at campsites. The people behind the new laws say the goal is to free up more campsites for people all over the state and the us air force is praising a military Flight Instructor for a remarkable rescue in Yosemite National park. Captain Joshua Hoffman helped save a climber who plummeted 80ft while they were descending half dome last month. The hoffman went outside of his cable to reach a climber tree, two fractured leg and also alert the authorities. The United States air force says both of them made it back safely. San rafael City Attorney is proposing a county sanction camp at the citys civic center. It currently has county offices as well as it hosts concerts, plays, picnics and the summer fair. If approved , the city could remove existing homeless camps on public walkways, parks and streets on an interim temporary basis, conducting some sort of sanction and camping at the 160 acre county Civic Center Property with a intent that it would be over at a time that we could get people in housing. Now, marin county already provides 160 beds for Homeless People in unincorporated parts of marin. Some county Officials Say the idea for a big civic center camp is not sustainable because the space is needed for events and parking. Fleet week drew hundreds of thousands of people to San Francisco with many choosing the ferry as their mode of transportation. San Francisco Bay ferry reports that it carried more than 29,000 passengers over the weekend. The Ferry Service says it was its highest ridership for a saturday and sunday since 2018. A couple of bay area airports are still struggling. Postpandemic san jose, minetta International Says its a 0. 2 decline in passenger trips during august compared to the same month last year. The numbers for Oakland International airport are also down. Its a different story, though, at sfo, where it says it saw a 17 increase in passengers in july compared to the same month last year. The state is expanding an initiative aimed at cleaning up and revitalizing public spaces. Its part of a long term clean up effort known as the clean california initiative. Well, they still have those lanes closed, steve, because of a deadly crash that happened last night. Lets take a live look from the toll plaza camera where the two left lanes or three left lanes are open. But those lanes are closed. Were just about to find out the details of this crash. It was pretty violent and quite downright scary for people who are there at the time. Well tell you more about it in a minute. What you need to know is if the Richmond Bridge is your commute, you should leave early. You should leave now. Its not all that bad. Theres not a lot of traffic. But this commute tends to get busier here as we get closer to six. We dont know if theyre going to open the lanes yet, but well let you know in just a bit. Lets go to the bay bridge now. Bay bridge still looks pretty good if you are driving westbound, its still nice and early commute. Youve heard steve talking about the wet weather or the drizzle, whatever that means. The roads are going to be slick and we might have more crashes at 501. Lets go back to the desk. All right. Thank you. And picking up on what sal said, ktvu is Amanda Quintana is at the richmondsan rafael bridge where there was that deadly big rig crash last night. And, amanda, we what does it look like out there now . Well dave, there are still pieces of that big rig here and they are still trying to clean up after that deadly crash. So as you can see, weve been kind of watching them try to pick up the engine, it looks like. And you could see that piece of the big rig obviously burned from the fire to now that big rig. It hit the tollbooth around ten last night. And both the tollbooth and the big rig went up in flames. And you could see those flames as we watched from our Traffic Cameras here at the bridge last night. Crews were here. They were putting out the fire and caltrans was diverting traffic. The coroner was then called to the scene here. Now, the westbound lanes were closed for hours. The big rigs engine was separated from the cab and they called in a crane to remove it too. Now we have three of the westbound lanes that are open, as sal mentioned, but those on the right side are still closed. So something that you need to think about if you are coming this way. Weve been told by chp that those right lanes, theyre going to be closed indefinitely for repair work, but there are still a lot of Unanswered Questions about what led to this crash, what happened here, whether speeding or reckless driving was a factor here. Now, also, there have been talks about getting rid of bay area toll booths since everything is electric now and the booths arent really needed anymore, the Toll Authority has said that work to remove them would begin this year. But as for this crash, were still working to learn really what happened here, why this happened, why that big rig ran into the toll booth and it seems like they are going to be here for a bit. Still cleaning up. So we will be here this morning and kind of watching as it all happens and let you know when these lanes do reopen. And here at home outside of San Francisco city hall, a big crowd showed up last night to show support for israel. Hundreds of people gathered to hear speakers and say prayers for the people trapped by the continuing war. Rabbi Shimon Margolin has family and friends still in the middle east and says hes one of many people who said this is a war that was started by terrorist s, not by the Palestinian People. Were standing against hamas because we want the world to realize that first and foremost, hamas is the biggest enemy of Palestinian People. Its just absolutely devastating. Its really hamas versus israel. And unfortunately, so many civilians on the palestinian side and the israeli side are caught. Now, organizers say theyll continue to hold more demonstrations throughout the week. The white house says President Biden was interviewed by a special counsel investigating the his handling of classified documents. Now, the interview was said to be voluntary and conducted at the white house over the past two days. The special counsel is investigating how classified documents its ended up at the president s delaware home and at a private office that he used after leaving the vice presidency. Sources say the interview raises the possibility that the investigation is coming to an end. And Oakland Police committee assigned with finding candidates for police chief has a list of recommendations. Yeah, the names of seven applicants were submitted by the committee, including the name of lauren armstrong. The former Oakland Police chief. Armstrong was fired back in february by oakland mayor xiang tao for allegedly mishandling misconduct charges against a police officer. And later, an independent start report found that the investigation that led to the firing of chief armstrong was unreliable. The list of police chief candidates has been shared with the mayor, with the city of administrator and the full Oakland Police commission. Novato has a new police chief, jim naugle most recently served as an assistant sheriff at the Sonoma County sheriffs office, where he worked for 22 years before that, he was an officer with the Novato Police department for three years. Chief naugle is a native of petaluma. Well, pga could be facing a 45 million fine for its role in starting the 2021 dixie fire. The california puc is due to meet next month to talk about a proposed settlement. Cal fire confirmed last year that fire started in butte county after a tree made contact with pga equipment. The dixie fire is the second biggest wildfire in california history and almost a million acres burned. One firefighter was killed and more than 1300 homes were destroyed. And some areas of the Hawaiian Island of maui are back open. This week. It has been two months since the fire that devastated the Historic Town of lahaina. Hawaiis governor has been pushing to reopen parts of the island in an effort to stimulate the local economy and get people back to work. However, the reopening is also sparking outrage among thousands of People Living on maui who say it is too soon for outsiders to return. And its been two years now since a man from oakland died at the santa rita jail in dublin. We have exclusive body camera video obtained by ktvu that shows an oakland man was motionless on his bunk while deputies and nurses failed to check in on him. An autopsy says maurice monk died sometime in november of 2021 of natural causes. But now video and records are giving us more context about the kind of care that 45 year old man received while he was in jail. Ktvu brooks jarocz investigates what could have contributed to his death. Back then, we received several tips about this incustody death at santa rita jail, but no official cause and no sources would go on the record. We requested reports body camera videos and other documents, but were denied at every turn. Now two years later, we have the video because of a lawsuit compelling its release. Newly released body camera video from november 2021 shows it was at least three days. Would you like your medicine, mr. Monk . Before Alameda County sheriffs deputies opened the cell door, went inside and put hands on to check on maurice monk. But by then he was dead. They basically killed him. And it shouldnt be right that they get to walk around and everythings okay. Back to life. Monks daughter and his sisters say he wasnt given any meaningful care, taken to santa rita jail two years ago after getting into an argument with an ac transit bus driver for not wearing a mask and missing a court date. He suffered from schizophrenia. He was put in a cup requiring medication that video shows was just thrown in his solitary cell day after day. And it feels like they treated my brother like he was a dog, like an animal. And he wasnt with the trays pushed into his cell, the bag lunches thrown in his cell block, left lying face down half naked and alone, not eating and not taking his pills. The killer is the system, the system failed, mr. Monk. It failed his family. It failed the community. And it failed on every level. Civil rights attorney adante pointer represents the monk family and sued Alameda County and its medical provider wellpath, even alleging some deputies forged wellness checks and tried to cover up when monk actually died. There must be some type of consequence s for bad behavior and here and share of deputies and tell the nurses and tell the medical staff are held accountable in a way that they can feel and its not just another tax dollars that are paid out for these lawsuits. Unfortunately this type of stuff will continue to happen. Found with bedsores and near a puddle of his own urine, the meds and food seen piled up by the door. It was just like disgusting to know that my own dad that really cared about people like. Like he really, really cared about people, how he went through that and its just that the person that he is and what he went through like that stuff is just so wrong to me. Its just so its so wrong. Sheriff Yesenia Sanchez was in charge of the jail at the time of monks death. She says her priority is being transparent with the public, but wouldnt comment on this case and told us this last month. Were going to make every effort to minimize anything as far as any or anyone passing away in our facility. Were making those efforts. Were making those strides. Hope youre hungry. Its unclear if any deputies were disciplined, but the lawsuit suggests there were several policy violations and wellpath, which has a five year, 250 Million Contract that has not responded to our request for comment. Is wellpath going to continue to feast on public dollars while failing at every step of the way to treat people with dignity and give them the medical care they they they deserve to receive. He was a father. He was a friend. He was a brother. He was a provider. He was just a person. Theres an overturned vehicle on the way to the tunnel on westbound 24. And this is right there. You see one lane is open on the over there thats heading up to the tunnel that overturned vehicle is there there was another vehicle involved as well. But thats obviously the big problem there. Orinda fire truck there blocking part of the lane. People are getting off the freeway and getting back on. So theyre doing what they can to get up past this crash. But 24 is slow as you come up to the tunnel. This is going to be backing up now into orinda until they write this vehicle. Theres also some Police Activity associated with this. And apparently some people got out and ran away and they were somehow in the in the hills there. So police are looking for them now. Well see what happened. Lets talk about the backup. A woman who lives in israel is describing the horror and misery of living in a country thats become a war zone. Rotem shmueli lives in an israeli city 30 miles outside of gaza. She says the constant sounds of air raid sirens and explosions began saturday morning and it has not stopped. You can still hear them and you can feel the windows and the doors shaking and you can you can literally feel the explosions all the time, like constantly going off. And the airplanes and everything. And she says everyone in her city has been going back and forth from their homes to bomb shelters the past few days. They attended a Memorial Service at congregation beth israel, where the rabbi described his personal loss. The investigation goes on into a vial. An incident. It happened inside the chinese consulate in San Francisco. Police shot and killed the driver of a car that crashed through the front door of the consulate. Video audio posted on social media shows the chaotic scene there at the consulate on laguna and gary. Investigators say the car crashed into the lobby while people were inside applying for visas. I was shaking. I was like very, like scared. It was very like slightly traumatic. I heard a really loud bang. I thought it was like gunshots. But i turned to the left and there was smoke. No one inside the consulate was hurt. The driver was taken to the hospital where he later died. But so far police have not released any details about the driver or possible motive. Santa clara county is testing a new program that allows Law Enforcement to increase or decrease the bail for repeat criminal offenders. Now, the Santa Clara CountyDistrict Attorney and local Law Enforcement created the program that allows officials to explain why a higher or lower bail would be a good option. Supporters of the plan say it will decrease the number of people who are arrested over and over again. But critics say theres no link between higher bail and increased Public Safety, incarcerating people that are homeless, that have Substance Use, issues that are mentally ill simply isnt going to vanish them. It doesnt make the problem go away. And if anything, it makes the problem more difficult, because when you have people that are in jail unnecessarily for longer and are more destabilized and more desperate. An the people behind the new law says the goal is to free up more campsites for people all over the state. And the air force is praising a military Flight Instructor for a remarkable rescue in Yosemite National park. Captain Joshua Hoffman helped save a climber who fell 80ft while they were descending half dome last month. Hoffman went outside of his cable to reach that climber treaty, had a fractured leg, and then alerted the authorities. The air force says both men made it back safely, thanks to the quick thinking and the courage of the captain. Incredible, incredible rescue. All right. Series of these systems will continue to just march in here. If youre north is going to be cloudy with off and on rain. If youre south, probably a mix of sun and a lot of clouds. But i dont think this pattern is changing until probably next early next week. Then it looks like we might get warm to hot again, but well deal with a lot of cloud cover. You can see look at that. Now, these systems come in, they fall apart over us. But each one is producing a little bit of light rain. Therell be another one late sunday into monday. And you can see for us, not much santa rosa north, not too shabby. Will the latest winner of the nobel prize for economics has spent her career studying what causes the pay gap between men and women. Claudia goldin says despite a higher percentage of women graduating from college, women still earn an average of 13 less than men. And thats a major improvement from 50 years ago, when women were earning 43 less than men, or even ten years ago, when it was 22. She says the basic differences are reflections of what happens in individual homes, and its closely connected with childcare. America runs on women and we noticed that during the pandemic, when women were being pulled back, back into the home because of their work and because of childcare. I also want to mention that on the Richmond Bridge, we still have the two right lanes closed there, getting more of a backup because of a deadly truck crash that happened last night at about ten. Its taken a long time for them to clear this up. They still are in the process of doing that at and were getting a bigger backup on the Richmond Bridge. If youre driving to the bay bridge, it doesnt look too bad on the eastshore freeway, the bay bridge toll plaza has not been filled in just yet. I think maybe a lot of people are stuck on 24 and they havent made it this far. 551 lets talk about the weather. Heres steve. So a lot of cloud cover and still drizzle here being reported. Well take a look. Take a look at this system. You can see now most of this is to the north. But give this system credit. Even though were on the tail end of it. Time now. 556 theres a new plan by officials in marin county to get the homeless into shelters. San rafael City Attorney proposed a county sanctioned camp at the citys civic center. That area right now has county offices. It hosts concerts, plays, picnics and the marin county fair. If this is approved, the city could remove existing homeless encampments on public walkways, parks and streets on an interim temporary basis, cease conducting some sort of sanctioned camping at the 160 acre county Civic Center Property with an intent that it would be over at a time that we could get people in housing. Now marin county already is providing 160 beds for the homeless. Some county Officials Say the idea for a big civic center camp is not sustainable because that space is needed for events and for parking. The state is expanding, adding an initiative aimed at cleaning up and revitalizing public spaces. Its part of a long term clean up effort known as the clean california initiative. Led by caltrans. It also focused on removing trash, creating jobs and Encouraging Community his to bring new life to public spaces. The Governors Office posted video recorded near San Franciscos powell street. Bart station of the announcement that the state will be getting 114 million in new grant money. 14 of those 114 will be for revitalizing public spaces like this. Specifically targeting transit areas. A lot of drizzle 60s on the temps. There is a system approaching though so i dont think santa rosa is going to stay clear much longer. Look at that. This will drag across us. This is more for areas to the north than it is to the south. But high 60s and 70s with off and on drizzle. And theres a lot this morning. All right. Sals here. Orinda better did i hear that . Its a little better. They removed the vehicle. They still have the right lane closed near wilder road on westbound 24. In case youre just joining us, it was an overturned car or actually suv there as you drive up to the tunnel. They still have the right lane closed, but theyve done a lot of the work to clear it. Theres a backup from acalanes road. Were also talking about the Richmond Bridge. Still the three right lanes closed because of a crash. And well tell you more about that in just a second. I want to touch on the bay bridge. We dont have a big backup here because i think a lot of people have held up on 24 and maybe on highway four, they just havent reached here yet. Its a little unusual. And remember, its a little wet out there. So take it easy. Interstate 880 looks pretty good. Lets get back to that Richmond Bridge, ktvu is Amanda Quintana is live this morning at that bridge and tells us one person died in that crash last night at the toll plaza. Amanda yeah, well, so there is a cleanup still happening here. A lot of tow trucks still remain and they actually just lifted that part of the big rig back there that you can see theyve had tow trucks around it, kind of trying to figure out how theyre going to get it out of here. But they just lifted that in the last couple minutes, getting ready to get that out. And then also, theres other tow trucks here. If you take a look at this tow truck on the right, weve been kind of looking at it, trying to figure out what this is because the damage is just so great. Its hard to tell really what that was. What piece of the big rig that was. But obviously, a lot of damage here because the big rig and the toll booth, both of them went up in flames. So a lot of damage from the fire and the crash as well. Now, this happened at 10 00 last night. You could see the flames from the bridges traffic. Camera crews were here putting out the fire and caltrans was diverting traffic. The coroner was then called to the scene here. Now, the westbound lanes were closed for hours, three three of the lanes were reopened overnight, but chp says the three on the right, the three that are still closed, they will be closed indefinitely for repair work. We have seen chp stop traffic in the left lanes that are open just temporarily for a few minutes this morning as the tow trucks kind of try to get into place to pick up the debris here. And of course, all of this will likely affect your morning commute. So this is something that you should be aware of, but you know, in terms of the crash, there are still a lot of Unanswered Questions about what led to it, whether speeding or reckless driving was a factor in it. And also there have been talks of getting rid of bay area toll booths since everything is electric now and the booths arent really needed anymore, the Toll Authority has said work to remove them would begin later this year. Now weve got a view of the big rig pieces of the big rig this morning, but its kind of hard because there are a lot of tow trucks here. Its kind of hard to see the actual toll booth. But when the tow trucks have moved a little, we got, you know, short glances of the toll booth and it is just black, very damaged from that fire. So thats another issue here that theyre going to have to clean up once they get all this debris out. Theyre going to have to figure out the toll booth as well, kind of what they can take away and get rid of here in these lanes. So we might see these lanes closed for quite a bit. So far, eric early is currently the only other major republican candidate. Now steve garvey joins a field dominated by democrats adam schiff, katie porter and barbara lee. We are working to try to find out more details about the man shot and killed by police in San Francisco after driving his car into the chinese consulate. Ktvu is andre senior joining us now in studio with the images from inside that consulate. Just moments before police arrived. And pam, you could see someehine right now. The violent incident unfolded shortly after 3 00 yesterday afternoon, noon at the consulate building on gary boulevard and laguna street. A number of critical questions still need to be answered about what happened here. Now, this video posted on social media shows that chaotic scene on the edge of the fillmore district, San Francisco police opened fire and killed the driver of a blue honda civic who had crashed through the front door of the consulate building. The speeding car ended up in the lobby where several people were applying for visas so they can go to travel to china. I was shaking. I was i was like very, like scared. It was very, like slightly traumatic. I heard a really loud bang. I thought it was like gunshots. But i turned to the left and there was smoke. No one was hurt at the consulate San Francisco police and firefighters rush to the wounded and rushed the wounded suspect to the hospital. In spite of the life saving efforts of the Police Officers, firefighter, paramedics and personnel at the hospital. The suspect was later pronounced deceased. Well, so far, police have not released any details about the driver or the shooting, and they have not revealed any possible motive. But several witnesses say the man car killed was carrying two knives at the time that police say there are multiple agencies involved in this investigation since the shooting happened inside the chinese consulate. The Israeli Military has announced a full siege of gaza, cutting off all food, fuel, electricity and medical supplies into gaza after this weekends deadly attack by the Extremist Group hamas. Now representatives from hamas, meanwhile, though, have threatened to execute some of the hostages theyve taken if israeli airstrikes continue. So right now, this is a live picture from gaza. You can see smoke coming up. Columns of smoke coming up from the skyline there earlier this morning. We have seen what looked like explosions with those thick columns of smoke there along the town in the area. This comes as we were hearing some heartbreaking stories from American Families who say their loved ones have been missing since the attack on saturday. And are believed to have been held hostage. One of the four hostages was born in berkeley and moved with his family to israel about 15 years ago. The parents of 23 year old hirsh goldberg, poland, says he was at the Music Festival that was happening near the gaza border on saturday when hamas militants attacked it. They said they they attacked their son and his friends. They fled to a bomb shelter where hamas gunmen continued to attack them. Heres what his mom and dad have to say. Eyewitness accounts from the people that we talked to who are in this bomb shelter, several people, independent of each other, said your son and his friend on air saved their lives. Anybody who is alive because as grenades were being thrown in, they were tossing them back out. There were two texts in a row from hirsh at 811. In the first one said, i love you. And immediately at 811 also it said , im sorry. And so i knew immediately he wherever he was, as it was a terrible situation. And goldberg, polands mother, says that was the last message shed received from her son. Now, four days ago, the Us State Department believes he and three other american are being held hostage. A joint Statement Released overnight from President Biden and the leaders of france, italy, germany and the United Kingdom acknowledged the atrocities and condemned the violence, saying, quote, in recent days, the world watched in horror as Hamas Terrorists massacred families in their homes, slaughtered ove200 young people enjoying a Music Festival and kidnaped elderly women, children and entire families. The statement goes on to say, all of us recognize the legitimate aspirations of the Palestinian People. Hamas does not represent those aspirations , and it offers nothing for the Palestinian People other than more terror and bloodshed. The Biden Administration vowed to send available weapons to israel. It allows Law Enforcement to either increase or reduce the bail for repeat criminal offenders. In Santa Clara County, District Attorney and local Law Enforcement created this program. It allows officials to explain why a higher or lower bail would be a good option. Supporters of the plan say it will reduce the number of people who are repeatedly arrested, but critics say theres no link between higher bail and increased Public Safety, incarcerating people that that are homeless, that have Substance Use issues that are mentally ill, simply isnt going to vanish them. It doesnt make the problem go away if anything, it makes the problem more difficult because then you have people that are in jail unnecessarily for longer and are more destabilized and more desperate. Well, the police started using this at the beginning of the month. Theyll continue it through the end of january. And then after that, officials will study how the new system is working before they decide if it should continue. Well, it soon could get easier to get a reservation at some of californias most popular state parks and campgrounds. A new bill just signed by the governor will increase the fees for people who do not show up for their reservations at campsites. It would also establish a lottery system for some of the more popular campgrounds, and it could add a ban for people who no show to many of those reservations. But we have a couple of different headlines, unfortunately, but 24 is not very good at all heading over to the tunnel because of an earlier crash and we also had a crash on the other side of the road that theyre clearing these crashes should be gone, if not completely gone. But the damage is done. And of course, its raining out there or drizzling. I dont know what you call it, but its wet and that has slowed traffic down. We also have to talk about how 24 is backed up from walnut creek. Highway four is slow, 80 is slow. And also on the Richmond Bridge, we have only three left lanes getting by. Theyre doing some work on a crash that happened last night at about 10 00. Its taken a long time to clear it. Bay bridge is finally getting full and of course, the san mateo bridge. Lets go down there. The san mateo bridge has a crash westbound right before the toll plaza. Officials in marin county have a new plan for getting the homeless into shelters. The san rafael City Attorney is proposing a county sanctioned encampment at the citys civic center right now, it has county offices as well as place to host concerts, plays, picnics and the summer fair. If its approved, the city could remove existing homeless encampments from public walkways, parks and streets. On an interim ten temporary basis, is conducting some sort of sanctioned camping at the 160 acre county Civic Center Property with an intent that it would be over at a time that we could get people in housing. Now, marin county already provides 160 beds for the homeless in unincorporated marin. Some county Officials Say the idea for a big camp in the civic center is not sustainable because that space is needed for events, arts and for parking.
